soon jd vance will be making his way on the stage for his big address. donald trump also in the building. the former president was seen sizing up -- earlier as he gears up for his speech tomorrow night. is persons dodging an assassin's bullet, or as he's calling it, the greatest earache he's ever had. has the details keep dripping out we have more questions. tonight we are learning that the gunman was on law enforcement's radar for three hours and a secret service designated crooks a threat ten minutes before trump took the stage. the secret service never said mister president, don't go out there. they let trump take the stage anyway. eight minutes later, he's shot. crooks first aroused suspicion at around three saturday when security saw him with a rangefinder passing through the metal detectors. police say they had an eye on him until he disappeared. crooks was later spotted for a second time. this time by a sniper looking up

at the roof, observing the building he scaled and shot from. this was radioed into the command center. at one point a sniper saw crooks sit down and start scrolling through his phone. and investigators believe he may have had two phones. more on that later. this is when crooks looks so suspicious that a local sniper team took this picture of him an hour before he opened fire. all of this information was being sent to the secret service command team at the rally. a trump supporter in the crowd then caught him on camera lurking around. watch this. >> if you take a closer look, you will notice someone in the background. the time stamp's 5:06 and the video appears to show 20-year-old thomas crooks lurking near a building just passed a perimeter of the event itself. as the video pans to the crowd, you will notice law enforcement vehicles stationed in the area as well. as the camera moves back towards the building, crooks appears to be seen again, blink and you may

miss it but it likely shows crooks was in the area for more than an hour before the shots were fired. >> another local sniper teams although shooter return to the building, this time with a backpack. again, the locals alerted the secret service command post who still had not done anything. then at that point crooks climbed up an ac unit and hoisted himself atop the building. once he was on the roof, the secret service was alerted that there was a designated threat on the roof. again, the locals had to take the lead. two officers responded and this is how it went down. >> when a boat -- he was able to pull his head up over the roof he did in fact see an individual on the roof with a weapon. >> he saw the shooter. >> he did. >> what did the shooter do? >> turned towards him, pulled up his weapon, pointed it at the officer. >> at that point the officer is hanging on to the side of the roof? unable to pull a gun out? >> unable --

>> unable to defend himself or reaches radios. >> any of that. >> did they realize there's a threat right now to the former president? >> they did. boast the boosting officer and officer that fell were on the radio indicating that there was an individual on the roof that did in fact have a weapon. >> who did they radio? >> there was a blanket tactical channel. >> everyone heard it. >> anyone who was on the channel heard it, yes. >> trace: every secret service agent and every local officer knew there was an armed threat on the rooftop. secret service protocol requires the president to be evacuated immediately. but they let the president step on stage like a sitting duck. a 20-year-old with no military training was able to outfox a secret service team and local law enforcement for three hours and opened fire from a roof of a security watch post 150 yards from the most famous man in the world and the secret service was aware of this guy the whole time. all they had to say was mister

president, sit tight for five, don't take the stage at, we have a threat we need to handle. they apprehend crooks and trump keeps his ear. but that did not happen. former secret service agent dan says he has an unimpeachable source that says the plan was to have someone on that roof. >> a high-level source reached out to me last night and said to me that the rooftop that's a shooter engaged from was actually supposed to be posted by a local police department born on secret service counter sniper team. for some reason, that local tactical counter sniper team did not make it to the roof. what i'm hearing from sources is that that tactical team positioned through a second floor window, which seeds the high ground. and nobody noticed? nobody noticed that that post was unmanned?

nobody had any idea? >> jesse: we reached out to the secret service and they told us, no comment. i thought the roof was too sloped. now we are hearing the counter sniper's plate hooky and nobody noticed. and the secret service were the ones who set the perimeter so no excuses. the perimeter was set so that when bullets started flying, the responding officers were trapped watch this. tonight that local police had alerted the secret service before the rally that they did not have the resources to station officers at that building. the secret service did not do anything about it. but cheadle says she did everything she could, kind of. >> was every element increased after you learned of this credible threat? >> what we increased was what we felt we thought was appropriate for the former president and for that particular event on that day. repent increasing the assets and resources and so staffing that we've been providing to the former president since he was a presidential candidate and then the presumptive nominee, that's what i can tell you. >> that sounds like a know. >> i'm not saying no, i'm saying we have continued to increase the resources we've been providing to the former president. >> jesse: cheatle doesn't even sound like a secret service director but an evasive politician. today there was a closed-door briefing to congress and they said the assassins search history showed searches for "-- trump rally dates and the dates

of the dnc. this is kind of like how he's a registered republican who donated to democrats. weird right? we also learned that two secret service agents posted on the rooftop behind trump, that famous photo, were to the ones who unloaded the kill shot, it was another sniper who entered crooks his life. but they won't tell us where he shot from. it's so bizarre. now we are getting leaks from the intelligence community that the iranians have a fault while on 45. and "there may be more attempts on trump's life in the coming weeks. this is completely unacceptable. texas senator ted cruz joins me now. senator, you were briefed today. what did you hear? >> it was utterly maddening. we had a briefing with all 100 senators and the head of the secret service and the head of the fbi. it was a 45 minute briefing and they spent 30 minutes filibustering, walking through all the different things they did that day, walking through a

detailed timeline of every other factor of what they did in the field, what they did on the stage, what they did backstage, everything except how they did not stop a man with a rifle from shooting the president. and that detail they just omitted. what's frustrating, you played the head of the secret service. let me be clear, she should resign today. to be honest, joe biden should fire her yesterday. what does it take to get fired by joe biden? it was an absolute security catastrophe. after this briefing we had a chance for questions but they only allowed a handful. i tried to ask a question but you had to hit a number on your phone, they never got to me, they never got to the conservatives. here are the questions i would have asked if they'd given me a chance, number 1, why weren't more officers assigned, why wasn't their adequate protection? why was the rooftop not secured, why was there not an agent on the rooftop? why were there no aerial assets, why were there no drones,

helicopters. number 4, when you spotted the shooter, i will not use his name, that name should be forgotten by history. when you spotted the shooter, why was he not detained? why did you let trump go on stage when you knew you had that risk? she would not answer any of this and bizarrely enough she continues to claim everything was just fine. it is a complete lack of accountability and it is utterly disgraceful. >> jesse: you are a texas guy, we remember the scene and dallas years ago. there was a cover up there. we never got the full picture, a lot of people have a lot of questions. a lot of people now have questions about this incident. is cheatle there to cover this up, because anyone with honor would have handed their resignation letter in. >> absolutely. i don't know. i just finished recording a podcast with dave mccormick who's running for senate in pennsylvania. he was not the rally. and so dave told a story of being firsthand they are and

what i laid out is listen, the leadership of the secret service was utterly incompetent on this and i want to draw a distinction. the agents who were their birth -- behaved heroically, they put their bodies between a bullet in the president so i'm not impugning the agents, but the leadership, it was either utter incompetence or what i'm very concerned is that it was political. that this administration, remember this is the same secret service and same department of homeland security that until this week denied a secret service detail for rfk junior even though his father was murdered by an assassin,'s uncle was murdered by an assassin and everything the biden a ministration does is partisan politics. i believe the senate should have emergency hearings next week, we should have the secret service director there, we should have the head of the fbi, we should have the secretary of homeland security, they should answer these questions and they should also answer the questions how many threats have been lodged

against donald trump? i believe he's probably the most threatened person in the world and the secret service management, they utterly failed in their core job. >> jesse: when you say this could have been political, are you saying that resources may have been denied or diverted? >> yes. so listen, let me be clear i'm not suggesting some murky conspiracy that the secret service was in on, that's not what i'm saying. >> jesse: we don't have any evidence of that. >> there's no evidence and i still believe enough in america that i refuse to even contemplate something like that. what i am suggesting is that this woman is a political appointee. this call today was all about avoiding accountability. she was asked on this call how did the shooter get to the roof and she said i don't know. how did she not know? is there a more important question to answer? she was asked to do you have drones? she refused to answer, she said well, we determined that the counter snipers were adequate mitigation for the rooftop.

well, that was obviously wrong, the rooftop sloped away from the counter snipers. zero accountability, zero recognition that she screwed up, her leadership screwed up, and this administration, why is joe biden not firing her quake seriously. you look at afghanistan, the catastrophic withdrawal, nobody gets fired. what does somebody have to do to get fired? there is no accountability because it's all political. >> jesse: i understand we don't believe in conspiracy theories, there's no evidence of that as of now, we hope there is not, but when this is such a blatant and catastrophic security failure, when they allow the president to take the stage after they know there is an armed threat on a rooftop within 150 yards, that makes a lot of people think why. >> and i think it is a combination of incompetence and at the senior level i fear partisan decision-making, denying trump the protection.

it was reported right after this attempted assassination that part of president trump -- president trump's detail was redirected to first lady jill biden, on the day of the shooting because she was also in pennsylvania. to be clear, the first lady needs to be protected but the political decision, a question that needs to be asked is, were they treating donald trump simply as a former president or were they treating him as the likely next president of the united states and someone for whom after a decade of demonization from the radical left, calling him hitler, the devil, there is a lot of animus towards him. i think they made, i fear they made a political decision not to provide adequate resources to protect him and we've seen the tragic consequences. >> jesse: thank you senator ted cruz, texas, have a good convention. >> fantastic convention and one word summarizes this year, unity. this party is united. >> jesse: a beautiful thing, thank you.

host of mornings with maria joins me now. do you want to add anything to this conversation? >> i think it's so extraordinary if we had a more honest media out there we would hear more outrage over this. we want answers. i don't know if they hearings are going to bring us the answers we need, but this is outrageous and everybody on both sides of the aisle should be outraged. >> jesse: so we have a lot of breaking news today but i want to get to this. the media does not really trust the injury. they think trump might be making this up. here is msnbc talking about i guess what we are calling eargate. >> we have not received a medical report from the hospital or the campaign or from the trump organization about the extent of the damage to his ear. if he was shot by a high caliber bullet, there is probably little year there. we would like to know that, is

there a cosmetic surgery involved or what is the prognosis for recovery, were there stitches? what is the extent of the damage to his ear? there are a lot of questions around that year and yet there has been no response to that. instead just showing the image of the man coming into the hall with the wounded ear. >> jesse: msnbc wants to sea trump's medical records but not biden's. >> and it's just incredible. i think the media is so tangled up with this narrative that they've been driving since he came down the escalator in 2015, they can't get out of themselves , they can't get out of this entanglement, and the momentum here and the momentum for the republicans, beginning here and really as we've seen the unity get stronger and stronger, is overwhelming them. they don't know how to deal with it and they don't want to get away from this narrative of hating donald trump so much that

they can't get out of their entanglements, they just can't do it. >> jesse: jd vance will be coming up in just a few moments. what do you think he needs to say tonight to really bring this message home? >> i think look, he's going to tell us a bit about his upbringing but i think he also has to show the fight, fight, fight that donald trump has shown us. people want to see he will be a fighter, that he's going to search for truth and he's going to make sure to get this country back on track. but the momentum is so strong, so many people get it. investors, look at the market, the other day doubt industrial up 740 points, today another 200 plus points. investors are betting that donald trump returns to the white house and implements those economic policies that get a growth trajectory back in place for this economy. i think he's going to talk about policy, unleashing energy, securing the border, tax extending -- extending the tax cuts. all of those things that will

get the economy back on track but he also has to have the strength and the fight that donald trump has as well. >> jesse: we just heard peter navarro take the stage, as you know he was imprisoned over refusing to comply with a congressional subpoena for january 6th. the noise in this arena was outstanding. he brought the house down just walking out. he said he got a maga tattoo in prison, i won't ask where, but what does it say about this movement that navarro came back and just brought the house down? >> resilience, resilience for the trump team and also the way that they reacted to him, you and i were watching it live. i mean what a reception. basically saying you are a fighter, you are strong, you are a leader and we will be on your team. >> jesse: okay, someone who's not much of a leader, joe biden, very confused, yelling all yesterday, let's listen, you talked about the split screen. watch.
