in the for foreign-policy room o try to bring other countries together to face the potential threat? >> you are absolutely right it should put a spotlight on it. the tables have shifted here. when the un sanction north korea in the early part of the trump administration, russia even though they were part of the sanctions back toward it that it was providing oil at sea through third parties to north korea and providing economic assistance. what is different here is putin has his hand out. he meets artillery ammunition from north korea and he is going to get it. his defense industrial base cannot produce it quickly enough. what he has also done you can see he's put him on the world stage. the way it's going to be played in north korea is he has legitimacy he's being welcomed by a world leader the international press is there. he certainly wants on technology from russia to help with
