because they have been under so much strain for so long, chris. why now do you think? >> good morning, bill and martha. first of all great reporting by griff. it tells a story lost that goes on beyond just the volume. look, i worked in el paso, started off as a new agent. rose up the ranks. deputy chief and acting chief a few times. border patrol agents like the city of el paso, tough, resilient, compassionate, caring. we have worked together for so long to get these type of situations under control. they have been through some of these crises before and i tell you what, the fact that the mayor and all the attention and support and work that has happened down there is saying that they are at a breaking point. if that's not one of the biggest exclamation points to date about these failed border policies and crisis i don't know what is. this is tragic for me. the men and women of the border patrol will step up.

citizens of el paso will step up. they have been stepping up. it is really about time for the administration to say enough is enough. i will remind you, the president and vice president have been to the border each once. they went to el paso. almost like a poke in the eye. they need to roll up their sleeves and get things done. >> martha: when you hear from the el paso mayor that it is almost at a breaking point, and you look at the comments in the past by the former homeland security secretary jay johnson that these kind of numbers weren't sustainable. mayokas who has, you know, mischaracterized this is fair to say, has said at times these kinds of numbers aren't sustainable. my question is what would you expect the federal government to do when you have a border town in the united states that says that they are about to break? >> you know, that's a great point you bring up. secretary johnson mentioned it when it was 3,000. we did a report in 2019 sitting

with 5,000 people in el paso and 10,000 people across the southwest border. now every day around 20,000 people in custody. the federal government needs to shut this down and send all the resources they need. they need to implement the poll seals we started and worked for for almost 25 years to get this border secure. most importantly they need to engage mexico again in the firmest way we can to include the source countries. not just mexican nationals and central americans. people all over the world coming to our border and we have to shut it down. back the cities and agents resources and get it done. the plan was in place. it was just, you know, torn up a few years ago. >> bill: i don't know if you can see the image here. our drone is up in the air again at day break and you have hundreds in this one image crossing the river there the rio grande. some of these democratic leaders

are now, one could argue, speaking out. the eagle pass mayor said i haven't heard from anybody in the administration. president hasn't put out a statement. vice president. haven't heard from anybody. we're abandoned. we are on the border and we're asking for help. henry cuellar along the border said on "fox news sunday" yesterday we need to deport more people and the president is not doing enough. i think it's one thing if republicans talk that way. more and more democrats start to find a singular voice, do you believe it will help change things? >> absolutely. i've spent the last few months multiple states around the country and people are getting fed up. both sides of the aisle. i really wish there was a dozen members from the other party down there with the congressmen in texas. it needs to be a bipartisan approach just to go ahead and get this administration to act. look, the extremes on either

side need to take a break and let's get down to business and make some common sense approaches to fixing this. we built this plan. we can get this done. we've proven it in the past. it absolutely is going to require both sides of the aisle to acknowledge this problem collectively and come up with a collective solution. it's there. ask border patrol agents and leadership on the ground and the mayors and city and county leaders. they will give you what is needed to get this done. they have to ask. the fact that they haven't responded to leadership -- local leadership down there, that silence is telling of where they sit on this. >> martha: good luck to everybody down there. you need aid from the federal government. great to see you today. bob menendez is set to hold a news conference this morning as calls from democrats in new

debate wednesday. president biden watching. new polling raising questions about his re-election bid. peter doocy has the run down on those now. good morning. >> issue after issue. numbers aren't pretty. look at the economy. president biden has a 30% approval rating, 64% disapproving in the new "washington post"/abc poll. worse on the border, 23% approval rating there . 62% disapproving. overall job approval 37% with 56% disapproving. >> in 2012 all the polls i saw said obama had no chance of getting reelected. democrats wanted an alternative to him. what happened in 2012 is now

history. he won comfortably. i think the same thing will happen. >> this one is a hypothetical because the republicans haven't picked a nominee yet. the poll finds trump beating biden by nine points. 51-42. such an eye-popping number the abc news and post pollsters are urging caution. the difference between this poll and others as well as the unusual makeup of trump's and biden's coalition in the survey suggest it is probably an outlier. 74% of those polled are concerned president biden will be too old for a second term. top democrats are arguing an old president wouldn't be the worst thing in that head-to-head. >> i'll take joe biden at age 86 on his worst day over donald trump on any day. a man with four criminal indictments hanging over his head. >> president biden is addressing the age issue here and there. he joked in the rose garden friday he got to the senate 827

years ago. people in the rose garden laughed but it doesn't seem like most voters think it is that funny, bill. >> bill: true on that. nice to see you, north lawn. month are to come throughout the day >> martha: we're only four months until the first republican votes are cast in iowa. the gop candidates are looking to the next debate. the big marker point in the whole process to see if anybody can break out of the pack. you have seven candidates sharing the stage on wednesday night. some predict the showdown could turn into a cage fight. we saw a little bit of that time around. james freeman joins us now. great to have you with us. look at the debate wednesday night. candidates will say we don't really need to break out. it is not that kind of thing. it is that kind of thing. >> they need to break out to keep attracting donors. the bar gets higher with each debate in terms of what you need to stay on the stage.

i think they also need to think about -- they have to stay in the race. they're is survival mode now. how will you beat trump eventually? that's where they have to develop the case. to this point it is largely been he can't win. that's tough with the polls but a lot of head-to-head match-ups. biden doesn't get crushed by the other alternatives. nbc poll is interesting because nikki haley has a lead against biden. if that develops where she can point to something and say i'm a more competitive candidate, maybe that's room for her to run. >> bill: have a gander at this in south carolina. our own polling. trump is up 28 points on everybody. nikki haley the closest at 18 points. ron desantis at 10%. tim scott is from south carolina in single digits. he was on with me on "fox news sunday." to your point do you need a -- i won't steal the thunder.

this is what we talked about yesterday. watch. >> i don't think so. what i need to do is continue to do what i have been doing. showing up. the more time i spend in iowa the better off i'll be and in new hampshire. the good news is polls don't vote, people do. >> bill: might take his argument. is he right? >> if you are one of the non-trump alternatives what gives you hope you see the south carolina polls, same thing in new hampshire and iowa. trump is still below 50%. this is winnable. i can get the party behind me. if you merge as the alternative. national life he is closer to 60%. it does suggest those voters who pay attention in the early states are maybe more open and maybe the rest of the country is persuadeable as well if you can make the case in the early states. >> martha: the "washington post" poll. 42% for biden, 51% for trump.

it's a big number. it got attention over the weekend. and also because, you know, everybody looks at this debate coming up and wondering who can touch the former president at this point. one of the thing that's interesting when you look at how moderates are feeling about this. peter doocy put it up. 74% of moderates have a problem with biden's age. 62% of moderates have a problem with the criminals charges against donald trump. how much could a third party factor in here? do you think it's a potential reality this time around? >> seems like there could be an opening. biden supporter in the introduction talking about even president biden on his worst day at age 86. joe biden's worst day at age 86 will be scary to a lot of voters. obviously the legal troubles with former president trump are going to give concern. you would think there is an opening here. someone has to fill it. we look at these polls, the

"washington post" sort of dismissing its own poll in a way as an outlier. now they tell us, right? i think there is a theoretical opening but you then get into the machinery of can you get on ballots everywhere? how early can you build an organization if you want -- >> bill: this the biden's decision if we were to step aside and what do you do about kamala harris? think you can go with michelle obama? >> her polling is worse than the president's. there again if it will be someone other than biden, they have about a month or two here if they want to be on all the ballots. this is the time where they have to get going. >> bill: nice to see you in person. the great james freeman. this now. >> martha: i only usually see him in person in church. >> what is the goal? what is the objective?

clearly this is a failed system. chief washington correspondent mike emanuel has more for us. >> good morning. one community activist describes the quote as educational homicide. some are calling for the resignation of the school system's ceo. fox 45, wbff obtained the unretepidityed 2023 test scores for every school in baltimore city. 13 high schools with 0 students who tellsed proficient in math. 40% of baltimore's public high schools. the story doesn't end there. at baltimore's top five public high schools in math proficiency only 92 students tested proficient out of 809. at the best public high schools in that city, just 11.4% of students are proficient in math. that is just proficient. none achieved the top level of

distinguished. the school system declined to talk about test scores on camera but gave a written statement to fox 45. we acknowledge that some of our high school students continue to experience challenges in math following the pandemic especially if they were struggling beforehand. the work is underway to improve outcomes for students. the data is due to be released to the public tomorrow. it is expected to be heavily redacted so parents are not expected to get the full picture of how poorly many of their schools are performing. >> martha: how redacted? it is a public school system paid for by taxpayers. >> bill: now we get to the fiery rhetoric from lavrov running in international circles for decades is blasting the u.s. over its continuing support of ukraine. the quote. you can call this whatever you want to call this but they are directly at war with us. we can call this a hybrid war.

it doesn't change the reality. they are effectively engaged with hostilities with us using ukraine as fodder. retired four star general jack keane and strategic analyst. he is calling it a proxy war. what do you call it? >> well, this is part of the russian narrative. they have been pushing this for years that the west is containing them and encircling them and preventing them from having the kind of relations they want to have and they have always cast this overview and that is what gives rise to putin's moving into ukraine. to take control. why is that? because ukraine was looking economically to be e.u. to be a part of it. looking for security, peace and stability to nato for a political and military alliance. they saw that getting closer and closer and that's the reality of

what has taken place. they came in here. it's not our war with russia. we're supporting ukraine. obviously and evict the russians who invaded their country and liberate their people. the russians supported north korea and north vietnam. to say we're directly involved in a war with russia. that doesn't make any sense. we're not bombing russia and not taking any military action against them. >> bill: you are in washington, d.c. and voices on the right now are speaking up more about the amount of aid going to ukraine. i want you to see on the screen here we're at $44 billion. the call for for the military aid from the united states. now overall aid is well over 100 billion so far. do you think as these voices get louder that congress will pull back on the strings, general? >> look, the facts are these.

we're a little north of 44 billion and the europeans. this is only military aid. it's the europeans who pushed the biden administration to provide tanks. it is the europeans who provided the long range missiles. specifically france and u.k. it's the europeans who pushed the f-16s on the united states because they own them but couldn't train pilots from ukraine on them without u.s. permission. it's the united states's reticence is the issue. not the fact that the united states is disproportionately supporting the war. when you look at our economy compared to economies in europe. there are many 5 or 6 europeans providing more assistance than us based on the amount that gdp

>> bill: breaking news last night out of hollywood. the writers guild has reached a tentative agreement with the studio executives to end their strike. it could still be a while now before the lights and cameras are back in action. they have to take a vote. a lot of folks to be had. we're live in los angeles. what do you think, christina coleman? >> i think it is progress. the strike is going on for a while now. last night the negotiating team for the writers guild sent an email to their union members. 11,000 strong letting them know they've reached a tentative deal with the studio executives. it is exceptional with meaningful gains and protections. now, this could possibly bring an end to one of hollywood's most costly labor strikes that lasted 146 days so far. the wga says they still have to

cross the ts and dot the is. they have to do it before they share this details with 11,000 members. the three year contract has new rules with a.i. a contentious topping during negotiations and increase pay rates and residual payments for streaming shows. the tentative agreement comes after five days of marathon negotiating between the wga and the film and tv studios. top executives from walt disney, netflix, warner brothers and nbc universal joined the proceedings last week. the writers have been on strike since may, the actors union joined in on the strike back in july. both unions think they have sent a clear message. >> solidarity on the line is extraordinary. it is a turning point for our unions. >> i think we scared the hell out of them. >> california governor newsom

in a campus lake following a worship event at the school. auburn's head football coach helped out. it angered the wisconsin-based freedom from religion foundation and sent a warning to the state school saying in part it is unconstitutional and inappropriate for public school employees to direct students to partake in religious activities or to participate in the religious activities of their students. in response, governor kay ivey, the head of the board of trustees for every state university, called their interpretation of the constitution misleading and misguided saying in part requiring college officials to entirely remove faith from their lives could well violate those officials own religious freedom. the first amendment protects the free exercise of religion as much as it prohibits government establishment of religion. the atheist group pushed back reminding her that
