after trying to take our government hostage. my republicans won nothing. there was a lot more drama over in the house. shannon. democrats originally trying to stall the bill and sorry at speaker kevin mccarthy that he dropped the text last minute. and take a look at this. capitol police now investigating new york congressman jamaal bowman after he pulled a fire alarm during the proceedings, as he claims that it was all an accident. eventually, though, democrats helped mccarthy pass this bill. 90 republicans voted no. hardliners who wanted the speaker to focus solely on passing a new, slimmer budget. but they tell us to pass a continuing resolution. so we
11:05 pm
won't have to pass another continued resolution. well, that that line of thinking is like telling a crackhead that i'm going to give you more crack to get you off a crack shack. shannon we start the new week here with questions about speaker mccarthy's job. congress congressman matt gaetz reportedly says that he will, in fact, file a motion to vacate the speaker. shannon the speaker over the last couple of days has respond to those threats by saying bring it on. shannon we'll watch to see if it happens. hassani reporting from the hill. thank you very much for the update. joining us now, republican congressman byron donalds out of florida. good to see you, sir. good morning. good to be with you. okay i got to ask you, first of all, why did you miss this vote and not vote? everybody knew it was coming. it's a big deal. you put something on x formerly known as twitter, but the replies are pretty brutal. look, here's what happened. i was coming up the elevator in the capitol building to go vote. they closed the vote down because there were members on the house floor who were changing their votes from yes
11:06 pm
to no. i was told that there were senators on our floor begging our leadership to close the vote to the measure would pass because it needed two thirds. the leadership knew i was a no if i was a yes, they would have held the vote open for me. they didn't. it's that simple. okay. a definite no. here's something from the president last night saying this. we should never have been in this position in the first place. just a few months ago, speaker mccarthy and i reached a budget agreement to avoid precisely this type of manufactured crisis. extreme house republicans tried to walk away from that deal by demanding drastic cuts and they failed. so a couple of things. first of all, which deal was in place and is it did the speaker keep his word with the white house? did he keep it with you? are those different things? well what's really happened here is that the speaker had an agreement with us in january about pre covid spending levels . the deal that was cut in the debt ceiling deal, the speaker was told multiple times by myself in particular, and i told the entire leadership, you don't have the votes at that spending level from the debt ceiling deal. there are house republicans who will not vote for that. and it's frankly more
11:07 pm
than a house freedom caucus members. it was more than that. so there was never an agreement on what the top line spending was. that's why we ended up at the situation. what i will add to that also is there was a measure that was produced by me and a couple other members we would have cut at a minimum 8% off the top of the federal agencies and secured the border with h.r. two, stopping the transition of migrants in our country, which is being dumped by joe biden. there were some house conservatives that didn't agree with that plan. they wanted to go with 12 appropriation bills. my concern was what you were going to see was a clean cr. and unfortunately, i was correct. that's exactly what happened. so that measure that you tried to offer in substitution was friday and didn't get passed. those who were objecting on the individual bills, what they wanted to see done there. okay so i want to play something from congressman hakeem jeffries. he's the house democratic leader, their top democrat. here's what he says. the american people have won in the extreme maga. republicans have lost it was a victory for
11:08 pm
the american people and a complete and total surrender by right wing extremists who throughout the year have tried to hijack the congress. so that language, extreme maga republicans, right wing extremists. i'm assuming he's including you in that based on your votes and the things that you've said? yeah. what do you say to that? he says, you guys lost. what did you extract from what we saw play out in the last few days? well look, i'll be honest. we did not get anything out of this continued resolution. the border is still unsecured in our country. why is that? that's because joe biden and the democrats got their way. the democrat members are very happy with this deal. i think this is a terrible deal for the american people because cutting this government spending down must happen. inflation is still running rampant. that's not maga republic, that's maga republican. that's common sense. having a secure border, that's not maga republican, that's common sense. the democrat are extremely radical on this position. and so i would implore my colleagues that whatever's going to happen
11:09 pm
over the next 45 days, we've got to stand together. because at the end of the day, it is the democrats who don't not want to secure our border. they do not want to get the fiscal health of this nation back on track. they do not care about what is affecting the men and women in our country, regardless of their politics. do you think they will stand together? do you think the speaker is in trouble? i think he is in trouble. part of that is because there has to be some level of strong leadership in our chamber. i'm just going to be totally blunt. there are a lot of trust issues in my chamber right now where people feel on both sides of our conference that everybody is not going to hold hands and continue to do this work together. that was indicative also of what happened yesterday on the floor where it took more democrats to pass this this deal to keep the government open. the same thing happened on the debt deal. but at the end of the day, we got to find a way to come together, stay focused as a as a conference. that's what i want to do. but border security has to be the number one thing that we fight for going forward. we must secure our border. joe biden simply won't do it. he wants this this catastrophe which is
11:10 pm
affecting all of our cities and the only people standing in his way are house republicans. we're going to talk about the record high numbers about that later on in the show. but let me ask you, if there's a motion to vacate, would you vote against the speaker? and do you think democrats would help you do that? frankly i don't know right now. i got to really think about that because there's a lot of stuff going on in that building that's behind us. what democrats do, i can't even speak to it right now. they don't even want to take care of the key thing in this country, securing our border and frankly, getting our government to just do its job and no more. all right. congressman donalds, good to see you. thanks for popping in. all right. thank you. all right. joining us now, fellow republican congressman french hill, who is on the house financial services committee. congressman, thank you for being with us. i want to play something from one of the folks who voted no yesterday, one of your fellow members who says you got this wrong. this is congressman tim burchett. we further abdicated our duties to make word for me, but we did. we decided to kick the can down the road 45 more days and sweeten the pot with some extra step in there for some people.
11:11 pm
so they vote for it and, and that's just not what leadership should do, says not what leadership should do. when you heard from congressman donalds thinks that leadership got this wrong. well, shannon, it's good to be with you. it was great to hear my good friend byron donalds remarks. i voted for byron donalds continuing resolution that secured the border and cut spending 8. i thought it was an outstanding ing proposal for a stopgap spending measure, including shannon, something you haven't talked about, which is that two thirds of spending is mandatory spending. and mr. donalds resolution and put together with his group also had a commission to reform mandatory spending programs, something that's a much more big fiscal problem for our country. so look, i supported that. it failed. it failed because all the democrats voted against it, plus 21 republicans. and we had six republicans tell us, shannon, they just wouldn't vote for any continuing resolution, period, full stop. they preferred the government
11:12 pm
essentially to shut down while we continued the appropriations bills. i think that's the wrong approach. we've passed 70% of spending across the house floor. the senate has passed none. this for weeks will let us bring the rest of those individual appropriations bills to the floor that are substantially lower spending levels than joe biden and kevin mccarthy's debt ceiling deal. and they have important conservative policy writers that turn back the biden and nancy pelosi policies of the last two years. well, given that there is so much internal friction with the gop people who feel betrayed, you heard what congressman donald said. he's not sure how he'd vote right now if the speaker a motion came up to pull him out of that. you understand there's skepticism that people look at 12 appropriations bills in 45 days. with that as the backdrop and don't. well, they think that we may just be in the same place in 45 days, 44 days again. well i would i would say we wouldn't be. i understand the trust point that byron
11:13 pm
made. and i think there are people inside our conference, freshmen and sophomores and other members that have concerns about trust in the system. but we made a commitment to do 12 appropriations bills and we've been trying to do that since july. we got one passed in july. we got others passed this week. we've now approved in the house with full house republican vote no democratic votes, basically 72% or so of all federal spending. so over the next four weeks, we have to prove the other 28% of federal spending. it's not all 12. it's a right. it's a subset of that. and the senate and the senate has done none. and this will hopefully get them into the game and get their work done as well. yeah. and that 28% very sticky. that's where the details become very difficult. i want to ask you about congressman bowman. there is a still picture of him. he admits that he did pull a fire alarm yesterday during a sort of a chaotic time on the hill that that led to evacuation. he says this, though, i activated the
11:14 pm
fire alarm, mistakenly thinking it would open the door. he was trying to get through those doors. i want to be very clear. this was not me in any way trying to delay any vote. he said, pulling that he thought would open those doors. do you accept his explanation in will there be an investigation? well, look, all my kids in elementary school went to safety town. they know how to pull a fire alarm. and what happens when you do it in a public building? i think it's just emblematic of the fact that democrats can't figure out how to cut spending and have a right approach to government. they can't even run a fire alarm. so i look forward to the investigation. we'll see the full videotape. we'll see what he's up to. either way, it doesn't look good for him. well democrats are celebrating this morning, though. you've got congresswoman alexandria ocasio-cortez tweeting this late yesterday. here's what went down. we just won a clean 45 day government extension, stripped the gop's earlier 30% cuts to social security administrator, an et-cetera staved off last minute anti-immigrant hijinks and averted shutdown. for now, people will get paychecks and
11:15 pm
mtg threw a tantrum on the way out. when if they're celebrating what happened yesterday. how is that a win for you? well, it's a win because we're finishing our commitment we made to america in 2022 that we would bring up individual spending bills. we would debate them on the floor with an open, long standing rule process. we would get conservative spending levels that cut spending in 2024 over 2023 that we would get people back to work in this country by adding work requirements to the welfare programs which president biden caved on in the debt ceiling deal. so what we're doing is we want to lock in the conservative winds in the debt ceiling deal with lower spending, more conservative policies, get some help from that in the senate. but the only way we do that, shannon, is to pass those bills. and that's the debate. the debate in the house conference wasn't whether we should pass them or not. it lower spending levels. the debate was should we do it while the government shut down? and i don't think not paying
11:16 pm
border agents, not paying the men and women in uniform for four weeks while we complete debating bills for the last 28% of spending is smart government plus plus moody's this week announced that they may consider downgrading the us government's credit rating. and we saw the ten year treasury rate go to 4.5. these are warning signs that we need to deal with mandatory spending programs and we need to go back to pre-pandemic spending levels. that's the debate we need to have while we secure the border. all those are priorities and those are shared by all republicans in the house. very difficult decisions to come. congressman french hill, thanks for stopping in. you bet, shannon. up next, major events in the senate this week as well as the house. senator joe manchin joins us on the bribery allegations against new jersey senator bob menendez and mounting calls for his resignation. an and we also remember the history making life and legacy of dianne feinstein. i tried everything

academy of pediatrics. six senator dianne feinstein died at her home in washington, d.c. this week at the age of 90. she was the longest serving female senator in american history. her final months were marked by failing health and by folks, frankly, jockeying for her seat . lucas tomlinson is live outside the white house now with how the president members on both sides of the aisle are remembering her legacy and talking about what comes next. hello lucas. shannon, last night, former house speaker nancy pelosi flew back to san francisco with the casket. president biden offered his condolences. she was a historic figure, a trailblazer for women and a great friend, said majority leader chuck schumer

and other senators mourn feinstein at the capitol. so today, we grieve. we look at that desk and we know what we have lost. feinstein's death means the democrats now have an even slimmer majority, 5249, giving potential leverage to embattled democratic senator bob menendez, charged along with his wife, with bribery allegations to enrich three new jersey businessmen and the egyptian government. i will continue to cast votes on behalf of the people of new jersey, as i have for 18 years. phones phones, phones when they need those votes. john fetterman was the first of 31 democratic senators to call for menendez to resign. and he's got to go. he's got to go. i can't imagine, you know, how he could possibly explain any of that kind of a thing. according to the indictment, senator menendez accepted hundreds of thousands of dollars in bribes, in cash and gold bars. shannon.
11:22 pm
all right, lucas tomlinson at the white house. thank you, lucas. joining me now, west virginia democratic senator joe manchin. welcome back to fox news sunday. great to be with you, shannon. all right. let's start with those big stories there. first. your thoughts on the loss of senator feinstein. such a such a beautiful person. it really was. and i felt i was embarrassed by some of our colleagues, was asking her, you know, maybe a month or 2 or 3 ago that she should step aside and this and that. there's another person who served more honorably than dianne feinstein. there's not a person that basically tried to bring people together. then dianne feinstein, i was there. i was i had about 12 or 13 years with her. and i could not have had a better role model. you know, we might not have agreed. and our politics might have been different. but she was so compassionate, she was understanding. she says, i know you can't get there, joe. and i said, dianne, i can maybe meet you half way. i can't go all the way. and we would find a way to move and that's really what it's about. how do you find a way to serve the people of this great country and also the people that you represent? well, and that's consistently what we've heard from both
11:23 pm
sides of the aisle in the wake of her passing. now, let's talk about senator menendez. you're not among those who have called for him to resign. can he serve effectively? i mean, is this the great group that have stepped forward, the senate democrats who have stepped forward? is this more about they're worried about what happens to a seat next year or are they outraged by what they believe about these allegations? bob, we all know bob. i've served with bob for quite some time and he's very effective. he's very he's very strong person. and he spoke to the caucus the other day and i was just unbelievable, the strength it took to go up there in front of your colleagues and say, let me tell you something. i've seen every one of you, every one of you speak eloquently about the rule of law and how we're so different than any other place in the world. all i'm asking for is to be treated the same, nothing more, nothing less. everyone is innocent until proven guilty. let me defend myself. and that's all he asked for. and i can't disagree with that. so you're going to let the legal process play out? it should play out. okay. so i've asked you a few times about your 2024 plans. many people have. are you going to run for your seat in the senate or are you going
11:24 pm
to run third party? but let's start with this. you said this week that you hadn't thought about whether you would vote for president biden this time, which a lot of us thought was a little bit difficult to believe. but how much may that have to do with the idea that you didn't get what you thought you were going to get in exchange for your vote on the inflation reduction act? you said this week, instead of embracing the all of the above energy bill that was signed into law, this administration has once again decided to put their radical political agenda over american energy security and the american people will pay the price. you've said the administration has broken the law. you've said that they've lied to the american people. did they lie to you? well, they're trying everything they can to basically implement a piece of legislation they never passed. and they've been taken to court twice. we got the mountain valley pipeline and now the leasing in the gulf. and i will quote you what my republican colleagues have said about the inflation reduction act in their brief support ing the coal, the oil companies who basically pursued this administration for taking 6 million acres off the ability to lease, which is not the way
11:25 pm
the bill they said this the ira is a balance, diverse, complex and overlapping considerations, including growth and conservation, domestic needs and global positioning and security and diplomacy. this is my republican. these are the energy leaders of both the house and the senate. understand it's a balanced bill and we're producing more energy today than we ever have. more oil, 4.6 billion barrels this year, more gas, natural gas, 37,000,000,000,000 cubic feet. we've never done that before. and we're producing more lng to help our friends and allies overseas. are you getting what you thought you were going to get when it comes to electric vehicles and battery production and bringing manufacturing back to the us not as quickly as it's supposed to be, they're basically breaking every bond in that bill. that bill was very, very explicit in what we had to do in order to bring manufacturing back and not be reliant on foreign energy supplies such as china. and they're trying to put more vehicles out than basically what the market will will digest right now or wont. and it's wrong. it's a bad energy policy. we're trying to keep the guardrails on. here's the
11:26 pm
thing. they cannot do what they want to do because the bill prohibits you can't just go with all renewables if you're not producing the energy the country needs. we're producing it cleaner than anywhere in the world. why can't we walk and chew gum at the same time? well, we'll leave it to you to sort out what the administration, if they live up to what you thought you were getting in exchange there, that vote has probably hurt you, i think fair to say, in west virginia should you choose to run again. there are conversations about how much that will impact things. there's one outlet that has said it's driven up your disapproval numbers to the point that you're one of the most unpopular senators in america. not sure how that factors into you. well, i don't think that's quite accurate. you're very likable. the whether whether people want to go vote for you in west virginia. still, we got to have that conversation in west virginia are seeing all the all of the rewards from that piece of legislation. with the new investments coming, we have berkshire hathaway coming in. we have basically form energy. we're going to be building battery storage at 1000mw. things that we've never had a
11:27 pm
diversification plus we're producing more coal than we ever have, better and cleaner anywhere in the world. we're producing basically with mvp 2,000,000,000 cubic feet, more will go into the pipeline helping the people in the northeast. everything that we're doing. and basically this bill is a balanced bill that's giving us opportunities we have never had before. okay so people just have basically people have been demonizing it. but when my own republican colleagues come out and say this is a balanced, balanced piece of legislation that is good for america, they've said that in their brief and they won when they won in courts. so we'll see whether you take this to the west virginia voters or whether you take it to a third party run. we've had these conversations. here's what former obama campaign manager jim messina said this week. this talking about these third party runs. you and i remember in 2000 in florida where ralph nader gave the presidency to george bush. so democrats have that history and they're going to understand that a vote for these third parties is a vote for donald trump. i hope you
11:28 pm
said you will not do this as a spoiler, that is not the goal that you have. jim, i think jim really forgot that basically it was ross perot that elected bill clinton. so if he wants to look at it that way, the evaluation, why not have options? people aren't satisfied right now and why not have options? a lot of people like you as an option and you've said once you make a decision, a target will be on your back. so you're waiting until the right time. but the fact is the calendar is now going to start working against you. what is the timeline? do you have any announcements to make this morning? not this morning. okay. let me just say this. i'll do it. i'm more concerned about the country right now. what you've seen the theatrics that played out yesterday and up until yesterday. it's ridiculous. but could a president manchin fix that? well, the bottom line is you have to work in a bipartisan way. democracy is still an experiment. it was never intended for an autocracy or one side to rule. you have to work together. kevin mccarthy i praise kevin mccarthy for what he did yesterday. he finally realized you can't reason with unreasonable people, with the
11:29 pm
extremes. i hope the people were. these people are represented and i hope their constituents finally say enough is enough. we want people that will at least keep our government running and moving in the right direction. we can do that. and i think, yes, i can bring it together. that's all i've ever done. but there's other people, not just me. there's a lot of people that are basically in the center, left, center right. that's how it's worked. and you saw that happen yesterday to move forward, keep the you know, keep the government see president trump in that place. do you see president biden in that place? well, he used to be. so if you don't think either one of them are there, are you the alternative of what we're hoping? maybe, maybe they'll come back to rationale, thinking that, hey, it doesn't work, pushing everything to the extremes. this country does not run on the fringes. it never has. and it can't start now. so they're either going to come back or we're going to bring it back. what's your timeline? well, i said before the end of the year, i will. and we're still planning. i mean, if something what you're saying would happen. there is no primaries. you just go right into the foray. but west

virginia seems well underway, at least on the gop side. yeah, it's exciting to watch. i mean, it's very entertaining as far as me watching and these people i know everybody. so we'll see what happens there. the people don't look at me as that's joe manchin, the democrat out or that's so-and-so, the republican. they never it's just joe manchin. he's going to be very independent and how he's always voted for 47 years representing the people of west virginia. and i've done everything i can in my power to make sure that they've got the best representation they can in a balanced way. i've said this if i can go home and explain it, i can vote for it. if i can explain it to my friends and colleagues in west virginia, i can't vote for it. you can put a gun to my head. i'm not going to vote for it. we won't do that. i know. but we will pressure you to come back and give us an answer before the end of the year. happy to do that, senator. thank you so much. good to see you. appreciate it. all right. fresh off the fox business, gop presidential debate, we're going to talk with nikki haley about her run for the white house. accusations that she won't take a clear position on

11:34 pm
resistance to billions more dollars of ukraine aid has been growing among some republicans , primarily in the house. now, one of the strongest supporters for keeping that aid flowing is former un ambassador nikki haley. she's out there defending it on the campaign trail. well, i talked with the gop presidential hopeful about that and much more this weekend . so we are here in washington against this backdrop of fights over funding and, you know, keeping the government going. but also how much the us government, the taxpayer here is going to continue to spend on issues in ukraine. it's one of the areas there is some daylight among the gop candidates on the field of this issue of foreign policy. see, here is what gop senator rand paul says about this. he says, we have no extra money to send to ukraine. our deficit this year will exceed $1.5 trillion. borrowing money from china to send to ukraine makes no sense . do you think it makes sense? you know, it's interesting that they give you that false choice . and this is why i think it's important for american is to
11:35 pm
know the hard truth. congress has only delivered a bill on time four times in 40 years. think about that. that's one of their only jobs four times in 40 years. and then you go and you look and we're having this shutdown of government or do we do it? do we not do it? the reality is, republicans and democrats, all of them have been spending taxpayer dollars in a ridiculous way. they just take a budget from last year, add more to it and keep going. so the false narrative of we can either pay for certain things or ukraine is wrong. what ukraine is, is national security. now, i will put the blame on joe biden, joe biden and the press is always supposed to show leadership on why things are funded. joe biden has done a horrific job of really explaining to the american people and making it transparent of where this money goes. the fact that this is actually going to prevent war, the fact that this is only 3.5% of our national budget, the 3.5% of our national defense budget, the fact that you know,

this goes back to 11 european countries are spending more than us. but what is this going to it's going to weapons. it's going to replenish our stockpile. it's going to make sure ukraine has what they need. and it's going to make sure that if they win, this is not a win for russia or china, but it's preventing war. so that it doesn't go into poland and other nato countries. well, but to be clear here, we have a financial house that's out of order here in washington. none of us at home can run our budgets this way. governors can't get away with this at the state level. i mean, you can't print extra money or go into further debt on a number of issues. so the fact is, we are spending money, taxpayer dollars on ukraine. we are borrowing enormous li from china, from other places that do not have our best interests in heart. so that is part of the calculation. the fact that we are taking on debt to another country in the service of what we can send to ukraine. you know, it is we're $33 trillion in debt. we're having to borrow money just to make our interest payments. china owns some of that debt. but, you know, if you're going to
11:37 pm
look at that, why don't we look at the fact that why, you know, republicans put in 7.4 billion of pet projects in earmarks in the budget and democrats put in 2.8 billion. why don't we look at all the things we don't need to spend on? it's the reason why i think we need to go back to a budget that starts at zero, says, what do we have to have? and then work our way up? it's also why i think we need to put more money in taxpayers pockets. i want to eliminate the federal gas and diesel tax. i want to reduce taxes on middle class americans and make our tax structure safer. i want to make the small business tax cuts permanent. they only made them temporary. let's make them permanent and, you know, i think a lot of people have vilified the freedom caucus in this shutdown down conversation. but let's be clear with the freedom caucus is really trying to do they're trying to cut spending. let's go back and have spending caps so that we make sure that we never overspend, cut up the credit cards, quit borrowing. 8% of our budget is interest. so i will stop the spending. i'll stop the borrowing, we'll eliminate the earmarks, and i will veto any spending bill
11:38 pm
that doesn't take us back to pre covid levels. that's how we'll get our country back on track. there'd be a lot of work for president haley to do on that front. watching how this is playing out in dc now. okay. so we'll see how the financial house will shake out. i want to talk about a piece in politico. it's a very lengthy piece in their magazine saying that you essentially talk around tough topics. they quote one analyst saying she'll adapt to whatever benefits her. it follows on the heels of a podcast with the new york times columnist who said this, for someone who makes a big deal about being straight with voters, haley is awfully cagey, uses kind of vague language, trying hard to wink at both pro-choice and anti abortion voters at the same time. you have said it's not fair to talk and we've talked about this to voters about the possible of a federal ban on abortion, because you say the numbers simply are not there. but but governor desantis, senator scott, they know the numbers aren't there either, but they're willing to have the conversation. here's senator scott. i like nikki. i wish she
11:39 pm
was the same kind of candidate as she was as a as a person. but now she's kind of flipped the tune a little bit. you really just can't trust her. she will not join myself. and ron desantis joined me on the debate stage for a 15 week limit on national limit on on saving life. she won't do that. if you had the numbers, would you commit to that type of federal ban? yes, and i've said that many times, shannon. i mean, the goal is how do we save as many babies as possible and support as many moms as possible? you know, when the stories like politico or new york times, when they say that, it's because they think they can't, they can't push me in a lane, i believe what i believe and i say what i say. i have been a realist in order to pass that bill. you have to have 60 senate votes. we might have 45 pro-life senators. i refuse to demonize the issue of abortion. i refuse to have people divided on it. what i'm saying is, let's do it is one of those issues that in this country people are extremely divided on
11:40 pm
. i mean, there's no way to have people sit around and sing kumbaya over the issue of abortion. maybe about the other part of the conversation on funding women, helping them figure things out, but not on the issue itself of whether that procedure should be available and who should pay for it. well, i mean, then, shannon, why do i have so many republican, democrat and independent women coming to my side on this? it's because i've said yes. i'm unapologetically pro-life, but i'm not going to judge people for being pro-choice in a situation of a federal law. i think it was right that it went to the hands of the people. i think it's right that states are deciding. but if you're going to talk about a federal law, let's be realistic. that's what i am. i'm a realist. let's be realistic. don't go and divide people on something that doesn't look possible. i anything that we can agree on. that's why i said if we can ban late term abortions, if we can encourage adoptions, if we can make sure women don't go to jail or get the death penalty for an abortion, let's be realistic on it. and whatever. we can find consensus on that saves more babies and that
11:41 pm
supports more moms. that's my goal at the end of the day. but i'm not going to hate over it. i'm going to make sure that we're loving about it and that we humanize the situation. all right. something where there's been a little bit less love has been between you and vivek ramaswamy on the debate stage. you all have clashed, repeated lee. that happened again this week, leading to one of the most talked about moments in the debate. it was this eye. honestly, every time i hear you, i feel a little bit dumber for what you say. okay. but before he was running against you, you did write a blurb for his book, woke inc, in which you said, he urges us to lift up all americans rather than to pit ourselves against one another. his combination of honesty, intellect and foresight are exactly what we need to overcome our challenges in the years ahead. so were you right about him then, or are you right about him now? well, look, i think i always praise people when they deserve to be praised. and i hit people when they deserve to be hit. the book that he wrote, i supported it. i helped him. he asked me for help with it. i was happy to do it. i'll help anybody
11:42 pm
that needs help. and it was a good book, but i think the things he's saying now as he's running for president is very different than that. the idea that he is saying, well, because 150 million americans are on tiktok, even though it's dangerous, i'm going to get on it anyway, is not leadership. let me stop you. let me stop you there really quick. crowd let me stop you there very quickly, because i want to play something that he just said about this issue of tiktok and get you to respond. i do think it's a little hypocritical for the other candidates who are virtue signaling and criticizing me on stage, even as their own kids, adult children are on tiktok today. so i think we have to recognize the reality of where young voters are all right. he didn't name names, but is he referring to your kids? my son's not on tiktok. my daughter was on tiktok up until about 2020. and i think she posted something at a bachelorette party. but look, she's 25 years old. my job is to educate my job is not to go and make my kids that are adults. my job is to educate and say why. but him jumping on
11:43 pm
there and making people think it's okay, be very careful about how people talk about tiktok. this is the chinese communist party who is doing espionage. they don't just put things on your phone in an app. they get access to your contacts. they get access to your financial data. they get access to your emails, and they spread different dangerous things. right now, they're spreading things about how to use steroids and things like that for working out. these are dangerous apps. and what i'm going to do is keep telling every american, don't let your kids be on it. educate them. tell them why it's dangerous. and i'm going to keep saying that i think tiktok is dangerous and just because 150 million people are on it doesn't mean you do it because it's politically because it's politically popular. i think that's wrong. all right. we have so much more to discuss, so please come back. but we got to leave it there for today. ambassador governor haley, thanks so much for your time. thanks so much. go to nikki haley.com and join us. so breaking records us customs and border protection sources confirmed the highest monthly number of migrant encounters at

unsustainable. it's a crisis. it's chaotic and it must stop. texas republican governor greg abbott in new york city this week calling for tough action on the border. he says the migrant crisis facing new york is nothing compared to what's happening in the lone star state on a daily basis. time now for our sunday group, julia manchester, national political reporter for the hill, fox news senior political analyst juan williams. jason rantz, host of the jason rant show and author of the brand new book what's killing america and the heritage foundation. president kevin roberts. welcome to all of you. all right. let's talk
11:48 pm
about this border. juan, this has blown up to be it's been a continuous problem for a long time. but we now have confirmation that in august we have hit in september, 260,000 migrant encounters. that's the highest on record. not a good look for the administration, especially when they're being called out by democrats. i think it's not a good look for congress or the us government. obviously, we have a problem. we should solve it and we have the capacity to solve it. but, you know, one of the troubling things to me is we look at the pictures and we talk about the number of incursions, the number of people crossing the border. but i hope you saw this week those pictures of children having to go through barbed wire. what is going on in america that's troubling? i don't care where you are on the political spectrum, you should say we are better than this. we can solve this. and you don't focus on the idea that many of these families and children, they're coming through the jungle and the darien gap, they're putting their entire lives, children, women, moms at risk. why? because they're fleeing oppression. they're fleeing violence. they're
11:49 pm
fleeing economic harm. and they're saying they want to be in america. okay. we have to order that program and we have the capacity. but what we've seen in under george w bush, under barack obama or under donald trump and now under joe biden, is the failure of the congress and the administration to say, here's a deal, let's compromise, let's fix this problem. yeah, they haven't gotten it done, but, jason, a lot of people think there are magnets here. there are sanctuary cities and promises that are pulling these people here as well. and these are human beings who are going through horrendous situations. some of them paying with their lives, trying to get here. yeah, they're coming here because we're signaling to them that if you make that journey, once you get into this country illegally, you're basically going to stay here. and when you tell folks that it doesn't matter the kind of journey that they're going through to them, they're saying it's worth it. at the end of the day. and rather than make it pretty clear that, no, you're not going to get a free pass to
11:50 pm
come into this country, we're doing the exact opposite. so all of those images, all of those journeys, that's a result of failed policy coming from the biden administration. what didn't happen under trump and obama was all of these people coming here and then staying here. there were record deportations, particularly under obama. and i remember progressives were really upset. they were calling him deporter in chief. absolutely. and yet what happened? you have democrats who have had control of the house, the senate and the white house while constantly complaining about what we need to do something on immigration. okay. do something with immigration. they don't want to secure the border. and unless they're willing to do that, you're not going to get republicans to buy in. kevin, is that fair? i mean, republicans have also controlled house, senate and white house and not gotten this fixed. well it is fair. but let's let's be honest. jason's totally right that the person who initiated this is the president of united states. and the most humane thing that we can do, my friend juan, is to make sure that the president says don't come to this country because the southern border is closed. if he does that, then we also know there have been
11:51 pm
218 votes this year in the us house to implement that. now we need some republicans in the senate and a few democrats to do the same. how much of a headache is this for the white house when they've got so many other things? new revelations about hunter and impeachment moving forward, potentially we the economy not looking good. poll after poll says people are very unhappy with how that is playing out for them, too. i mean, this is just another visual. and we've been looking at live pictures of the reality of what's not working. it's certainly a headache. and you have had republicans wanting to beat up on democrats for this for quite some time. i would argue back in 2022, a lot of republicans were trying to do this in the midterm elections. obviously, the issue of abortion and the overturning of roe v wade sort of trumped that in terms of voters minds when they went to the ballot box to make their decision. but right now, i think you're going to see a lot of republican and conservative candidates putting this out on ads. you're going to hear the presidential candidates, whoever the nominee is on the republican side, talk about this. so it puts biden in a defensive position. and when
11:52 pm
you have someone like new york city mayor eric adams, someone who has once called himself a biden democrat, criticizing the president on on this, it just creates more of a headache for the administration. want to make sure we go back to our news at the top of the show narrowly averting this disaster of a shutdown when there were those on the hill who thought it would good could come from it. conversations and difficult conversations could come from it. but but now we're hearing this morning from congressman matt gaetz, who vowed that if he thought that the speaker did not stick to the promises made to their group, that he would file this motion to vacate this morning. it sounds like he's going to do it. kevin, does the speaker survive? he may, but he also may not. and the real tragedy from the policy and ideas standpoint is that for two weeks we were having a good conversation that, in fact, to this conversation throughout about implementing one part of immigration reform, republicans came together around that. so while there are good members who apparently are not friends with speaker mccarthy any longer, and while it looks like we're going to enter a phase that's a lord of the flies
11:53 pm
phase from a policy standpoint, the american people just want them to get their work done. i would encourage them on behalf of the entire heritage enterprise to be focused on policies and ideas. who thinks that he does or doesn't survive, does he? does he make it through this motion to vacate if he pulls a fire alarm right before the made? i think he could probably save himself. oh, boy. speaking of lord of the flies and chaos, we had a little bit of that yesterday. let me let me get to this, because i talked with senator manchin about this. as we keep pushing him, are you going to do this third party, run some warnings from james carville this week, who's really worried about all kinds of things that could hurt democrats. let's assume the election was november to the third of this year and they said to candidates and joe joe biden, the democrat, donald trump, the republican, joe manchin and larry hogan, no labels and cornel west. trump would be a betting favorite. yes. if i told you i would give you even money, you would not take that bet. all right. and so somebody better wake the up. oh, boy.
11:54 pm
one how worried are you? you know, i think it definitely changed the dynamic. but the point is that just as you heard from carville, i think there are a lot of democrats who understand the threat and understand what has taken place before with ralph nader. as you mentioned in your interview with joe manchin, he came back and mentioned ross perot. but the fact is, here in 2024 next year, it'll really be something that weighs against joe biden, the incumbent. and i think lots of democrats would be energized by that dynamic. nick, i mean, and also, you know, given what we saw this week, given what's going on with kevin mccarthy, you got to say, you know, there's like 12 republic sessions, maybe two dozen republicans who delight in chaos and breaking apart the us government so it can't pay taxes and can't control all the airports. i mean, can't pay our soldiers. people are going to say no, this is this is not just an ordinary election. yeah. and that's why joe

you know, rain. all minutia of looking into what what our relationship is with china now and where it can possibly go. how would you grade it right now? you know, i grade it like a d potentially. i wouldn't say it's failing necessarily because there are efforts to get biden and g, the chinese president, in the same room to talking. we do know that us and chinese diplomats met in washington this week. but then again yesterday, you heard the chinese government calling the us the manipulator of lies. so clearly a lot of tension, maybe frenemies heavy on the enemy part. okay. wall street journal has this headline. us china talks gain momentum paving way for g. biden summit. so kevin to the point of these talks that are ongoing, do you see these two world leaders getting together in person anytime soon? yes and unfortunately, and i say that because china is the greatest adversary of the united states has ever had in its history. and so an a plus grade would be president biden not kowtowing to xi jinping, who is evil, but instead to say, sir, you're not welcome on this soil until you meet these certain criteria, until and
