on the left side of your screen. chaos happening inside the white house biden gave the directive to build a border wall. just as the news was hitting the nation about miles of border wall going up on the southern border, the white house press secretary said, this is a quote, walls don't work. and now her boss is saying walls don't work. who is in charge at the white house? biden or karine jean-pierre? i'm harris faulkner and you are in "the faulkner focus." the political pressure became too much to ignore. president biden promised there would not be another foot of border wall built on his watch. then he caved. after all, walls do work. how do we know? his vice president kamala harris comes from california, a state where there is a wall. maybe that's why, as biden's border czar, kamala harris has never known what to do about the

waves of humanity illegally coming into america. her state has a 15-foot tall barrier between san diego and mexico. part of that barrier goes right through the beach and continues into a section of the pacific ocean. to build more wall in texas now biden's administration will have to break or waive 26 federal laws. sounds like he is desperate. that is because home repeated security is citing high rates of illegal entry into the rio grande valley. must be tough to explain at the white house biden's need for the trump wall. >> how is this consistent what president biden pledged to do when he was elected, that he will not use any funds to use the border wall? >> let's make this clear. the facts are that this is not new. >> border walls is -- why is mayokas mayokas saying --

patrol counsel president brandon judd. he leads 18,000 men and women. lucas tomlinson is live at the white house. we'll begin with lucas. >> harris, as you and peter reminded us as the presidential candidate joe biden vowed to not build another foot of border wall and now oversee the construction of 20 miles of it. >> president biden: the border wall money was appropriated for the border wall. i tried to get them to redirect the money. they wouldn't. in the meantime, i have to use money for what is appropriate. i can't stop that. >> do you believe the border wall works? >> president biden: no. >> aoc pushing back hard on the president saying the biden administration was not required to expand construction of the border wall and not required to waive several environmental laws. the president needs to take responsibility for this decision and reverse the course.

while visiting mexico as you played in the intro mayokas says congress is to blame. not the white house. an the white house comps team rushed to the president's defense. the funds were appropriated in 2019 before the president took office. he called on congress to reappropriate the funds for smarter, more effective enforcement uses, congress failed to do so. rule of law requires the project to be completed in 2023. of course, in the past that hasn't stopped the white house if they didn't see a law or ruling they liked they pushed back hard in courts. right now we've seen no evidence like that like they did for student loans. >> harris: brandon judd, president of the national border patrol council is with me now. obviously on the border. how shocked were you to find out that the president now says walls don't work? he is going to do this anyway because he feels like he is

forced to. what is going on in terms of the leadership. >> i have wasn't shocked at all to hear that they are going to build the wall because he is overseeing a complete catastrophe on our border. he has to do something. he will do the little that he can do to try to get to those independents that are extremely upset about what's going on. i was extremely shocked to hear him say it doesn't work. if it doesn't work, why would you waste money? the money was appropriated. you just don't stère to use the money. nothing will force him to use the money. to hear him say it doesn't work but go forward with the project is speaking out of both sides of his mouth and extremely disappointing to every border patrol agent out there. we understand what can be done. we understand this administration can do a lot to secure our border but they continue to do absolutely nothing. and then when a crisis goes on, they do little and speak out both sides of their mouth.

they have to step to the plate. come to the realization it is crisis, it is a national security issue and do what's right by the american people and secure our border. they could do it tomorrow if they wanted to. >> harris: marc thiessen writes this is a crisis of choice. the same laws are on the books today that were there when president donald trump and barack obama secured the border. recall how the left excoriated obama as the deporter in chief because he sent a record 3 million illegal immigrants packing. in biden wanted to, he could enforce the laws on the books just as obama did. he is choosing not to. brandon, your thoughts on this and the kind of confusion that confused leadership can lead to on the border. >> this is all about policy. it is everything -- has everything to do with whether he will have the political will to do what's necessary to allow us to do the job. we could deport individuals tomorrow and send them back to mexico, remain in mexico until

their asylum process. he could challenge the flores decision. he can do a lot. he is failing to do it. he will take little steps to try to appease those independents. he knows he is in a lot of trouble over this issue and so he is going to take very little steps but not going to go against the open border activists. he won't do what is necessary to secure the border because he could do it tomorrow. ist is all about policy. >> harris: when was the last time you talked with secretary mayokas. >> i used to have open communication with him. ever since he accused the horse patrol agents of not doing anything wrong and he brought race into the issue saying that this harkens back to what the worst times of our history, they didn't do anything wrong, he knew it and he came out and said that. there is no point in talking to him since that time. >> harris: the incident on horse back and you are right. they were cleared. i never heard necessarily an apology from mayokas.

>> harris: it is the largest healthcare strike in the american history in the third and final day as planed. however, unions for tens of thousands of kaiser permanente workers are already planning another longer strike next month if they can't reach a deal, meaning more patients left hanging. jonathan hunt is live in los angeles for us. jonathan. >> harris, good morning to you. we have been here every day of this three-day strike and i have to tell you, the picket lines that we're seeing today are among the largest and loudest of the past three days. these workers say that kaiser permanente has to bargain in good faith. it has to tackle staffing shortages and increase wages significantly. they say they don't want to

leave their patients' bed sides and leave the care of their patients but they say they have no choice at this point. listen here. >> thousands of us are here and they are still not listening to the short staff crisis we're having at the moment. it's sad we have to be out here. >> you are willing to strike again if necessary? >> we will be here. >> kaiser says it is doing everything it can to tackle what it admits is a staffing shortfall. it says it has faced unique post pandemic challenges but it is doing what it can to fix that. as for wages, they say they have offered what they consider reasonable increases. 5% next year and 5% in 2025 and 5% in 2026 which would bring the minimum wage in california tore $25 an hour and $23 in the other eight states and district of

columbia where kaiser operates. these workers on this picket line saying it's not enough. it is not happening quickly enough and therefore if there is no deal struck in the next days and weeks, they say, harris, they will be back on the picket lines once again in november and they all say that that strike will last longer. of course, that all affects healthcare for some 13 million americans who depend on kaiser permanente. >> harris: it's interesting they chose that three-day period to strike. we'll have to see if it was long enough for kaiser permanente to feel the pressure. if it wasn't, they will be right back at it. jonathan, thank you very much. the 75,000 healthcare workers taking to the picket lines across america as jonathan just mentioned we'll pop up a map to see how it is working out. key positions off the jobs like nurses, e.r. technicians, medical imagers. these are the people who catch cancer in patients.

they catch the prominence of it. the radiology technicians are very important. ultrasound, all these people we'll scroll them are so important to the whole medical field of taking care of all of us. of course, they are heroes and were during the pandemic. the nearly 13 million patients who depend on the kaiser permanente medical staff for their care deaf niftily feeling the loss. i want to bring in dr. marc siegel professor of medicine and fox news contributor. i was talking about some of the positions people hold but what they do oftentimes is what we talk about with, you know, finding things early. they are on the job all the time seeing the patients. >> you put it exactly right already. they are our eyes and ears and they figure out a lot of the problems before physicians rule on it. it has to do with how you position an x-ray position and cat scaner.

i will tell you that a lot of the technicians know what they are looking at and they actually are also there comforting the patients. it is not doctors but technicians comforting the patients. nurses do tremendous amount of work and diagnostic impressions and a team with physicians. you talk about 13 million patients, yes, but the entire country is looking at this. during the pandemic we felt at the beginning that a lot of covid was going to spread on this equipment. in our exam rooms, in doctor's offices and hospitals and we found that because of the diligent work of everyone, especially by the way the sanitation workers, that didn't end up being the case. they are short staffed and doing heroic work for years now. it is not that far apart. kaiser is offering 5% for three years. they are only asking for 6.5%. only asking for $25 an hour. i mean, i'm sorry, people that clean your house are paid almost that or more.

forget about it. this is a disgrace that they aren't settling this. i have know kaiser lost money last year but in is a disgrace. >> harris: it is interesting what you say how close together they could be. as i just said to jonathan hunt, i don't know if three days will be long enough to get kaiser permanente to make up the difference. when they come back it will be longer. let's hope in the next 30 they can get it together, whatever it looks like. can you even imagine if it's not just kaiser permanente but other healthcare providers that start to do this? it will cripple us as a country. popular prescription drugs used to treat diabetes all the rage for weight loss. those medications could cause serious side effects that could last a lifetime. a new study shows ten of every 1,000 patients experiences what is called stomach paralysis. it also showed an increased risk

for patients developing bowel obstruction or pan cree a. >> i don't want to fear monger. it is a canadian study. they looked over 16 million records but really only had about 700 patients that were on this drug. so the numbers don't translate into long-term risks but there is a risk. so these warnings are real, okay? you can develop slowing of digestion and it could lead to chances of a bowel obstruction. it's rare but warning signs like nausea or constipation. my message here is that these drugs are being overused. they work well for diabetes. they work extremely well for severe obesity. we haven't had a drug for that before. they do some of the same effects that the surgery does. so i would rather use this drug than offer someone surgery if i

could. it improves insulin function, glucose function and stops appetite in your brain and does slow emptying of the bowel which may be a good thing if you eat too much. i still have this on my list and i'm still willing to prescribe it but a reminder to me to not make it be celebrity driven but based on real need. >> harris: that has what has driven up the cost. people that are low income and with diabetes. some of that goes hand in hand because the nutrition that low income families can't get their hands on. they get bigger and gain weight and those drugs now are out of reach. maybe other things will come on the market but i really appreciate you being so transparent about where the dangers are and who should be taking this. >> huge point about obesity causing heart disease, high blood pressure, stroke, diabetes and that's extremely critical that we get the weight down and
