>> the majority of the people helping out here on the ground in north carolina are volunteers from all over the country. and volunteer organizations like samaritan's purse are delivering simple life saving supplies to people heartrate who are in rural areas. horrid areas that are hard to get too. one of the only ways to get there is by helicopter. we joined them this morning and flew over areas a close got an aerial view of some of the devastation. the majority of the few roads in and out of the appalachian mountain towns are washed away. we sought collapsed abridges piles of debris in callous up rooted trees can isaacs is relations for samaritan's purse for 35 years he worked in war zones, big refugee areas and plenty of natural disasters to call some of the impacted areas in north carolina a total disaster.

haven't been out there and the locals there all voice to me that the last thing they wanted their county to be known for was the assassination attempt on donald trump. there is that. he's well-connected in the area to the campaign apparatus et cetera. and then of course i'm not telling anything they don't know that politically it is expedient. pennsylvania h is obviously swig state. the campaign has to have. the emotional idea of donald trump returning to an area that he was almost assassinated, there is not buying that sort of publicity. it works for the campaign. i consider this an emotional connection people but really, really bad about all of this. there were a lot of people at the event even those 95 degrees they stood in the sun there were over 200 heat related emergencies. they came anyway.

arthel: vice president harris is a road to north carolina this hour. she left a washington just moments ago. the vice president lands that she will get on the ground briefing on a rescue and recovery efforts. and give updates on the federal response to the storm. vp harris made a similar visit to georgia on wednesday. of course we are monitoring everything there and will bring you any development. eric: meanwhile, tennessee was also hit by helene's wrath. at least eight people there are dead. more than two dozen residents of that state are still missing. the extent of that devastation, you can see it they're just coming into focus. ten officials say it will take months and millions upon millions of dollars to rebuild the roads, bridges, the flattened homes and bridges like

you see there are just washed out from the fury and strength. steve is rachel director assistant chief at the tennessee department of transportation joins us now. thank you for joining us in. what are operations like and what's the focus for you right now on the ground? >> certainly. emergency is for transportation any type of emergency recovery and access. certainly the initial parts of the storm, we were looking at the response of the first 24 hours. right now it's recovery and reconnection. i think we see on the ground right now we lost 49 connection points in our system. the first 100 hours it was amazing what our staff were able to accomplish. in the first 100 hours we were able to reconnect over 25 routes and now i think were down to about 17 as of this morning.

but, it is eight lots you are seeing some of the pictures you are looking at a bridge right now the water over top that it overtook that the 70-foot tall wall of water so to speak that went to the river. eric: that's crippling when you're done with emergency services to provide food and services you cannot get there that's why they are using helicopters and so many areas in. >> writes, that's a critical part of reconnection. we're working on that and out as we said were down to 17 routes. at the height of the storm a lot of the communities, a lot of the counties were completely cut off off. they do not have access at all. to the efforts of our folks that fought through this historic i would say unprecedented event. where they were able to do lots is a lot more to do. the neighboring state north carolina was hit with the same

tragedy. they've lost lives and homes. there are connections between our states are very challenging at this point. especially for commercial vehicles. eric: how long you think it will take? we talked about months, could be a couple years before it's all restored? >> our goal is much faster than that. for us rican reconnection restoration. i think a lot of times we think about transportation we think about bridges and roads. the truth is were on the people business. our goal job one is to meet the needs of our communities. they're going full bore to main connections in the coming weeks as i-40 certain between us and north carolina. we lost a good section of a roadway right around the state line. we are going to be restoring a one lane in each direction to the state line. probably about a week and a half. doing so twofold it will

reconnect those communities in a very isolated run of the state line. two it will provide access for construction vehicles only to support our efforts but also north carolina's efforts as much as their other direction going back east is not available. i 26 we will reconnect early next week to connects it to exit 40 pre-that's local traffic only. we are hoping in the coming weeks, possibly the next 45 days to at least get one lane or stored on i 26 there to reconnect those communities. we can't say enough about the people going to the storms. this is unprecedented. we fought fires in gatlinburg we men and women that go into these errors and something different when you go to church and these are your neighbors.
