i thought it was decent. the drone video flying in and out. going right to the arena. >> dana: right to bill and martha who kicked off our show today. they have a busy day ahead of them and the candidates are here in milwaukee and we are going to see you at 8:30 p.m. tonight is when we kick off. there they are. >> bill: i think they're still there. >> dana: working on the buckets. "the faulkner focus" is up next. here is harris. >> harris: the countdown is on. our crews in milwaukee, wisconsin telling us the republican candidates are on the ground doing walk throughs of the debate stage and more. they will debate each other and try to convince you they deserve your vote on november 5, 2024. i'm harris faulkner and you are in "the faulkner focus." the official positions they will stand on stage is based on polling numbers.
8:01 am
center stage ron desantis and vivek ramaswamy. to the left and right, mike pence. voters in the host city of milwaukee are ready, too. they told fox news what they want to see tonight. >> i have not made my mind up yet. i would like to hear from all the candidates. >> like ramaswamy, too. he is bringing a different energy and different vibe. >> dana: chris christie. maybe scott. >> curious to see desantis. >> pence will be very cool under pressure. he is so well versed having been vice president. >> a very divided country and i would like to see if we have someone on the stage to give us a path toward healing. >> harris: fox news correspondent alexis mcadams is on site at fiserv forum. alexis. >> that's right. all eyes will be on that debate
8:02 am
stage here in milwaukee, wisconsin. we're confirming a few moments ago that doug burgum, who will be one of the eight up there who qualified, we don't know if he will make it because he was playing basketball here in milwaukee, wisconsin with some of his staff and hurt his leg badly and had to go to the e.r. we'll keep an eye on that as we keep a close eye on florida governor ron desantis whose team said he is ready to be a main target on the debate stage. they believe he is doing well in the polls and come down to be a two-man competition to be the gop nominee. we checked in with the super pac saying he is ready for this. >> you'll see a very prepared and very intelligent and hard working candidate on that stage. no one else in this debate who is working as hard as governor desantis. the american people get to see that. >> the candidates are all prepping in different ways. some people are playing pickup basketball. nikki haley listening to rock music. vivek ramaswamy working out every single day. senator tim scott says he is
8:03 am
praying and spending time with his family ahead of tonight's debate in wisconsin and connect with voters on the ground as he has been doing. iowa at the state fair he said more voters in that are listening in and hawkeyes are showing up for events. he is ready to introduce himself to the voters on that stage. >> i think back to the kid growing up in poverty in single parent household running for president only possible in america. a great story. >> a story we'll hear more of tonight. the voters i talked to on the ground are talking all about the economy. as they hear from all of those eight candidates on stage they want to hear how they will improve things. they are spending more on everything. listen. >> definitely gas is a big thing like fruits, veggies, being elevated like going out to eat. getting drinks. indulging into little things
8:04 am
d knitly seeing a change. >> everything is high, cheeseburger costs you almost 10, $11. it's ridiculous. >> we'll keep our eyes on the sky. dnc has a plane flying over with a message extreme maga base. >> harris: great job. "new york times" is watching for moments they can answer some key questions. we put a few of them on the big wall. can ron desantis reset? can mike pence make republicans reconsider? can vivek ramaswamy live up to the hype? can tim scott stay a happy warrior? in "focus" now charlie hurd and marie harf. both fox news contributors. charlie, i want to start with you and that list in the "new york times." let's talk about tim scott. it was one of the last people that alexis had in her coverage
8:05 am
there. can he stay the happy warrior? your take. >> you know, the thing about tim scott is i think he probably can stay the happy warrior. he is not as well-known around the country as, i think, he could be and i think this is a great opportunity for him to do that. but he has been around politics long enough and been in the senate long enough and fought plenty of pretty big high-profile fights that he is hopeful and i think that's -- regardless of how this particular debate goes or this particular primary goes, i think he is probably going to be with us for a long time. i think he will probably never lose the happy warrior that he truly is. largely because that's really who he is. >> harris: i was noticing last night, because we get all the notices when candidates are trying to raise money, that he
8:06 am
fell short of his donor list yet by 17 or so. it wasn't many. he was saying that he needed to make that up so that he makes his daily donor list. they're doing this literally day-by-day. marie harf what about the desantis reset? >> he has a huge opportunity tonight, harris. he is center stage. donald trump is not there. this is his moment to show voters that he is the alternative to trump. it will be very interesting. he can't use any of those lines in the leaked memo his strategist did for him now. he can't go over vivek in the way he was going. to can't say the things his staff told him to say but a real opportunity tonight as do all these candidates. we know a lot of republican voters are looking for someone besides trump. without trump on that stage, this is their moment to say i am the alternative and desantis is the one in the hot seat. we'll see how he responds to the
8:07 am
criticism we know he will get from the other candidates. a big moment for him. >> harris: we know from the iowa register coming out of iowa desantis did better than people thought he would solidly in second position as those preferred behind donald trump for voters in iowa. one last one and move to the next topic. how do policy differences shape the debate? part of that "new york times" list of nine questions that they say must be answered tonight. what is your take on that, charlie? >> well, i have think that i'm sure the debate will be all about policy tonight and i think that's really important. i think but it's interesting that i think the policy differences, there are big ones especially when it comes to foreign policy. but by and large, the republican voters are very much unified in a -- they are competing for this america first sort of platform and so i have think that whoever
8:08 am
demonstrates that -- does the best job of demonstrating that could, as marie says, wind up being the person that congeals everybody in the republican party looking for an alternative to donald trump. >> harris: maybe the only person who isn't so focused as you say on all of those, you know, make america great again type things might be chris christie. because he has been taking on trump the whole time. "the new york times" asks will christie turn his fire power to desantis? marie based on what you said before the answer would be yes. because desantis, as you said, is in the hot seat. when it comes to the left side of the political aisle, there is this headline. democrats popcorn in hand root for a rowdy republican debate. democrats are hoping the candidates bruise each other, perhaps making it easier for ultimate nominee when it comes time. president biden looks likely to be that guy at this point.
8:09 am
we'll see. he have is playing it cool, it would seem, when it comes to tonight's debate. that's what his people are telling us. he is vacationing in a tahoe mansion. his team says he is not focused on the debate stage. >> he will continue to govern. what the american people want him to do and what he has always done, and so i don't expect that you will see him respond to any attacks or anything else. he is going to keep doing the responsible thing, focusing on the american people. >> harris: too bad he didn't do a better job when he was on the ground in hawaii in maui where the devastation was. democrats do have some programming planned. the dnc has a news conference right before the debate tonight. the biden re-election campaign is releasing an ad today featuring a milwaukee mother praises bidenomics helping her family.
8:10 am
part of a 16-week, $25 million ad buy in key voting states including wisconsin. did they have get actors to do this? i don't know many people -- i'm not hearing that biden economics is the reason why they think they can go forward in any better fashion. >> well look, there are a lot of communities around this country who have directly benefited from joe biden's economic policies. manufacturing returning, the projects that have come about through legislative wins. $25 million is a big ad buy this early in the cycle. they are playing it right in the white house. joe biden should continue being president. we did it in 2012. barack obama kept being president. we let the republican primary play out and they are betting on the fact the eventual nominee will be so hurt by the primary will have to take positions so far to the right that are deeply unpopular with the general
8:11 am
ele electric -- electorate. get the contrast and the huge ad by and roll around in the mud. >> really? >> that's what primaries are. you will see a lot of calling and attacks. >> harris: that's what you are thirsty for on the left. you can start to marginalize people. you didn't tell me how food prices will come down and that's what people care about. >> they already have? >> harris: where? >> to me like the big winner of today already is the fact the biden campaign found somebody that is pleased with bidenomics and is thriving in bidenomics. i hadn't considered the possibility that it was a paid actor. >> harris: we don't know. i'm just asking the question. i'm not finding real people to tell me that. >> it's a great question. exactly. i was confused by this.
8:12 am
i tell you this, if i were the biden campaign and i found that person, i would put $25 million behind them and take them all over the country because they don't have -- it is a tough slog for the biden administration. this is where i think republicans are unified and independents are unified with republicans. whoever does wind up being the nominee or the person that solidifies the anti-trump wing of the party they all agree with one thing. that is that bidenomics is not working. inflation is killing people. gas prices are hurting people and we don't want to be in a nuclear stand-off with russia, which is very irresponsible. >> harris: even some democrats are saying that. why are you trying to convince americans they aren't feeling and experiencing exactly what they are? you can't just pat people on the head and then go find someone person in a crowd to say it's sunny and it is raining inside your house.
8:13 am
all right. by the way, polling shows 65% of americans feel that they are either in fair or poor condition personally. 80% for the nation in general on that very same topic. tune in tonight and thank you both. tune if tonight plenty of pre-game and post-game analysis of the debate. the main event kicks off at 9:00 p.m. eastern. bret baier and martha maccallum serving as the moderators right here on fox news channel. president biden may be on vacation. critics are not on vacation. growing backlash over his comments in maui when he compared a small kitchen fire in his home years ago when he was worried about his corvette and cat perhaps and also his wife. everybody was on it. first responders and so on and so forth. stayed in the kitchen.
8:14 am
he compared that experience possibly the most deadly fire in u.s. history. another reason the president may want to lay low? >> joe biden is a proven liar. corruption is obvious. corruption of his family is obvious. the conflict of interest in burisma is obvious. this was not obvious to the media. >> harris: official counsel appointed and republicans say that better not get in the way of their own investigation.

biden on vacation. it's a thing a lot. and this time president biden cannot escape the blistering criticism from his fly-by visit to the victims of the fires that killed at least 114 americans. political critics are joined by people now who live in maui shredding biden for tone deaf comments during what some are calling a multi-million dollar photo op. one said it was outrageous as even fema workers there are reportedly staying in $1 thousand a night resorts while the fire has left so many people, tens of thousands homeless. infuriating many, the president retold an old lie about how he came so close to fire danger. >> president biden: i don't want to compare difficulties but we have a little sense, jill and i, what it is like to lose a home.

he understand the human desire, harris, in a situation like this to connect with people and draw some empathy in both directions saying i understand the pain you are going through to some extent and we're here for you. but he does this on a regular basis by mischaracterizing things that have happened in his own life. people know that. it bothers people. it rubs them the wrong way. i think when you sandwich this type of quick appearance like a cameo appearance on ground that he was shamed into doing, between two vacations, one at the beach where he said no comment on the rising death toll and another one at tahoe in the mountains. sounds like a nice life but it is not a great look from day one on this crisis from this administration and particularry from the president of the united states. >> harris: it sounds like a life of retirement to me. maybe he doesn't want to do this job anymore. what the job comes with is

8:37 am
we have just been told that deputies on the ground ran out of ammunition. that whoever has pulled this situation into view as the perpetrator has fired over 100 rounds. so the deputies then needed swat to come in with long guns and swat told the chopper to leave. none of the sheriff's deputies have been injured, thank the lord, by gunfire. some injured by broken glass. rich edson is following the story out of pittsburgh for us. rich. before he joins us, let's get more details now. 100 rounds of gunfire so far. pittsburgh swat arrived and will take over for the deputies, we're told. many of them are pinned down. wherever the shooter is, whatever location that they are in, they must be able to see that movement of law enforcement coming in, which is why they would need to take a shot from a

distance bringing in those long guns. this reportedly started when sheriff's deputies were serving an eviction notice when the suspect started to open fire. our first reports were that the garfield neighborhood had been locked down. since that time, we're learning a little bit more about what they are saying in terms of the location of this. it is pretty much a residential area. we don't know if there are any schools or anything nearby. all we have is this one shot. you can see houses in the distance and up that hill. so they are protecting people on the ground and asking people to stay also away from their windows. rich edson now is reporting and rich, as we watch this scene, what have you been able to gather? >> as you watch this now police are on scene here. thieves are the types of things as they develop we're learning a little more here. it's sketchy, the information. this happened about an hour ago.

this tweet went out warning residents there from pittsburgh public safety saying urgent, avoid the 4800 block of broad street. that's what you are looking at there in the garfield neighborhood due to an active shooting situation right across the street in pittsburgh from the massive cemetery there. police swat arriving on scene. some local reporting on all this saying the deputies arrived to serve an eviction notice to somebody. that's when shooting started according to local reports. the local reporting is also saying that deputies, while some might have been hurt, none shot. hurt with broken glass and things like that. as you can see, swat on scene here. they are bringing out a large police presence. this appears to be according to these local reports an active stand-off situation here in a residential neighborhood in pittsburgh. it is not resolved. more police arrive on the scene. >> harris: i'm looking at local

reports where people are being told on the ground. when you hear something as extremely active as they are continuing the say now the pittsburgh public safety, generally speaking and these things i've covered it is active bullets flying. so they do want people not only to lock down but to stay penned down. which is what officers do. they stay pinned down. beyond this perimeter is the activities. they are back aways, another reason why they would need long guns. they don't want to move in too close to the perpetrator. we'll use the singular until we know this is more than one person. i will say perpetrator or shooter. it could be more than one person. we don't know. >> right. this is why this job is so dangerous. any time you serve an eviction notice or warrant, deputies show up and never know what they are walking into. sometimes a few or several show up. if you can see from this video here, this is an extremely

active situation. you have deputies, police officers, those who have a lot more padding and a lot more protection on them running around the scene here. we have heard from local reports that there have ever been hundreds of bullets that have flown. very difficult to nail down especially at this point in a situation. it goes to show sort of this idea they are establishing a perimeter. they are trying to resolve this. >> harris: i'm seeing what you are talking about in local reports. we have gone from 100 rounds reportedly to local reporters on the ground, it's believed to be hundreds of rounds of ammunition. we do know, rich, that at one point the sheriffs deputies ran out of ammunition trying to fire back on this active shooter. with swat taking over i want to bring in a guest here. paul mauro is retired nypd inspector. paul, are you with me?

it looks like it is a barricade as it is called. somebody who doesn't want the leave the house. what they look to do now is try to establish contact with this person and see if they can talk him or her out and one of the rules on something like this, which i think people don't realize. people like quick resolutions. one of the rules is it takes as long as it takes. and that's a general precept for something like this. it could go on a very long time. police have all the time in the world. it is better than having to storm the house as long as nobody is in danger. >> harris: you and i have talked about this before, and we don't know the nature of the eviction notice that was served. but particularly residential and domestic situations can be some of your most dangerous because you have people who are hunkered down in and area they know well, there can be high emotion and attachment to what is going on in that domestic situation whether it involves family

infringed upon. you don't know how people are going to take that. even in situations where you have a closed job, when you have to accompany, let's say, a couple that has split up and one of the members of the couple wants to go get clothing. those situations are dangerous. you don't know what you are getting into. that's probably what's going on here. from the reporting it was an eviction. a person doesn't want to be put out of their house and decided to make this stand. >> harris: i don't know if our crew can communicate with the camera on the ground. we have several reporters trying to figure out how they will position themselves to give live shots. if we have another camera or get our camera to pan over some and make that request. that would be really helpful because what we're seeing now, there is a stretcher that they had pulled out at one point, paul. i want -- there we go.

active shooter. they had the horrible synagogue attack. so i'm sure subsequent to that they've done drills, done training. it's a large police department. the kind of thing that i'm sure they've done the kind of operations in the past that are going to be in the dna of the organization. they will know how to respond here. >> harris: all right. this is breaking. pennsylvania state police have just said this is not our incident as of now. i would seek information from the sheriff's office or the city of pittsburgh. they are sending units to help with the incident. i want to reiterate this. those initial sheriff's deputies were under fire. they were not injured by gunfire as far as we know but paul, you are exactly right from what we knew moments ago they have been injured by broken glass, windows being shot out. that sort of thing. the ambulance stretcher that i saw in the middle of the street,
8:49 am
as you say those ambulances might be there for the injured sheriff's deputies. we've been told the pittsburgh f.b.i. is now at the scene. paul. >> one of the things i was saying earlier they will do is establish a command post. that is standard operating procedure anywhere. the risk here, as you have articulated, you have a number of different agencies involved. police impulse is to run towards the danger, to run towards the incident. that's not what you want here especially now that it looks like they have somewhat stabilized the area. you need somebody, one person in charge. you need the orders going out for what needs to be done to be going from that person and communicated down through the levels otherwise there is chaos and unexpected things that you don't want to happen. right now the challenge is going to be as they set up. let's get the command post set up and think long term. this could go very quickly or it
8:50 am
could be a while. we have to plan for the worst. let's get the organizational structure set up here. heads of each department that's involved, you have the sheriff's office as you mentioned. you have pittsburgh p.d. f.b.i. on scene. you will get other agencies, a.t.f. may show up if there is an implication there are explosives. you need everybody on the same page or you make mistakes. one of the things they're doing now a bunch of people in a circle saying you are my guy for that, my person for that and gal for that and getting it all set up. they plan for this thing going a long time. hopefully it won't. they are certainly trying to set up communications, get them to answer the phone so they can talk to him or her and say look, what are you doing and try to talk them down. it takes as long as it takes. >> harris: a statement from children's hospital of pittsburgh. before i get to that, we have
8:51 am
new live video from moments ago. some of that movement i wanted to show everybody but couldn't see it because we had people in the foreground. we could see some of those military-dressed men and women earlier and we could see them pulling into position. i don't know if you are near a television screen right now. we have a better purview of what's going on. the statement from the children's hospital of pittsburgh. police are responding to a shooting incident approximately a half mile from the hospital. upnc children's hospital of pittsburgh. no direct threat to patients, staff or visitors. enhanced security is present on campus and continue through the day. the individual is accounted for and there is no direct threat to patients, staff, or visitors. that's what is coming out of this but that does not mean they have captured him. that he is in custody.
8:52 am
>> i don't know what accounted for means. obviously the situation isn't entirely controlled. people are understanding all over the place with long guns setting up a perimeter. we still have an incident going on here. hard to tell if the person is indoor or outdoor. you would rather they are indoors because if they are mobile and on the street that's a nightmare. you can see how complicated the situation is as it is. imagine this thing trying to go mobile and trying to follow somebody who is going block to block or even getting in a vehicle. then you will have helicopters up. they probably have up now anyway. that is trouble. so you want this person to be isolated and contained is the police term. that's what you are hoping for here so everybody knows, okay, it's dangerous but we know where that person is and they aren't going anywhere. >> harris: isolated and contained. paul mauro, please stand by. i want to bring in bill daily
8:53 am
former f.b.i. investigators joining me by phone. the pittsburgh f.b.i. is on the ground. what will they do first? >> certainly they provide support. the lead agency right now is the pittsburgh police department. the f.b.i. can bring to bear their hostage negotiation team if it comes down to that. they can provide some additional logistics with tracking of the individual. any idea who he is. maybe use the cell phone data to be able to get a realtime tracking to see where this person may or may not be. what paul said a few minutes ago. if the person is able to be isolated. not where he grabs a hostage and takes someone and holds up in their home or vehicle. >> harris: we don't know if there are any hostages. i want to put that out there now. we don't know if there is anybody with this individual. >> we don't know and hope not.
8:54 am
that complicates the situation dramatically. if it is one individual being holed up in a location. we can bring in some negotiation team. try to ratchet this thing down so they don't need to bring in swat or special operators to come in and neutralize the situation. i think right now it is an evolving situation. a lot of variables. the statement that was released by the hospital i echo what paul said is nebulous at best with regard to what it actually means. as more information comes along we can say what role individual agencies can play. there is a lot the f.b.i. can bring to bear whether additional swat personnel or negotiation support. we'll have to see as it unfolds. >> harris: we'll no doubt be talking with you in the next hours to come. i will wrap it up here on "the faulkner focus" with some new
