[♪♪] >> jesse: welcome to a special edition of "jesse watters primetime" on this eve of independence day, we start with a fox news alert. just moments ago, joe biden wrapped up a meeting with dozens of democrat governors. at the white house as the nation questions his competence and the white house denies reports that he's seriously considering stepping down. senior white house correspondent is here with the latest. jackie. >> reporter: that was really something. we had three governors come out and speak to reporters after this meeting that lasted about an hour and a half. it wasn't until the third speaker cathy hochul that we heard definitively that biden is in it to win it. just reading my notes as we observe that, governor wes moore said we are honest about feedback and concerns, not that we have -- are afraid of the alternative but we have hope for the future. so that certainly was not -- it did not put a

pin in the question of whether biden's candidacy is a moving target still. so that is pretty notable. meantime the washington post is keeping a tracker of democratic lawmakers who have called for biden to drop out and also expressions of concern really got just a note of the moment we are in. it did not include the latest call for him to drop. this came just last our from a congressman who wrote, when your current strategy is not working, it's rarely the right decision to double down. president biden is not going to get younger. i'm taking time to seriously consider the best strategy for democrats to win this election and set our country on a positive path forward. that statement comes right after house democratic leadership held a conference call this evening following reports that members are circulating two letters, one calling for biden to drop out if the next few days don't go well, and the other demanding it. the biden campaign is also denying that there is a succession plan underway should president biden decide to step aside.

cnn reported that biden would throw his support first behind vice president harris and then former precedence and party leaders would follow suit to stave off a contentious fight for the ticket. the campaign tells fox there is "literally zero truth" to this report. but the biden campaign cochair is openly voicing his support for a many primary with president biden calls it quits. >> you can act, the procedure is in place to make it a mini primary and i'm in support of that. and it kamala harris would do well and that kind of process but it would be fair to everybody so all of the other governors. >> reporter: we haven't seen the full impact of this debate on polling, fundraising, nevermind the increasing calls for biden to drop coming from editorial boards like the boston globe put out today. in this moment from the democratic governors who met with the president, 22 of them,

the president and vise president making a surprise appearance on a dnc call telling staffers that he won't be pushed out of the race. "let me say this is clearly as i possibly can, as a simply and straightforward as i can, i am running. no one is pushing me out, i'm not leaving, i'm in this race to the end and we are going to win." the white house trying to project the same level of confidence. >> at the fundraiser the president blamed jet lag for his defeat a performance. does he need more than a week and a half to recover from traveling in europe? >> he owned that the debate was not his best night and he said himself it's not an excuse but an explanation. >> you got numerous questions yesterday about the president's debate performance. did not mention travel back jet lag, so i think you can understand why it was a little

bit puzzling to here the president mentioning that as his explanation. >> i would say that is my bad. we were so focused, i was so focused on the cold. >> 's president biden considering stepping down? >> absolutely not. >> will: every summer we do stories about sharks and shark attacks, they are now in the white house press pool. she is right though, everyone does have bad days, but having one bad day does not lead to this kind of fallout. biden's debate performance shone the spotlight on the diminished president we've been observing for years and once democrats were forced to confront reality, they've panicked because they know their dog and pony show has been exposed. and another all hands call today, white house chief of staff told staffers to keep their heads down and tune out the noise. the same blind either allies

employed for years they are hoping will willfully ignore biden's daily blunders. fox has obtained an all staff biden campaign memo with talking points about how the team should interact with people who want to step away from biden. here are some tips. they say things like help everyone understand the full picture on the president's support. amplify the president's engagements and remind people of the choice between biden and trump. even though i'm pretty sure last week's debate was just that. it was a reminder, the only reminder needed by the american people. a real recipe for success there in those talking points. biden's own party does not believe that's a recipe for success, biden's own party is turning against him and it's going to get worse. as more liberals lineup the courage to speak out. which is why after icing out allies for nearly a week, biden had to pick up the phone and start calling the likes of chuck

and nancy to assure them he's not quite dead yet. as jackie just told us, he met with democratic governors of the white house trying to keep potential successors at bay. i find it more notable that dozens of democratic governors on the eve of the fourth of july had to be convinced to meet joe biden at the white house. i find that much more notable then three who do not include any names that might replace joe biden, came out and assured us that the president is in it to win it. powerhouses like gavin newsom were in attendance but they weren't there at the microphone. and maybe the fact of their attendance gave some level of relief to the campaign. jd is a leading member of the biden harris advisory board. before today's meeting he said he had not heard a peep from the president since the debate. >> when it comes to this, have you personally heard from president biden since the debate last thursday night? >> i have not. i've spoken with people in the

campaign but not with the president. >> that's kind of surprising given that you are a member of the campaign, you are in the state that's hosting the democratic convention come august. are you surprised you have not heard from him directly? >> i think it's important for the president to talk to not just the leaders of the democratic party across-the-board but generally the nation and so i would like to here more from him. >> will: maybe he heard more from joe biden tonight at the white house. but why did biden avoid talking to lawmakers for so long after making them turn suicidal with his debate performance? schedule conflicts? >> why wasn't he doing that on friday, why was he waiting to do damage control until the middle of this week? >> he was busy dealing with his schedule and also speaking directly and engaging with his supporters and then spent time with his family. i think what's important is that he has done this outreach, he's

having these conversations. >> will: busy. recovering from the debate with hunter and doctor jill is apparently a multi- day process. all of this damage control feels like it could be, it looks like, too little too late. a growing coalition of house democrats are reportedly drafting a letter calling on president biden to end's reelection efforts. the dam is breaking, there are cracks. a white house that was once airtight now can't stop leaking. there was a bombshell report from the new york times today saying president biden told a close ally he's weighing whether or not he can continue in the race. joe's closest allies used to swear up and down how fit he was they would convince you of an alternate reality, they would gasly you with lies, but now they are rushing back to their favorite channels, their favorite reporters, to pressure the president to step aside. who will that ally be? no one knows.

who is telling the new york times that joe is considering weighing stepping out? i don't know. longtime confidant to the president and someone joe spoke to yesterday by the way, chris koons. the knives are out, that's the point. the sharks are circling. there really are too many suspects to narrow down who might be leaking that biden may not run. democrats stood with biden for as long as the bulls said that was the safe bet but now the winds are shifting and everyone on the left is fighting for their seat come november. but now that his numbers are in freefall, honorable democrats are running for the fire alarms faster than jamal bowman. democrats including one of biden's closest friends who's known him for decades say his single upcoming damage control interview with george stephanopoulos over the weekend won't be enough to assure the american people. >> i think they have to do a lot of stuff. they have to get him out there this week, he has to show people

that he is strong. they should have prepared us for a rest before thursday night to be perfectly frank and nobody did. one interview isn't going to fix this either. >> nothing that has been happening is encouraging and so, you know, we all love george stephanopoulos and that's great but it has to be a lot more than that. it has to be a barn storm, it has to be town halls in hostile environments, like fox news, and show us you can make the case. >> will: those people had d is next to their name, and they are right. one single interview with the man who used to be the press secretary for bill clinton who is now peddled as a mainstream journalist taped and edited won't be enough to convince us that we have a president capable of moving on, of leading this country. who knows what kind of restrictions the white house maybe imposing, but the pressure falls on a pc to deliver truth to the nation. democrats are keeping all

options on the table as they try to figure out whether to grin and bear biden stecklein a mental state or take decisive action to install a more competent candidate. >> this is a moving target, it has to happen quickly, but i can guarantee you there will be massive unity and focus on that task when we get to the end of this process and it's happening quickly. >> will: democrats are just nervous but angry, raging against leaders who kept this frail president a secret for so long. in addition to nerves, also delusion. biden campaign spokesperson says the voters want to see joe still in the race. >> he's the president of the united states, he's the person the american people, democrats who voted in all 50 states and the primary, that is who they want to be their nominee, he is the nominee for president of the united states for the democratic party. we can't go against the will of the voters. he does not want to go against the will of the voters.

voters want to see him fight. >> will: well, polls suggest that's not true. unprecedented levels of dissent against a president are coming from the left. a leaked internal democratic polling memo shows biden's dwindling support among his own voters, 40% of biden 2020 voters say joe should suspend his campaign now so that another democrat can take the reins. only 45% say biden should stay in the race. a brand-new wall street journal poll says 80% of americans think joe is too old to be president. that same poll has trump leading biden by six points nationally. but i do agree, democratic voters picked joe biden and a primary for president, so now what? media elites and political elites, barack obama get to pick who will be the nominee for president? that's a lot of undermining democracy in order to save democracy. the next few days are critical

though for joe's survival. next week he will take questions from reporters at a nato press conference. first he will sit down as we mentioned with abc for a taped interview on friday that will air on sunday with george stephanopoulos. and the washington post just reported that biden aids have come around to the fact that he needs to perform for the american people or it's curtains , saying the president must "quickly demonstrate his fitness for office or face a significant effort to force him to step aside." luckily for joe, he has two opportunities to do that within the next two weeks. let's bring in former democratic presidential candidate. thank you for being with us tonight. i love to start with, it is awkward. clearly if your primary purpose is to win and election, joe biden might not be your best choice as a democrat. to win the office of presidency. but democratic voters picked joe biden. why do some cabal of elite

people it does say no, it's not going to be biden? >> you make a good point. full disclosure, i'm on the ballot as an independent what i can look at this clearly and say this election is not about one debate. it's about inflation, it's about the economy, high prices, about the border, it's about spending money for wars, $35 trillion debt and government spying on americans. president biden is going to drop out. he will be judged by his economic policies and he's the president. as you just pointed out, why should he be forced out and by whom? the media, the political class? the american people will make the decision on election day who the president should be. i think there's a lot of time between now and then for the biden campaign to write their ship of state that is currently in turbulence.

but the fact of the matter is, our constitution establishes a position of president and if he's going to leave, there's a constitutional path to doing so. we have to follow the constitution. >> will: right. i would love to believe what you say is true, that the american people will pick the president in november. but it sure looks like somebody outside of the voice of the american people will pick who is running for president, at least as a democrat, much earlier than december, and they are doing it, and you make a good point bringing up the policies that are important to americans. right now we are having this conversation not because joe biden is mentally incapacitated, not because we should talk about the 25th amendment or because he's compromising american security, we are having this conversation because there's a belief joe biden can win and that seems to be the inappropriate and wrong conversation. the right conversation is who leads american now and who is capable of leading for another four years. >> it's interesting.

on one hand you have some democrats who are trying to give the president the heave oh. on the other hand you had some people in the democratic party with law fare trying to determine who the republican nominee would be an trying to force trump out through various prosecutions. so what's happening to our country? we have to get back into a discussion of what the candidates will do for america. with these high prices,. >> will: i don't know if the e-mail did not arrive in your inbox but i think what they are doing is destroying democracy in the name of saving democracy. they will engineer as you pointed out both sides of the ticket in the race for president in the name of saving democracy. >> we don't want a coup from either side. this is it. we cannot stand or a coup to be

of all as we mentioned, by the promises made by the democratic party and the reasons that kamala harris found herself on the ticket, there's no way to sidestep her should joe biden sidestep the presidency. it would have to be kamala harris. >> there's no question that it would be difficult. but what we have to recognize is that it does not matter who it is, whether it's kamala are one of the governors that was there are one of the other many names mentioned, they all believe the same thing that joe biden believed. the difference is that they may have some degree of competence. but the thing that the american people are railing against are these policies. if we have somebody who doesn't understand the importance of having a secure border, who doesn't understand leadership on the world stage, who doesn't understand how to use our energy

needs to resign as commander-in-chief. how much though do we increase the competency, dr, if we move to kamala harris? she is certainly at the top of her game, joe biden is not at the top of his, but i wonder what the ceiling is with her even at the top of her game when it comes to competency. >> the thing that worries me most about her is wherever she goes, her staff people lead. she does not seem to be able to inspire people -- staff people leave -- and see she seems to be somewhat mean. that is not what we need. right now our country is in dire need of someone who can bring people together. some of the things that you saw with president trump recently and some of those rallies in new york, in new jersey, bringing people from all different backgrounds together. this is what we need, not someone who irritates and destroys relationships. so that is as serious as the

fact that she may not be particularly competent as was demonstrated by the fact that she certainly did not do a good job as the czar for the border. >> will: right. one last question about kamala harris. any of that criticism that you just offered, whether about her handling of the border or her competency, has been met with the shield of well that's either sexist or racist. it seems to me that carried a lot of weight maybe some four, five years ago in america. i'm wondering what you think the appetite is in america today to be protected from criticism by playing the race card. >> well the race card has been effective in the past but i think people are getting a little tired of it. sort of like the boy who cried wolf too often. we can see on both sides the proliferation of black influence , on both the democrat side and republican side. so there's really not as much of an argument as there used to be.

gretchen whitmer, governor of michigan. basically the way it looks right now, democrats have a slim chance to win in the electoral college. they have to sweep wisconsin, win michigan, win pennsylvania. it's the big ten trio just like in 2016, just like in the 2020. that is their pathway to reelection. i don't see any way that biden can run it. i don't see any way that biden can win it and so i think he's done. >> will: and you know, there's a reason, and maybe it's the only reason we end up talking about michelle obama. you pay a lot of attention to the betting markets, right now they favor kamala harris, but the problem with kamala harris and any analysis for example by barack obama who might be putting pressure to move on from joe is but you are not losing off a losing hand onto a winning hand. kamala harris the betting favorite to win the nominee is a democrat but not to beat donald trump. and so it's hard to find any name outside of michelle obama

[♪♪] >> will: it's official, the very people who put joe biden into power are now turning their backs on him. after ignoring his decline, they are reporting what we've been saying for years. the new york times just put out this peace saying biden's lapses are said to be increasingly common and worrisome. the times says in the months leading up to the debate, several current and former officials and others who encountered him behind closed doors noticed that increasingly he appeared confused or listless or would lose the threat of conversations. so now they are changing their tune on the hoaxes they've been using to prop up joe biden. less than two weeks ago the new york times wrote about cheap fakes, videos they say were clearly manipulated to make him look old and confused while others cut him out of vital context to betray him in a negative light. that's not what they are saying anymore though. the times now admitting as evidenced by video footage, mr biden is not the same today as he was when he took office three
