i feel real good. here we go again. >> bill: good action happening now. the f.b.i. and defendant of defense have tracked more than 100 such incidents with chinese nationals dubbed gate crashers in these secure site. authorities are sounding the alarm the chinese government could compel national to report back on security practices at military installations. >> dana: mike gallagher will join us in a minute with his thoughts on this potential spy threat from beijing and more. >> bill: we begin with eric shawn, live in the new york city newsroom with more on this. eric, good morning. what did you find out? >> good morning. unbelievable. it seems that china's infiltration of america is reaching alarming levels say u.s. officials including trying to send spies posing as tourists. they have been detected more than 100 times trying to access u.s. military bases and

intelligence facilities posing as tourists. the "wall street journal" reported chinese national resort to claiming they are visitors trying to find the nearest burger king or mcdonalds that happen to be at or near military sites. chinese national making reservations at hotels near military bases and cuba diving near a u.s. government rocket site in florida. other cases involve chinese nationals speeding past perimeter security guards or trying to talk their way onto a u.s. military base. republican congressman michael waltz of the house foreign affair committees says the biden administration is not doing enough to stop this. >> a lot of these people are being coerced, whether they are researchers, students, or these air quotes tourists because if they don't do it, their chinese

families suffer back home. that's how they force them to do it. >> the administration says it is taking action. an f.b.i. telling the fox news digital quote the chinese government is engaged in a broad diverse campaign of theft and malign influence. without regards to laws or international norm the f.b.i. will not tolerate. the f.b.i. is committed to protecting our national security. in washington the chinese emotion bass' told the "wall street journal" the claims are ill intentioned fabrications it says and the chinese embassy urges u.s. officials to stop the cold war mentality. >> dana: for more on this let's bring in wisconsin republican congressman mike gallagher and chairman. house china committee. how concerned and do you think the biden administration is

responding appropriately? >> we should be very concerned. the key challenge for the u.s. intelligence community when it comes to confronting chinese espionage is just the sheer numbers involved. the amount of people that china is willing to throw at the problem. the amount of people beyond actual mss, china's lead spy agency operative. the way in which they co-op normal citizens. they often threaten people based on taking action against their family in mainland china. in that respect they operate like a mafia organization. this, of course, comes after all the reports we've had of chinese purchases of land near military bases. something we can and must prohibit. i think we need to ask ourselves why they would do this beyond collecting information that might be useful. why would they want land near military bases or know more about them? they would attempt to impede our ability to surge men and weapons and systems to the pacific in

the event we found ourselves in a conflict with china over taiwan. it would not be contained to the taiwan strait crisis it would affect the american homeland and why we need to do everything in our power to push back and prevent it. >> bill: two more topics. a big summit meeting in india. xi is not going to go. here is the president two days ago on sunday when he was asked about that. >> president xi is not going to the g20 >> president biden: i'm disappointed. >> bill: two questions. when does the u.s. president meet with the chinese leader, and what does the chinese leader's absence say either about u.s. relations or maybe more to the point indian relations? >> yes, the g20 is in new delhi. part of this is xi jinping sticking it to the indians. remember in 2014 xi went to new delhi.

this is how they operate. given that -- you make them more aggressive. biden wants to meet with xi in november. that would be a bad idea in my opinion. we have four cabinet level visits to china and we have absolutely nothing to show for it. after all the visits the head of the chinese spy agency issued a statement saying if america wants xi to come to san francisco, we need to behave better. we need to show sufficient sincerity that china will never relax its vigilance because of a few beautiful words from the united states. we need to take action, not pursue a meeting with xi. we should take action when it comes to export controls and sanctions before it is too late. >> dana: the other thing that happened over the weekend we found out the leader of north korea is likely to travel to russia september 10th. this saturday. and he is planning to meet with putin. curious what you think about that and what biden and

president xi are thinking about it. >> i think if we zoom out here what we're seeing is a block of hostile powers, allied against us. china is, of course, the dominant player, our biggest geopolitical adversaries but junior partners are russia, north korea and iran. are visits like this russia and china are trying to normalize north korea on the world stage. to tie it to a previous topic. our interests are aligned people would argue when it comes to the korean peninsula. the fact that kim jong unis meeting like this should put a stake in the heart in all of that. >> bill: thank you, sir. >> president biden: i told when i ran for president, i told you i would have your back. i am proud to be the most pro union president. >> 150,000 united auto workers

union members could go on strike demanding a 46% pay raise and a 32-hour work week. how are these talks going to go? we're live on the story. >> they don't seem to be going so well so far. the demands are big and repercussions would be enormous, 40 day strike in 2019 cost general motors alone $3.9 billion. so president biden spoke with confidence about the current situation. >> mr. president, are you worried about an auto strike? >> uaw president was taken aback by the president's response stating i'm shocked by that reaction. you know, he must know something we don't know. on top of 46% pay raise and 40 hours a week of pay for 32 hours work the union seeks traditional

pensions to be reimposed. they say they're impossible demands. if the new deal is reached in nine works workers at general mot mo motors ford have said they'll strike. automakers are transitioning to electric vehicles. president trump weighed in the great state of michigan won't have an auto industry anymore if the crazed concept of all electric cars goes into effect. united auto workers vote for trump. president biden will need the overwhelming support of the union workers to secure a second term. united auto workers have so far held back on an endorsement. the biden administration released this quote the department of labor and administration continue to remain in touch with the negotiating parties and closely monitor the status of talks at the bargaining table.

starts to close. 16 past the hour now. >> dana: after years of decline, the number of homeless people in washington, d.c. has increased almost 12% since last year. in 2021, d.c. passed a tax increase to fund affordable housing. residents say the situation has only gotten worse. rich edson is live from washington with more. >> the district of columbia has challenges in addressing homelessness. after several years of declines homelessness in the entire region is up 18%. that this is a significant increase, all nine jurisdictions recorded and increase in persons experiencing homelessness from the 2023 count. indicating it is a larger trend not isolated to any one jurisdiction's experiences. those numbers from a one-night snapshot in january including washington and eight surrounding counties and towns in maryland and virginia. another government report shows the city failed to house more than 98% of young adults last

year. that's according to an analysis in the "washington post." officials say there are several reasons for this increase. >> primarily to the ends of pandemic-era support. rental assistance. lifting of the eviction moratorium and increasing pressures on the housing market, the lack of deeply affordable and accessible housing. >> the mayor's office points to findings that homelessness is below levels from before the pandemic. a couple years ago the district government raised taxes on high earners to fund housing vouchers on promises to help end homelessness here. we asked a couple council members who pushed for the increase on how effectively the government was spending the money. we never heard back. 1200 people already connected to a housing voucher funded last year were still waiting to move into a home as of august 1st.

to the people of east palestine and three, bill, if this were a democrat stronghold as opposed to a rural red area, joe biden would have been there immediately. so he knows he is not going to win ohio. he knows most of the people in east palestine are not going to vote for him. they are probably trying to hide joe biden as much as possible. how often do you see the presidential daily calendar have no public events at all? so all of this in part and parcel with biden what i think will be if he runs his 2024 campaign, he will try to run in the basement of the white house. they will try to avoid getting him out and about and i think if trump is active and smart he needs to take advantage of that. >> bill: my guess is he never gets there whether he runs again for campaign or not. >> that's a good bet, too. >> bill: this happened on sunday. i believe it was in delaware when a reporter asked him about vacation time versus work time

mta workers, police and other riders did not step in to help. the nypd released a statement in response to this incident saying ems transported the victim in stable condition. the subject fled the location to parts unknown. there are no arrests and the investigation remains ongoing. we wish her the very best as she heals from that horrific attack. >> early this morning we were notified by security at long wood gardens they had trail cam photos that appear to be cavalcante. south of the perimeter. investigators examined the photos and we can confirm it is cavalcante. several steps were quickly taken including shifting our perimeter in an attempt to contain him between the southern end of the established perimeter and area south of route one. >> bill: that's pennsylvania authorities now. police stepping up efforts to find an escaped prisoner expanding the search for cavalcante. schools in the area are closed

due to the manhunt. want to bring in ted williams on this. one of the things they said is that some of the images they captured from him overnight moving through the garden area that he had new clothing and a backpack when he was spotted. maybe he is getting help. >> well, he may be getting help or he may have broken into some place and gotten this backpack and the stuff that he supposedly is wearing now. i can tell you, this is encouraging, bill. while they believe he was last seen in the longwood garden area, they now know that he is outside that perimeter but not too far outside that perimeter. i believe that you will find the public engaged and they will help law enforcement. >> dana: it is such a wooded area. state police said last night at this stage several days after he escaped from the prison he is getting desperate. which is why police are warning

everyone about his condition. >> dana, he is absolutely getting desperate. just think about it. today it's about 100 degrees out there. he is out there with a backpack. he hasn't changed his appearance. they are moving in on him, law enforcement. i expect it will be sooner rather than later that they will actually capture this guy, or kill him perhaps. >> bill: ted, thank you. we are keeping a close eye on this. we carried the news conference two hours ago. hopefully the police will brief again to let the public know what they have found. ted williams, thanks. >> dana: thank you, ted. >> bill: a new "wall street journal" poll finding that biden's age and handling on the economy may be hurting his re-election chances. you have 39% of voters with a favorable view of the president. 73% of voters say he is too old for a second term. former white house deputy chief of staff karl rove with us now.

good to see you. what did you take away from this poll? broadly speaking what did you learn from it? >> bad news for everybody especially for the president. think about this. his favorable is 39, his unfavorable 58. guess what? that's the exact same number for the favorable and unfavorable for donald trump. we have the two most disliked candidates, frontrunners for the republican and democratic nominations in history. mentally fit, biden is 36% say yes, 60% say no. trump it's 46/49. too old 73/22 for biden. only 47/45 for trump who is only three years younger. biden is in tough trouble on the issue of age and mental fitness. who thinks it will get better for him? it is not. but the rest of the poll has a lot of bad news how they view the candidates on being honest or corrupt or likable.

on those it's mixed. biden seen as more likable. trump seen as more corrupt. biden seen as more honest. bad news for everybody. the biggest number you put your finger on it. >> dana: james carville said it's the economy, stupid. same poll shows that 58% of voters say the economy has gotten worse over the past two years. i wonder, karl, the white house is very frustrated. they are mad at the public for not understanding how great the economy is and doubling down on bidenomics and keep saying look at all these great things we did in the infrastructure act that was not for reducing inflation but for green energy projects. people figured that out. how if you were at the white house, how would you counsel them to try to turn that around? i don't see them making any sort of pivot. >> they are not going to make a pivot. they seem to think if they have a green energy job or project

somewhere, that that's going to be felt by everybody everywhere. that's not the case. people feel when they go to the grocery store or the gas pump higher prices than they were paying a year or two ago. go to their business and they are told we're worried about the future of our sales and profits and worried whether we'll expand or not or find enough good workers or not. nobody is sitting there saying it's a fantastic economy and aren't we lucky. instead we're saying we have a lot of problems and see more on the horizon. they have to start with the reality of people living in the real world, not believing that they can just simply take the inflation reduction act or build back better or whatever all of these, infrastructure act and say everything is right as a result of us passing these laws that have no impact on you. >> bill: last hour we talked to three caucus goers in iowa. a bit of a sample.

one was a pastor, one a farmer and what they had to say about the current field. >> i'm opening to listening to all the candidates. i think governor desantis is really doing a great job. >> i think we need to not count anyone out just yet and i think nikki haley showed up at the debate and really made a place for herself at the table. >> if everything is clear and able to run that's the route i will go again. the frontrunner for this country. >> bill: the last gentleman voted for donald trump two times and giving desantis a look right now but would vote for trump again that brings me to the question. if it's biden/trump and what biden had 81 million and trump had 74 million. all those numbers you showed us within that poll are kind of negative, right? they really reflect on both men in a bad way. what happens to that 155 million number? >> well, i think we may see --

we've been in a secular period where each presidential election was a brief pause in 2012 has seen an increase in the people voting. we may see a pause in 2024. if the two nominees are biden and trump. these are unpopular figures. the least popular frontrunners in the history of polling. so what's likely to happen is that people say i'm not voting. i'm staying home or i'm throwing my vote to a third party candidate. it is a lesson for each party. the party that figures out that a new face who can appeal to outside the core of the 2020 presidential election has got the upper hand in 2024. particularly if it is the democrats. the democrats have a candidate who thinks he is going to look younger, who thinks he will be more verbal, who thinks he will show more mental fitness in the next year and a quarter. that's just impossible. that ain't going to happen.

>> bill: a few hours from now attorneys for convicted killer alex murdaugh will hold a news conference. they filed a motion for a new trial based on newly discovered evidence. jonathan serrie been on the case from the beginning. jonathan, good morning. >> good morning to you, bill. in addition to calling for a new trial, alex murdaugh's lawyers are also asking for a federal investigation into whether their client's civil rights were violated in paperwork they released to the media moments ago, they are alleging the clerk of court, who obviously had access to jurors during the trial, alleging that she gave them inappropriate instructions telling them not to be misled or fooled by statements that alex murdaugh gave during his testimony in court. murdaugh's attorneys have called for a news conference at 2:30 local time near the south

carolina court of appeals where they will release further details. a spokesperson says this is new information that they discovered after murdaugh's double murder conviction back in march. the disbarred attorney is serving two consecutive life sentences in connection with the 2021 fatal shootings of his wife, maggie and their youngest son, paul. in a fox nation interview with martha maccallum buster expressed doubts about the jury's impartiality. >> i think it was a tilted table from the beginning. unfortunately a lot of the jurors felt that way prior to when they had to deliberate. it was pre-determined in their minds prior to when they heard any shred of evidence that was given in that room. >> buster murdaugh he said jure ores were swayed before the trial because of all the pre-trial publicity in this small community facing a very

high-profile case. >> bill: see whether the story is over or not. jonathan serrie live in atlanta. >> dana: a big topic that i'm becoming obsessed with. access to childcare nationwide is on the line as covid relief funding is set to run out next month. centers say they need the cash floor to keep doors open. if the doors close parents are left with little to know options. tracy had to close her childcare center and careen is a childcare provider. thank you for being here. can you explain what's happening with the federal government right now? put up a map for everybody to see here. these are the number of children per state set to lose childcare due to a childcare cliff. what is the cliff? >> what's going to happen is around september 30th most states will have sent out all their funding that was available from the american rescue plan that was specifically set out for childcare. what is going to happen if the state has not gone in and put their own state funding in, then

those programs will have to increase their tuition to make up the lost revenue. the way it works for us we can only charge what parents can pay in order to take our operational and wages out. we can't compete with other industry because we have to raise our rates outside of what parents can pay. the funding was essential in order to get us up and competitive so we could keep our doors open and be affordable for parents. a lot more of us will close. this isn't new. it has been going on for two decades. >> dana: i want to show here, too, the national average childcare prices and as i've been listening to more moms and understanding what they are having to do and decide, which is whether to -- maybe they don't have an option to stay home to take care of their own children and need childcare. you mention a lot of workers did not come back after covid. >> i found that during covid, we did have to do layoffs just because we had fewer children

because america was shut down. and i found that a lot of my staff and a lot of people in the field just left and never came back. wages are not very good in childcare. so you have low wages, you have to compete as a business owner with other big box companies that can afford better benefits and higher wages. and it is very hard as a small business owner to compete. >> dana: careen, one of the things that is interesting that you bring up is childcare is not just babysitting making sure that nobody harms themselves. you talk about it as being part of their education as well and my other concern that i keep talking about is k-12 education. we are in a bad way now. talk about that from a perspective of education for the child? >> yeah. so 90% of a child's brain development happens within the first five years. we are laying the foundation for that child's future education in the k-12 system from birth to

five. brain development matters because it is relationship-based. we need to keep the ratios low. anyone who thinks we can stuff more children in will harm their development and increase the costs. we also don't have the supports that we need to include children with special needs. expulsion rates are high. most people don't think about the fact that 2 and 3 and 4-year-olds do get expelled from early childhood education and childcare because we don't have the supports there. we don't have the experience, the turnover is so high. when you are stressed out as the teacher, you will go and talk to your boss and say hey, it's either me or this kid. the boss will go i can't get you any supports and i can't replace you so i guess i'll have to talk to that parent. so it all comes back full circle. >> dana: you are both in wisconsin. tracy, as the last word i wonder if you could explain to us what you are hearing from stressed-parents and their level of anxiety as they try to find

care for their kids and realize how expensive it really is. >> they are panicking. it is a real thing. i have people calling me on the phone even before i closed crying that i don't know what i am going to do if i don't find childcare. i will have to lose my job and stay home. i will lose everything. so it is a panic. it is a very scary thing for families and also if they do find childcare it is often a long commute to find. i have families doing hour, two hour commutes just to drop their child off at childcare a day. so it is time from their families as well. >> dana: it is a huge problem. i will keep talking about it to hopefully find answers. an important one for policymakers and businesses and moms and dads across the country to understand. careen, tracy, thank you, appreciate it. >> thank you. >> bill: as the hollywood strike

and we're feeling the impact. friday's job reports showed a loss of 17,000 jobs in the entertainment industry for august alone. that number could rise with the prolonged strike as well as the fact of the video game actors striking also. the impact to california could top $5 million and we're seeing content delays due in part to pushed to the spring from fall. viewers are expecting the favorite fall tv shows to return. if you watch cbs you'll be met with yellow stone reruns going back to season one. yesterday the person leading the writers negotiation had this to say. >> we are not on strike out of greed nor do we begrudge the companies success. the change that the companies have orchestrated have made the profession of writing untenable for us and all who come after us. >> that underscores the power of
