it, recounting what the decision-making and a number of outlets who go inside and talk about there was only a couple people that actually knew and then at the end of saturday they all said okay let's all sleep on it. they reconvened most of the staff from the campaign found out one minute before the big announcement. but, according to everything i have read it sound like joe biden really p.o.ed because so many democrats stabbed him in the back and would not stand with him. >> jacqui: a number of lawmakers had spoken with the president since he made his announcement. they are sad. this feel stabbed in the gut and back by the closest people around him and this decision didn't come lightly. i ran into steve richetti in an elevator last night. he was the person in the room with the president drafting this letter in the overnight hours of saturday before it went out and surprise to everyone except those three people, the vp, the chief of staff, and his campaign manager on sunday afternoon.

i asked richetti how is he doing? is the president okay? he gave sort of a node and tight smile and say he's okay like that. he seemed pained to say it, guys. >> ainsley: he was one of the ones that went to rehoboth over the weekend to go and meet with joe biden and draft this letter. i'm sure there were a lot of tears in that room over the weekend but it's something that americans were calling for, especially democrats. thank you so much. >> lawrence: i'm personally over the tears and the sadness. i mean, if there's anyone that should be crying it's the american people. we are the ones lied to for over, what three years about the moment. obviously, you know, i wish the president well. i want his health to be in order. i think that should be the main priority of the country making sure he gets the help that he needs. again, we still have not seen joe biden. there was no video. there was no photo of the moment. all we got is a statement that he clearly didn't write. and, you know, no office to the

president, but this reminds me of the moment when diane finestein was going down. she was ill. everybody knew that she was ill. the staff put out this statement about her retirement. all the capitol hill reporters started questioning and going, you know, madam senator, you know, you just shut out this statement she goes what statement? she didn't know the statement at the time because, obviously, she was ill at the times. i don't think it's too much for us to request some type of press conference or some type of video from the commander-in-chief to figure out if he is the one who really signed this letter. >> brian: i think he knew he had no choice to get out. he was fighting to the end. then he realized showing the data no way you can win. he reluctantly called his chief of staff mike donlin to draft a letter with steve richetti they sat there and worked it out on saturday, they organized it and informed anita dunn and her husband. anita dunn a lot of people vilified one that got him or didn't get him ready for the

debate and thought it would be a good idea to have that june debate go. down as one of the biggest disastrous decision in the history of politics. either they didn't know or wanted him to go up in flames in front of the american people. since that time, he has had almost no support outside chris coons, jamie harrison and a handful of people because they don't think he physically can do it. they say it's the polls. but it's two things. he can't win. the money is dried up. and the polls show and also, he is not well. and i also think when you come out and have the other democrats say i looked at him and i didn't recognize him anymore. that's an issue you can't outrun and outspin. >> steve: that's been going on for a while. apparently to those three in the room he did talk to a number of his friends, joe biden's friends said essentially, you know what, joe? you are risking your legacy. and you don't want the democrats to scapegoat you in november if you lose. and what's interesting is --

procedures of the party. however the democratic party is noticeably divided over whether its members will back harris for president. former president obama issued a statement praising biden's work in office without mentioning harris. instead he called for an open processor big names aren't falling in line house speaker nancy pelosi, house minority leader jeffries, chuck schumer. the "new york times" editorial board joining that list saying, quote: there are other qualified democrats who could take on mr. trump and win. adding there is still time to put leading candidates through a process of public scrutiny before the convention next month in chicago. that's something a democratic south carolina congressman jim clyburn apparently agrees with saying this to cnn last night. >> let's go forward with these improvements that we have been making in this party, opening this party up to everybody. and keep it open to everybody.

the process is there. and i think we ought to utilize that process. >> okay now we talk about this obama-clinton rift. the clintons say they are, quote: honored to endorse kamala harris. they aren't alone with 178 democratic lawmakers. following suited with their endorsement. but, she is not the nominee, yet. meanwhile independent senator joe manchin tells us is he considering reregistering as a democrat to throw his hats in the ring to win the nomination, a candidate needs to secure 1986 delegates as of 10:00 p.m. last night, 10:00 p.m. eastern, 531 have already endorsed harris. that's a pretty good head start, back to you guys. >> brian: i just have a question, you might not know the answer because it's brand new to all of us, they are doing a virtual nomination before the actual convention? do you know? >> there has been some question about this. because this is to make sure that they remain on the ballot

the least. >> steve: when she ran for president opposite of joe biden. she did not get one single delegate. regarding kamala harris, apparently the night on saturday night in rehoboth beach when the president's advisers were there, they did look at the polling data and it's been very clearly closely held to the vest. we don't know exactly what the numbers are. but, according to nbc, in their polling, the private polling, harris vs. trump, she actually did better than joe biden. ultimately, you know what i think? i know joe biden came out immediately to endorse her, because he didn't want to feel -- her to feel the same betrayal that he felt from barack obama. when barack obama endorsed hillary clinton over him. and that's why he quickly told the party she is my choice. ultimately, i don't know if joe biden wants the democrat whoever the democrat is to win, base wants to prove, look i told you

>> good morning, lawrence, while we wait to hear secret service director kimberly cheentle's answers to what is being called a security failure here in butler, pennsylvania, lawmakers are waste nothing time to get answers of their own, republican senator ron johnson of wisconsin has released his own preliminary finding into the shooting. his office now reporting that secret service did not attend a sniper team the morning of july 13th. local law enforcement said units siloed and not in direct contact with secret service. local law enforcement notified command about crooks prior to the shooting and received confirmation that secret service was aware of the notification. she's, again, apparent security lapses come in the senator's 13-page report. also including photos of the gunman, thomas crooks. we told viewers before these grots circulated at least 30 minutes before the gunfire.

now johnson's office says a local sniper took the pictures nearly an hour before the shooting. and johnson's office says a local sniper also took this picture a little more than 30 minutes before the gunfire of a bike and bag near the building that thomas crooks fired from senator says it's not clear what happened to these items after the assassination attempt, we spoke to one rally goer who wanted to remain anonymous and this man he helped for the rally set up. listen to what he had to say. >> one of the volunteers was so upset by the lack of security he went home that night and told his wife he is not going in. he stayed out in the parking lot helping people park and he never went in because of the lack of security. >> a bipartisan group of lawmakers continues to call on the resignation of director cheatle. we also know that house homeland security committee chair mark grain will be visiting the rally site today with other committee members.
