this is the new numbers rolling in. latest fox news national poll showing half a dozen republican candidates are within striking distance of defeating joe biden. but ron desantis, vivic ramaswamy and nikki haley and tim scott as well as trump are close. former president trump with 53% of republican voters saying they would support him in 2024. the highlight the big spite in support for vivek doubled to 11%. ramaswamy a businessman doing interviews everywhere you look is now listed in second behind desantis for choices of voters who would choose after trump. he is the first candidate to break from the pack to challenge desantis. >> how do you make yourself stand out? >> my message. i'm speaking the truth without apology. we are having no trouble with that so far. i respect that. i'm not afraid to break off

myself and so this space is just getting warmed up. you'll see if you are asking this question a year from now. we'll see how that goes. >> in the polls, the support for ron desantis has dipped. i talked with him here on the ground. he says he isn't worried about the national polls. he will go state by state and hit all 99 counties in iowa and his team believes he is right on track. >> dana: our next guest is north dakota governor doug burgum taking the stage for the first republican debate. name recognition. a super pac supporting him is launching a new ad in iowa to spread his conservative message on the economy, national security and here is part of that ad. >> north dakota governor burgum supercharged the economy by passing the largest tax cut in state history, balancing the budget and eliminating red tape. >> dana: joining us now is republican presidential

candidate governor doug burgum. i look at that ad and what's interesting for you, you are also a farmer. you have done business, been a farmer and now you have this challenge. do you sort of steady as she goes knowing a lot of people still don't know your name? >> absolutely. we feel like we're in tan as the particular shape and don't pay a lot of attention to the national polls. we're launching in iowa, new hampshire. some new hampshire polls we've been tied for fourth and tied for fourth when only half the voters know who we are. twice the approval rating of people that have national name recognition. we know that as our name recognition goes up the polling numbers go up. >> bill: this comes hot off the press. we'll go through 1, 2 and 3. number one, burgum at 1%. on the next graphic you'll see favorable 7%. never heard of 71. so your campaign went with this.

doug who? a new leader for a changing economy. how do you prep for next wednesday? >> part of it is being here with you bill and dana. these really aren't debates. 60 seconds answers, no opening statement. a chance to answer questions in a multi-candidate format. being here with you is great debate -- prep. the other thing is being on the ground. we have continued iowa, new hampshire talking to voters, understanding what's on their mind and things they're interested in. >> dana: what are you hearing? >> inflation is number one. 700 bucks a more per family in america since biden took office is what they're paying for basic needs. biden administration is pushing the story inflation is down. prices are going up. it doesn't include energy and food. the two things every working family puts on the table. economy is number one. they are also concerned about the border.

i was down there last week. we have two north dakota national guard deployments down there. it is an open border. right in front of your eyes people walking across the rio grande and the hard working law enforcement called the border patrol went into law enforcement because they care about this country. and what are they doing? paperwk. i'm not talking about computer work. talking about paperwork. they are processing asylum seekers into the country. >> bill: we're one of the few networks that gives it attention. is donald trump there on wednesday night? >> that's up to his campaign. >> bill: do you want to see him there? >> i don't make any recommendations for other candidates. as you saw we have a message. >> dana: do you think it helps you if he is not there? >> if he is there the ratings will be higher. if not there the candidates will have more talk time. >> bill: some candidates have been critical of him and some

not. is it smarter to put your fire at biden or after trump whether he is there or not? >> we're running against joe biden. this is the issue for our country. i vote for any of those guys on the stage over joe biden because when you are wrong on the economy, you are wrong on energy and national security, that's affecting every american and why we're running. our mission is to improve any american life. we know we can bring out the best in america. we have an issue with trust in the institutions of america. trust starts with the top. as i have over my whole life when you grow up in a town of 300 people everything you do people know your actions and your family and business. you have to build trust with every transaction and how we build a billion dollar business with kids from 220 small towns across north dakota. we did that because we're all about trust in every transaction. america needs to be able to trust their leaders, have to be able to trust their institutions. you know who loves it when republicans are fighting with each other on stage? not just joe biden, china loves

that. china loves that absolutely. why wouldn't they want a president whose policies on energy were almost written by china? if you want to switch our country from liquid fuels to electric vehicles and subsidize is with 1.2 trillion of the green new deal hidden under the inflation reduction act. it was an inflation creation act. we'll get all our batteries from china. our country will be completely dependent on them. it is a ridiculous idea and it doesn't match physics or economics or common sense. so we have got to go in a different direction as a country and why we're running and know we have the capability to lead high-performing organizations and that's what we need to be. >> dana: wondering about gas prices. what could a president -- let's say you win and you become president of the united states. on day one what can you do about gas prices? >> some of this is just red tape.

the idea that we can't take clean, natural gas in america and move it around our country. everybody in new england is paying too much for heating oil and electricity. at the time of the russian invasion into ukraine there was 400,000 barrels of oil a day being off loaded into new england because in america you can't get a permit to take clean natural gas from pennsylvania to new hampshire. some of it is regulatory red tape and other we have to start selling energy to our friends and allies, stop buying it from our adversaries. that would change. stop empowering dictators and lower prices of fuel here in the u.s. >> bill: you were successful in business and lived the america dream. came to politics to make a change. you also kind of did a deal to get the unique donors to back you up. give me $1 and i will give you $19 back.

they want it removed within 30 days. madison is here. they want to do this. if you think about the riot from a few weeks ago on twitch there was tiktok activity. i don't know how everybody keeps everything straight. you can. >> i will break it down for you. you talk about all these different social media platforms. reality is even new york city government officials like mayor adams and new york city department of sanitation have their own accounts. sanitation is a popular account. right now those two accounts say they are no longer monitored because of this upcoming ban. in a statement from city hall they explained the decision saying in part quote, as part of these ongoing efforts nyc cyber command determined the tiktok application posed a security threat to the city's technical networks and directed its removal from city-owned devices. employees with city-owned devices have 30 days to remove the app from their phone. they will then officially join

the ever-growing list of cities and states worried about china getting its hands on americans' data. 37 states have already implemented some level of ban or restrictions on the app. majority limiting the app in some way for government devices. despite the pushback from u.s. government at the federal, state and local levels, the chinese-owned app is expanding its official as china's economy is struggling tiktok is looking to become a central part of americans shopping experience investing heavily in e-commerce with tiktok shop. users can directly shop through the videos they watch. a new and potentially lucrative revenue stream for the app. on capitol hill a group of bipartisan senators are pushing a bill to block tiktok from exporting data to china. it stops short of a federal ban. as i mentioned, a lot of these bans are focused on government devices. but in montana, they recently passed a bill that bars tiktok

what's going on. what is shocking about that is that invite now that it's sold out. the person leading it claims to have to be a senior government official working for local city government. we don't know who it is. we're investigating and report what we find. not the first government insider to speak out. i reported on somebody who exposed huge corruption. you have to remember they are spending over $120,000 per homeless person per year in san francisco just with city funding alone. the situation is so chaotic that the department of health and homeland services urged the employees not to go to the nancy pelosi federal building in downtown san francisco because it was too dangerous. so the situation is only getting worse. >> bill: on that memo you are referring to about nancy pelosi, in light of the conditions at the speaker nancy pelosi federal building we recommend employees

maximize the use of telework for the foreseeable future. that's the same today, right? >> that's right. by the way, that memo was sent -- i shouldn't laugh because it is a tragic situation, but tragic comic at a certain point. that memo was sent the same day president biden urged federal workers to go back into the workplace because they are not very productive at home. you can't do that in san francisco. it is too dangerous on the streets. so i would encourage families to seek a different tourist destination until san francisco can get control of the chaos. >> bill: let me get to something else here. the crime stats for 2023 going back to january 1st. rapes are down and homicides are well up and so are robberies up 13% and up 14 1/2. san francisco's history, you know it well. they've gone a bit easy on the cultural rules over the years. sort of what attracts a lot of people when you think about the

60s and haight asbury. that's where it started. they do things differently there. is the political leadership ready to change what has become a national embarrassment for that city as of today? >> i don't think so. i think there is actually two different things going on. one of them is ideological. this idea that people that are addicted to hard drugs or off their meds if they are mentally ill are victims and to whom everything should be given and nothing required. not coming indoors to a shelter or using the bathroom indoors or not using drugs outside. another part is straight incompetence. you see gavin newsom running around the country trying to attack red states while his own state is falling apart. people are dying on the streets because of mental illness and drug addiction. the mayor of san francisco is hapless, incompetent. she needs to be removed from office. sometimes it's hard to tell how much of this is just progress

in 2017 not eligible to receive from medicaid. they say it defrauded texas by 10 million bucks. if forced to pay 1.8 billion in payments and fines it would have a devastating impact. >> planned parenthood oftentimes is serving the most needy populations, people with low incomes, people who face barriers to healthcare. so absolutely penalties of that nature would have a devastating impact of planned parenthood and potentially across the country. >> the suit was initiated by texas attorney general ken paxton with the help of a whistleblower under the federal false claims act. at the time the suit was filed paxton said it is unthinkable that planned parenthood would continue to take advantage of funding knowing they were not entitled to keep it. trump appointed u.s. district judge held a hearing on the case this week but has not ruled so far in this case.

approve. 54% in the disapprove of that 29% strongly. i know that biden wanted to do this even though he said it wasn't legal for him to do it. he said it on 60 minutes. they went forward and now what happens, isabell? >> i don't know the legality resonates much with this president. we're getting darn close to the 2024 election and i have to give kudos to the biden campaign for realizing that it will be young people who pack the biggest punch in deciding our next president of the united states. cancelling student loan debt doesn't solve the underlying problems that both college tuition and the american economy continue to face. the rising cost of colleges and universities with backed up approvals for loans to get canceled by the federal government anyway is a never ending cycle that we have to escape if we're serious about making higher education financially possible.

i had to make a difficult choice where i went to college choosing to go to my state school where i could graduate debt free. many other young people are forced to make those choices every day. that's a financial reality. not a white board we can pretend we can print more money. something this administration seems to lack financial literacy on. >> dana: victor, do you think it's a good idea that biden do this or money better spent elsewhere? >> i think it will help so many people across the nation. so many young people across the nation. some of the actions you saw taken this week are hugely popular with the vast majority of young people at the outset of this program. what's so clear from this administration, it is about helping real people not buying votes. helping people who have been burdened by student loan for decades. i think that's what this administration is committed to doing. despite the supreme court striking down some of its programs it is committed to fighting for young people and

people who had to carry on the burden and resonate with people heading to 2024. >> dana: what about somebody who i know is a young person who didn't go to college but started their own business and bought some heavy construction equipment. they took out a loan, they are paying back the loan just like -- when they look at this, they are in the same category of young person. how would you say to them that this is fair that biden would forgive the student loan but not his loan for the construction equipment? >> well, i think what you are seeing right now from this administration they're trying to make it easier for anyone to go to college. if you are a young person and someone who had to deal with student loans for decades you can pay off and you can have that ability to access postsecondary education. that's what this administration is trying to do. >> dana: that was a choice. i give isabell the last word. that was a choice. go to college, great, love it. my friend's choice was to not go to college and start his own business making good money.

determined our current fairfax county public -- any student who was in need or desire for increased privacy regardless of the underlying reason shall be provided with reasonable non-stigmatizing accommodation. the board says it means schools will continue their policy of addressing students by their chosen pronouns, allow them to use the facility and play on teams they feel best fits with their gender and will not inform parents if a student asks to change their name or identification. governor youngkin's office said the fairfax county school system is violating virginia laws that requires students to use a bathroom and play on teams that correspond with their gender at birth . spokesperson says they divert from the model policy guidance and perpetuate a false

one parent in the home, you need as much parental engagement as possible. that's how you end up with success stories. you see cities like baltimore and houston, which have massive amounts of failing students who are reading, writing and doing math way below grade level, a vast majority of those students and it is because the parents have been disconnected from the process. when you look at charter school studies particularly out of new york. the reason they do so well and it doesn't matter the socio- economic background. they have more success for kids in lower income neighborhoods. it is because the parents are involved. the parents are invested and the parents like the charter school outcomes. they like being a part of the process. when they are a part of the process, their kids thrive. this is also a massive distraction from the fact that we have test scores that are in the gutter across the country. if you can focus on pronouns and bathrooms, that is a giant

distraction. you aren't talking about the fact that kids can't read and write or do basic math. we're talking about high school seniors. >> dana: you can imagine parents never imagined that they would hold of a placard and protest the school board. they can't imagine that would have ever been necessary. this is what the virginia school policy is. call for one here says schools shall respect parents' values and beliefs and schools shall defer to parents to make the best decision with respect to their children. schools shall keep parents informed about their children's well-being. i think that sounds very reasonable and responsible. but a lot of these parents if you are a single mom and you have a job and maybe two and then you have the kids, how can you get to the school board? i think parents feel very overwhelmed and want somebody like governor youngkin to fight for them. >> they do because someone has to fight for them. that was when i realized when my daughters got to school parents

don't have a voice. who are we deciding who is a successful teacher and who is holding kids from reaching their potential? parents need to be a voice in the process in order to have functioning kids and ultimately a better society. you want families to be together. you want parents to support their kids. when you take parents out of it, they are going to defer. they want to do the right thing. so if a principal or a counselor or a teacher is telling a parent to hold back, they think they are doing it in the name of the child but doing their child a great disservice and causes so much more confusion. >> martha said schools have to call the parents to take an advil. >> dana: that's what i said. >> you can get a birth control shot and they cannot give you hydrogen peroxide. that's true. >> gen z age 25 and under.

oher. he has been fighting the arrangement in court and gerri willis is following the story. if everybody wants out, it can be done? >> more fighting over money is my guess. finally, though, some agreement in the stand-off between a prominent memphis family and nfl star they took in as a homeless young man. the tuohys say they want to end the conservatorship agreement they had with michael oher who has been fighting it in a den see probate court. >> the tuohys have treated him and taken him in like a son and fed him and clothed him and sent him to school, court of law is no place to play. this is basically a lawsuit. >> he is seeking a full accounting of the proceeds from the 2009 movie, the blind side that made warner brothers more than $3 hundred million. he says the tuohys made millions from the fame that depicted him as not understanding the game of football writing this.

i watched those scenes thinking no, that's not me at all. i have been really studying the game since i was a kid. sandra bullock who was in the film was quoted saying she was heartbroken over the revelations but didn't respond to calls on social media to return the oscar she won for the role. her co-star defended her. >> we live in a society today where people are so hell bent on putting blame on people and to make a statement like that doesn't make any sense. sandra bullock didn't have anything to do with the real story that we're reading, you know, as of right now. >> at the heart of the controversy is a legal tool called the conservatorship which an adult agrees to assign financial and medical decision making to a guardian. one expert saying ohers agreement was likely limited and
