rock slides to happen so we'll be following this story, the remnants of hilary now in idaho which is crazy but we still have the potential of heavy rainfall in parts of the southwest and up towards the northern rockies so we have flood warnings in effect. we will see the results, the impact of what is now remnants storm. here is a look at the gulf of mexico and the atlantic. getting in that busy tropical season. we do have harold going to impact southern texas and we have franklin and gert and a couple of disturbances off the coast of africa. bottom line is we are watching harold, the imminent threat versus south texas. brownsville, corpus christi, starting to see the outer bands. this is a 45-mile-per-hour sustained wind storm and i do not think it's going to meant much stronger than that. the good news is it's beneficial rain for texas. it's not going to cause a whole lot of issues. the benefits are better than the risks with that storm. let's put it that way.

the tropical force winds up from the center of circulation and we are going to see landfall the next couple of hours for south texas moving into mexico. this is actually a pretty good news story when it comes to the tropics. they need the rain fall and it's going to bring those temperatures down. we like that. we like that about this tropical system. we don't want the flooding to happen but i think all in all it's a good news situation. this is franklin so we'll watch the storm moved westward to the caribbean sea. we'll keep an eye on on the others were systems will watch. actually it's going to move up towards has been your lead -- we just got the 5:00 a.m. advisory and i'm not able to make it look pretty but the bottom line is it looks like it's going to go towards the north and east which we like which is not going to impact the u.s. but will watch the dominican republic. >> it becomes a fish storm. >> i taught you well! keeping you up-to-date. >> thank you so much. >> are we about to see the

anticipated debate right here on fox. guys? back to you. >> thank you so much. so much to dive into so let's get to it with fox news contributor and wall street editorial we've heard it many times, all these candidates are looking for that break out moment because in this new cycle dominated by donald trump they sure need it. who do you think is going to accomplish that goal and what will you be watching for on wednesday? >> it anyone's gas. i'm watching more how the debate is going to unravel. it seems to me there are three possible scenarios. one, they all beat up on joe biden. two, they all beat up on donald trump because he's the front runner. three, they beat up on each other. and i think that the likelihood is that donald trump benefits from not being there because he looks above the fray.

it kind of makes them look small. but the question is will he pay the price for it down the road? most republicans the polls show want trump to participate in the debates. it seemed to me after you've lost the presidential race, you should make your case to the people why you should get the nomination. >> who do you expect to be in a on carley's question, the person we all are all going to be talking about on thursday morning? >> i think we all might be talking about how there are no were breakouts. given the vivek ramaswamy has come out to a showing, he has a very engaging personality. one thing people like about him, the same that they like donald trump for my he gave his answers. doesn't avoid questions. he answers like he did with that

warm in the other day on a tough question on transgender. he had the fray to answer but what i'm looking for is policy. i want to see what they stand for. i'd like to see what they feel on ukraine. i think that's a big issue. i think the world is a dangerous place with joe biden office especially after the disastrous withdrawal from afghanistan. and i want to see who has the best answer to that and who also is going to increase that growth. >> the latest polling from cbs has donald trump at 62% which means that all of the other candidates combined he has more support than all of them. is it too early to say that it is a foregone conclusion that it's going to be trump and bi biden? >> i think it is too early. to me it reminds me of a basketball -- if you ever been

up basketball game, to have a huge lead, the temptation is to sit back on it and play it safe and then you'll end up losing the momentum and it's very hard to catch up. i'm not saying trump will do that. maybe he'll be vindicated, it'll work for him. but he risks someone catching fire and especially if they combine it not so much in debate but in the caucuses or primary. there is always someone who surprises with a strong number two or number three. so yes, i do think it's way too early. >> i was a long way away in political time. five whole months between now and the iowa caucuses. you mention vivek ramaswamy. he got unexpected praise from one bill maher. take a watch. >> you are such a good talker and a likable guy. i think you could go for it. look. you're attractive looking, young. here's a big advantage you have. biden and trump, people hate

this match up and they hate that these two geriatrics, you are the most not that. >> they both are over twice my age literally. >> right. you've got color in your face that's not either orange or ghostly. >> that's a pretty good line. bill maher has good lines. you've been in this politics game for years. you understand messaging. as a speechwriter, why, why is vivek having this moment? >> i thought i'd never be saying this but especially on fox, i agree entirely with bill maher. he's very vigorous. like i said before, he answers questions in a straightforward way. you might not like the answers but he doesn't duck them, kind of like trump. he just plows right into them. i think people find that refreshing. so many politicians when they give an answer, you can see them thinking, the wheels turning in

their head, what does this person want to hear and so forth. you don't get that with vivek i think there are plenty up on stage who could have a fine moment. tim scott, i think he's very engaging. i want to hear more about his agenda and his platform. nikki haley, a lot of people. i think frankly even for the president, one of the things he wouldn't want in the debate, because i'm not sure if mike pence has a chance to win, but mike pence could debate donald trump during the administration and i think donald trump will have a more difficult time with that. everyone's talking about chris christie and he would be combative but i think pence on the trump issue...

and vote on? this is the law of the state of virginia. it's not a suggestion. your thoughts. >> i agree. we'll be discussing and open the session tonight voting on these policies. it is the law. i believe that our superintendent should have already implemented these policies and he has not. so i'm bringing forward a resolution that will direct the superintendent to implement model policies as they are written because we do need to follow the law. >> you basically provided an alternative, a sample response. if i can go on the text of that, it reads as follows bay will do everything we can to affirm you, meaning the transgender student, by using your requested name and pronouns. when we communicate with your parents/guardians, will use the name and pronouns used by your parents and guardians. that seems like a great compromise, respecting both the child and the rights of the parents.

isn't it anything less than an attempt to keep parents from that exercising their rights as parents? >> i believe that we must not keep secrets from parents. we must let parents know what's going on in the classroom and we cannot allow teachers and staff members to permit a student to transition or socially transition their gender identity in the school. governor youngkin was elected on a platform of parental rights. virginians vote very loud and clear and thanks to that we now have a new set of model policies that will protect parents' rights. >> governor glenn youngkin also weighed in with more. listen. >> this is common sense. we are very straightforward saying that first parents are in charge of their children's lives. the kids do not belong to the state. they belong to parents and families and they have the ultimate say in decisions that the child is going to make with a parent, not with a bureaucrat.

it's just a little sad to hear, you know? i think people want to see you show up for us and provide an eighth of what you are giving to ukraine. it's outrageous. lahaina is so hurt right now and that was tone-deaf. >> what do you need the most right now? >> right now we need to get our families and friends back home. number one. that should be number one. we need the fast-track permits. we need to clean up the area. 6-8 months. i spoke to some professionals be they are optimistic about that. we need to start getting some permit process fast-track by architects, have some homes already drawn out and have some options for us to look at, and look over. from there we are going to need some rentals too because it's hotel thing ain't going to last forever. federal money? they promised a lot. you know. talk is talk. they need to walk the walk.

one of the biggest reasons was his continuous fight over government funding. here's what that the house caucus, a very powerful group, wants to oppose here. they say any spending measure to secure the border act of 2023 or address the weaponization of the department of justice and fbi or policies in the pentagon or additional funding in ukraine, any of the things they are saying that they will oppose it. they will say no. president biden has asked for $24 billion for ukraine. they also want border technology with in that secure the border act. they want to rebuild the wall. new restrictions on asylum-seekers, things like that. it's a thin majority here. and came out last week and said that he was planning to pass this continuing resolution. wants to get things done before january 1st. that's really the big deadline but september is a soft deadline for all of this.

moved their headquarters out of new york city. when they give you some examples. carl icahn packed up and went to florida. you had 180 -- exceeding 160 wall street firms moving hqs out of new york since the end of 2019. we are talking a trillion with a t in assets under management's, just not assets under management, it's the high paying jobs. this really hurts the city of new york in particular. i've said this before. when you have rampant crime, homelessness, a high tax situation in these cities, in these blue cities, you are going to lose your tax base, the numbers -- prove it, one more here. wall street accounted for 16% of all econ activity in new york city. 7.3% of economic activity statewide. all of that, again, those are massive, massive drops to what the city in the state used to have. >> why would you stay in

on abc, cbs, and nbc has been negative toward trump. 78% for ron desantis, 67% for mike pence. >> carley: the former president has received 664 minutes of air time this year on networks. next highest is 126 minutes for desantis. outkick host tomi lahren joins us now a lot to unpack in those numbers. what do you think about them? >> well, i think it's no surprise that the other networks are doing the bidding for the dnc and the biden administration. i mean, i don't think that that's shocking anybody this morning but i will say this: it's also very telling that not only have they spent the majority of the time bashing trump, but they spent the majority of the time talking about donald trump as if he is the only competitor for the g.o.p. primary. so, i think that that's also very telling because they're spending a lot of think their time talking about trump, i think, because they would sure like to see trump be our nominee. they like it bash him, malign

him, demonize and degrade him. but they also want to run against him. that's why you are seeing him take up a lot of the air in the room when it comes to coverage whether that's negative or positive and we know it's donald trump so it's always going to be negative. they're also not learning their lesson from 2016 when they spent a whole lot of time covering donald trump that worked to advantage. this time who knows whose advantage it is going to work to. they want him to be our nominee. maybe it's working to advantage and to theirs. a very interesting situation. >> carley: ron desantis' answer for why he has been underperforming has been the mainstream media is attacking me so much because they want me to to lose church to win because i'm the only one who could beat biden. according to these numbers, he is getting marginally more favorable coverage than trump. so what do you think about that? >> well, i think that the dnc, democrats, and liberals and media know very well that when they attack trump, his

supporters circled the wagon. it's a win-win for them. if they want trump to be the nominee, attacking them actually seemingly works to advantage and to his. it's hard for ron desantis to get coverage. of course the coverage of him has been negative. trump is going to take a lot of air out of the room. that's going to help trump, because when you go after trump, his supporters only dig in deeper. s that the weird spot we are in right now. and of course tomorrow night's debate. desantis needs a big moment we will see if he gets it. >> todd: the media not showing any positivity with half of the country's candidates doesn't speak to the democratic process and informing the voters. joe biden aiming to push americans to get booster shots for covid-19 in the coming months. tomi, do you remember when he said this? >> is the pandemic over? >> the pandemic is over. the pandemic is over. if you notice, no one is wearing masks. everybody seems to be in pretty good shape. >> todd: just in the last week a new york hospital, a college in atlanta and lyons gate all

reinstated mask mandates. tomi, what's going on here? >> well, i think they are never going to let covid go because they love the power that covid brought them. so are we in for another covid era, i think they are going to try to push one. certainly, we have an election come up. i think that the covid era did very well for democrats when it came to election nearing. maybe that's part of the plan and the strategy here. but, you know, if you want to encourage people to get boosters, at least be honest. remind people that the vaccine does not prevent infection or spread. if you are elderly you want to get it because you think it protects you. that's all fine and dandy. let's be honest about the vaccine have. a worthwhile conversation about it. simply sitting there rolling' your sleeve and pushing vaccines worse vax mandates in schools. i think americans are over. this and democrats are going to overplay their hand if they think we are going to be in for another two weeks to flatten the curve ruiz ruse.
