mental decline but we could not ignore the fact trump also goes on rambles and rants and does not say coherently on message giving to our long trump rallies that don't provide much substance to the voters. that we are trying to garner information from. we see this is trump giving this away essentially. he threw as picking jd vance as his running mate. this is a shame for republicans down ballot. because on the issues of economy and safety and security that's largely seen as the stronghold that is seen as the strength of policy proposals to put forward things that would improve the economy. and improve our security and increase our safety. to me this is a sign donald trump unfortunately has yet again -- mike is causing republicans to lose come november because he's not putting forward policies. not saying on message and staying structure we had opportunities to do so. >> let me look at a couple more

poles before we close a fox news poll and harris doing a better among key groups than biden. july had 51% support from women. now harris has 54%. last month to 69% of black voters said they were with the biden now 72% of black voters back harris. if you look at the under age 30 group work biden received 47% harris at 54%. so biden and harris they are neck and neck with college graduates. so kamala harris is a more favorable candidate then president biden. kamala harris is beating donald trump in key battleground states and on issues and now looking at registered voters in a fox news poll, more of them trust harris to do a better job on climate change, abortion, healthcare, and uniting our country. the same at registered voters trust donald trump to do a better job on border security,
11:27 am
immigration, foreign policy, and the economy. so maura do you think the september 10 debate will shift the balance on some of these issues? >> it really could. again those are some the issues you just mentioned are things before going to the ballot box with that in mind. i talk to voters and friends are curious who to vote for o alice eight look down ballot. look at your local elections for that impact you first and foremost. but this debate is an opportunity for us to hear from the top of the ticket. to see what their policy plans are going to be. we need to hear that. we need to hear how they would do it not just things that sound good. two different basis of the parties they are trying to get on board with them. but they really do i think this is part work harris is doing well but she speaking to younger voters and it's a foreign policy put that up in the poll where she is able to tap into what younger voters are looking for and largely a lot of that has at the israel palestine issue.
11:28 am
and so for republicans they need to hit on that issue harder because then they can bring back that moderate voters and the suburban women by talking about the economy. security but also having a structured plan and messaging that talks about harris' abilities in those areas. see if it i have to leave it there blue stacks strategy founder and founder maura gillespie. thank you for joining us. eric: ukraine getting more ground in russia. dancing further and the region. president biden tells of a real dilemma for vladimir putin. how big of one question of loss former cia bureau chief dan hoffman next. he knows what putin could be thinking.t thinking.t ♪ bloating iberogast thanks to a unique combination of herbs, iberogast helps relieve six digestive symptoms to help you feel better. six digestive symptoms. the power of nature. iberogast.

>> how significant is their advance? what will ukraine do? how much could they take of russia? what will that mean for the ultimate end of the war? >> there are three impacts in the short term for sure ukraine is distressing military capability. they are targeting airbases and that is important. secondly and the longer term ukraine is creating a buffer zone. if at some point we reach a point or perhaps our negotiations for a cease-fire or a peace deal ukraine will have a lot more leverage. and third ukraine is really impacting russian morale. putin had promised russian conscripts who were serving in these areas would not see action. well, they are the ones being targeted. they are being killed where they are being captured by the ukrainians in almost 200,000 reportedly almost 200,000 russians have been forced to evacuate the region.

[laughter] >> sorry i did not know that. let me actually address the price gouging question as well. some of the proposals of vice president harris is offering, this is a one that's a loser out of the gate.

price controls historically have never been the successful and they generally end up in supply issues as well as competitive issues abort businesses for a lot of grocery stores is what she's focusing on very low margins. controlling the prices they charge as well ha will have a vy good effect plus realistically to implement something like this besides the political winds that she will have it would take a long time. it was very complex. enforcing it as tough as well. it's a statement against inflation meant is what she's making i do not see this is something realistic that's going to happen. >> let's move on tour proposal at $25000 grant for first-time homebuyers speak talk about the impact on the real estate market for buyers and sellers. >> this when i like a lot too. one thing i've learned over the past 20 years i've been doing is that the real estate industry

itself is a giant industry for one of the biggest in the country. has an indirect impact. right now housing affordability is at an all-time low. pricing inventories are an all-time low. i realize lowering interest rates will have a big impact. particularly mortgage rates as well. it's a tough for homeowners to buy a house and giving first-time buyers a bump or boost from the government not only will help them but have a dramatic impact on the industry as well and the indirect businesses that support that industry. my only concern is the cost how will this be paid for? what is the return on investment? other than that it's like i'd like to see. arthel: i'm sure she'll be able to expound on that in the debate. she's offering tax incentives for developers to build 3 million new homes across the country for first-time homebuyers. how will this impact the overall economy if you've got more people buying into -- owning

their own home? >> the construction industry will be billions of dollars for gdp. we do have a housing shortage around the country where there is a need for more houses as well. with the government, that's what governments do but they do step in and support certain industries. no homebuilders themselves struggle with high costs of their materials. their biggest issue i get from my clients is not just the material cost but labor as well. if you really would to help the homebuilding industry proposals to reform immigration for example and making it less costly to find and retain employees limiting some of the regulations on the smaller home builders i think we have a big impact too. arthel: 's supply chain still issue? >> i'm sorry supply chain remains an issue but clearly not as big as it was a couple of years ago. but people in that industry are subject to supply chain issues all the time. we do rely on a lot of supply

particularly lumber and other materials that come from other parts of the world. so it never really goes away. having that industry a little bit of a boost with some funding is no different giving manufacturers and chipmakers a boost as well. i think if on the right whit could work. but again that is something we'll have to see. arthel: we will be watching. we'll be watching the debates about other interviews the vice president has coming up. thank you we've got the idea fix and everything. [laughter] >> sorry about that. arthel: it is all good gene marks. thank you very much i will be right back here on "fox news live." [laughter]
