>> bret: we are moments away from president's address to the nation. i am bret baier. >> martha: i am martha maccallum. an important moment for any president. an oval office address to speak to the nation. we will make his case for a number of things. he will layout additional aid for this fight in israel. also for the fight in ukraine. that was the original road map for the speech. and humanitarian assistance for the residents of gaza. >> bret: president biden will speak to the nation from the oval office. we have team coverage tonight. we have john roberts in jerusalem and peter doocy at the white house. >> martha: let's start there. >> tonight's remarks will explain to the american people why u.s. dollars and not u.s.

troops are critical to wars in the middle east and europe. he is not expected to attack maga republicans because he needs them to vote 100 billion dollars in new funding. >> bret: interesting to see if this sounds like a state of the union address or more emotional after his trip in israel. let's go live to the oval office and the president of the united states. >> good evening my fellow americans. we are facing an inflection point in history. one of those moments when the decisions we make today will determine the future for decades to come. that's what i want to talk to you about tonight. earlier this morning i returned from israel. i am the first american president to travel there during a war. i met with the prime minister and members of his cabinet and with israelis to lived through

horror on the attack by hamas on october 7th. american citizens were slaughtered. from infants, parents and grandparents. israels and americans take hostage am we are pursuing every avenue to bring your loved ones home. as president there is no hire priority than the safety of americans held hostages. the terrorist group hamas unleashed evil in the world. the jewish people know better than anyone that there is no limit to the depravity of the people when they want to inflict pain on others. in israel i saw people who are strong, determined, resilient and also angry and in shock and deep, deep pain. i spoke with the palestinian authority and said the united states is committed to the

palestinian people's right to dignity and self-determination. the action of hamas terrorists don't take that right away. like so many others i am heart broken by the loss of palestinian life including the explosion at the hospital in gaza which was not done by the israelis. we mourn every innocent life loss. we can't ignore the innocent palestinians who want to live in peace and have an opportunity. the assault on israel and what was inflicted on the people of ukraine by putin. we have not forgotten the mass graves and signs of torture. a great use of weapons by the russians and thousands of ukraine children taken into russia stolen by their parents. it's sick.

hamas and putin represent different threats. they have this in common: they want to annihilate a neighboring democracy. hamas doesn't represent the palestinian people. hamas uses palestinian civilians as human shields and innocent palestinian families are suffering greatly because of that. meanwhile, he claims the soviet union created ukraine and putin told the world if the united states withdraws our allies will as well. ukraine would have a week left to live. we are not withdrawing. why does this matter to america? let me share with you why making

sure israel and ukraine succeed is critical to the united states. when dictators don't pay a price for aggression they cause more chaos and death and destruction. they keep going. the cost and threats to america in the world keep rising. so if we don't stop them, he won't limit himself just to ukraine. putin threatened to remind poland they are western land with a gift from russia. one of his top advisors called this russia's baltic provinces. these are nato allies. for 75 years nato kept peace in europe and is the cornerstone of american security. if putin attacks a nato ally we will defend them. we have something we do not

seek. we do not seek to have american troops fighting in russia or fighting against russia. beyond europe we know our allies and competitors are watching our response in ukraine as well. if we walk away and let putin erase ukraine's independence others would try the same. chaos could spread in other parts of the world in the pacific and the middle east and especially the middle east. iran is supporting russia and ukraine and supporting hamas and other terrorists groups in the region. they will continue to hold them accountable. the united states and our partners are working to build a better future for the middle east. one where the middle east is more stable, better connected to its neighbors and through

innovative projects like the india and middle east rail corridor. more predictable markets and more employment and less rage and less war. it benefits the people of the middle east and benefit us. american leadership holds the world together. american alliances keep america safe. american values make us a partner they want to work with. you put all of that at risk if you walk away from ukraine and turn our backs on israel. it's not worth it. tomorrow i will send to congress an urgent budget request to fund america's national security needs and support israel and ukraine. it's a smart investment that will pay dividends for american security for generations. plus keep american troops out of harm's way and build a world that is saver and more

prosperous for our children and grandchildren. in israel we will make sure they have what they need to protect their people today and always. the security package i am asking congress to pass is a commitment to israel security. it will sharpen israel's military edge which we committed to. we will make sure the iron dome continues to guard the skies over israel. we will make sure other hostile actors know that israel is stronger than ever and prevent this conflict from spreading. at the same time, president netanyahu and i discussed yesterday the critical nature to operate by the laws of war. that means protesting civilians in combat as best as they can and the people of gaza need food, water and medicine. yesterday in discussions with the leaders of israel and egypt,

i secured an agreement for the first shipment of humanitarian assistance from the united nationed to civilian in gaza. hamas is not to divert or steal these shipments. this is for the life saving assistance of the palestinians. we can't give up on peace. we can't giver up on a two state solution. israel and the palestinians deserve to live in safety, dignity and peace. here at home, we have to be honest with ourselves in which the recent years too much hate has given oxygen fuelling racism and anti-semitism and phobias in america. recent events led to the attacks that shock us and break our hearts. on october 7th, terrorists

attacks triggered terrible memories in jewish communities. today they are worried about going out about their daily lives. i know many of you in the muslim-american and arab-american and palestinian-american community are outraged saying to yourselves here we go. islamic-phobe after 9-11. last week a mother was stabbed. a little boy here in the united states who just turned 6 years old was murdered in their home outside of chicago. his name was wadaha. you can't stand silent when which happens.

we must denounce anti-semitism. we must also denounce islamic-phobia. all of you are hurting. i want you to know i see you. you belong. i want to say this to you: you are all american. you are all americans. this is in a moment -- in moments like these when fear and anger and rage run hard, we have to work harder than ever to hold on the values that make us who we are. we are a nation of religious freedom and freedom of expression. we have a right to disagree without fear of being targeted in schools or workplaces in our community. we must renounce violence. see each other not as enemies but as fellow americans. when i was in israel yesterday, i said when americans experienced the hell of 9-11 we felt enraged. we made mistakes.

i caution the government of israel not to be blinded by rage. here in america, let us not forget who we are. we reject all forms of hate whether against muslim, jews or anyone. that's what great nations do. we are a great nation. in ukraine i am asking congress to make sure we continue to send ukraine the weapons they need to defend themselves without interruption so ukraine can stop putin's brutality. they are succeeding. with putin invaded ukraine he thought he would take kyiv and ukraine in a matter of days. over a year later putin failed and continues to fail. kyiv still stands because of the brave ukraine people. ukraine regained over 50% of the territory russian troops

occupied led by the u.s. coalition with 50 countries around the world. what would happen if we walked away? putin turned to iran and north korea to buy attack drones. i won't send american troops to fight this ukraine. all ukraine is asking for is help to push russian forces off their land and shoot down russian missile before they destroy ukrainians cities. when we use the money allocated by congress we replenish our new stock piles with new equipment. equipment that defend america and is made in america.

patriot missile made in arizona. and shells manufactured in 12 states across the country. pennsylvania, ohio and texas and so much more. just as in world war ii, today patriots are building the arsenal of democracy and serving the cause of freedom. let me close with this. earlier this year i bordered air force one for a secret flight to poland. i bordered a train with blacked out windows for a 10 hour ride to kyiv to stand with the ukrainian people to fight against putin. with me was just a small group of security personnel and a few advertisers. when i exited that train with

president zelenskyy. i didn't feel alone. i was bringing with me the programs of america. -- the promise of america. fighting for freedom, independence, and self-determination. as i walked through kyiv with president zelenskyy with the air raid sirens sounding in the distance. i felt something i believe. america is a beacon to the world, still, still. madeleine albright said the indispensable nation. there are people all over the world who hope because of us and believe in a better life because of us and desperate not to be forgotten by us. they are waiting for us. time is of the essence. we have our divisions our home. we have to get past them. you can't let petty angry

making an argument that the world depends on the leadership of the united states. he will face a lot of questions where that leadership has been leading up to these events and whether or not it was weakness by his administration that allowed the emboldment of russia, hamas and china who is threatening taiwan. >> bret: he said iran is supporting hamas and other terrorists organizations. we will continue to hold them accountable. republicans would say where is the continue part about holding iran accountable? they have enabled iran to get around sanctions and sell oil to china for billion dollars that is funneled to hamas and

hezbollah. let's bring in our panel. brit hume, dana perino. and harold ford junior. this is the president's second oval office address. your thoughts? >> it may be remembered as one of the best if not the best speeches of his presidency. he was firm. he was strong as he has been particularly in recent days before he went to israel and while he was over there. i was struck by the fact he spent as much time as he did on ukraine. it was a good thing he did. the aid for ukraine package and beyond that is in jeopardy. i think he was hampered in that effort by the fact that he dare not mention the best reason -- he mentioned broadly speaking the best reason to stick with it in ukraine. what would the rest of the world do if we pulled out of there? that comes on the heels of his

having pulled out of afghanistan which emboldened all of the adversaries around the world including vladimir putin. he made a strong case for it. it's personality. and you are right to wonder if republicans will follow-up to his statement about holding iran accountable. he talked about iran. he was loathe to do so with the israel atrocities. tonight there it was. on two important count he did well and was strong, firm. >> martha: dana a lot was said about the president hasn't articulated a strong argument why the united states has to support ukraine. he is expected to ask for $6

billion a much bigger amount that was on the table. what did you think of the argument he made? >> dana: i am out of my comfort zone. i almost always agree with brit hume. i wish we were sitting next to each other so i could hold his hand and watch that together again. i didn't think it was strong. i prepared to love this speech and stand up and cheer. at times i felt like we were reading a speech whose pages were mixed up out of order. he didn't spend enough time talking about the atrocities of october 7th. he has a deep understanding of the pain and anti-semitism abroad and at home. he rushed that part of the speech. then we are talking about ukraine. then back to israel -- wait,

bring in taiwan. something on the southern border. i didn't think it was as strong as it could have been. i wanted it to be strong. this speech was largely written about ukraine. that's a good speech for him to give. tonight in the oval office address i would have said, i am here to talk to you about the terrorists attacks. we for a fight between civilization and barbism. not just in israel but in these parts of the wourld. at the end we could have said i will go to congress on monday and make everybody sit together and listen to me. i will make this pitch for the money. we need to take this seriously. matthew wrote a piece today that was good. he said we are no longer at a stage where we can say can and help fund these efforts. foreign policy is so

deteriorated we are in a position of need and must. this was like watching a pinball game. i wanted to love it and i wanted to sit next to brit hume and hold hiss hand and watch it again. >> bret: i have never seen that. harold, i want to play something for you. four paragraphs in. the president talks about the hit on that hospital inside gaza. take a listen. >> like so many other i am heart broken by the tragic loss of palestinian life including the explosion at the hospital in gaza which was not done by the israelis. >> bret: he said that on his trip. he added that in his speech from the oval office. >> i think it was personality for him to say that. -- it was important for him to say that. that tragedy made it hard to

meet with the arab leaders he wanted to meet with on that trip. i thought his presence in israel was the right time and all of his words have resonated across the world. the speech, i sit next to dana two or three nights. i thought this was a good speech for one reason: he laid out for the country who don't follow these things as closely as we do why ukraine is important to the national security and obviously linked it to israel. when he said that hamas and putin are one in the same. a lot of americans, that will reverberate in parts of our country that want to understand why you would send ukraine and israeli and asking for assistance together. every inflection point was defined by our defensive of

freedom and liberty and projecting it from truman at the birth of israel. who introduced the truman doctrine and gave us the marshal plan to rebuild europe. america has to be at its best. he reminded us of that beacon the world and that former secretary of state. i deem this speech as the first introduction to ask congress: let us step forward as a nation and as a congress and provide military assistance and resources to ensure that evil does not spread further. i give him a good grade. >> bret: as the president delivered that speech we got confirmation that u.s. forces were attacked in iraq. a military base near the baghdad

airport showing how dangerous the situation is all over the region. to harold's point, i want to bring in john roberts from jerusalem. here is the point. entare twining hamas and blad blad. >> hamas and putin represent different threats but share this in common: they want to annihilate neighboring democracies. hamas stated purpose for existing is the destruction of american people. -- jewish people. >> bret: what did you hear in that speech? >> john: they were praising the president because he was standing behind israel.

he wants to give them what they need to be strong. and what they need more than anything is replenishing the iron dome system. if hezbollah gets in this fight it will rain missiles down and the only thing that will save israel is a fully supplied iron dome. the reason why this reason is a tinderbox is because of iran. not because of vladimir putin. it's because of iran. where was the ronald reagan and the kennedy moment and the george bush moment to fire a warning shot across iran's bow and not just say don't, don't, don't, but stay out of this. if you don't there will be consequences. i am can dana. that was glareingly missing from his speech. that's the one thing that everybody in this nation wants to hear. is this president being spring well iran which is funding these

proxies when are creating this mess here in israel. >> bret: stand by. >> john: sean hannity will have a special two hour version of "hannity." your reaction to what you heard from president biden? >> sean: i don't want this to be gang up on brit night. i share john's and dana's sentiments. as the speech was going down. i thought it was disjointed and clicheked. i wanted to hear more about the barbaric brutality that took place in israel in the terrorists attacks. and hear more about the hostages. and hear more about the americans killed. i wanted to hear more about what america needs to do to help fellow americans in all of this. he's been forcing and made a big point yesterday that he tried to

force upon israel the need to give money to the palestinians. i can tell you from experience and john is on the ground there now, i have been to israel numerous times. during some conflicts and flare-ups. nothing like now. but i have been into the network of underground tunnels. i have seen with my own eyes where aide money has gone that we gave to the palestinians. money supposed to be spent on infrastructure and schools and hospitals. they are building tunnels to go into israel and take israelis hostage. i have no confidence that $100 million which is what i believe joe is proposing is going to end up in anybody else's hands but hamas's hands. what assurances do we have? back to john's point, on the issue of iran, their involvement

the iranian revolutionary guard up to their eyeballs in scheming this attack going back two years. why isn't he holding iran's feet to the fire? right now if you look at the situation in israel in particular, not only are they facing a two front war: hezbollah in the north at lebanon. but also gaza in the south and the close proximity to israeli communities and towns. i have been on the border towns. these are towns where children play in underground bunkers because it takes 13 seconds from the moment a rocket is fired to land into the border cities. the security challenges that israel is facing. i don't think they have a choice but to go in and prevent this area of gaza from ever again being a launching pad to attack

these israeli cities. here's the really scary picture to me -- i wish he addressed it. not only will israel be fighting a two front war but iran is saying time is up. iran is saying they may involve themselves in this conflict. if god forbid that happens, all bets are off in terms of peace in the entire region. you could have full on war in the entire region break out. god forbid, what it might take to end that conflict. it was very disturbing -- one other point. very disturbing to me that leaders in jordan, not even abbas himself. the palestinian authority and egypted they didn't want to meet with an american president. that was embarrassing. when the president got back on air force one and had a horrific gaggle of reporters where he was

basically incoherent, that was scary to me. it's not just that a conservative host like myself can say this is not good for our country. but the world is watching this. that axis of evil that martha mentioned is real. this is iran, china, russia. we believe that north korea rockets were used against israel. it might be even bigger axis of evil. it's a troubling time for the world. that disjointed speech going back and forth and flipping and flopping from ukraine back to israel, israel back to ukraine and very little mention of the underlying problem which is iran was troubling to me. >> bret: arab leaders did not meet with him even after the intelligence came out. >> that's another big problem. >> bret: brit, i want you to

respond. your thoughts? >> [laughing]. i am a little bruised here. with all respect to my colleagues, i will make this point. the case that iran and particularly hamas and the islamic jihad and the terrorists are the bad guys and our friends the israelis are the victims and the good guys was made by the events of october 7th and by the comments by the president since. it's an overwhelming majority view. what is not such an overwhelming majority view is keeping going our commitment in ukraine which by the way has involved not a single american soldier in any combat role. yes a lot of money but a tiny fractions of our defense budget which has had the effect, may i

add, of weakening vladimir putin's army and regime and place in the world and subject ed putin to the loss of huge slice of the territory he thought he gained in ukraine. given the weakness displayed by binned biden pulling out of afghanistan if we pulled out of ukraine the penalty would be awful with our standing in the world in iran and in china and russia and elsewhere. he was wise to focus on ukraine. whether it seemed jumbled to people listening to the speech i doubt. he tried to weave the two together. i don't think that was a fault

in the speech. >> martha: the task is whether or not this president can handle the threat to civilization that exists out there. >> bret: he had the whisper presentation. dana, your thoughts? >> dana: listening to all of us, we are all very clear-headed. even the president might also be clear minded about the stakes here. we articulated it better than he did tonight. an oval office address is such a big moment. i know it's lonely in the oval office. you can't see anybody. he rushed it. one thing he could do going forward is give more regular speeches and more interviews. he did an interview with "60

>> martha: interesting assessment about hate in america. let's go to peter doocy on the north lawn. you heard the panel weigh in on the president's speech. you are at the white house. >> as somebody who listens to every president biden's speech you don't see him sitting down often. that was different. i know we about 25 minutes after he wrapped. there is still a marine century outside of the west wing. he is in the oval office doing whatever a president does after giving an address like this. surely he was surrounded by aides who are telling him what everybody on tv is saying about the remarks. it's interesting. this president from the beginning when it was safe to travel abroad with covid he would come back and i i told the

leaders america is back. they are thrilled to hear it. that's the conversation, the chats with other world leaders. he hasn't until tonight tried to convince the american people that america needs to establish itself in the world as a leader during a time of war. he took all of the pain that came with the afghanistan withdrawal because he believed that was the right thing to do. he does not want to be a wartime president. he is clear: he won't send u.s. troops into harm's way to fight russians in ukraine or terrorists in israel. but it's u.s. influence and money and the way that the u.s. can influence other nations from here he thinks is so important at this time. he is not somebody we heard talk much over the last 3.5 years

>> bret: he said we would hold them accountable. where the accountability for the money and the support? >> yes, you are right. i think it was a miss. here's why. that war in ukraine has been going on for 550 days. hasn't addressed it until tonight. we are looking at the largest potential fight in the middle east with iran. we are trying to give them more money. a huge mistake. we moved two carrier strike groups in. we have other forces moving there. this may break hard. that's because hezbollah an iran proxie is involved. we know iran is behind. he's got to make a hard call.

if hezbollah comes in the fight. what do you do with iran? normalize your relations is a huge mistake. 13 days ago they chanted death to america and death to israel. there are 32 dead americans in israel from that attack and over a dozen missing. that's the threat he is facing today. he has to recognize that. >> martha: if you are iran watching this speech tonight or president xi or vladimir putin, what is your reaction? you have been able to push into all of these areas. any more intimidated or think you will have to pull back after tonight's speech? >> great question, martha. i would say they will test him. i was one of those leaders. let's find out how tough he really is. they will push. he will have to be resolute and

against the united states and israel? has that broken down? >> brit: that's something we have to worry about. i wondered about the peace process and so on. i wanted this, martha: as a it's own state is what the palestinians want? it's not what hamas wants. the only solution may be to deal with these people the way they dealt with israel and with the united states and its allies. by force and firmness. remember, how many presidents came close to a deal to create a palestinian state and end the palestinian question which was the absolute center of the problems in the middle east. to get that question solved.

bill clinton came close and yasser arafat walked away from it. it was a deal with a lot of land concessions and a palestinian state. it was all there. it was right in front of him. he walked away and started the antifa. i doubt whether this attempt to solve the palestinian problem first was a good idea. now we know it doesn't work. the best hope with the abraham accords and normalization between israel and saudi arabia which may have to be postponed indefinitely. i don't think it's dead. >> bret: harold, talked to the saudi crown prince and the prime minister and they were close to a normal zaias deal.
