was a big part of it but i think you raise a good point. was this release of hostages of these hostages was this designed to delay what is inevitable which is the ground war? clearly it is eminently just don't know exactly when. i am not a big believer in ransom payments for hostages. one of my biggest criticisms about the $6 billion of the president was willing to give iran in exchange for five american hostages to me ransom payments result in more hostagetaking however there might be incentives that israel can offer if they want the lights turn back on and they would like the water turned back on and other utilities turned on maybe that would be something you could negotiate for the release of all hostages the president wants to give $100 million in aid to the palestinian people i don't believe a penny of that will

get to the people and i believe that money will be in the pockets of hamas but perhaps they could insist on the release of hostages on that point is not my policy but clearly it is his. any thoughts on that? >> john roberts: the reason why hamas took the hostages was for this reason. hamas knew the israelis are about to go and so they dangled a carrot. wait a minute. let's muddy the waters by releasing a couple of hostages and it's great it's fantastic that they were released but at the same time hamas still has 200 some bargaining chips left to go so the next time they are poised to go in we are going to release a couple of more hostages. watch for this tactic to be repeated that's why blinken said at the news conference today announcing the release of the hostages don't put any stock into anything that hamas says.

fight them differently. do you agree with that assessment and what challenges do you see for the israeli army? >> david petraeus: i do agree with it and it will bring a number of tools and intelligence surveillance reconnaissance assets. robotics. all kinds of enhancements but at the end of the day it's hard to imagine a more fiendishly difficult set of circumstances than the idea faces and i fear they have to do that if the mission is to destroy hamas they are literally going to have to go into every high-rise, floor, room, celery rib tunnel and clear them and at the end of the day there's only so much you can do with technology. there has to be someone at a certain point with a weapon who goes through the door. you might send a dog first something else through but this is very intensive in terms of

soldiers and when you have cleared a building you can't leave it and go onto the next when you have to leave a sizable number of soldiers behind because if you don't they will re-infiltrate behind you the terrorists will do that and of course there is the threat of being swarmed by what looks like civilians but are actually hamas. they don't wear uniforms they hide within populations they will use these hostages as human shields and if you get swarmed you will end up as a hostage as well the challenges are enormous it doesn't mean that they can't do it. but is going to have to be done at a very methodical careful and thoughtful way because you're also trying to minimize any injury or loss to innocent civilians at the end of the day hearts and minds do matter in a situation like this following that horrific, barbaric attack that took place saturday two weeks ago.

>> sean hannity: is it a viable option to remove as many civilians as possible and just obliterate the place so it is uninhabitable for hamas in the future considering over the years tens of thousands of rockets have been fired from that location into israel? >> david petraeus: i don't think so. it certainly is advisable and israel wisely is doing this their asking civilians to leave this area. that's complicated because you have hundreds of thousands of innocent palestinians crammed into the southern part of gaza and then you can have a humanitarian crisis on your hands but you are not going to get all of them to leave them by the way you have to rebuild this infrastructure at some point and i think one of the big issues is something we

learned sometimes the hard way during the fight to baghdad and toppling that regime i was a division commander at the time you have to have very rigorous post-conflict plans what is next the day after a plan and all the rest of that and that is particularly difficult given that the palestinian authority that you would like to take in and administer they don't want to ride in on the backs of israeli tanks they are discredited to some degree as that is not that effective unsupported by the palestinians, even the west bank but you need a palestinian authority of some kind supported by the gulf states and others with their sources and others with security forces because you have to have a counterinsurgency campaign when this is done to make sure that hamas in the islamic jihad remnants cannot come back and they will turn hi to do that even after they they will try to do that after they destroy hamas in the terra state as entities.
