>> kayleigh: two news conferences on the massacre in maine wrapping up last hour. law enforcement intensify the manhunt for 40-year-old robert card who they say murdered people and injured more. he should be considered armed and dangerous. he is firearm instructor trained by the military and recent history being treated for mental health. entire county on lockdown, dozens of schools closed and residents have been told to shelter in place. i'm kayleigh mcenany, this is "outnumbered." here with my co-host, emily compagno and harris faulkner, also joining us, fox news contributor, marie harf and marc thiessen, fox news contributor.

let's go to nate, who is live with more. nate. >> 17 hours in and robert card still out there. we did not get a lot of information specifically about where authorities think he is. we did get more information about the victims and number of people killed is actually lower than previously reported, still a tragic and senseless loss of life. you mentioned 18 people killed, 13 injured. we learned how it happened. just before 7:00, card is accuse of going to a local bowling alley and murdering seven people, 12 minutes later going to billiard bar and restaurant and murdering eight people there. three people taken to hospitals later died, bringing total number of people killed toena. right now he is wanted for murder, eight counts of murder, the reason is 10 of the victims have yet to be identified and you mentioned, he is considered

armed and dangerous. the scary thing in this community, nobody knows where he is. businesses right now are closed. mostly the only people out are members of the media and law enforcement. after what happened last night, everyone is on edge. but on top of that, card's background is concerning. he was or is petroleum supply specialist in the army and has a history of mental health concerns. talked about hearing voices in his head and talked about carrying out a shooting at national guard base in maine and was committed to a mental health facility for two weeks this summer. schools are closed. even portland schools are closed. there are reports possibly he crossed state lines and has gotten to massachusetts, that is

not confirmed. we are working to confirm new information right now. the car he had was found in lisbon, one of the three towns where there is shelter in place order right now. the governor said just moments ago, this is a horrible loss of life and the healing process is only beginning. the people of maine will go through the process together. back to you. >> kayleigh: no doubt. he grieve for maine this hour. thank you, nate. bring in chris swecker formerly with the fbi. chris, thank you for being here. most immediate question that comes to mind, last night they secured perimeter around that abandoned subaru by the boat lift. there is fear he has a scanner. what are the odds he's at that area or perhaps in a different state?

>> chris: he had a switch car there like a bank robber does, a switch car, and he's within hundreds of miles from the scene or he had something staged there or a plan where he was going to get in a boat or go off into the wilderness there, that rural woodsy area, which is very similar to what we saw with eric rudolph. it is pretty vast. if he has a camp somewhere, prepositioned, which he may have, it will take a long time to get him out of there. it will end badly, i think. if he's in there, they will find him, it will take a longer time. >> kayleigh: we hope not long. i know that community is in great fear and trepidation. talk about what we know about this individual. we do know that he is described as hearing voices. he spent two weeks in a mental

health facility over the summer. what occurred to me, secret service assessment in january, they studied mass attacks and here is what they found. they made clear that the vast majority of individuals who experience mental health issues do not commit acts of crime or violence. symptoms are contributing factors and not causal explanation. but of 180 attackers in the report, 58% experienced mental health systems. the texas tech shooter did. are warning signs missed? >> chris: absolutely, i say in mass shootings, there are signs. some more extreme than others. in this case, it was extreme, he was flashing red. >> kayleigh: wow.

>> chris: he looked for help. he had ideation of committing violence against his own national guard unit. he had restraining order, domestic violence incidents, i don't know another set of facts where someone was more flashing red. as conservative, i don't like gun control, bullet i do believe there is room for red-flag laws so sheriff's deputy or someone can go out and get an order and go to the house and take the guns. >> kayleigh: final question for you, in this case, blaring red signals as to mental health issues. he had threatened to shoot within the base he was stationed at. two-thirds of the 180 attackers studied, 66% engaged in prior threatening or concerning communication. again, does something need to change? does the law need to change? you communicate your intent, 66%

of the time in cases we look at. >> chris: we get civil restraining orders everyday. as an attorney, i do it quite a bit. it is showing evidence to magistrate or judge and they make a decision and issue order and law enforcement serves the order and in this case, if in a perfect world, they would be able to go in the house and take any guns that are present. you don't go to the door and say, can i have your gun. you go and serve the order and find the guns and take them. you might take further step to have the person institutionalized for a period of time. in some places, two weeks, some places longer. >> kayleigh: chris swecker, thank you for your expertise. >> chris: thank you. >> kayleigh: harris, he targeted this bowling alley, it was kid's night, youth night. your thoughts? >> harris: youth bowling league

there. couple things, he mentioned flashing red, there is yellow flag law there. they do have some structure to how they can get and find out who among us should be people who have guns taken away, should get medical help. unfortunately, what paul morrow, nypd was telling me, this guy likely checked himself in for two weeks. two weeks is a long time, they must have seen something. like baker law, red-flag type laws which would institutionalize you for a period of time, 72 times. two weeks are a long time. if he did that, it would be on the responsibility and onus of people, doctors, nurses, people in the medical facility to contact police. without doing that in the state of maine, they can't just take away his guns. it is law enforcement, police

and prosecutors. red-flag laws allow you to do that, yellow doesn't. i loved what paul said. they will investigate and do all of that, but the killer did this. yeah. so can they fortify maybe some links along the chain to figure out what was a loophole and what person didn't check that. they can and should. the person who did this was and is a killer and where he is now is critically important. it is not just the car he dumped. it is two boats he can get his hands on and we know he was going down the androscoggin, following that river from town to town, that is how you get there. he could have been on the water. you talk about neighboring state, a lot of places he could be. he can evade and hide, there are nothing experts are telling me or have to indicate that he wanted suicide by cop this late in the game.

he may have initially wanted that, but he did tell people around him, he was hearing voices and wanted to attack the military base. all that is true, what he's doing now is evasive and he's built for that, and can do that. >> kayleigh: marc thiessen, we see it every single time. i was reading article by miguel farria, the sandy hook shooter was in need of mental health evaluation. the gabby gaffordshooter, the aurora shooter, virginia tech, every single time. >> marc: great point you made in the interview. in a lot of cases, these were civilians, you had like a parent that didn't notice or want to believe their child was mentally ill. not professionals, just people living their daily life, caring for people and missing the sign.

here, this guy is member of military, firearm instructor, telling people he wanted to shoot a military base. these are government officials that missed this. we don't know the details, there is a lot to learn. there is different standard for disarming military firearm instructor who said he wants to shoot up military base than for a kid who might be acting out and you don't know he is serious about it. >> harris: we don't know that. >> kayleigh: emily, speaking from a legal perspective, in the virginia tech case, two female school mates this guy sent threatening messages to, he was deemed imminent danger to himself and others. court of law involved and nothing happened. it seems like institutional failure. >> emily: which seems to be totally prevalent here in the united states. gavin debecker has outlined and identified what are predictors

for violence and the violence that include lack of boundaries and stalkings or these types of shooting. it is predictable and doesn't mean if you have those things this will happen. if it happens, that person had all those things and the fact so many people knew about those red flags, i use that not legally, is so sad, it means this was preventable and i want to underscore the fact being a member of army reserves and any type of veteran community and consistently being let down by amount of resources and type of resources. i'm not a man of bloated legislation, the point and issue remains the men and women in service during and after are woefully being failed by everyone in congress and in leadership who is not identifying where and how they need the kind of help that is based on real data and real

listening and not just throwing money at a problem or shoving something into antiquated rubric. i hope the outcome is successful, apprehended with zero injury to law enforcement. calls to mind the cavalcante convicted murderer and thanks to federal and state resources and u.s. border patrol tactical unit and canine yoda, apprehended with zero injury to law enforcement. i pray it ends there and he is apprehended successfully. kale you don't often see mass shooters at large. >> marie: mark and i know maine, there are a lot of places to hide in maine, forest land and places where there are not a lot of people. given his background, hopefully

you have to assume they have worked out coms that are going to work for him that he wouldn't have the ability to listen to. that goes to an important point. one thing that is crucial now getting into what is now a second day of this thing, is the organization of the command post. state police have the ticket, as david said unless they develop something relative to terrorism, they will be the lead agency. one person at the top, looks to be colonel ross, running the show and various modules, they are called. you have operational folks out in the field doing a grid search, using assets. other people you are not hearing much about. intel people looking at his life, doing search warrants, looking at social media, his digital footprint. you need a legal module, thatten
