their martha's vineyard home we'll have the full report. but we begin with explosive new testimony that will give new insight of just how involved president biden might have been with his son hunter's overseas business dealings. senior national correspondent kevin corke joins us live with what's to come on capitol hill. good evening kevin. >> reporter: good evening jonathan. hunter biden would dial in his father and then he would put him on speaker phone, back when he was the vp, into meetings with his overseas business partners. now, that is according to testimony. expected before congress this week from devon archer, the first son's former best friend. archer is scheduled to testify to the house oversight committee about the meetings that he apparently witnessed. that, again according to him, were attended by joe biden, either in person or via speaker phone when hunter would call his father to introduce him to his foreign business partners or

prospective investors. >> we're at the point where we need people to come in under oath or go into more details. all roads point to joe biden, i think any reasonable american would see that. >> reporter: on capitol hill meantime the stakes are getting higher by the minute. so much so that what were once just whispers about a possible impeachment are now being discussed out in the open. >> if you're sitting in our position today, we would know none of this if republicans had not taken the majority. we've only followed where the information has taken us. but, hannity, this is rising to the level of impeachment inquiry which providers congress the strongest power to get the rest of the knowledge and information needed. >> reporter: recall, and this is important, the president has, on multiple occasions, strongly denied ever speaking with his son about his foreign business dealings which, if true, would directly contradict the latest allegations. also tonight, the department of

justice offering u.s. attorney david weiss, who led its investigation into hunter biden, for testimony before the house of representatives about the ongoing circumstance involving mr. biden. of course, as you know, house republicans have been demanding he and dozens of others testify before house officials. weiss expected to head to the hill, jonathan, a little bit after the august recess. >> jonathan: kevin corke, thank you very much. good to see you, kevin. >> reporter: you, too. ♪ >> jonathan: former president donald trump is still dominating in the latest polls among republicans hoping to unseat president joe biden in 2024. and he's one of six candidates who have just qualified for the first debate of the gop primary season but will he join the others on the debate stage. correspondent jeff paul will

join us now with who's in and who's out at least for now. >> reporter: it all boils down to two things, polling and fund raising. you have to reach at least 1% or higher in at least two qualifying national or state polls and at least 40,000 unique donors and so far these six have reached it. forker president drurjts governor ron desantis, former ambassador and governor nicky halle, entrepreneur vivek ramaswamy, tim scott and former governor chris christie but the question now is will former president actually show up on the debate stage. chris christie was asked about that and the impact it could have. >> i think the polls at this point really just display one clear message, which is, everybody knows donald trump. they don't know all the rest of us. they're going to start to get to know us. >> reporter: but the latest polls tell a much different story by far and why trump is

ahead. the fox business poll shows trump with a huge lead in iowa, 30 points ahead of a second place ron desantis. and when it comes to south carolina voters, a similar story as trump is well ahead of the rest of the candidates. but this time, he's leading former south carolina governor nikki haley by 34 points, who's behind trump at just 14%. >> it's early. this is a marathon, it's not a sprint. the other guys are spending lots of money, we haven't spent any. the accountant in me is saving it, that's why you're not seeing the numbers move. >> reporter: a name so far that is not on the debate list, former vice-president mike pence. he's qualified for the polling portion but not for the droner threshold. >> well, we make the polling requirement very easily dan, i'm very humbled that the support around the criteria, but having 40,000 individual donors, we're working around the clock, we have about a month to go. i'm confident we'll be there.

>> reporter: former arkansas governor asa hutchinson is another name to watch. like pence he has yet to neat required 40 thousand donor threshold. >> jonathan: thank you very much. let's bring in democratic strategist and co-founder lauren harper and former chief of staff garrett ventry. gather let me start with you. can anybody catch trump? >> that's a very good kwechlt i think we've seen over the last few months the answer to that is a resounding no. you're seeing obviously candidates get on the debate stage here but many of them are polling, you know, under 10%, his closest challenger ron desantis is down nationally by over 30 points and if you look at this fox news polling, like you just pointed out here, you're seeing in the early states of iowa and in south carolina very important states donald trump running away with over 30% of the vote again. you're also seeing in that poll that by a 30% margin republican

primary voters trust him as the best candidate to take on joe biden, which is the electability question and the most important question going forward. so the short answer to that is, over the last six months, we've not seen anyone who has come close to donald trump. he's running away with this and his second place challenger ron desantis has massive warning signs, seeing nikki haley creep up in south carolina, seeing tim scott creep up on him in ohio and seeing a lot of news reports here where he's bleeding money, he's firing campaign staff and having to do a campaign reset a month and a half in, not a good place to be against trump. >> jonathan: lauren, as a democrat, are you happy to see donald trump apparently walking away with this nomination? is he your preferred opposition to joe biden? >> i don't think happy is the right word here. particularly because a lot of americans don't necessarily have a lot of faith in former president trump's leadership abilities. i think obviously we'll likely end up with a trump nomination again but i don't think happy's

the right word here because regardless of what happens, we want the best choices for american voters and trump is quite certainly not one of them. >> jonathan: garrett, i want to point out to our viewers something i'm sure you're a wafer. mitt romney said in a wall street journal washington post op-ed quote, donors backing someone with a slim chance of winning should seek a commitment from the candidate to drop out and endorse the person with the best chance of defeating mr. trump by february 26th. so in other words mitt romney is saying everyone else should get together and rally around one opposition to donald trump in the primaries. do you see that happening? and is it a good policy anyway? >> well, i will think republican voters have stopped taking mitt romney's advice a long time ago. that's number one. but number two is this. the data just doesn't show, the environment doesn't show that as well. again looking at the polling,

donald trump is having 50, 60% of the vote and he's head to head polls has him up 60-40 against his next closest candidate ron desantis in this race here. so this idea that somehow we're going to get some sort of opposition candidate, right now in the gop primary, there is only one lane for a victory and that is through donald trump and you're seeing that in poll after poll. there is no other lane here, whether it's desantis, pence, nikki haley, tim scott. again we're talking 50, 60% of the vote in a crowded primary he's running away. so mitt romney's advice is completely off-base. >> jonathan: quickly, lauren, on the hunter biden issue, how difficult is this becoming for president biden? how dangerous is it to his political future? >> one concerning family i think is a concern not only for the president of the united states but anyone with family issues and matters but when we're thinking about the matters itself is that it's a distraction, right? republicans are intimidated by

biden's leadership, by his ability to perform well with the economy, and when they are intimidated by that they do thing like pull these stunts where they're trying to keep people from thinking that the president is a formidable challenger and a great leader. and so we're seeing these distractions and if i was a republican i would do it, too, because when you have someone as strong as biden as a leader in a president, then you have those things come up. >> jonathan: a long way to go in all of this for us until we get to next november. lauren and garrett, thank you so much for being with us this evening. thank you both >> now, the former first family is speaking out tonight after their personal chef was found dead after a paddle boarder incident near the obama's martha's vineyard home. correspondent marianne rafferty joins with us the latest on this tragic story. >> reporter: good evening jonathan. breaking tonight we're learning more about the identify i had the of that paddle border who drowned near obama's martha's

vineyard estate and how he's being remembered fondly by the former first family. 45 year old tafari campbell served as a sous-chef when he was president and when he left office became his personal chef. he was paddle boarding on edgar town's great pond when officials believe he went underwater and never resurfaced. >> african-american male on a paddle board, no life preserver, last seen wearing all black. they have not had eye contact on him. they have recovered the board as well as the hat. no life pre server. >> reporter: and tonight ba rock and michelle obama say tafari was a beloved part of the family adding we got to know him as a warm, fun, extraordinarily kind person who made all of our lives a little brighter. and it's still unclear who made that initial 911 call to the obama estate. tafari leaves behind a wife and twin boys.

jonathan? >> jonathan: maryanne thank you. >> reporter: tragic story. >> jonathan: it is a tragic stoefrment you have to imagine as well that area around the obama's estate is covered in cameras. >> reporter: of course. hopefully they'll get to the bottom. >> jonathan: hopefully so. russian authorities accused ukraine of launching a drone attack on moscow. they say the russian military jammed both attacking drones forcing them to crash, two non-residential buildings were apparently struck. the mayor of moscow says there were no casualties. >> commanders at the american-led united nations command say they have engaged in a conversation with north korea about a us soldier who ran into that country from south korea last week across the demilitarized zone, the dmz. there is no word on the current condition of army private travis king. and breaking tonight, the first part of israel's new and controversial judicial reform bill has passed a deeply divided

israeli parliament. all opposition members walked out during the vote leaving prime minister benjamin netanyahu's ruling coalition to pass the measure unanimously as thousands of israelis took to the streets to protest. correspondent trey yingst is in jerusalem tonight. >> reporter: have taken over the main highway in jerusalem. they just pushed back law enforcement who are making arrests in this area. the streets of jerusalem erupting today into chants of democracy as thousands of demonstrators blocked highways and clashed with police. >> i'm a student, i'm 24 years old. the future of this country. >> reporter: nearby israeli lawmakers gathered in the country's parliament to pass a controversial judicial reform bill that weakens the power of their country's supreme court by preventing the body from overturning laws that are considered unreasonable by a point judges.

israeli prime minister benjamin netanyahu, who was released from the hospital hours before the vote, addressed the nation this evening urging calm, despite his endorsement of the law. >> let's come to an agreement. this is my call to you, and i extend my hand to call for peace and mutual respect within us. >> reporter: the israeli president, as well as other public figures, pushed to halt the legislation, but with it passed, they're shifting their attention to the fallout from this legislative decision. more than 10,000 of the country's army reserve troops, along with 1100 elite air force personnel say they'll refuse to serve over this judicial reform worried that it's permanently damaged the system of checks and balances that the jewish state relies on. israel's closest ally, the united states, also expressed concern tonight over the bill that narrowly passed with 64 votes in the 120 seats. after the entire israeli opposition walked out of the chamber in protest. >> it is unfortunate that the vote happened today.

it took place with the slimmest possible majority. >> reporter: while demonstrations died down early in jerusalem, thousands remained in the streets of tel aviv, 15 people were arrested and four police officers wounded. jonathan? >> jonathan: trey, thank you very much. let's bring in the foreign desk editor in chief, lisa daftari, and state department official, david to you fury thank you both for being here this evening. david let me start with you. prime minister benjamin netanyahu said this is the definition of democracy in action he said this is what the majority of what the is really people want. the thousands on the streets, on the other hand, say this is a direct attack on democracy. which is it and should the u.s. as we just saw karine jean-pierre at the white house be weighing in on this kind of domestic policy. >> first of all i'm a former state department official. to answer your question, netanyahu is wrong, this is a big step backwards for israel's democracy. one of the things that is

important about the health of a democracy is if it has checks and balances in our system we have three branches of government with checks and balances between them. in israel they really only have two branches that are vying against each other. that's the executive and the judiciary because the one party rules the executive and the legislative together. so this has rolled back one of the important checks that the judiciary has on the executive. it's also very suspicious because it's happening as netanyahu is on trial for fraud, and rolling back the power of the judiciary could mean that he could continue as the prime minister even if he's convicted of fraud. >> jonathan: lisa, david makes some very good points there. there are people who are sere concerned that this is a personal project by netanyahu to go around his own legal issues. but, still, it is a domestic policy. should the united states, the biden administration, be speaking out so strongly on this? >> absolutely not.

this is a domestic issue. it has no bearing on our foreign policy with israel. the only thing we should care about with regards to israel is that it is our number one ally in the middle east. one of our strongest allies overall and together we care about the stability, the strength, the prosperity of the middle east and the region, and that is what president biden and his administration should be focused on. take the abe ra ham accords further focus on ow rain. this is a domestic issue and to david's point this is not a power grab, this is a tantrum by the left in israel over what they do not like. israel is still a democracy their supreme court will still have veto power. the only thing this did was take away this clause which is a clause of reasonableness which is an arbitrary thing because israel's a democracy yet it doesn't have a constitution. so the supreme court would look at things in a very arbitrary way very subjective way and say, hmm, is that reasonable or is it not appearen they found this was

too much of a ping-pong game between the right and the left. so now the right is in charge they passed something the left doesn't like so they're out on the streets. there are also protests in favor of what happened in israel. so, you know, they will figure it out. i am confident they will figure it out. it will take compromise but we have no say in this. this has nothing to do with the biden administration and, if anything, we are damaging our relationship for the future with is real. >> jonathan: david, it does strike me as slightly ironic that some here in the united states who are complaining about how political they believe our own supreme court has become, are now voicing concern about a supreme court being criticized and even attacked, in their view, in israel. >> well, this would be a terrible thing if we did in our system, and we would never do it because in israel they're taking away the right of the judiciary to invalidate a law, to say a law is improper and that's one of the fundamental goals and

obligations of our u.s. supreme court. what i find odd about what lisa said is she said what's important about a democracy is that it's but you're showing all of this footage that shows israel up in arms. the roads in jerusalem and tel aviv are being blocked, there are hundreds of thousands of people on the street. israel is anything but stable right now. i agree, it will survive this. its democracy will survive this. but the democracy has been degraded, and if it -- and if more reforms are put in place to roll back even more the power of the judiciary in november, like some people think is going to happen, it will be degraded even further and that's problematic for the democracy. israel's the best functioning democracy in the middle east. let's keep it that way. >> jonathan: lisa. >> you know, david, we saw much more violent protests in france and we saw even more horrific protests and crackdowns where they were rounding up hundreds of protesters and executing them in iran and yet the biden white house didn't have anything to say about those two countries. >> so you're comparing israel

to break it up. no word yet from police if any arrests have been made. >> i have talked to and received a statement from mr. emery anthony, attorney for carley russell. my client did not see a baby on the side of the road. my client did not leave the area where she was identified as a missing person. my client did not have any help in this incident, this was a single act done by herself. >> jonathan: that was hoover alabama police chief nick reading a statement from the attorney of carley russell, the woman who mysteriously disappeared and then reappeared having left her car strand order the side of a highway in what looked like an abduction. turns out, it was all a hoax. it is unclear if charges will be filed at this time. >> not a sound proof room. there is a vault where he secured numerous amount of guns. somehow i believe that the sound

proof room and the vault, that message got misconstrued. >> jonathan: suffolk county police commissioner rodney harris son clarified what investigators have and have not found in the basement of suspected serial killer rex heuermann. commissioner said that vault had a, quote, big iron door. over the weekend crews used an excavator, cadaver dogs and ground penetrating radar in their search for evidence. investigators believe heuermann murdered at least one of his victims there. commissioner harrison said tomorrow or wednesday will likely be their last day collecting evidence at the home. >> now to a story we first brought you last week about a santa monica city councilman who was attacked in broad daylight by a homeless man on the third street promenade. that is a high end shopping district. the incident highlighting once again just how bad the homeless crisis has become in the la

area. the councilman, phil brock joins us live. councilman great to have you here. first quickly how are you doing physically. >> i'm doing fine. a stranged finger, nothing. >> jonathan: good to know. this homeless person was pulling signs off a building. you contacted him first and said, "stop doing that." then what happened? what did he do. >> actually i said can you pick those papers up and put them in a trash can. he gave me the standard homeless response, you can imagine. i walked over, picked up the trash, put it in a trash can. was turning to walk away. he confronted me and i said, i'm a santa monica city council member. i really don't want to see anyone littering on our third street promenade. it's our great shopping district. he then threw some sort of sticky liquid on my back and shoulder. threw that same liquid on my

significant other, and then threw the bottle at me. i was on the phone by then with nine with 911. as we walked down the street i was trailing him to the right and telling 911 what he was wearing, who he was, what was going on. as we neared the intersection, he tried to grab a white hat i was wearing and finally got it on the third try. had pushed me several times as well. >> jonathan: and then you tackled him and held him until the police got there. >> i wouldn't say i tackled him but as i try to get my hat back, he tripped, fell, i held him down. in the meantime making sure our police and public safety officers were on the way. they did a great job. >> jonathan: couple of issues here. first of all, homelessness in general, it is out of control. i think anybody in la would say. the la times reported just at the end of june that it's rising dramatically increased by 9% in la county, 10% in the city of la

last year. the la times, that's a stark realization facing officials of the people living on the streechlt santa monica is back, a beautiful place we all know that, those of us who live here, tourists around the world but it's less beautiful right now. >> averaging anywhere from eight hundred to a thousand homeless people on our streets today. it's a different type of homeless people that my mother faced. also from santa monica. we're now getting fentanyl poisoning, we're getting meth, we're getting tranq, a number of drugs that make people very aggressive. that's the difference. >> jonathan: that's a dangerous difference. >> it is. we have random assaults. >> jonathan: having said that, there are those, and officials always tell us don't interact, don't talk to these people don't respond. former mayor actually criticized

you saying we ask people to do x phil does why, what kind of message does that send. did you do the right thing here? >> my message, i'm from that city. i'm from santa monica, second generation. as far as i'm concerned, mayor, in all due respect, helped continue and cause the increase in our situation while she was mayor. the idea that you don't do anything is wrong. we tell people, if you see something, say something. i want people to report crimes. i want people to make those citizen's arrests. behind the police that are there and our public safety service. but we have to restore our city to a peaceful state. yes, we're a world renowned city and our residents, our businesses, all deserve consideration as well. and the last thing i would say is, look it, we have utmost concern for the people who are

unhoused in our streets. many who have migrated to santa monica. this gentleman had come from missouri two months before. and he had, by the way, also been arrested twice for felonies already. >> jonathan: which is a story we hear so often. very quickly ten seconds, would you do what you did again? >> i've done it a hundred times. i've never been attacked. i would probably be more careful next time and make sure i was further away from the gentleman. but, yes. i want people to be in control of their city. we have to make sure our residents, our businesses, are safe and as well as all the people who come to santa monica. i welcome everyone to our city. we're trying our best. >> jonathan: i think it is very fair to say as well that a lot of people in santa monica in the la area generally are at their wit's end with this issue and they are looking to officials, that include you, to do something about it. councilman -- >> and we have to.

jonathan, they cannot make this conclusion. it's the most bizarre study i've ever seen because the study out of tulane looks at 900 mass shooting events in 52 cities and concluded that cities that have a larger black population are more likely to have mass shooting events but how does that in any way lead to the final conclusion of the article that structural racism is due to that. that's like saying there's more starbucks on that street, therefore, coffee causes the mass shooting event. i mean, there's no evidence of that whatsoever. by doing that, by that broad brush that they're doing. again, these are surgeons that i think should be operating, not determining what they think is causing mass shootings, but if you were really going to determine mass shootings, you get some psychiatrists involved and look at the mind of people who conduct these shootings. not immediately jump to this racism card. and, you know, by the way, the ama has done this before. they've commented on critical race theory. they called the body mass index
