>> right now, a pakistani man with ties to iran is in court, charged with a plot to kill prominent political american leaders in the united states jerk was former president trump among the united states? the hearing comes a day after trump survived a second assassination attempt in just nine weeks. this is a "outnumbered." i'm kayleigh mcenany with my cohost's harris faulkner and emily compagno. also joining us, martha maccallum, anchor and chief editor of "the story," and fox news contributor paul mauro, an expert of course in all these matters, retired nypd inspector. we have team coverage on all these breaking stories. live in west palm beach, florida, with of elements in the second trump assassination attempt. but first, more on the hearing underway as we speak in

new york city on a plot to kill u.s. political leaders with donald trump being a potential target. >> former president trump believed to be on the hit list of the alleged international assassin who is about to be arraigned in federal court in brooklyn. authorities believe that the suspect was sent here to potentially kill the former president, sent by iran. the defendant is this 46-year-old, a pakistani born terror suspect who has a wife and kid in iran. is charged with trying to arrange the assassination of u.s. politicians or government officials here on u.s. soil. those officials have not been named in this indictment, but this iowa senator has said that trump, kern president biden, and former u.n. ambassador nikki haley were possible targets. he arrived in our country from pakistan in april, and then flew from houston, texas, to

new york city to meet with a confidential source and a pair of hit men. prosecutors say he paid those hit men $5,000 to carry out his assassination plan, but the hit men turned out to be fbi undercover agents. they say here he is at the meeting with the confidential source in a hotel room talking about the plot. it included staging a fake political protest to divert the secret service as the attempted killing of the u.s. official took place. "pointed to the target and repeatedly asked the cs to explain how the target would die. they told the cs that there would be security all around the person." iran for years has threatened to kill the former president and other trump administration officials. all any retaliation for trump ordering the killing of this top iranian general and head of the air force and the revolutionary guard back in 2020. their lawyer told us this morning that the client will

plead not guilty, but if he is convicted, he could face life in prison with that plot to kill president trump and other top officials, apparently still very much on. >> thank you. now in west palm beach florida with more on yesterday's assassination attempts. >> kayleigh, ryan ruth walked into the federal courtroom this morning smiling, shackled by his hands, and apparently seen laughing while speaking to his court appointed attorney. the judge presented to cope with different possession of a firearm by a convicted felon and possession of a firearm with an obliterated serial number. combined, the judge says he could face 20 years in prison and half a million dollars in fines. fox h -- is told additional federal charges are possible but we understand the charges presented today will keep him in jail. ruth told the judge he only makes about $3,000 a month with

no assets other than two trucks in hawaii. they said yesterday when ruth was arrested his demeanor was perplexing, and that continued today in the courtroom when he was smiling and laughing. >> made the stop, at gunpoint. he complied. his demeanor was perplexing in some way despite the fact that we had numerous people. uniformed personnel, helicopter. >> we are just getting our hands on the affidavit. a couple things stood out to me. it said he was driving a car with stolen plates. of course, he fled the scene and officers were able to pull him over and arrest him on i-95. also, his mobile phone was detected in the area at 2:00 a.m. the night before this happened until 1:30 p.m. in the afternoon. ruth is being held in the palm beach county jail, and is expected in court for his next

he said to question number one is did he have a counter sniper, counter assault team, counter surveillance unit? we anticipate the answer was yes. what plus ups presidential security be on the units i just mentioned is when you have ert, a tactical unit, attack dog that sweeps were people hiding in the brush, and tst which is dog sweep for explosives. i don't believe he had that. that would be biden level security. my source says to me he should have that kind of protection with this threat environment. when you are a present y -- presidency would have an ert team with dog sweeping the brush and a view on the side street seeing anyone who was setting up or looking with local police. it does not appear that happened. >> it dozens. let's take it a little bit further. if it didn't happen, think about how much more agree just that is, considering that they tried to kill him two months ago. you are coming off of an

unsuccessful attempt two months ago, the rhetoric is obvious the very high. as you and i discussed, the resources that you dedicate to protect them, sure it's going to be a vip. that's why they get the initial protection. in terms of the level of the resources, it's not down to the person's role, it's down to the level of the threat. you do threat assessments and then mitigate the threat that you perceive. that's the metric. very clearly, the resources are not commensurate with the threat donald trump faces. we see that clearly. you had that puzzle in common where the sheriff wasn't speaking for the secret service and saying that "he's a former president." all that begs is again, what has the communication been prethe event? the postevent communication and response seems to have gone seamlessly, but preevent. what has been going on down there? the idea that he could secrete

himself after doing surveillance -- it has emerged picked him up. before the events. you have to say to yourself "who is securing this thing and what is the help the former president should get?" >> the questions you raise are questions for leadership. no doubt the secret service on the ground did a heroic job. we will get to that in a moment. the questions are for leadership. this headline, foxnews.com, how apropos. this comes out friday. "top senators briefed on major errors leading to trump assassination attempt." this is senator blumenthal. i think the market people are going to be shocked, astonished, appalled by what we would report to them about the failures by the secret service in the first assassination attempts. kim cheatle -- she resigns but now her top deputies in charge. i've questions for him. why weren't the appropriate resources on the ground? >> i don't think you can answer those questions after he visits today at the sites.

[laughter] >> a good vacation. that is very presidential of her. so what we did learn from kimberly cheatle's they are down 1,500 u.s. secret service positions. i want to know right now. this needs to be an open book. there needs to be a website where the american public can see what jobs are open today. what are the positions, the titles of those jobs, and if you could fill even 50% of them, would they have made a difference in terms of that number that joe biden said as president this morning "we need to beef up the number of secret service." we don't just need the number. we need the people who would do the job specifically to trump to be beefed up. can we get that? by the way, what does it take to get that plus up that you

what's going on. not only do you have these two individuals, you have lots of -- you have this person who we just heard about in the report who is affiliated with the iranian government and has an active threat against president trump. when i first heard about this yesterday, my mind what's to iran because of the number of circumstances around it that this person appeared to be alone, had an ak-47. a number of elements, but it turns out it is this individual. i'm still not satisfied that we don't have a real understanding of whether or not there is some sort of conspiracy, coordination around these individuals, whether or not they are part of some kind of group. we heard initially that crooks -- no social media presence whatsoever. then, we heard he had certain accounts that were exposed to foreign entities. under saying, we have to keep an open question on this as this investigation moves forward. the fact that he was able to surveilled this very open area that is near the golf course --

and is not that hard to follow the motorcade from mar-a-lago. it's not that hard to know when he's leaving. it's a huge presence and it's a very public area, so i'm not that surprised that he was able to get this close. under surprised there wasn't protection. >> without a doubt. emily, i want to separate for a moment the secret service on the ground. my source told me this agent that identified the weapon in shrub which is it's ordinarily hard to do was a newer agent and still had the skill to do what he did. not only that, he did that by firing -- and the direction. you put the suspect under fire and alert all the agents around you to look to this area, you don't have to worry about radios for instance. to martha's point what if this had been on a assassin, not a lone unskilled government, and a assassin? >> this is why americans feel so helpless. we are supposed to put our trust

and our faith in an entity that is sworn to protect someone who represents an even greater entity, which is the presidency of the united states, the commander in chief. this is about the offices and level of threat, to your point. it's about the lives and what they represent. it's about the american people who up until recently, we have had faith in the leadership of these agencies that, in the right decisions, would protect the protect these, and also protect the lives of the agents with sound leadership and decision-making. now we are learning that guy was just a hole away from president trump. there by the grace of god that incredible agents with his own two eyes, no scope, no ert's, no dogs. it was by his own eyesight that he identified it, and thank god had the procedure/ability to be able to shoot. no get shot at first and then you can shoot. the question remains, this person who has zero assets who flies back and forth from hawaii

>> brand-new picture of the suspect of the second assassination attempt of former president donald trump. the suspect spent nearly 12 hours near the golf course. here is the brand-new picture on the left of your screen. david spunt bringing us new details. >> we are looking through this criminal complaint that was released on the federal court's docket. he made his appearance in federal court. i want to read some of this man's history. it says that on or about december 20th, 2002, he was convicted in greensboro, north carolina, where he is from, for possession of a weapon of mass death and destruction, a class f felony. law enforcement indicates further that on or about march 3rd 2010, about eight years later, he was convicted of multiple counts of possession of stolen goods, another class h felony.

that is what they used for the probable cause, so they could keep him in custody today to charge him with possessing a gun as a felon and obliterating a serial number as a felon. he remains in federal custody and has a hearing next week end. as we look at that second photograph released by this sheriff's office where he was picked up. now meeting members of terms detail or the martin county sheriff's office. he was the police officer himself, and will be given a briefing later today with other members of law enforcement. the secret services, doj and fbi all taking different pieces of this case. the fbi investigating the suspect himself, his background. potential motive, was anybody else involved? under the big question. the doj filed those charges, and

doing some self-reflection about how this happened. the conversations going on as you can imagine, again, to commence after what happened in butler, pennsylvania, about a thing of the security perimeter as of donald trump would be a current president, to give him the same number as the current president and vice president. >> quickly, a follow-up for you. so they were convicted of possessing a mass weapon of death, any sort of comments or details? >> no details according to this, just possession of a weapon of mass death and destruction we are reading from the complaint, violate north carolina general statutes, which is a class f felony. they were able to say he was a felon in possession of a fir firearm. i'm told more doj charges, harris, will likely be coming: they just charged him with these

two so they could keep him in custody. >> had a former fbi agent on with me last hour and he said these are the two easy ones to get in now the hard work begins at getting bigger charges. thank you. speak of the sky wanted to be a hero in his own mind, was willing to die if he went to ukraine and fought on behalf of the ukrainian people, with soldiers there. that's why you see a smile on his face as they are him into custody. it all added up to be this person who is in a lot of trouble. i would keep open these questions about who maybe was egging him on it who might have inspired him to carry something like this out. eric trump was on. he said that hole is the closest to the road. he knows these golf courses like the back of his hand.

this is the part of the business that he runs. i think it would be fairly easy to do a lot of surveillance of this area. it's very public and this is the part of a course, you can google it and find out how the course is laid out. he needs more protection. he has a triumvirate, former president of the united states. have a former president running again? it should be a different level of security. he has been the g.o.p. candidate and there has been attempts on his life. instant fall protection. >> and why not before nap? with information, you are right. why didn't the secret service, the fbi, cia, why didn't everybody jump in? why is this a protective mission now, like a mission in the military to protect a former commander in chief? why doesn't it look like that? if you want to talk about lack of evidence, where are the cameras on the golf course doing what martha is talking about? maybe they could have done that surveillance. don't they have any, they must.

these outdoor events, whether they are golf courses or the event you saw in butler, pennsylvania, rallies like that, they were the hardest thing the secret service does. >> respectfully, the american people are asking, for president that does golf often and for an entity that had an advanced team, how was this person allowed to lie in wait for, as ap reports, up to 12 hours without that being scoured? it's tough to secure, but does not seem to be good enough for the former president and his protective detail. >> that area along that roadway, you would hope that someone would have seen it, even if what they did was -- ask local law enforcement to sit on the roadway and make sure nobody was ecstatic over there, make sure nobody pulled over, that that i think could have solved the problem, but the big mystery is, and you, one of your call is mentioned earlier. how did the guy even know that the president was going to be there? it could've been a lucky guess. we had times in the past where

the attempt on trump's life, reaction from some on the left has been truly shocking. the wife of a former white house staffer who once stood as a witness against donald trump mocked the threat to trump's life on social media, writing "no ears were harmed, carry on with your sunday afternoon," and "sorry you're triggered. me, no i'm not, i don't care a little bit." this msnbc's post's first reaction after learning about gunshots to the president was to ask the trump team to turn down the rhetoric. >> we do not know the source of any gunshot or gunshots. we don't know who is responsible for this. the whole thing has yet to be 100% confirmed from start to finish, how this all played out, but do you expect to hear anything from the trump campaign about toning down the rhetoric, toning down the violence, or would that be atypical of the

at the tunnel to towers we made a commitment that commitment is to make sure, that the word homeless and the word veteran are never in the same sentence again. we're in bradenton right now because tunnel to towers has decided help homeless veterans who want to get out of homelessness, get into a better part of their life, it's a great partnership between the tunnel to towers and manatee county, to be able to provide housing for the veterans that need it most, not shelters, homes. it's not just a place to sleep it's actually wrap around services and that's what is so impressive. as someone who fought on the forward edge of freedom these are my people. these are my brothers, my sisters, the people we fought beside one of the hallmarks of military service is the only people behind it that sticks with me. i know that every veteran who raised their right hand and swore to support and defend our constitution against all enemies, foreign and domestic. we have things that we carry inside of us, what tunnel to towers is doing with this village is helping veterans
