it is important to remember the house is operating without a speaker, the legislative branch is paralyzed until a new one is selected. several congressional sources are telling fox news dispels problems for the us should there be a need to respond to a national security concern at home or abroad. one more thing, congressman patrick mchenry served as interim speaker and we are receiving information now that is unclear if he can receive a briefing because he is not the permanent speaker. that adds another layer of complication to the issues they are trying to sort out in washington. griff: and cannot bring bills to the floor, paralyzing the legislative branch for a long period of time. thank you. molly: for more on the fallout from hamas's surprise attack, we are joined by victoria coates, national security adviser for the middle east,

vice president of foreign policy at the heritage foundation. thank you for joining us, this is unfolding for many hours. i want your thoughts on the scale of this and how it was missed by israel, a great partner particularly when it comes to sharing this, your thoughts. >> that the staggering thing, the scale and sophistication of this attack which could only be carried out if a terrorist group like hamas has a nationstate sponsor and at sponsor's iran. there is no way they could pull this off. so we know iran is taking all the money that has been flowing to it for the last 21/2 years with the permissive attitude towards it sales to communist china, pouring that into fueling a terrorist operation against innocent israeli civilians.
9:11 am
griff: now the world is wondering who is behind this and why now? what can you tell us about that? >> it is clearly iran, tehran lashing out at israel but also a specific purpose at a precise time. 50 years after the yom kippur war is a momentous anniversary but also coming on the heels of the very open declarations by crown prince mohammed bin sosoal salman and saudi arabia, getting close to historic peace deal to bring security to their citizens. the iranians hate that. that they worst-case scenario for them. they have been plotting this for some time but when they saw an imminent deal between saudi arabia and israel they saw the opportunity. molly: you are raising something i was wondering about. because of how broad this is
9:12 am
and how coordinated, the swath of land they are covering, the land incursion, how long has the planning gone on? you are talking about these other elements of diplomacy happening around the world and an enemy that's always plotting to some degree and called for the end of israel. how are they able to do it at this moment when these historic deals were on the cusp? >> they have been fattened up with additional resources the last couple years. in the spring of 2017-18 timeframe visiting gaza with heather nauert when we were in the trump administration, we saw the terrorist installations, tunnels going into southern israel that were being uncovered, we had a period of calm for a while
9:13 am
because iran was starved of resources. we had the maximum pressure campaign, the most significant economic sanctions in a generation to keep the money out of the hands of tehran. when they get this money, all they do is spend it on terrorism. you see it dollar for dollar equivalents. if you unfreeze funds and let them sell oil they spend on violence and mayhem in the region and attacks on israel. griff: let's talk about the escalation ladder and what we will see, benjamin netanyahu's triage is to take back those territories and towns but he's promising and unprecedented price hamas will pay. what does that look like? >> it has to be a campaign against hamas as if they were a state actor and has to be a fallout campaign against spreading uranian influence,

what is going on and in support of israel and benjamin net and yahoo -- netanyahu. we will see how they will defend themselves. griff: in light of what we are watching, it underscores national security concerns with legislative branch paralyzed without a house speaker for a prolonged time. kevin mccarthy as speaker, are you okay with that? >> yes, we followed the rules and they were voted on by kevin mccarthy. the executive branch puts money where it needs to be. do you think we will run to washington and pass legislation? it is already in place. that's muddying the waters and don't think that's very accurate, not throwing any cold
9:16 am
water on you but that's not in the realm of reality. molly: to push back on that, you effectively have the legislative branch of government paralyzed because you don't have a house speaker and are not going to have one for a prolonged time and bills can come to the floor in light of what is clearly an escalating middle east crisis, we should have all branches of government functioning in one hundred% in this case with house, the only one controlled by republicans. >> the senate by wednesday we will be united around speaker in this is something, i can assure you of, in support of israel, that doesn't bother me. we will be in good shape.
9:17 am
nothing moves through the legislative process. it moves like a glacier. we will be okay. we already funded his real, $3 billion and they are going to be okay. griff: israel does not ask for much support, sending troops of that length. in the last 30 seconds, it is unclear the pro tem will be briefed, you say there is no meeting this weekend but there will be briefings on what is happening. this appears by all accounts to be an unbelievable failure of intelligence not to see this coming. your thoughts on whether patrick mchenry can be briefed on a matter like this or are you concerned about a failure of intelligence?
9:18 am
>> i'm not concerned, they generally take care of their own and i can assure you they are taking care of this. not sure what patrick mchenry's role would be if he was speaker in this. we will issue our condemnation of these terrorist thugs. anything that happens will take a week anyway. by wednesday, we will have a speaker and we we back in business. griff: if you announce who you would support for speaker? >> i'm not supporting myself. one of the 8, when you endorse, all you do is pick up enemies, not friends, just like a debate. i bring my side and i don't think that's going to do any good at all. i talked to the candidates. griff: thank you for taking

9:20 am
this is what happened, hope we get a briefing, it is important, our job is to make sure we understand what we know and why they didn't know things. hope we have that briefing as early as possible. molly: democrats are getting updates about what is happening. anything you can share with us? >> i wouldn't say that that is the case. we've had similar information as the american public does as you are projecting it and other news outlets are projecting it and every bit of it alarming and appalling. it's very concerning what is happening in israel and biden it ministration has made clear it is appalling, first and foremost, that we are behind our allyship with israel, making sure they are able to

fight back against this horrible last couple of hours. molly: that sentiment is shared by various numbers of the biden administration. you were among those who voted to remove the speaker, you joined with conservative republicans and now facing quite a week ahead in washington. what response abilities do the democrats have in the week ahead to get things back to business? >> i believe this is more of a reason to make sure we have a speaker who is at the helm, willing to work across the aisle and willing to work with all 435 members of congress to make sure we are addressing issues with israel and all the issues that are pressing us as well, whether it is immigration or funding the budget or israel or ukraine, we need to be working together, 435 of us. important to people who are watching, a year and 1/2 ago,

january, the speaker, the nomination of speaker was mccarthy or hakeem jeffries. i did not vote for speaker mccarthy, i did not think he could work across the aisle. i did not vote for him again in the last election because i don't believe he had the right set of rules. the rules that he allowed for allowed for him to be excused as speaker of the house. what i hope for in the next several days is that the republicans will nominate someone who's willing to work across the aisle. i hope we will change the rules so the rules do not allow for one person to do what we saw last week in congress. molly: a lot of things to be done and things congress made need to respond to. thank you for joining us, appreciate it.
