side of workers. >> the white house has made it very clear it's on republicans to avoid the government shutdown, not on the white house. but our latest polling shows that higher percentage of americans would blame the shutdown on the president and the democrats, not on republicans. why do you think that is, and should the president be out there speaking more on this issue? >> we are going to be very clear. this will be a republican shutdown, right. extreme house republicans have made it very clear that the chaos that we are seeing in the house, they are marching us towards a government shutdown. that shouldn't be happening. this shouldn't be happening. this is the job of congress. one of the basic jobs of congress is to keep the government open. a deal was made. i mean, i can't speak to your polling but what i can speak is to the facts. the facts is a deal is a deal, it is up to them to keep the government open. something they know how to do, they know how to fix it and

extreme part of the republican party that is holding this, holding this, because they want to ram through extreme policies. that's going to hurt the american people. so, we are going to continue to be very clear about this. we have talked today about the food safety, you've heard me talk about education, housing, law enforcement, meals on wheels, head start, so much more will be affected by -- affected by this if the shut down, this republican shut down happens. so we are going to be very clear about it, and it is, you know, it is something that they can fix. they can fix this. >> the president needs to be messaging more to the public about this? >> i mean, look, the president was very clear early this summer when he put the deal together, a bipartisan deal, two-thirds of republicans voted on. and that's what the american people want to see. we saw that in the midterms, right, that's what they want -- they want to see us work in a bipartisan way. that's what the president did. now we are going to continue to be very clear this. is a deal that they all agreed upon, not

too long ago just a couple months ago, and now they can't stick to the deal. so we are going to be asked the question,ens an it straightforward, lay out the facts but this is something for congress to fix. >> dave, you are up front today. >> i am, first time in first seat. good to see you. >> i want to press you on what you said, you said the president supports the auto workers. does that mean that the president is siding with the auto, woulders -- workers over the companies? >> we are not going to get into negotiation. that's something for the parties to decide on, something for them to discuss. but me saying the president supports the auto workers, that's not anything new, when we are talking about a president the most pro union president in history, it is nothing new for the president to stand by the workers. that is nothing new for the president to say i'm going to stand by the men and women of uaw, make sure they get their

fair share, a win-win agreement here. we believe this agreement can be a win-win agreement for all, but we are not going to get -- we are not going to litigate the specifics of the negotiations. >> following up on that, though, a strike could have potentially huge impacts for the economy, according to nbc news polling. 37% of registered voters, just 37% approve of the president's handling of the economy. 56% disapproval, highest of his presidency and 74% of registered voters say they have major or moderate concerns about the president's age and mental fitness. how troubling is that? >> here is what we are going to focus on. what you just asked me, right, the first question. how do we continue to support the workers, right. we are not going to get into the litigation of the negotiations here, but what we are going to do is continue to show how much this president is working for american families. you just heard from secretary here who laid out what it means if there is a shutdown, and why

it is so important for republicans to keep to their deal. that's what we are going to focus on. you see the bidenomics, i get it, i get it, americans have been through a lot, through the global pandemic we are coming out of, been through what we have seen because of russia's war in ukraine, and we saw inflation spike, we saw what's going on with what americans are feeling every day. this is why, this is why this president has been so zeroed in, so laser focused on lowering costs for americans and we have done that, and a lot of the policies that the president has put forward are indeed popular. i mean, bidenomics has worked so well that you have republicans in their own districts, in their own states, taking credit for things that the president pushed forward, policies that the president has pushed forward, legislation that they didn't even vote for, if you think about the american rescue plan, inflation reduction act. so i get, i get the polling you are laying out, i get that, but

we can't -- we can't be focused on that. we also have to be focused on really speaking directly to the american people. the next three days you will see the president go to three states to do just that. >> 37% approve? >> i hear you, i hear. you but it is -- look, our focus is going to be on what we can do to continue to deliver for the american people. polls are polls, right. they are going to be all over the place. they are going to -- they are going to, you know, they don't tell the whole story, actually, and that is just the way a poll is. what we are going to focus on is how we can continue to do the job the president promised that he would do is make americans' lives a little better, give them that breathing around. i'll go around. i know i always forget to call on this side. >> you just said the president doesn't want to get into the specifics of the negotiations, but is he perhaps interfering in these negotiations by visiting

the picket line tomorrow? >> we are not -- we never get into, you know, into the specifics of negotiations, not in public, we are not going to do that. that is something for the parties to decide on when it comes to negotiations. we have always been very clear about that. they are meeting, they have been negotiating and we are pleased to see that. when it comes to the president going to the picket line, he's doing it because he wants to stand in solidarity with the workers. which is something that this president continues to do and has done for the past several years is stay on the side of workers. and you see that, you see that with his policies and see that tomorrow. >> and one quick one on covid. people are struggling to get appointments, confusion with insurance companies, is there some sort of concern at the white house that this shift in responsibility to the commercial market from the federal government has not gone as smoothly? >> so, we are certainly aware of consumers having experience,

unexpected at least with insurance coverage denials at the point of service. we are aware of that. hhs as you know is working with insurance plans and pharmacies to resolve this quickly. look, it's a top priority for this administration to assure that everyone can access this updated vaccine, and so hhs is working through that. and so any -- any specific additional questions about that certainly i would refer you to hhs. but we are taking this very seriously and hhs is working through that. >> thanks, karine. a government shutdown could have a negative impact on the country's credit rating. -- [indiscernible] is the president concerned the political brinksmanship we have seen is hurting the country's reputation, specifically the economy on the world stage. >> look, i'm going to leave the economic analysis to others. i'm not going to get into it

from here but we know and have said this a couple times that what we are seeing from republicans in the house, especially the extreme republicans in the house what they are going to do potentially leading us to a shutdown is going to hurt the american people and if you think about it, 3.5 million jobs created under the president, under 4% unemployment rate, we do not understand why they would put our economy at risk. that's what you are laying out. why would republicans in the house put our economy at risk. when we have seen the improvements over the last two years. so i'm going to leave it to the experts to speak about the economy and what that looks like. but you know, this is a question for them. this is something that does not have to happen. it does not have to happen. >> student loans, i know they are restarting on october 1st potentially the same day a government shutdown could start. is there any consideration of pushing that date back or is

there any guise that you have for borrowers what they should expect, workers at the department of education to assist them. >> when it comes to student loans, obviously a top priority as specially as we talk about the president's economic plan and giving people breathing room, especially on their monthly payments. that's why the president also launched as you know the most affordable repayment plan ever, the save plan. so if this happens, if republicans in congress, you know, go down this road of shutting down the government, we n anticipate key activities at student aid will continue for a couple weeks. if it is a prolonged shutdown lasting more than a few weeks could disrupt the return to repayment effort and long-term servicing support for borrowers. so the department of education will do its best to support borrowers as they return to

repayment, but an extreme republican shutdown, if it occurs, could be disruptive and to maybe more, more than 28 million federal student loan borrowers restart payments. this is something that does not have to happen. these are political games we see from the other side of pennsylvania avenue and it does not have to happen. it does not have to happen. and so that's how we foresee this moving forward. >> i wanted to further understand a little the president's trip tomorrow. it seems like by going to stand with workers at a picket line the president -- >> john: ok, as karine jean-pierre continues to answer questions about why the president is going to stand in a picket line and does that amount to him supporting the workers over the companies, we are going to come back to the studio here.

you are there every day. what got yur interest. >> i did not hear questions about the border, the day after the dhs secretary goes to the border, a show and attention of the administration while the president is getting a 23% approval rating on his handling of the border, i didn't hear that, and i think that we should probably talk about that more with our guest who is down on the border. >> john: in fact, why don't we do that just now. national border patrol council president brandon judd. thanks for hanging with us through the briefing. i know it's really hot where you are. so, griff jenkins is down there on the border, you are in arizona, so you might not have run across him yet. he reported that over the weekend we saw 11,000 people cross in a single day. eagle pass mayor has declared a state of emergency and el paso mayor, a democrat, says his city is at a breaking point. listen to how he put it. >> the city of el paso only has so many resources and we have come to -- we look at a breaking point right now.

so, this is something we have been prepared for but the numbers have escalated a lot quicker than we anticipated. >> john: the biden administration led us to believe toward the end of may all of this was taken care of. hey, nothing to see here and then it's worse than it's ever been. what's happening? >> this is exactly what we expected post title 42. we saw the cartels understanding what the ebb and flow of our politics are. the cartels scaled it back knowing if they would have crossed mass groups after title 42 it would have cost a huge uproar. so they allowed a lull to take place and now we are seeing exactly what we expected post title 42. seeing a mrush to the border, ad across our entire southwest border. san diego, arizona, new mexico, it's happening everywhere. and that's unprecedented.

that's something we have never seen before. and it's strictly because this administration's policies are allowing these individuals to be rewarded for violating our laws. all of those people you are looking at right there, they are going to be released into the united states, given a reward, and if you offer that, they are going to continue to come and see the chaos. but it gets much scarier than that. we are dealing with all of those individuals, taking our resources out of the field and giving control to the borders to the cartels and when we give control to the cartels, that's when they cross their more dangerous products. fentanyl, critical aliens, and border security is all about the safety and welfare of the american people and when we give that up, we see chaos in the united states and that's why so many people died of fentanyl overdoses over the last two years. >> jacqui: brandon, the white house pins this issue on congressional republicans and they say, you know, we can't do

anything more until republicans will pass comprehensive immigration reform. but you hear the president talk about what he wants to do and things like fast tracking processing, expanding legal pathways, increasing total refugees, supporting sanctuary cities. did they make any effort -- did mayorkas or dhs make any effort to meet with cbp officials on his trek down to mcallen, texas? >> there is no border security measures in everything the president has announced. all he's doing, announcing more magnets that's going to cause even more people to cross illegally. they continue to forget all -- everything that's necessary to secure our border and they continue to incentivize more illegal immigration and more cartel activity. no, secretary mayorkas is not in communication with anybody willing to tell him what is necessary to secure the border. they are going to secure to use talking points to pander to open

border activists rather than do what's right for the american people. >> john: the former dhs secretary in the obama administration jay johnson said over the weekend if the numbers continue as they are, it's going to create a real mess, could hurt biden politically in the election next year. >> this needs to be all hands on deck issue for the federal government and purely political terms, you want to maximize donald trump's chance of re-election, fail to deal with this problem. this will turn our politics upside down. >> john: brandon, hold on that thought for a second, karine jean-pierre is answering a question about the border here, listen. >> you just mentioned, they issued a read-out of their conversation with the mexican government over the weekend so regarding their engagement, so certainly would have you reach out to them and they could lay out specifically how that engagement went and also refer you to the readout more

specifically as well. >> thank you. so in a recent meeting with the prime minister of south korea, xi jinping expressed his support for resuming annual tri lateral summits, with -- >> john: the only thing she was asked. listen to what jay johnson just said, if this continues at the pace it is now, it could present a real problem for biden in his re-election and just seems to be turning a blind eye to it. >> yeah, anybody that's willing to have an honest conversation about this issue is going to tell -- tell anybody that this -- this issue is a huge problem for president biden. president biden also recognizes he's going to alienate his base. he risks not getting his base out to vote and that's why he continues to do this. he's calculating bringing more people open border activists to

are alarm bells going off? >> no, it's not, he knows he's already lost texas. he's not putting stock in texas and that's where he comes from. so, until you have people from california, until you have people from new york, until you have people that come from his base that stand up and say the issue has to be fixed he's going to ignore it. he knows he has lost the electoral votes out of texas. he wants to maintain the other electoral votes in the far left states and if he were going to hard core measures he's worried he's not going to bring people to the ballot box. this is about his political aspirations. he cares more what's best for him rather than what's best for the country and it's monstrous, disastrous, and seeing it play out every day. >> john: as we leave you there in the arizona desert, ever since kamala harris was named border czar, 5,515,000, 896 people have crossed the border

new data shows the dire state of schools in baltimore, maryland. listen to this. in 13 schools, 0, big fat donut students passed their annual state math exam. 0 students. but it's not a one-off incident because same thing happened in 2017, and a lot of folks say data like this makes the case for school choice, including george washington university law professor and fox news contributor jonathan turley. but first, mike emmanuel has more on this. what's the reaction here from community leaders? i can just kind of hear them yelling from afar. >> john, some suggesting sadly they are not surprised, one community activist in baltimore describing it as educational homicide. says it's not a money or resources issue, but a lack of accountability is the problem. our fox affiliate, wbff fox 40

obtained the unredacted test scores, the list of the 13 high schools with 0 students who tested proficient in math. that's 40% of baltimore's public high schools. the problem doesn't end there. at baltimore's top five public high schools in math proficiency, only 92 students tested proficient out of 809. at the best public high schools in the city, just 11.4% of students are proficient in math, and that's just proficient. 0 students achieved the top category, distinguished. >> it's a total clown show in the baltimore city public school system. even the best schools are at the bottom of the pack when you look at national rankings across the country. we are only looking at the bare minimum for what a school is supposed to do, teach reading, writing, and arithmetic. >> we reached out to the system for comment but have not told

many seem to think it's the fate of inner city children as politicians focus on other issues. why is it on other issues rather than this one, which is staggering. >> it is staggering and incredibly unseting for all of us. whole generations left with little future. we talk about this in the clinical terms about proficiency, they are forced to continue a cycle of poverty. it's cruel and it's wrong. but you know, the response of the school to this result is even more maddening. to blame the pandemic, it's the teacher version of the dog ate my homework. this was a problem before the pandemic. it's not the pandemic. we have been throwing billions of dollars into cities like

baltimore and that money has evaporated without any appreciable success for most of these students and each of these data points is a ruined life. that's what it is. when you can't bring a student up to bear proficiency, you are releasing someone into a truly ruined life with a very close ceiling on how far they can go in this economy. >> jacqui: and to your point about people becomie comply sen sent play sent -- complacent with this, it would suggest complacency there. i do want to get to the second subject, the menendez indictment and the press conference he gave earlier, because you know, we have you on so we have to ask you, you know, you make the point chuck schumer and democratic colleagues on -- in the senate bear some

responsibility for continuing to keep menendez, senator menendez in his post as the chair of the foreign relations committee despite this history of, you know, stuff he's had to fight here. not his first rodeo. is this different, do you think? the second indictment? >> oh, it's different. but everyone is doing their best impression of claude rains and saying shocked, shocked this could occur. well, this has been the ongoing narrative of senator menendez for decades. and they made him chairman of this committee twice, and i said in one column for someone with his history, putting him in foreign relations is like making an arsonist the head of the international paper company. i mean, these -- he's dealing with countries with histories of bribery, and what the prosecutors are saying is he went right at it and started to did this. and i thought his press conference was rather pathetic.

i agree with him, that he has every right to a presumption of innocence, but we can't ignore the evidence ahead of us. the best he could come up with, he is almost this quantity old fashioned habit of stuffing hundreds of thousands of dollars of his clothing and portrayed it like he's the 1967 version of a ford mustang, that he's just a classic item. well, this is viewed by many of us as old style corruption. this is the way it used to happen, you know, wads of cash and gold bars. this city is more sophisticated. it's not less corrit's just tha being jettisoned by his colleagues, not for his corrupt inclination, but for his

the president himself did have a chance to respond to all of it earlier today. listen. >> we have to move out, so everyone, please, thank you very much. thank you very much, everyone. thank you very much, everyone. >> john: his running mate is not making it any easier. another poll shows only 11% of people have a positive feeling towards kamala harris. let's bring in fox news contributor steve hilton. steve, if you were running a campaign for your old boss and you were seeing numbers like this, what advice would you give him? >> first of all, change the policies. underlying problem here, it's not the perception. these guys in the white house and the biden team, all summer long they have been fanning out across the country, they told us they were doing this, selling bidenomics, and all of them

selling bidenomics. and the verdict is in from the american people. bidenomics sucks. and that is the underlying fact of the polls. the economic data in these polls is a disaster for biden, on every measure. what is it, 75% rank the economy negatively, food prices, 91% of americans rate the biden performance negatively. best number is on unemployment, even there, 60% negative. the real story, issue after issue, every aspect of the economy things are more expensive, a direct result of the policies. on serious things like healthcare and housing and education, and these fundamentals of life, things have gotten unaffordable as a result of too much government intervention, so the real answer is a changed direction on

policies. >> john: and your old boss, david cameron, 56 years old now, so biden has another problem he would have never had which is the age issue. some of the top lines from the poll, reads as a litany of horrible. approval, 30%, disapprove, 64%. biden on immigration, approve 23%, disapprove 62%. state of the economy, approve or positive, 25%, 74% of people view it negatively. personal financial situation, better off, 15%. not as well off, 44%. about the same, 39%. and then there's this number, call for number 5, when asked who would you vote for for president, 51% said trump, 42% biden, led the "washington post" to say well, we believe our own poll is an outlier. i have never seen a news organization run so fast to discredit their own poll as they did with this one.

"this week with george stephanopolous," political director rick klein rushing over the numbers bad for biden and stumbling through to convey to viewers you shouldn't take it that seriously, it may be our poll but it's an outlier and the numbers are not right and so on. it's just embarrassing. the narrative they have been pushing for so long is trump is the one completely unelectable and biden is cruising to re-election, he's done such a great job but the reality is he hasn't and people experienced that and it doesn't matter what they say with the ridiculous speeches about bidenomics, and none matters because the reality is so bad and what you are getting on top of that is the opposite of leadership from biden. from bad to worse in terms of

control the southern part of the border and tactical control on the northern part of the border, the u.s. side with military precision. we don't have the man power, don't have the obstacles at the border with the wall, we have nothing to prevent the cartels from basically running their operations not only in mexico but in the united states. it's very, very, it's a very terrifying situation. >> jacqui: why would you say the administration is seemingly focused on, you know, policies that would allow more people to come in rather than restricting illegal crossings? none of the things the president talks about, you know, are to that end, to restrict crossings at the border. >> no, none of this makes any sense. the only thing i can imagine, it's totally political, they have been captured by the immigration activists, equate an open border policy goals but the problem with the open border means we don't have sovereignty and cannot control who comes into the country, can't control criminals, foreign agents, can't

control terrorists, sex trafficking or human trafficking taking place, and i just think the biden administration knows better, jake sullivan is a smart guy, but so captured by the far left immigration activists that don't want a u.s. border. turning a blind eye to it. >> jacqui: does the president? >> take a look at the video feed we are watching right now. there is no border at the southern border of united states at this point. that's clear. >> jacqui: you say jake sullivan and mayorkas are smart people but are defending the president. do you hear differently in circles you are in that there's something we are not seeing in the briefing room every day that they are complaining about this? >> i don't know if they are complaining, but they certainly understand what's happening and they can watch what's happening, the number of just the immigrants, illegal immigrants that are caught, asylum seekers. a lot that aren't caught that get away, so thousands and thousands of people a day coming over the border.
