lines because the fbi can quickly mobilize assets to assist state and local law enforcement they are going to work hand in glove together. >> steve: sounds as well, stuart, as if the fbi is going to be talking to a a lot of people at the u.s. army reserve this guy was a reservist, reportedly. >> he was also a firearms instructor reportedly. and he got in big trouble this past summer because he threatened to shoot up the national guard post in sacco, maine where he was posted and then he wound up going to a mental health facility for a couple of weeks you got to figure the army has a great big thick file on this guy already. >> here is the frustration in what we do for a living and this is why it is real life and not for a made for movie type of scenario, you know, keep in mind that, yes. law enforcement is going to seek out the assistance contact

robert card. require intarnts. subpoena power because, in this day and age as you readily are aware brexit this person's privacy rights. the laws in place to protect him, law enforcement is going to have to seek out these search warrants, which is going to require a prosecutor prepare those affidavits and then it's going to go before a judge, a judge has to sign off on the authorization. and so that was being done through the wee hours of the morning. what law enforcement wants to know is to speak to these mental health professionals find out the highs and lows, is this person strictly homicidal? is he suicidal? because now law enforcement has to play chess game with him to try to figure out what his next

move may be. >> why aren't you guys not communicating with one another? okay, the fbi does the background checks he every time you purchase a weapon. but you got the military that have the records of this guy who threatened to blow up, shoot up the base. they don't tell the fbi that what is the barrier preventing them -- the two agencies from communicating with one another? great question and to your point i spoke to a colleague actually involved in this investigation. maine has some of the most relaxed gun control laws throughout the united states. they have what is called yellow flag laws, clean-up is very different than red flag laws. such as the laws that we have down here in florida. and one of the most distinguishing characteristics of that yellow flag law is that contact with a loved one or relative or someone who is non-law enforcement cannot
4:09 am
petition to involuntarily commit someone to a mental health facility it. only can happen if law enforcement makes the initial contact with that individual. so, to your point, even though the army may have been aware of it or his loved ones or friends or family, unfortunately, given the laws and keep in mind that maine over the last two or three years that what they will yellow flag law came into play this was a compromise by the politicians in maine to placate to the federal mandate wants to harden these loopholes. the fact remains if i'm the closest person to this individual and i'm clearly, readily understand this person is going through these mental health scenarios, i cannot go to law enforcement and have a petition issued to get him committed and this is just a

huge, big white, you know, big wide hole in the sy to allow. >> steve: they need to change the laws. >> they need to change the laws. >> >> ainsley: he was in mental health center two weeks i wish they had not let him out. national guard base in maine where he was training. if there your experience, what about notifying the families? we woke up this morning we know 22 are saying they are dead. they are saying that number is fluid though. that's what they think it is. the families, i was reading this morning, one mom can't get any information on her son is not answering his phone. he was in that bar playing pool with her ex-husband and she is waiting. when will we start to find out how old the victims were. their pictures, that kind of thing? >> >> brian: probably still hear you can go ahead and answer. >> so, look, again, lewiston is
4:11 am
a very small police department. it only has 42 sworn law enforcement officers and no matter how much they train and plan for the inevitable, this is going to be a quick catch-up game and quite frank there i'm very sympathetic and empathetic to the families that just quite frankly still frustrated by the lack of information. but, keep in mind that law enforcement is strictly focused right now to try to, you know, locate and apprehend this individual because they are, obviously, afraid that he may come out again and try to committed another mass murder. so, you know, i'm empathetic and sympathetic and so is the fbi and saving local law enforcement. keep in mind, it's going to take at least probably another few hours, probably into the afternoon, until they come up with a plan in place to just be able to marshall all of this information and then be able to make contact with the families. >> lawrence: it's a massive scene too, stuart. talking about 22 people two separate locations and police

in tel aviv as hamas launches more rockets from gaza. >> ainsley: this comes after israeli troops launching overnight raids in what is being called the largest ground incursion into gaza since the war began. >> lawrence: trey yingst is live on the ground in southern israel. what's the latest down there, trey? >> yeah, hey, guys, good morning. remarkable that 20 days into this conflict hamas and islamic jihad have maintained their ability to fire on major population censors across israel, just last hour targeting the country's second largest city of tel aviv, sending hundreds of thousands of people to bomb shelters. i do want to show you behind me the gaza strip still small amount of smoke rising are. pounding the eastern side of the gaza strip. israeli airstrikes have targeted positions all across gaza. you hear the thud in the distance that's outgoing artillery. israelis say over the past 24 hours, 250 strikes have been

soldiers for the coming operations when we get into gaza down the road, collect the highest price from those murderers who committed the horrible atrocities, hamas idealists. [explosion] >> trey: we know that the number of hostages inside gaza has risen to 224 people. that number excludes the four hostages released as part of i caqatqatary. not just the south but northern. but also west bank conducted new arrest raids overnight. twice, bark to you. >> steve: trey, the tanks went into gaza from israel. , did something and came back out. do we know what they did? >> >> we don't know exactly what they did when they were inside the strip. we understand what they destroyed. according to the military, they were trying to take out a number of anti-tank guided missile positions along the border.
4:16 am
just last week we saw the militants inside gaza are still firing in these communities here along the gaza border. israelis are concerned when they do launch a larger ground offensive into gaza that they will be ambushed. they will be hit right away. they are clearing that path. working to destroy any of the cells along the border and making sure they can get any new information about the situation inside the strip. ains ainsley trey, was this just preparation for what's yet to come? >> it appears so. israeli prime minister benjamin netanyahu not mincing words when he was talking about the timing of all of this. because the number of hostages so high there is understanding at the top level of the israeli military and government while the ground operation continues, that artillery still into the gaza strip. they want to allow diplomacy to prevail if it can in these early days. 20 days into the conflict, it seems like a long time, but the israelis are taking the long view. they understand this could be a months long operation. it likely will not just be focused here in the south but
4:17 am
also along the northern border. they have to be patient and disciplined in this approach. >> brian: we watched officials from hezbollah or terrorists from hezbollah, hamas and iran meet as if they are heads of state. they invited the press. in i mean, these people used to be under ground and denied their relationship. not anymore. remark to be see the heads of hamas and hezbollah all in the same room in beirut. they are not hiding anymore. they want to be clear this is a joint effort to attack the jewish state. so, there is an understanding that when the israelis do enter on the ground into gaza, it will spark a much larger regional war. and reports indicate that that's the reason the americans are telling israel to wait. they want to get air defense systems across the region, understanding it won't just be attacks on israel but also ongoing attacks on u.s. bases across the region. because the iranians have more than just hamas and islamic jawdz south and hezbollah in the north. they have iranian backed with
4:18 am
supply they have used to target u.s. bases around baghdad. they have militias in syria. they have these iranian backed houthi rebels in yemen. so there is an understanding this could quickly unravel and everyone has to be patient here, understanding that it will take months to completed this operation. >> brian: thing surrounding all of it is iran. iran is involved in every aspect of this. thank you so much. >> lawrence: got word fort bragg, fort liberty is deploying troops. >> steve: how many. >> lawrence: they did not say. we will be following that meanwhile at 7:17. >> ainsley: a lot of events happening around the country today all related to our breaking news. we do expect a news conference about what is happening in maine at 10:30 a.m. eastern time on the mass shooting. >> steve: a half an hour before that in new york city the world gathers for emergency session of the united nations general assembly to address the war in

officers without saying hey, i made a mistake i accidentally pulled the alarm. i think the video speaks for itself. i was flying home from west chester last week he sat down in the same row. i said thank god we are not sitting in the exit row because lord knows what he would have done. look, he obviously pulled the fire alarm. he obviously did to stall and create chaos. that's what he is. he is a day as agent. this is somebody who voted against condemning hamas yesterday. it's disgusting. it's despicable. i don't know how you could be a member of congress and not condemn hamas. they are brutal terrorists who slaughtered jews. the biggest massacre of jews since the holocaust. this is a no-brainer. >> lawrence: i'm curious, congressman, i know there was a legal investigation. but will there be a house investigation as well. will he be censored?
