2023. 6:00 here in new york city. why start with this fox news alert. we begin this hour following breaking news here at home and abroad as well. >> ainsley: a manhunt is underway in maine this hour for the gunman who opened fire on a bar and a bowling alley. a law enforcement source tells fox news the shooter killed at least 22 people and injured dozens of others. >> brian: and in the middle east, the israeli military says it's conducted its largest ground raid in northern gaza so far in the war. the idf warns hamas this is only the beginning. >> lawrence: so we have live team coverage on the mass shooting and how police are conducting the search. todd piro is in studio about what we know with the person of interest but we begin with molly line who is on the ground. what is law enforcement telling you? >> good morning. we are outside of the central maine medical center where it has been a long night for the

medical personnel involved trying to help the victims of this shooting scenes. the two shooting scenes, these mass shootings. we have watched as the armed law enforcement officials here that surround this building have also worked to escort the nurses and the doctors and surgeons back and forth to their cars or folks that are coming in standing by, standing vigil here determined to keep this medical facility safe. everything began town fold yesterday evening 6:56. lewiston began to respond to incidents one at bowling alley and another bar. active shooting situation lewiston. by 10:00 officials warn to avoid the area until authorities give the all-clear by 10:25. >> cran25 countyofficials issuee shelter in place order. police named robert card as a person of interest in this case. 40 years old.

he lives in a nearby town. >> that is relevant because the car that is also in question here a white subaru was found in nearby lisbon on the way to card's hometown. >> this is a wooded area. a small community but surrounded by a significant amount of woods. and swamp land and lakes and rivers. there is really a tremendous amount of nooks and crannies in this maine landscape. we're beginning to hear from witnesses as well. many of which are telling horrific stories of chaos and how they survived. listen. >> inside and bowling and out of nowhere he just came in and i heard a loud pop. i thought it was a balloon. i had my back turned toward the door. and as soon as i turned and saw it was not a balloon he was holding a weapon. i just booked it downtown lane and i slid basically into where the pins are and climbed up in the machine and was on top of the machine for about 10 minutes

until the cops got there. >> there are so many families that are suffering heart break because of this. and today as the daylight comes and the search continues, they are -- we are waiting to hear more at a 10:30 press conference where get idea what the authorities are planning to do today to bring this to some closure. back to you guys. >> lawrence: mollie, real quickly do we know which place he went to first? did he go to the bar or the bowling alley first? we heard about the response time to the bowling alley but we don't know about the bar. >> my understanding that the bowling alley was first but i feel like i should double-check on that. >> ainsley: bowling alley and then he drove to the bar 10 minutes away. >> they are very close together. >> four miles. >> ainsley: what about family members. i was reading one lady said my

son was playing pool with my ex-husband i guess his dad. next thing i know there was a shooting at the bar. they won't tell us if he is alive or in critical condition or passed away. have they notified family members at this point? >> that story sounds very familiar to similar stories like this where there is a lot of chaos in the aftermath of the shooting or a mass casualty event and people are scrambling to find their loved ones. there there is a reunification center set up in auburn. a lot of people going there. the mayor of that community came forward in the overnight hours and talked about the people that he is meeting there. the people that are desperate to find answers that are coming n shock and looking for their loved ones. interestingly he said he has seen teenagers as well. teenagers and their parents potentially out there bowling in those evening hours were witness witness to this. and also young children. not necessarily physically there they scene of the shootings but

being brought into the center for reunification because they're looking for someone, looking for a loved one whether that's a parent or a sister or brother or family member. but very clear families are being deeply affected by. this that's one of the places they are going seeking answers. >> steve: mollie, thank you very much. at the bowling alley they were hosting a kid's youth league for the bowling league for the kids. at the bar where that guy was playing with his son, they were playing corn hole. so it was a night of fun in lewiston, maine. we are learning more about that person of interest now identified by the local police. >> ainsley: that's right. todd piro here with the latest hot person of interest is. >> todd: here is the profile as we know it. police say robert card 40-year-old from bowdoin, maine. past raising red flags. instructors and member of the army reserve. according to reports, card spent two weeks at a mental health facility just over the summer. police say he recently reported

mental health issues including, quote: hearing voices and threats to shoot up a military base in sacco, maine, he is considered armed and dangerous. >> calder also studied engineering at the university of maine from 2001 to 2004. that according to a school representative. card was last known to be driving a white subaru out back with a black bumper. that was discovered near a boat dock in lisbon, maine. officials expanding the shelter in place order this morning for residents of lisbon and surrounding environments as police continue their search for card. authorities set to give update on the tragedy, 10:30 a.m. eastern time this morning. back to you. >> brian: thanks so much, todd. in fact, in his background, he not only spent 20 years in the military it seemed. it also threatened to shoot up the national guard. so what is going on? i mean he evidently communicated he is out, he is retired waiting

for paperwork to come through. same thing happened there on his exit? >> steve: as todd just said, he threatened to shoot up the national guard unit that he was based out of. i think he was out of sacco, maine, that's why he wound up two weeks in some sort of an institution. but then they released him. now there is so many dots that are going to be connected over the next few hours between what happened when he was released and what happened last night. >> brian: bring in tom homan, fox news contributor and former police officer himself, spent years in law enforcement. tom, where do you start here in a rural place like this, 36-miles north of portland? >> it's going to be tough to find this guy. i'm sitting in my hotel room last night with another career law enforcement officer mark morgan how know. we both served in the trump administration. we are both career law enforcement officers. as soon as the first picture came out who he was. this guy trained. holding the weapon t the way we were trained.

hand placement and shoulder placement. get ready. as soon as we saw the first picture this guy is trained and know what he is doing. makes him more dangerous. well-trained with that weapon than an amateur. we also both believe this is a planned -- it's a planned operation. he didn't do this spur of the moment. he had a plan. he went shot a few place and plan to get away. he is in a residential area. he could have took -- went to residential home, took hostages and no one knows he is there. he could be in the woods. did he have access to another car? here's the problem, he is military-trained, right? they are trained how to evade capture from the enemy. his enemy right now is police officer. is he going to be difficult to find. is he extremely dangerous because he is well-trained and that weapon which can do a lot of damage very quickly. >> lawrence: tom, i was with some of my military about buddies they say the same same thing the way is he crouching and holding the firearm and

moving they methodically through the building you can tell he is trained and military as well. i want you to talk about what law enforcement are having to deal with everyone that carries a gun doesn't have the same amount of training when it comes to dealing with firearms. you are looking at a guy 2-2-3 going through the vest do. they have their level 3 vest on prepared for someone like this or are we expecting swat to be on the ground to handle some of these searches right now? >> >> look, law enforcement has access to a lot of we7s. not everybody has weapons like a swat teams have. we know the location he was in send the swatted team. ultimately trained best at what they're doing. they have the level 3 protective vests with the plates that gives you more protection than average police vest does. i will say this. this isn't a gun issue. i heard people talk about you know, they are already starting to talk and politicize. it's not a gun issue.

it's a mental health issue. this guy isn't stupid e knows what he is doing. it's not a gun issue. it's a stupid issue. no this is a mental health issue. this country has mental health problem. we know that there is no plan to deal with it. 45 cfr. code of federal regulations talks about when a medical professional can communicate with law enforcement the guy may be a danger. the problem is every state has their own laws some states have red flag laws. some yellow flag law. maine is a yellow flag law state. every state handles it differently. no clear precise nationwide plan thousand deal with a mental case that has access to weapons and may be seen dangerous to the public and may be very violent. we have to address the issue nationwide. needs to be one plan to assist aconsistent across the country so a medical professional knows though contact, when to contact. when can you confiscate a gun. all over the place in this country. that's a huge issue.

>> ainsley: he was hearing voices mental health facility two weeks this summer. quash, i wish they had not released him. i know you can't predict. we are reporting on evil happening in the middle east and now happening in maine right here in america. but, tom, are you and we don't know exactly all the details of what happened. are you surprised though that he got away with shooting 22 people that you are in a public place? it's not a school where there are children that aren't armed. this is maine where a lot of people do have guns. have you surprised -- i don't know all the laws with carrying. are you surprised -- and maybe someone did storm him and they were shot and killed. i don't know. are you surprised that he was able to go to two different places and kill as many as he did? >> no. you know, me and mark spent our whole career investigating crime and dealing with, you know, guns and shooters and bottom line is this guy is well-trained. we knew that the minute we saw the picture is he well-trained. he knows how to handle that weapon. someone who knows how to handle a weapon efficient with a weapon

shoot a lot of rounds is going to do a lot of damage. this guy had a plan. back to your first comment. we need to find out who dropped the ball. how did the drop get dropped being in a mental institution threatening to shoot up. walking around with a semi semi-automatic rifle. every state is different. we have a federal law overseeing all of this. every state passes different laws. yellow flag law. be consistency how mental health professionals can notify police officers of a danger. this fail over and over until we address the mental health issue and how they deal with law enforcement. we have got to fix this. >> steve: chris harris who is our stage manager who also is a licensed gun instructor. safety maine amended red flag laws a couple years ago. obviously this guy slipped through the cracks. going to your point though about he had a plan the way he

methodically did this, it's curious that he ditched the car, in nearby lisbon, maine, right next to a boat dock. if you are right at a boat dock, it doesn't take a brain surgeon to figure out there is a possibility he could have had a boat there and floated down the river or went up the river or something else just to lose anybody who might be able to watch him on surveillance cameras. >> but, again, he is a smart guy. boat escape? did he have another car sitting there waiting for him so he got in the car and left. he is not stupid. he had a plan. he could have got in a boat or another car or a home and took over a home and now in someone's home. he could be in the woods. some options. what is difficult is he is a well-trained. again, is he trained how to invade the enemy. if he has got military training. and right now the enemy is the

>> lawrence: overnight, israeli troops launching what is being called as the largest ground incursion into gaza since the war began. >> brian: trey yingst is live on the ground in southern israel. trey? >> yeah, hey, guys, good morning. a very active southern front overnight and today. i do want to show you the scene behind me. see that dark cloud of smoke rising from the gaza skyline. the israelis have been hammering the northern part of the gaza strip. we watched as large explosions were all along the strip. they were trying to hit a number of tunnels that are beneath gaza. this specific cloud we are still trying to identify what is on fire here in the northern part of gaza. this comes as overnight the israelis conducted their largest ground raid into the strip since the october 7th massacre. you can see in this video here, the israelis using d 9 bulldozers, tanks and infantry troops from the brigade to enter gaza. the israeli military says they destroyed a number of anti-tank guided miflt cells.

they also destroyed a number of hamas and islamic jihad positions along the border all in preparation for expected ground operation. we have also got new satellite images from max r technologies that show the northern part of the gaza strip. you can see the before and the after. the amount of destruction to gaza's infrastructure as the israelis look to prepare for that eventual ground operation. israeli prime minister benjamin netanyahu talking about those preparations. take a listen. >> i want to be clear. the timing of the ground invasion will unanimously decided by t the war cabinet alg with the chief of staff and war cabinet. when we get into gaza down the e we will collect the highest price from those murderers who committed the horrible atrocities hamas idealists. >> we also got some new information for you the

international legal forum has told fox news they filed a formal complaint with the international criminal court about the october 7th massacre. they say they are calling for the organization to investigate war crimes and genocide. guys, back to you. >> steve: hey, trey, real quick. is this the first time since october 7th that israel has sent tanks into gaza? i know the idf was asked that question and did not respond. >> it's the first time they have sent this many tanks across the border. what we saw last night was a preview of what is to come. a large column entering the imrip engaging targets along the way. not just destroying those cells along the border but also trying to gather more information about the possible location of the hostages. we understand today from the israeli military the number has risen to 224 people being held inside gaza. that number does exclude the four hostages that have already been released. it does come as the northern front remains active as well as operations in the west bank.

"wall street journal" reports israel has agreed to delay as we get our missile defense in place. do you think that has got validity? >> so i haven't been able to independently confirm that reporting but i did see the

report last night, and if it is confirmed, it's significant and i think it points to the concern of both the israelis and the americans about the potential of this unraveling to a broader regional conflict. the israelis continue to work on the ground to try and manage the hamas threat inside israel and in the west bank. we know last night they conducted more raids in the west bank against these iranian backed groups. they have arrested more than 660 hamas members since october 7th. but it's not just the west bank, the northern and southern front but yemen, syria, iraq and even iranian territory where they have to make sure they are managing threats from. >> ainsley: hostages, why did it go up to 224? >> each and every day the israeli, the intelligence agencies are gathering intelligence, video, intercepting phone calls and trying to determine if people are alive or dead. they are identifying bodies and trying to figure out who is still alive and being held

they are trying to get him out of the military right now. so they will have a number of records on him there. relative to his training as well. i find it interesting that there is an mp unit in the maine national guard and they are saying firearms instructor. i am wondering if there is connectivity there. one other thick i would like to point out here that i think is significant relevant to movements and behavior, what many people don't think about relative to these shootings is that if he has a circle of incident man's. familial connection. family. sometimes those individuals are at risk of great harm there may individuals that we don't know about yet. i think back to charles whitman, he harmed his family before he took off he worked the day trader shooting all those years ago, he killed his family before he went out and did the damage that he did in atlanta. so you have to think about all

members. former family members in this case. unfortunately, yeah. we have seen this in past history where they will go after their own and sometimes unfortunately it ends in, you know, a murder-ewe side. >> lawrence: jack, what type of perimeter have we got here. someone armed and dangerous. not just armed and dangerous. but tactically trained. how far do you want to take it out? we saw in the last case when there was even a prison escape that the guy went over the perimeter and, of course, law enforcement weren't anticipating that do you go big right now and then work your way in? >> yeah. exactly. you are going to go large in this case and work your way in. obviously we know where the car was found. i believe 8 miles from the scene, and you are requesting to start, obviously large and work your way. in obviously we are using dogs, we are using helicopters. i know for a fact the fbi is also assisting in the investigation. and all resources law enforcement in maine and the federal government are being

afforded to the locals on the ground there right now. >> steve: sounds like they just expanded the search area and telling people to shelter in place in the nearby town of bowden as well. >> ainsley: jack, in your experience, what kind of guy does this? >> obviously there is some mental health issues here, unfortunately. we do know for a fact that he was, you know, confined for two weeks this past year. unfortunately, we do not know enough about him at this point in time. there might be ptsd issues. there might be other mental issues that we're just not aware of right now. there is definitely a mental health issue. because a normal person just doesn't do. this i have worked with many, many people that are law enforcement. firearms instructors, swat operators for many, many years. they operate normally every day, day and night. >> brian: i wonder if there is something that could be in place that if you have two weeks in a mental institution for emotional breakdown for whatever the reason, want to shoot up a military base that they take
