and debate. we have team conch in philadelphia peter doocy following kamala harris' debate strategy. first go to alexandria hoff who is following team trump. alex? >> team trump has down played preparation efforts saying unlike harris, the former president has been constantly answering these unscripted questions while on the campaign trail. and he didn't let up this weekend. hosting a rally in wisconsin. according to the campaign preparing to debate the former president is something that no campaign democrat could prepare for. >> we have had the big huge press conferences unscripted. questions from many of you. we had the long form interviews. we had the shorter side. the rally speeches. we have downtown halls. you can't prepare for president trump. there is just oway to do it. it's -- imagine like boxer trying to prepar mayweather or muhammed ali. but, of course trump isn't

winging it really. allies like former congresswoman and democrat tulsi gabbard who shared the debate stage with harris during the 2020 primary prep. >> president trump knows her record. he obviously has a record of success that he can stand on. and is he going to challenge kamala harris on exactly that and keep reminding voters who she really is, not the actor that she will present herself to be tomorrow night. >> now, republicans have suggested that trump must show restraint. the muted mic situation might help knowing that harris is looking for a moment to look like he is disrespecting her or women as a whole. nikki haley feels that team trump needs to work on phrasing if they want to draw in more female voters. >> donald trump and j.d. vance need to change the way they speak about women. you don't need to call kamala dumb. she didn't get this far just by accident. she is here. that's what it is. she is a prosecutor. you don't need to go and talk

so, we should expect some of that might come out. >> peter: the vice president claims her values have not changed since 2019. tonight she may have to explain why in 2019 she supported sex changes for migrants with this quote i support policies ensuring fellow detainees and surgical care while incarcerated or detained. she also may need to explain tonight the call to cut ice funding also in 2019. quote our immigrant detention system is out of control. i believe we must end the unfair incarceration of thousands of individuals, families and children. i was one of the first senators after president trump was elected to advocate for a decrease in funding to ice. the basics of the rules tonight are as follows: muted microphones, no live studio audience, only a pen, paper and water on stage. no prewritten notice. the answers are two minutes.

[laughter] >> peter: it seems like they don't want the candidates to have props on the stage tonight. but what are they going to do? pat him down to make sure he

doesn't have a hat in his jacket if that is what he decides to do? >> steve: that would be epic moment. >> ainsley: what would it say? >> lawrence: maga. >> ainsley: he says it's a special one. make america healthy again. make america whatever it is. what would it say make america tip free? it would be something. >> lawrence: maybe just his autograph on it. >> ainsley: we will see. >> peter: yeah. and she could wear it. >> steve: right. and we would show that tomorrow morning. we have got ian sam's. senior kamala harris campaign spokesperson going to join us in about a half an hour. >> brian: donald trump said about six sessions. sat with tulsi gabbard, sat with matt gaetz and talked about some of the attack lines that could be coming his way. and i think he has got to be ready for the project 2025 he has disavowed it. say a lot of your vice president endorsed it. endorsed the 900 page book that was before he was vice president

and senator by the way. they said about project 2025. why would thatten it? i think it will be effective with that. the one thing they are going to say when it comes to afghanistan, they are going to say well you had the doha agreement. when it comes to -- when it came to the economy, you gave crater the economy. the president has to be ready to answer that i didn't give you a cratered economy i gave you a vaccine and got people back to work. you kept people in lock down for months and kids out of school. he has got to be ready for that american people fundamentally fatigued by the pandemic talk. what she is going to look to be cool, composed and look worthy. if you are going to talk about some of her policies, trump has got to make a decision do you focus more on 2020 or focus more on the last three and a half years in the biden administration? to me, there's a lot of targets. that is a target-rich environment. >> lawrence: has to be about the numbers. number of people that have crossed the border. number of americans that has died. >> brian: wait a second i controlled it through executive action. and you forced me away.

>> lawrence: you say that to the parents that were killed, o -- kids were killed by illegals. he should mention their names. are you called them, clarifies? he should talk about the numbers of seniors that have had to go back to work. the kids that have to move back in with their parents because they can't afford this economy. everything has to be about the numbers and how it's impacting americans on the day-to-day -- tell their stories. she is going to try make it all about him. people don't care about that. they care about their circumstance. >> brian: make him look selfish. doing it for himself. >> ainsley: marc thiessen wrote a op-ed. knock her out of the race in this one debate. saying she has had cringe worthy word salads but that donald trump has some risks as well. he can't come in too hot. number one he says that donald trump needs to remind swing voters of what they like about him and his policies. and he says, you know, donald trump will get on stage and say, you know, stick -- everyone is telling me stick to my policies,

don't get personal. yet, the democrats are personal all night long. we saw that at the dnc. says when he focuses on policy, he reminds swing voters of what they liked about his presidency. number two, steve, do you want to take that? >> steve: don't remind swing voters of what they don't like about him. and, you know, there are -- you know, would very heard a lot of people talk about okay. donald trump, get too personal and that is terrible for him. stick to policy. >> ainsley: don't mention january 6th. if you do, you are going to lose. kamala will try to bait him into defending january 6th. and he can't take that bait. >> steve: we would have to see how they do that point 3. make harris the incumbent and tie her to biden. that's not too hard because she is and she is. >> ainsley: go ahead. >> steve: go ahead. >> ainsley: number 3 he says trump needs to remind voters that she has been in office for four years. don't call her comrade kamala. call her madam vice president. >> steve: there you go. and finally make harris' own her

record. listen, the problem is she has got a lot on her record. because she has flip flopped so many times or changed policies. whatever. nonetheless, the former president, i'm sure, is prepared for that and i'm sure she is as well. marc thiessen was on our program about 45 minutes ago and said this about what the former president needs to do. >> his audience tonight is not maga voters. his audience is a small number of undecided swing voters in a handful of swing states decide the presidential elections. those are voters who don't like the direction of the country. thought that he did a good job as president but don't like a lot of his behavior and a lot of things he says and reluctant to put him back in the oval office. everything he says tonight should keep in mind those voters and persuade them to vote for him. how do you prepare for a presidential debate? what do you do? first you go through a series of primaries where you're being challenged by your own party. then you do town halls with voters. to the nor antic voters, real

voters people challenging you. then you do interviews with media and do press conferences where people ask you tough questions. then you lay out some major policy speeches where you lay out your agenda and think through what i want to do as president and arguments to defend that. and she hasn't done any of that. >> lawrence: the hard thing about everyone that, of course, we all think we're the smartest people and you want to provided a vice for the former president. you say that on tv and everything. i think the most challenging part is he's not your typical politician. so when you are providing advice to him about what he should do. has to be within his style. because he is going to be donald trump as we have seen time and time again. and i think he's to go on the offense. i think the only piece of advice i would say is totally fine to go on the offense. just keep it within the policies that affect people on the day-to-day basis. he is going to do nicknames. that's who he is as a person. he is going to want to attack, attack, attack. you just can't allow her to get

under your skin. can. >> brian: bernie sanders saying she is saying anything to get elected she still progressive. number two have somebody covered for joe biden for three and a half years up until the day that she got the phone call from joe biden. she was defending him and his debate performance with anderson cooper that night. so what else are you not telling the truth about? >> ainsley: you were against the border. now you are for it. you were for decriminalizing illegals now you don't want to do that the green new deal you won't talk about it. fracking, i was against it. now you are for it. medicare for all. now you are against that? who is the real kamala harris? >> brian: great policy transition prisoners giving them taxpayer dollars. that's going to be something to run run on. ultimately the donald trump debate style was great for 2016. fast-forward to today a different donald trump. he gets personal as he was in those first two debates in 2016. if he sticks to policy, his team will say he won. >> brian: i know we are all moammar tour since 2016.

forward to this debate. it's an opportunity for both she and former president trump to explain to the country what it is they want to do as president. there will be a clear contrast on that stage. i think that vice president harris represents the future wants to turn the page on the past new way forward tore this country. donald trump represents something old, something stale. something people are ready no move on from. he will have to answer for some of his positions. why august the sudden is he for no taxes on tips when thinks administration tried to take tips away from tip workers and give it to their bosses. you know, why is he changing his position on an abortion ban in florida two times within a 24 hour span? i mean, these are the kind of things that donald trump is going to have to answer for to explain to the country and i think he is going to have to figure out for just a few minutes during this debate whether he can talk about anything other than himself. i think he wants to spend more time complaining about her crowd

when she is preparing for her debate she wants to try to ensure that she understands the kind of things that the former president may say. the proposals is he going to aoutline. the attacks that he may try to land and, of course, she is preparing for that. that's the responsible way to do any sort of debate preparation. obviously president trump has been doing a lot of preparation himself with former congresswoman gabbard and gaetz is he trying to prepare because he wants to be ready as well. >> steve: sure. >> i think both candidates are preparing and she is looking forward to the opportunity to showcase to the american people the difference what she is offering and what trump is offering. >> steve: ian, yesterday she said i think it was yesterday or the day before. she said she was planning on him lying. is she going to try to live fact-check him and if so how is that going to work if the mic is turned off. >> yeah, i mean you talk about the microphones, the microphone muting issue is a challenge. i think it's a challenge for the viewers viewer who wants to see these candidates engage each

other. she is not fact-checker in chief. that will be the job of the media and pundits paying attention and following along. but she is going to hold him accountable when he lies. one thing we know about donald trump, is he can't basically get through a sentence without saying something that is even a little bit hyperbolic if not a flat out lie. so, you know, is he going to be held accountable for that in this debate. she is happy to do that as appropriate. she wants to spend her time actually communicating to the american people her vision. for example, just last week she rolled out a plan to help small businesses grow. expand the tax deduction for new small businesses from 5,000 to $50,000. because it takes $40,000 on average to start a small business in this country. i think there is a lot of fox news viewers out there who don't necessarily hear a lot about her plans to help small business and to create opportunity in the economy. people like ce os like mark cuban former ceo of pepsi and ford and loift.

these american companies coming out to endorse her in this campaign saying she is the most pro-business in this race. these are the kind of things she wants to communicate to the american people about her vision for the country as opposed to president trump who wants to give tax cuts to billionaires and those at the very top and hopes that helps everyone else. >> steve: ian, you know she has problems. one of the problems how she has changed positions on stuff. you have been with her for awhile. you were with her campaign in 2019 when she was against fracking, she was for medicare for all. against border wall funding. she called it unamerican. how is she going to explain the flip-flopping? >> well, look, vice president harris has spent the last three and a half years as the vice president of the united states. and what has she been able to do as the vice president of the united states? she has been able to work with president biden toward consensus driven solutions that can actually make change in people's lives. you bring up medicare for all.

she doesn't support medicare for all. she is not running on medicare for all. >> steve: she was. >> the progress we have made in this administration on healthcare. for example, capping the cost of insulin for seniors 35 bucks. capping eaten soiers out-of-pocket drug costs. those are things that she cast the tiebreaking vote to get done in this administration. and so she has learned from her experience as the vice president that we don't need these big dramatic upheaval shifts in our society when we can actually work together to make the same kind of big progress on these issues that she has always cared about. >> steve: ian, as you just said as vice president she has learned. she is going to explain this evolution? i know bernie sanders a couple days ago said she is going to be pragmatic because she is essentially saying anything she has to to get elected. >> well, bernie sanders was deeply critical of her in the primary in 2019 as well. but, she is pragmatic. she does want to work together. she wants to work across the

aisle to get things done for the american people. it's who she is. when she was coming up in california as a prosecutor and attorney general. she took on gangs in mexico who were smuggling people across the border. smuggling drugs across the border. she took on big banks who were scamming consumers and got $20 billion of relief for homeowners during the housing crisis. that's who she is as a person. and her values are to take care of people. to fight for people. she wants to make sure that everybody has access to had healthcare. she wants to do stuff about the climate. create clean energy jobs. those are the things she really cares about. but what over the course of the last four years as vice president, she has seen that we can make that progress by pursuing common sense solutions instead of big, dramatic overall upheaval that has been divisive and could take time that we just don't have to get these things done. >> steve: ian, why are the surrogates lowering exceptions on her? i know she has been saying we are the underdog but we have seen all sorts of people over the last 72 hours say you know,

talk about what he really wants to talk about in this debate. they wanted to keep him controlled in a two-minute span so that he didn't veer off wildly off script. so i think what we have been talking about, you asked about sort of the exceptions of this debate, you know, president trump is going to be more restrained. is he going to be more discipline because the microphones are going to force him not to veer off script. not to lash out. not to attack. even though he may want to do it. but his team worked very hard to try to keep that rule in place so that he wouldn't be able to do it. >> steve: it looks like -- so she did that interview about a week or so ago with cnn, and she is going to do the one debate that we know of. is there any possibility -- you know, you keep talking about fox news viewers. she should come on fox and speak to their concerns directly and we have got a big couch here. it would be great to have her on the program, ian. come on. invite her. tell her i officially invited her on "fox & friends."

look at all the fires burning across the northwest. the smoke from those fires moving eastward. if you have respiratory issues, this is going to be a big concern over the next few days. we will continue to monitor that. then we have francine. we expecnorganized right now but along this frontal boundary we are seeing the moisture moving into texas, louisiana, mississippi, alabama. and can you see the forecast track as we go through the next 24-48 hours. maybe a category 2 making landfall some time on wednesday for central louisiana. we have hurricane warnings and hurricane watches in effect and well inland there. tropical storm watch for new orleans, we could see upwards of 10 feet of storm surge, so that's going to come overtop very vulnerable areas if you are urged to evacuate, please do so. flash flood threat will be ongoing wednesday through thursday and especially late for louisiana and mississippi. we also could see power outages and also a severe risk. including tropical storm tornadoes. both of those stories we are watching fox weather.com for all of your latest details.
