for four of 1983 of bowden card is considered armed and dangerous. he is a person of interest, however, and that's we'll label him that moving forward until that changes. if people see him, they should not approach card or make contact with him in any way. >> a massive active shooter manhunt is underway at this hour in lewiston, maine it follows the shooting death of at least 22 people in several locations. >> hi again, everybody. i'm kevin corke in washington. and i'm marianne rafferty in los angeles. a shelter in place order remains in effect in lewiston as law enforcement look for suspect robert card, the person of interest in this mass shooting. he's a firearms instructor and former military. he was recently treated at a mental health facility. for more on the mood in the town and how things are going at this hour, let's turn to fox news correspondent molly line. she has been at the scene for a couple of hours now and she joins us live with more. molly.

and we're outside of the central maine medical center here in lewiston. this is where many of the victims from the two scenes were brought earlier in the evening. were brought here earlier in the evening. and we've spoken with at least one of the surgeons that has been hard at work during these overnight talking about what a challenge that they face but that the staff inside that all of the people working to save lives tonight really rose to the occasion and talking how proud they were facing these very difficult circumstances is a trauma center. of course, it's a level three trauma center. so some of the bigger cities and bigger hospitals would have a level one, but this is a level three. and this particular surgeon talking to us, the horrific damage that these gunshot wounds that he's seeing, what people are suffering. he's also lamenting the funding for smaller hospitals, particularly in a state like maine, where where communities can be spread out.

and in this community, we're still in the overnight hours where a shelter in place remains in place, because, of course, as you mentioned, robert card remains at large and they continue to search for him here in lewiston as well. some of the surrounding communities, most notably lisbon, where the vehicle that card was believed to be driving when he left the scenes where that vehicle was found. so there are significant enforcement presence there. we'll see what daylight brings if we get a better idea of how the search will go into the wooded areas, particularly around that little community which is surrounded by woodlands. worth noting, too. that card is from a community about 60 miles from here. and that lisbon is on the way there. so between these three communities, a significant amount of forest land and wetland. and there are our lakes and rivers and all sorts of things throughout the nearby areas here in maine, a significant law enforcement presence. would you consider continue to see moving up and down the streets here? the hospital here surrounded by all manner of law

enforcement with the long guns ,have been helping some of the staff get back and forth from their cars. we've seen a few emotional moments, some of what appeared to be nurses embracing. but for the before they left this morning, after what i'm sure was a very difficult many, many hours here on and working at the hospital. also, word from a nearby reunification center where the mayor there has talked about some of the ages of the people that are coming in, witnesses as young as teenagers talking about what they saw and, even younger family members that are that are looking, you know, bringing children and looking for their loved ones as well. so some very difficult things still playing out as families look to get back together, reunify and tills take stock of what this will all mean in the days weeks ahead. marianne you normally and we've been talking all night about how it must feel for the people in that town that are you know, they had a shelter in place order this whole time, not knowing where the suspect might be. you heard anything or say

anything? i know. i heard something going on behind you a minute ago. obviously, law enforcement still around, right? making sure people are inside. correct? >> yeah. he was expressing sentiments that had absolutely nothing do with the event here tonight. that gentleman but yes, significant law presence here to here tonight all up and down the street around this hospital. and as you mentioned, those other communities also have in place the lisbon community. auburn community schools have been canceled. municipal buildings are expected to be closed. we'll see what daylight brings . that would that would help in this search. but the investigators that are on the ground are facing this very, very dangerous situation because as mentioned in the speaking about throughout the night, those internal law enforcement bulletins give us some information. that card is very experienced with weapons as well as a military training. so you have to be concerned about these law enforcement officers that will potentially

be heading into the woods and looking for clues in the vehicle that was left behind. a lot of ground yet to be covered. this is literally a very, very rural state. a year ago, i covered dannemora, that prison escape that took a very long time to find those individuals and for a time they had been holed up in a cabin. so if card had had some. we're still waiting. we don't have a lot of information about. what card allegedly may or may not have done as far as potential planning of the may have incurred, but which means we also don't know what sort of potential escape, what may have also been planned. so investigators have yet to give us any indication right now, specifically if they've managed to zero in on a spot. but we are expecting a press conference mid-afternoon later on today, miriam. all right. i was going to ask you about that. >> there should be another press conference. and if you heard anything, is this in place? >> order are just going to continue indefinitely as long as this operation

is going on to find the suspect . yeah, we haven't gotten any indication that it's being lifted or planned to be lifted, which is understandable. but perhaps maybe at that 1030 press conference, we'll get a better indication of what they're thinking. but it, you know, armed and dangerous, how this person of interest, as they're describing robert card, it's a situation that is far from resolved. so i'm not so sure that shelter in place order would would change until something more significant would it make the community feel safer? but right now, at this point in time, things are very much locked down. it's very quiet, middle of the night. we will see what morning brings. marianne. certainly that community still be on edge until the suspect is caught. >> for more on this, let's go ahead and turn to kevin again. marianne, thank you. and for more insight, let's turn to attorney fox news contributor leo 2.0. leo terrell joining my friend.

i thought you made an interesting point earlier, a conversation with maryann. you were talking about the dual track here and not to go too much into prime time television ,but if you'll recall, the folks at home watching a show say law and order. yes, the police have a track, but also the attorneys have a track. you mentioned something about judges, leo. talk to me about what that process is like getting. those warrants signed so that the discovery can begin. >> thank you, my friend. and thanks for that question, because i think it's very important the officer that you've been covering you're maryann are doing a great job. they're out there trying to find this guy. but that dual track kevin is so important because they're collecting the prosecutor, the district attorney and maybe u.s. assisting. >> they have to develop a manpower of lawyers to get information collected from this. this person's social media

words. it's a judge come into play because the judge has to the search warrant any type of warrant, see the evidence. >> they have to establish a probable cause. >> and i guarantee you, i'm pretty sure they have a boatload of it. if you also witnesses, they basically have had a lid on all the information we ever heard from a best friend, an ex-wife. they have done a very unique, secretive job of collecting evidence. i guarantee you they've got a lot of evidence. but that judge has signed a search warrant because it is a prerequisite to collect the evidence and they to use it. kevin, in a court of law. >> let me ask you about the collection of his communication and leo in particular, text messages, phone records like that. >> i'm going to make an assumption that most judges in a situation like this, it's in the public interest to sign or to rubber stamp, if you will, any requests for that information. how valuable might that be in a

situation like this? you mentioned, you know, perhaps an ex-wife or any communications back and forth. there might, i would imagine, be of great value. >> absolutely. because you have what you have, what you have, kevin, is exigent circumstances. you have a potential on the loose who could harm people at any moment. >> so the b, the need for these warrants, the need for the collection is imminent. and i don't think any judge is going have a problem signing those warrants. >> and it's just not his evidence. but it could evidence of third party family members. so i can't stress b b importance of the lawyers. >> and if you're law order analogy makes perfect sense. working around the clock, this is hard as the police officers work trying to collect this information. >> one other point that you're what your viewers should be aware of that yellow flag, which is going to be a problem later on, a psychiatry has to sign off to take a person's gun. the question is whether not

a psychiatrist sign off or didn't sign off. we know guy had mental health issues. so there's a lot of evidence. kevin, that the lawyers are collecting right now. and i guarantee you they'll it before that press conference whether or not they provide it to the public. it's another. >> you made a really good point, too, about having to careful with that information in the 30 seconds or so we have left, my friend. if you could express, you know, i think this will be useful for the folks at home, tell what a judge in this situation is doing at this hour. i'm imagining he's actually or she's actually up at 3 a.m. actually working on this. i'll tell you right now, the judge is basically either on call in a location where these warrants can be presented to him. they could be over the telephone if it's something very urgent. but this judge or a series of judges are available at any moment. >> these officers have a warrant to present for a signature.

issue was or is, you know, what's going on with him. you know, but if he reached out and he did help somebody, you know, somebody knows what was going on with him and, you know, he's got, you know, who's to say what his problem is. he just he needs some help and he's, you know, some and he's a you know, somebody needed to take care of him, you know, and he needed some help and didn't get it, you know, and this was the unfortunate result that. >> yeah, it certainly seems that way. let me ask you, if in a circumstance like this, i've i think most people believe that the air jam's an awful lot. but it certainly can happen if something like that happens. would he be able to fix that on the run. or would he have to maybe switch to a glock or some other weapon. >> well, if he's as proficient as it seems that he is, probably takes care of his weapon well enough to where it probably does not jam. it's not a weapon is prone to jamming anyway.

but if it is is professional, knows what he's doing as well as it seems to. i'm sure he has two or three backup weapons and it looks like he's got a you know, he's got a swing set up or he's, you know, jammed whatever. he's just going to drop it and move to a secondary weapon and then continue on to whatever end he was was, you know, taught to, you know, to go to finish whatever he was going to do, set out to do anyway. so he was set up to do something and you know, that, you know, weapon jamming was not going to be the end the end of his, you know, whatever he was set out to do that that particular well, yeah, in the 15 seconds or so that we have left, i have a feeling i know where you'll go with your answer, but i'm going to ask it anyway. there will be guys out there, john. he'll say, look, i will take down this punk. i know what i'm doing too, but that is not the way they should handle this is that people should just sort of let the let the experts, if you will, handle this situation . no, that's that's not that that's not the right course of action. this guy's clearly disturbed.

is is not going he's not just going to throw his hands up to say, okay, i give up. you know, it needs to be directly done with some some sort of you know, it needs to be a it's a delicate matter, you know. you know, i would say you to take a veteran that's been through this, you know, and probably approach him to that. you know, that in that regard, you know, i mean, law enforcement's going to do what trained law enforcement's going to do, but you're not going to take this guy just, you know, you know, he's not going to just throw his hands up and say, okay, give up. i'm, you know, freely like, you know, he needs to be done with some sort of negotiation. and, you know, he he clearly has another agenda on his mind and that that way is not going to work. and, you know, want to be cowboys and indians think, oh, i'm going to pick up my you know, i'm just going to go after me. i that's that's not a good idea. it's not going to produce any positive result. >> i agree with you 100%, john. really a pleasure to meet you and thank you for spending time and sharing your thoughts . >> we'll be sure to give marianne grief for you.

house. and that takes quite a bit of time. so that's very challenging for law enforcement officers. >> and, you know, i asked molly this earlier, but is it a general rule to keep a shelter in place order going until they actually find a suspect. i mean, could this go on for days for those people in that town? >> but it probably won't go on for days. i think it is going on and, you know, probably would be lifted in the morning or in the daylight. but when you look at the shelter place, i think if i my voice is there in the louis main louis, the miami, i would say bed. sure. you check on elderly bed. sure. that there are people that you know okay. or individuals need to talk among or to make sure that nobody is being held

hostage in one of these homes. that is certainly that law enforcement is also very, very concerned about, very. >> and also, we've talked about the fact that he may not still be in this area right. mean they're probably expanding this search out what multi-state? >> well, i don't know if i could say multiple states at this time but it is always a possibility that he has escaped the dragnet and that he is not in the area. and quite naturally as you said, or he could very well be in other states. i would have to believe that law enforcement officers in boulder and state of maine are on the lookout for this individual. >> and just one last thing that kevin just talked about in the last segment. when they do find him, are they going to have some type of negotiator, someone who can, you know, try to coax him out?

marianne rafferty. continue our coverage now of the manhunt in maine tonight . fox news correspondent molly line just arrived at the scene. she joins us lewiston at this hour. >> good morning, molly. good morning. it has been a difficult night here, particularly for those that are working to treat the victims and injuries from these two separate mass shooting scenes that have come here to the central maine medical center. we have seen this building surrounded by law enforcement throughout the night with their long guns. they have been dutifully walking some of the medical personnel back and forth in their cars, helping other people come into the building as well. but it's remained quiet here outside of the hospital throughout the night. we had chance to to speak with one surgeon who, talked about his staff really rising and working together very well under some very challenging conditions here on the ground. as you mentioned, robert card, 40 years old, described as the

person of interest in this case is still on the run, are urging people to, if they see this individual to immediately call 911 to not approach him, they're keeping a real close eye on three major communities here, lewiston, where standing, of course, which is the scene of both of the shootings, one at a pool hall and one at a bowling alley, but also a nearby lisbon, which also entails nearby lisbon falls a very close by, where the vehicle card was believed to be driving, fleeing those scenes where that vehicle was found, that a very wooded area with a river that runs right through it. and it's not far from the community where lives about and which is only about six miles from where i'm standing here. very challenging terrain out there between here and lisbon and where this person of interest home is a lot of ground to cover.

also, there is a reunification center in, the nearby town of auburn. that's a very busy place. the mayor there talking about some of the stories he's heard from witnesses some of the accountings he said from people as young as teenagers, some of the folks that are showing up their children as well, not necessarily they were at either of the shooting scenes, but because they are looking for someone they believe might have been at one or the other location. know, a very challenging night here at the hospital, a very difficult day ahead when the sun rises and people get a chance to find out what exactly happened to their loved ones. at this point in time, we know that dozens of people could potentially be fighting for their lives and the manhunt, which is of a major concern here in of these communities. there's a shelter in place. schools are closed, municipal buildings in many areas are expected to remain closed as one nearby college also closing their doors. so this is causing a significant disruption, disruption exceedingly

. they lift that lockdown. that'll be up to the incident on scene. he or she is going to have to make a critical decision as to whether they allow people to go out there outside their homes. kids go to school, etc.. i believe, though, those areas that they've checked there be a high police presence as well as more police officers will be coming in to relieve those who, by the way, who have been working night. so the search will continue. certainly, air operations will be a lot better. i believe you'll see dogs there and the more manpower out there, the better chance of them capturing him. so you won't see much of a change in their strategy and tactics, but manpower definitely, and in decision making with regard whether that lockdown should be lifted early in the morning or later the afternoon. >> and in your experience, how long these shelter in place lockdowns usually last? i mean, is this that they'll try to lift as soon as they can, even if they haven't found the suspect. >> i tell you, that's a good

question. and that is a tough, tough answer that can only be answered by the incident. who will have all the information and intelligence necessary for, him or her to make that decision? but my experience is usually hours. but i'll tell you what, the again, a tough decision to make. this guy is on the loose. he's not of any any good health and god knows where he is. you're certainly don't want him pop up somewhere with kids going to school. so i don't have the answer to that question. but that'll be a tough question that will have to be answered by the incident commander who has all the information, intelligence necessary to make that decision. >> and in your experience, situations like this where someone's on the run, do they tend to stick around the area or as a general rule, do they try to as far away as they can? >> yeah, they kind of stick around the area. they head for home. but this is an unusual case where you have a well-trained military combatant, if you will ,who planned this?

that approximately 656 this evening a couple of shooting incidents occurred here with multiple casualties in the city of lewiston. and police are currently searching for a robert r for four of 1983 of bowdoin. card is considered armed and dangerous. he is a person of interest however, and that's what we'll label hat moving forward until that changes. if people him they should not approach card or make contact with him in any way. the shelter in place order that currently stands in lewiston a vehicle which was a vehicle of interest in this incident was located in lisburn and we are now also asking residents in lisburn to shelter in place so. please share that information with communities as well. if anybody sees mr. card or has any additional information in reference to these two shootings in the city of lewiston, please contact 911. if they see anything suspicious, please feel free

to call their local authorities. we have literally hundreds of police officers working around the state of maine to investigate this case, to locate mr. card again is a person of interest and a person of interest only. and will continue to gather information so that we can bring the suspect to justice and ultimately seek prosecution down the road. >> 20 two people are dead and dozens are injured in this horrific mass shooting. it was a terrible scene for first responders and also for those emergency personnel tasked with taking care of multiple victims. our next guest, fox news medical contributor and family and emergency doctor jeanette nash, weighed just this week attended a course on caring for victims in situations like these in mass shootings like these. what can you tell us about what these medical personnel must have been going through for the last few hours, trying to take care of all these victims? hey, marianne. so, you know, working in the emergency room, it's quite stressful, it's quite chaotic.

and there's a lot of moving parts, a lot of moving variables. and patients can deteriorate rapidly. so there's a lot going on. and whenever you have a mass casualty, whether it's an earthquake or in a war zone or in this case, a mass shooting, that's when you have to start triaging patients because you have limited resources. for example, in the maine medical center, they have two e.r. doctors in a 40 bed e.r. and so they probably weren't expecting to have an influx of about 30 patients who were wounded. so it's important them to be able to identify and see who is most critical, who needs immediate intervention, who needs to be treated, and make sure that they get the help that they need, whether it's surgical intervention or fluids or blood transfusion. and then from there. so that can be quite challenging, especially also for first responders who are the first medics out on the field, first getting to the patients who are injured. they may find a patient is almost going unconscious, maybe hemorrhaging. they have to put pressure

on the wounds, check for circulation, make sure they have an airway, make sure that they're breathing. so a lot of moving parts. it can be quite a challenge, especially when you have so many wounded all at once. so my heart goes out to the victims and god bless, the doctors and the nurses and the first responders who are out there doing the best they can to help take care of everyone in the community. >> you know, and you can only imagine how absolutely stressful it must have been for them when they brought in all these people at once. and then they had to figure out, okay, who do we? who do we help first? you know, who's who's next? i mean, it just has to be extremely overwhelming. absolutely. and that's why it's so important, you know, you may have a patient who's speaking to you one moment and then 5 minutes later, their blood pressure is dropping. the are becoming unconscious. they look pale. and that is an indication they may have been shot in an area where they are having internal bleeding. you'll have to, you know, quickly do an ultrasound to see

if if what's going on, for example, inside their abdomen or were they shot in the chest where their lung was collapsed, where they're bleeding in the chest. and this is fortunately, this is a level two trauma center in maine where victims were taken and they have the specialists necessary intervene in an emergent situation to help keep them alive. but it's all about teamwork, following protocols, conducting appropriate triage, which is not always easy, and making sure that each patient gets the care that they need based on the level of the severity of their symptoms. and it seems like, you know, if they can get them to the hospital, like it looks like they did that, that they should have a pretty good chance i mean, how hard are these like gunshot wounds to treat, you know, and have a good. that's it. yeah. yeah, that's a good question. you know it looked like the weapon used was a it was an ar-15. so the bullet wounds from that of weapon can cause a lot of tissue damage, a lot

of organ damage. and so a lot of times the injuries with gunshot wounds are to the abdomen that can injured the intestines, the liver, and can result in infection, can result in the need for immediate surgery internal bleeding. so it really all depends on where the injury occurred. was it in the arm? was it in the leg? you know, was it in the upper extremities? all of this makes a difference on whether you are potentially going to become critically ill and require intervention. so everyone has to be taken, you know, a. but some people are more vulnerable than others. for example, young children, it would be more dangerous for them. obviously. also, the elderly people are more vulnerable to type of injuries. any one could bleed out. and, you know, just a matter of minutes. and that's why it's important to recognize injury and take appropriate actions to help save lives. that's the goal of triage, is to try to take care of as many patients as possible and do the best that you can

how well and you want articulate it, what law enforcement officers go through on a daily basis, especially when it's a manhunt of this nature. law enforcement officers know that 22 souls lay off who home always seen during the day and that tonight the night that they are no longer here on this street and that there are a lot of families in the lewiston maine area suffering. and as a result of that law officers take it very, very personal to try to do all they can. the hunt down on the killer. and so it's a very, very psychological strain that law enforcement officers are under. but they don't want to arrest. they want to do all they can to bring the killer to justice. >> i get that sense.
