crossings. fast-fofast forward to june of , there is 145,000 crossings. and as you said the numbers are going up. the "washington post" thanks there's going to be as many as 180,000 in the month of july. if you simply follow the law and secure the border all these problems will be solved. shannon: new york city the mayor asked for $4.3 billion to help 56000 migrants that overwhelm the city shelter system. he has only been given about one or $40 million, what is your response to the fact that you have new york city a sanctuary city not getting what they think they deserve here and trying to deal with the crisis from the biden administration? >> it's a little hard for me too feel sorry for new york city when arizona has been dealing with this problem for decades.

and especially since biden has come into office. they got $140 million, arizona did not get that. i note one of her sitting u.s. senator is livid about it and i am livid about it too. just because chuck schumer is in charge of the senate does not mean should not get money to it's just not fair. it is outrageous. they need to secure the border for national security but also for the children. there are girls are being raped, sold into sex's labor young boys being sold into sex slavery. i talked to secretary they are not even vetting a properly the sponsors they are sending these unaccompanied children too. it is just outrageous it's a national security thing but it is also harming the illegal immigrants themselves. bryan: i want to get to the fact it's been back-to-back years of highest and migrant deaths the

how does this add up to you? >> it underscores the relationship that china and russia certainly have established and something we have to take very seriously. we have not faced to powerful nations like this that have joined together since world war ii. certainly this strategic partnership has huge implications for our own national security. evidence of what they're doing here is intimidation, harassment, 11 ships have never done anything like this before. obviously pick that up right away with our aircraft and also able to respond to it. but the reality is also they are responding to the fact we have gotten more aggressive in the end of pacific region with our own exercises, particularly with our allies and partners which they have taken notice. give the administration some credit here for what they have done in bringing together other nations japan, south korea australia and the philippines.

as a result of that china certainly sees that henry since the fact there is a coalition growing against their aggression in the end of pacific region. all that said i am so critical of the administration because congressman had mentioned in the introduction there, the fact is the defense budget is not addressing all of the needs that we have it. and the reality when they are talking about needs, china has considerably more ships than our navy does. we have got to catch up and we have got to move with a sense of urgency. it does not mean we have to have one ship for everyone they have that is not the issue. butwhat we have to do is make se our capability is strong enough that when china looks at it, and knownoses going to impose cost n their getting aggressive with any confrontation that would lead to military war.

leaders of every military operation to be in place and to be in place now? >> it does affect our readiness if we do not have all of our leaders. i think the american people here are some generals and admirals are not getting into positions on time they probably rolled her eyes a little bit about that to be frank. what it really means is that cascades down into the ranks. its kernels, lieu lieutenant cos and majors all being impacted by the holdup of those assignments. that begins to have a readiness impact on us. we have to move people to the right position based on their qualifications. that is not happening. i wish this could get resolved and the congress of the united states this could be terminated so this obstruction to the assignment of these officers and our readiness to get back to where it needs to be. we have got so much work to do here, arthel and making certain

achieved? >> no, i do not think its mission impossible that is why ukrainians are contributing to this are attending it. many nations came great many nations that are supporting ukraine with arms and humanitarian assistance were at that meeting. and also china was there. ukrainians represented by themselves china is representing russia's abuse. no allusions here there's not going to be a peace agreement without russia being at the table. but the fact is in future framework what are the major issues? what are the obstacles and where are the great issues between them to come up with a solution. that has a value. this is the second meeting as a matter fact the number of nations that have shown up for this have dabbled. the issues ukraine is concerned with and you pointed to that m map, what they want to do is

certainly retake as much territory with a counteroffensive even though it is going slow is not stalemated. they are making slow marginal progress based on a fermentable obstacles particulate minefields. they want to retake and liberate as much territory as possible. that is what the offensive is about. once they know they do that russia is not going to be able to negotiate the retaking of that territory. we will have to happen physically not through negotiations. the second thing ukraine would like to see is a return of all of their territory through negotiations. that will be very challenging and that is why they are pursuing the counteroffensive. the final backdrop is when the war ends through some kind of negotiating agreement ukraine does not want to be -- repeat everything post 2014 which means

russia re- arms, re- distributes its forces and re- attacks at some point convenient to them. they want a future security agreement to prevent that from happening, arthel but that is absolute essential. that is why they want a clear path to be a member of nato knowing full well that russia would not attack you create if it was a member of nato. >> absolutely. if you can give me 20 seconds on this in general cane i doing to squeeze this in because why would china claim to be in support of a third round of talks to find this framework for peace we are talking about while they are conducting a joint naval operation with russia off the coast of alaska? >> that is a china and the hypocrisy we have to deal with. an incident with that country on a regular basis. they want to be seen and globally and forming a peace agreement.

doctor marc siegel joins us now. while this was incredibly surprising to me 64 ounces is about 2 liters of water in just 20 minutes. it is a tragic and surprising i will start off with you dr. kagan what are his water toxicity? >> first of all, bryan good afternoon. we do not know her medical issues. i do want to tell you the kidneys on general can only handle about a liter an hour or a quart an hour of water of pure water. the first issue there as she was drinking pure water and not electrolyte solutions with it. i will explain what that means but the key here is the kidneys. if you are drinking pure water they want to get rid of it and preserve the amount of sodium you have in the blood. they do not want a situation -- make the body does not want a situation where your sodium level goes way down because you over diluted with water. now the other issue here is the rapidity of drinking brewed everyone out there i'm a huge believer in rehydration you know that.

but i do not want panic drinking that brings up a term i'm not saying she has that sometimes people panic, they feel dehydrated and they want to replace it all in a hurry. hey, do not replace with pure water use electrolyte solutions is safer. keep in mind your body is sweating off sodium it's not just sweating off water when you sweat. sweating off sodium so replace it with electrolytes and do no more than a leader an hour if you are in good health. assuming you have normal kidneys. bryan: who is more susceptible to water toxicity to drinking too much water and suffering as a result? >> by the way it what water toxicity is is to answer your first question you get so much dilution it's bad for the brain. the brain can swell you can get confusion what you do not want in the heat and you can get seizures, you can get nausea and vomiting that is the risk as to the brain swelling. who is at risk for this? endurance athletes tend to the same thing she did.

i'm feeling dehydrated i'm on a mountain bike, i'm running, i'm in the heat let's replace it quickly. and then those who have underlying health conditions i worry about again diabetes comes to mind, heart disease comes to mind a very young very old most at risk. one more point here per the weather with the heat wave coming and you just saw that in california, in texas and in florida. i want to put my finger on florida and say watch out for the heat index. because it bryan, when you have high heat index it means your humidity is high and i just said you sweat to cool the body down that is the sprinkler system. but you cannot get the sweat off in high humidity. so look out what is your humidity as well as what is the heat. bryan: doctor she felt lightheaded, she had a headache. she went home the next day and in the garages when she passed out. i guess i'm wondering what signs you should be looking for that you drink too much water?

and when should you hit the panic button and head to the hospital? you could mix the symptoms of dehydration and too much water can look the same. >> exactly right. and again it depends on the sodium. but you would not know the sodium in your blood i would be doing a blood test so her headache is a warning sign. fatigue is a warning sign. dizziness is a warning sign and how much are you peeing by the way? if you have succeeded in replacing the water you have lost, you should start peeing and that should not be altered dilute. that is another thing. by the way i always encourage call your doctor i never say to a patient what are you bothering me for i say thank god you called me because it is pretty subtle but the fatigue and the headache is a warning for anything in the brain can be a signal you have water toxicity or water poisoning. eric: when you are dehydrated have some water obviously just not too much water if the symptoms continue after having some water and you have not gone
