they are expanding the shelter in place to the town where robert card is from. more than 100 investigators working this case. everything began to unfold yesterday evening about 6:56, lewiston police started to respond to two shooting incidents, one at the bowling alley, one at the bar. 8:00, active shooter in lewiston. by 10:00, warning residents to avoid the area until all clear is given. it was not. 10:25, issue this countywide shelter in place order. 11:00 p.m., robert card is named person of interest. when you look at the map, the twoen 62s where the mass

investigators as the press conference looms later on mid-morning. where should people be most concerned about the search? have they zeroed in on where car is now? have they narrowed things down at all? back to you. >> steve: exactly, where is he? thank you. learning about robert card, 40 years old. todd piro has the latest. as you depict his biography, people will be going, wait a minute, there were great big red flags about this guy. >> todd: a ton and that really is the main issue we hope gets addressed. police say robert card is 40-year-old man, past raising big flags for law enforcement. believe to be trained instructor and is in the reserves.

police say he recently reported mental health issue, including hearing voices and thoughts to shoot up a military base. he is considered armed and dangerous. studies engineering at university of may and card last known to be driving that car there, a white subaru outback with a black bumper. police say the vehicle was discovered near a boat dock in lisbon, maine. xshls expanding the shelter in place beyond lewiston continuing to search for card. authorities set to give an update 10:30 a.m. eastern time. we really hope to learn a lot more about this individual because people want answers and have questions. >> ainsley: they want to feel safe. >> steve: he was hearing voices and he was a gun instructor. >> ainsley: and mental institution for two weeks.

>> steve: because he wanted to shoot up the guard. >> brian: nicole parker is upon hadding us and eight or nine hours later we do not have the person of interest. nicole, going over the case in your head, what do we know for sure and how would that affect what you would be doing right now if you were in charge of this case? >> this is complex, an extremely complex situation. i have responded to several mass shootings and in a lot of instances, the shooter ends uptaking his own life. the shooter is on the loose, it is important citizens shelter in place or do what law enforcement tell you to do. do not leave your house. if you have a tip call 911, do not go toward the shooter. it is important that people understand this is different from a typical situation. we just recently went over the

pennsylvania manhunt with cavalcante, he had not just shot and killed 22 individuals. this individual has killed 22 individuals and proved he is violent. he is not turning himself in. you need to be careful. individuals say, our community is so safe, never thought it would happen here. nowhere in this country is safe anymore. you have to be very careful, if i can give one piece of advice, run, hide, fight, that could save your life. run, hide, fight. >> steve: it was kids night at the bowling alley and that image is him at the bowling alley. it was kid's league and people did run and hid in the pin machines. there were dozens of other people in the bowling alley who

survived and in the restaurant he went to and survived. as you know, as law enforcement, you sit down and ask somebody, what did you see, what did you hear? describe it to me, they all have different points of view and say different things. we have surveillance video that shows it's him. >> right and surveillance is very powerful. his face is uncovered, so those in the community know who he is, they were able to identify him. memorize his picture. thank you to the media for plastering his picture everywhere. if you see him, call 911 immediately. it is important to note how important witness interviews are. we conduct investigations, it is natural to have a different recollection. when you are interviewing hundreds of people, you piece together the information and the surveillance and piece together license plate readers.

the car went to a dote dock. i worked cases where the individual ended up jumping into the river and he was armed and had the gun. we don't know where this individual is. he could be on the loose. he could be in the forest. he could have committed suicide or he could be long gone. it is important to take all precaution. another important thing, this is all hands on deck, local, state and federal. when you report to an active shooter, it is typically local law enforcement jurisdiction and they take lead on the case. the fbi is there, of course, the fbi is there. after sandy hook, a law signed that said if there is active shooter incident, the fbi can bring in tremendous resources. swat teams and tactical teams from fbi are there, fbi boston and resident agencies located in

the maine area. fbi is providing hostage rescue team and negotiators. this individual could potentially take hostages. it is important to look at all resources being used. behavioral analysis team, evidence response team. what you see in the media is just a sliver what is going on. you have individuals at multiple crime scenes, individuals conducting analysis behind the scene, going through social media, scrubbing account, going through and doing search warrants, conducting family member interviews. what is the pathway to violence for the individual? he did not just wake up yesterday and say, i'm going to go shoot up this bowling alley tonight. i guarantee it was planned, there was a precipitating stressor that led to this moment. today is the day and i'm going to do this.

behavioral analysis unit will be looking attideiation, grievance, what caused them to do this? obviously they have mental history, they will look at that, what medicationings were they on, things like that. >> lawrence: elephant in the room, if you look at the 14509er as we put photos on the screen, how he crouches and holds his weapon. he's part of the military and swat is a military strategy, so he's familiar with the strategy and knows how to evade and capture. is law enforcement going to deal with that issue as they try to go after someone that knows their strategies? >> absolutely and lawrence, that is very important point, this is not someone off the street, this is a highly-trained individual that we understand potentially had been firearm instructor,

former military, extremely dangerous. people need to understand and respect what law enforcement is faced with everyday. they are expected to go toward the shooter. i was on the violent crime task force. when i was going out, i had a special vest, ceramic plates, swat members have a lot of extra protection, armored vehicles, tools and resources that a regular officer or law enforcement officer may not have. it is extremely dangerous and this is after they have shot and killed 22 people. and potentially injured several more. i think another thing i want your audience to understand, this is not -- the notification process, i've heard talked about, that is most delicate portion of this entire tragedy. having to tell a family, a loved one, your family member or loved one is never coming home again.

okay. i've done it, i've had to do that at parkland school shooting, the fort lauderdale shooting. law enforcement has to get it right. there is a sense of urgency, family members deserve to know. they have to identify who the deceased are. sometimes they may not have id, you may have to ask fphotos fro loved ones. you cannot get that wrong, that is the worst nightmare and my heart goes out to the family members who lost their loved one. >> ainsley: do you think he planned this? do you think he knew someone at the bowling alley or bar? >> i don't want to jump to conclusions, it will be a thorough and complex investigation. number one thing is to apprehend the suspect. it wouldn't shock me. these shooters, a lot of times,

they want attention. it is disgusting and evil to say, most bang for their buck and i saw myself at parkland school shooting, he intended to shoot more than he did and these people know where there is a large population. this is a smaller town, maybe 30 to 40,000 individuals, trust me, he knew where he was going, he was familiar with the bowling alley and league night for youth. that is disgusting and despicable and americans need to be on high alert wherever you are, keep your head on swivel. >> ainsley: they normally do plan it? in your experience, do they usually plan it or is it he's driving down the road and he snaps and just happens to be driving by the bowling alley? >> in my experience, again, we cannot say or jump to incorrect conclusion, there was likely a lot of planning that went into this.

how successful do you think you will be at finding the tunnels on the other side in gaza? >> the hostage situation is a grave situation and there is constant more intelligence coming in. hamas is diabolical organization that has taken so many people into gaza and indeed some operations we were conducting near the fence was to pick up bodies they dropped on the way. we were seeing intelligence coming in and cross-referencing it with different information from elsewhere. the number is flexible. we still have about 100 people unaccounted for, that number could go up even more. operations are ongoing, i prefer not to delve into specific details, despite the fact you are interested in it obviously because of operational concern. we need to leave it at that. i would say 224, families of 224
