like energy, communications and water treatment. u.s. agencies were able to disrupt this access but making a dent in china's hacking network will be difficult. director wray was among the intelligence and cyber officials who testified the prc hackers have breached critical infrastructure with the intent of using the access as a weapon of war if the u.s. and china were directly engaged in the pacific. jen easterly, she gave the example of the colonial pipeline ransomware attack in 2021. it was devastating. she explained how china could inflict more pain on u.s. citizens on a massive scale. >> imagine not one pipeline, but many pipelines disrupted, telecommunications going down so you cannot use the cell phone, getting sick from polluted water, trains get derailed, air traffic control system, port control systems are

10:08 am
against u.s. interests in america. do you have any doubt that order came straight from tehran? >> john, how we know the militias the proxies operate, iran gives general orders and then gives the training, the supplies, the material, the weapons, to be able to execute. and this is where we have really parsed words with the administration, even the october 7th attacks said well, we didn't know that they were directly ordered to do that attack that day, but they give general orders and the resources to do it, what we also know is when iran says stop they stop. and this is why we have to restore deterrence and to do it we have to hit things iran cares about like its operatives, it's facilities, its oil terminals. iran will trade the lives of its proxies, that's a good trade for militia lives for ours. we have to start taking iranians off the battlefield. >> john: i wanted to ask you about that. the pentagon says ok, all well and good that kataib hezbollah
10:09 am
says we are not going to attack the u.s. because the rubicon has been crossed and the president has made a decision he is going to respond. the question is how, when, and for how long. you mentioned a couple of targets that you thought would be good ones for the pentagon to hit, specifically what do you think biden will do, though? >> don't ask me to get in the head of president biden, john, but i can tell you what i would recommend. there is a lot of room between these kind of attacks, bombing warehouses in the middle of the night, taking out some militia leaders and actually hitting tehran proper. you hit irgc operatives running around iraq and training the militias. soleimani's successor is freely moving around that could be targeted or another rung in the escalation ladder, a two-fer, the oil terminal which exports 90% of iranian oil and is

offshore. now you are drying up the cash and hitting something that they care about. so i think there's a number of things that we should have done a while ago, i hope the president takes decisive action before we lose any more soldiers. >> john: i expect we will hear soon what the president has decided in terms of a release from the pentagon. let's move into china and the cyber threat that christopher wray, the fbi director is talking about. we learned that a number of chinese nationals have been indicted on charges of selling u.s. technology to iran. there is also another operation called volt typhoon that the doj and the fbi are looking into. this is cyber hackers from china targeting critical infrastructure here in the united states. and here is what chris wray said about the nature of the threat that we face today. listen here. >> to quantify what we are up against, prc has a bigger hacking program than that of every major nation combined.
10:11 am
in fact, in fact, if you took every single one of the fbi cyber agents and intelligence analysts and focused them exclusively on the china threat, china's hackers would still out number cyber personnel by at least 50-1. >> john: this is china preparing for the next big conflict, do you have any doubt, congressman? >> we know it is. the difference here is that this is cross the line from collecting on us and using cyber to get inside of our systems, to putting malware in that can take out our systems. so we have to start thinking about this differently. there is no difference in sending a missile into a dam or a water treatment facility than it is shutting it down through cyber means. it's an attack. it's an act of war, we have to begin thinking about it that way and secondly we can't play perfect defense as the director said. they are overwhelming us with
10:12 am
their offensive cyber. how do we flick the lights in beijing and let them know that if they pull this trigger this will be mutually assured destruction on both ends, and finally, we have to unleash our private sector. that's where the vast majority of our expertise is. we are thinking about this as government versus private, they are unleashing everything they've got at us, so we have to take this incredibly seriously because this is -- this will be the first strike, both in cyber and in space if china decides to go on the offense. >> john: 50-1 they outnumber us by. that is troubling. thanks for joining us. happy 50th birthday. >> thanks, john. >> sandra: certainly some contentious moments on capitol hill with this tech hearing. mark zuckerberg on the screen, big tech ceos are testifying on child exploitation. lawmakers pressing the tech ceos, some saying you have blood on your hands to them. mark zuckerberg is now, he's now

being questioned by a lawmaker. they are asking about searches, searches for drugs, and really the pressing from lawmakers continues and the pressures on girls, we are told, is sort of the focus of this questioning right now. let's dip in here and listen to mark zuckerberg's response. >> you give them the tools to affirm the self-hate that is spewed across your platforms. why is it that we should believe that you are committed to doing anything more to keep our children safe? >> sorry, there's a lot to unpack there. >> there is a lot. >> we give people tools to express themselves in different ways and people use facebook and different tools to make media and photos and videos that are fun or interesting across a lot of different. >> plastic surgery pins are good tools to express creativity? >> senator, i'm not speaking -- >> scan lightning tools are tools that are creativity --

this is the direct thing that i'm asking about. >> i'm not defending any specific one of those. i think that the ability to kind of filter and edit images is generally a useful tool for expression. for that specifically, i'm not referring to the study you are referring to but did make it so we are not recommending this type of content to teens -- >> i made no reference to a study, to court documents that revealed your knowledge of the impact of these types of filters on young people, generally young girls in particular. >> senator, i disagree with that characterization. i think there is -- >> with court documents? >> i'm -- i haven't seen any documents. >> okay, mr. zuckerberg, my time is up. i hope that you hear what is being offered to you and are prepared to step up and do better. i know this senate committee is

going to hold you to greater account. >> senator tillis. >> thank you, mr. chair, thank you all for being here. i don't feel like i'm going to have an opportunity to ask a lot of questions so i'm going to reserve the right to submit some for the record, but i have heard -- we have had hearings like this before. i've been in the senate for nine years, i've heard horrible stories of people who have died, committed suicide, been embarrassed. every year we have an annual flogging, every year. at what materially has occurred over the last nine years. do any of you all -- just yes or no yes. do any of you participate in an industry consortium trying to make this fundamentally safe across platforms. yes or no, mr. zuckerberg. >> yes. >> there's a variety of
10:16 am
organizations. >> do you participate. >> which organization -- >> does anyone here not participate in an industry -- i actually think it would be immoral for you all to consider it a strategic advantage to keep -- to keep private something that would secure all these platforms to avoid -- do you agree with that, you want ours because ours is the safest, and you realize it's an existential threat if we don't get it right. you have to secure your platforms, you have to deal with this. do you not have an inherent mandate to do this barks v, because it would seem to me if you don't, you would cease to exist. we could regulate you out of business if we wanted to. and the reason i'm saying, may sound like a criticism, it's not a criticism, i think we have to understand there should be an inherent motivation for you to get this right. or congress will make a decision that could potentially put you out of business.
10:17 am
the reason i have a concern with that, though. i just went on the internet while i was listening intently to all the other members speaking and i found a dozen different platforms outside the united states, ten of which are in china, two of which are in russia. their daily average active membership numbers in the billions. people say you can't get on china's version of tiktok. it took me one quick search on my favorite search engine to find out exactly how i could get an account on this platform today. and so the other thing that we have to keep mind -- i come from technology. ladies and gentlemen, i could figure out how do influence your kid without them ever being on a social media platform. i can randomly sent texts and get a bite and then find out an email address and get compromising information. if -- it is horrible to hear

some of these stories, and i have shared -- and i've had these stories occur in my hometown, north carolina. but if we only come here and make a point today and don't start focusing on making a difference, which requires people to stop shouting and start listening and start passing language here, the bad actors who are going to be off our shores, i have another question for you all. how many people roughly, if you don't know the numbers, roughly how many people do you have looking 24 hours a day at these horrible images and quick with the answer down the line, and filtering it out. >> it's most of the 40,000 of our people who work on safety and security. >> and -- >> 2300 people. >> sandra: we will continue to monitor the hearing, important questions from lawmakers to the tech ceos. you have x, meta, twitter, you've got tiktok, ceo present there as well, snap, this is --

states over joe biden. >> james carville and jen psaki, when they make the argument you heard, they are not saying vote for joe biden on his record alone because he's a good president, a wonderful four years in office, made your life better than four years ago, not the case for the majority of americans. they are essentially saying you vote for biden as a vote against trump, not necessarily that biden is the better candidate. we have heard that they want to keep donald trump at the forefront of the biden campaign because he is very unpopular among democrats and it gets their base riled up and ready to go to the polls as incentive to make sure they stop a second trump term, but when you look at the independent voters, they are actually interested in what donald trump has to offer for a second term in terms of unfinished business and comparing the biden administration to the previous four years under trump and the big difference whether it's on the economy, whether it's illegal immigration, inflation, all of these very tangible things people are dealing with today, they have a very recent comparison to make themselves. >> john: the nation was shocked
