claudia: you are looking live at the butler, pennsylvania fairgrounds where a massive crowd is gathered to hear donald trump in the same location where an attempt on his life was made at a july rally. he says the rally delivers another message that he will fight for america and never back down. as we head into the home stretch before election day, this is democracy 2024 special coverage. we are waiting donald trump's returned to the podium in the small town of butler three months since that assassination attempt. we will take you there when he goes live. republican congressman jody arrington and byron york are standing by. we take you to butler, pennsylvania where a long list of special guests are about to join donald trump including elon musk who endorsed trump shortly after the first

assassination attempt and is expected to deliver remarks today. also in attendance is trump's running mate j. d. vance who finished speaking a few minutes ago and the family of cory comparetory who was killed trying to shield his wife and kids from gunfire during the july 13th shooting. alexis mcadams was there that day and she's live now. >> reporter: it was 12 weeks ago to the day that i was here on this media stage talking to you when the former president was behind us in butler, pennsylvania giving those remarks. he was talking about immigration when we heard what sounded like firecrackers thrown is the crowd, we saw him go down behind that podium and weren't sure if he was going to come back up. more security in place, snipers on the roof and a massive crowd. this time the former president is behind bulletproof glass, as he said his job is not done yet

in butler, pennsylvania. what are you expecting him to say on that stage today? >> extraordinaire -- restore confidence that may have been lost because of what happened last time, expecting him to say things that will unite everybody at least at this rally. >> anybody with common sense that sees the state of our economy now and what we had four years ago is a shoe in. to me, no way trump can't win. >> reporter: if there's one thing i have covered a lot, it's a lot of trump rallies. this one in pennsylvania feels different. there is still excitement in the crowd and the crowd is massive, bigger than it was 12 weeks ago but there is also a solemn mood here because there's a memorial mixed in for

cory comparetory who lost his life in the last rally. you can hear the shots ringing out, he fell to the ground after a bullet grazed his ear. feels like yesterday, people are wondering how this all unfolded, how was a gunman able to climb onto a nearby roof and open fire to the crowd. take a look, live look at the memorial growing in the stands. this is what it is all about, it's about cory, you see his suit, he was a volunteer firefighter for buffalo. he shielded his own family with his body, his wife and his daughter in the crowd, he just came that day to be part of the rally and lost his life. he will be honored tonight.

>> nobody should come to a political gathering and fear about losing their life. on a personal level it is an unimaginable tragedy to have something like that happen. it's impossible for me to pretend i might know what they are feeling. >> reporter: hard to put yourself in the issues of the family members. the former president was able to meet and talk with cory's family. we expect a hear from them today at this rally. what this is about is bringing america together. we will see how the mood plays out. if you can believe it, 30 days from the presidential election another stop for donald trump in the battleground state of pennsylvania. shannon: it seems so much as happened in this campaign and in the world since we were last doing this on a saturday night, july 13th when donald trump got shot. i see from people you talked to

there are return folks, butler rally, an event in july. do you get a sense talking to the crowd that people who were there that day who were brave enough, ardent enough of that most are back with this crowd that seems bigger than it was that day? >> when i ask people, they think about their own safety but everybody i asked do you think twice about coming back to butler, standing in the same field where you saw the former president nearly assassinated they say i knew i had to be here as soon as donald trump announced he was returning to butler i had to be their too. the people in the crowd who were sitting in front of the former president didn't get up and run out. they sat and waited until the secret service moved in. there was a mood of more calm than i would have expected. to make a triumphant return in pennsylvania. shannon: i remember thinking that there were so many people

who sat still, who waited, who did not rush out of their. office asked whether we would have reacted that way but i remember how stunning it was the crowd had that kind of reaction. we know that security is different from wherever the former president is traveling. do you get a sense of a different security posture? >> last time, there were a lot of volunteers helping out that day telling people where to go and where to park and which entrances to take. that is no longer the case at any of these rallies including butler, pennsylvania, state, local, federal authorities on the ground, and also nearby water tower seems to be covered this time. to say the security perimeter has changed is an understatement. hard to get as a media representative to get off the stage and get into the crowd because they haven't blocked off. this is what it should have been like 12 weeks ago. they haven't blocked down today.

we are one month away from the presidential election. that's not lost on president biden. he's not even four months left in office yet a lot of work to get done. relating president biden to donald trump, made sure the security for kamala harris and donald trump, secret service protection would be the same after july 13th and in congress, that will go to president biden's desk that he indicated he would sign. shannon: we will check back in, thank you. mounting frustration in hurricane helene disaster zones. these communities are devastated. they are grappling with what many of them say is a slow federal response under the biden/harris administration and while more american this are begging for help and underfunded fema is reportedly spending hundreds of millions of dollars on the migrant

crisis. they say those are not from the same batch of funding. joining us texas congressman jody arrington. i want to play something from the asheville mayor talking about that situation of devastation and that is just one of many cities and towns in the region. >> there are places that are isolated, there are washouts, still only accessible by helicopter, needed to bring resources in and we have fema on the ground, a state effort and able to airlift those resources into those communities and in the center of the city we are able to stand up several sites for people to receive those just life-sustaining support that we need right now. shannon: hundred are missing, we don't know their situation. what are your thoughts?

>> our hearts and prayers are with our fellow americans. unfortunately i think the resources are not with our americans right now as we know only $45 million has been spent. we authorized $20 billion in temporary funding of the government. miss harris said she would give $700 in cash to those folks who may need it. meanwhile, this administration is spending thousands of dollars per illegal immigrant, $2700 just for healthcare, $1300 per illegal immigrant on welfare, numbers usa says it's $9000 per illegal immigrant being spent by this administration. taken together that's more than we spend on all our military's retirement benefits and individually it is more than we spend for the most vulnerable american on medicaid.

this is more of the same. and refocused our whole of government on cleaning up the mess instead of serving the needs of the american people. shannon: the government response is these are different buckets of funding, they've been out located. what they are spending on one thing which may be migrants coming into the country would take away from what they can spend on helene and there are calls from fema that they will need more money to get through hurricane season. there's another storm building in the gulf coast off of florida. i've gotten the speaker with me on fox news sunday. he so far said he won't call you back for funding but do you think congress needs to come back before election day off the campaign trail and authorize more money? >> we don't need to authorize more money. if we did i think we would be there for our fellow citizens. what we need to do is we need to prioritize the american

people, use the $20 billion authorized and if need be, this president with the stroke of a pen provided obamacare services to people are here illegally to the tune of $9 billion, the cbo this past week showed this administration has spent $16 billion in medicaid and the list is long. your viewers know that with the stroke of a pen the president also bailed out student loans the tune of half $1 trillion or more. the list is too long to talk about the mismanagement, waste and all the ways this administration has prioritized again their progressive agenda and the cleanup of their self-inflicted disaster instead of the american people. the money is there. i think there's tremendous incompetence and it starts at the top. you already have the ceo of our country admittedly by the democrat party not capable to do the job. kamala harris is the number

different the race is today than it was on july 13th when trump was shot. trump had a big lead over the democratic candidate, joe biden was the democratic candidate. than the assassination attempt, i actually flew with trump on his plane to milwaukee the next day for the start of the republican convention. it was going to be a triumphant arrival anyway but after the assassination it almost had a mystical element to it. it was huge. it was a very good convention for trump and things looked really good for him. a few days later the democrats pulled the big switch, kamala harris became the candidate and the democrats became much more energized. like they had a huge weight on their shoulders that was lifted off and they were happy about that. the race is essentially tied. harris is a had a couple points in the real clear politics average of national polls and it is an entirely different feeling than it was july 13th.

david plouffe so many things have happened between then and now. in recent pence of the appalling, people don't have a good feel for the economy. they do with donald trump the edge on both immigration and the economy and yet the paul had him down a couple points, everything in the margin of error but knowing he has the wind on his back with issues of immigration and the economy, why is it such a tight race for him in that state? >> trump has always had a temperament problem. there are always, all the democrats are going to oppose him anyway. than as far as independents who don't like him they always dislike him for temperament reasons. they think he can be mean, they think he speaks off-the-cuff too much. they think he lies. whatever. he has a temperament issue. it is always going to be with him. that is the problem.

the race is still tied which nationally if kamala harris is a had a deck or two a lot of political strategists believe that means trump wins because trump is closer now than he was in 2016 or in 2020. you can say he's in better shape now than he was in one of the races he won and the one he lost. shannon: this crowd adores him, this is his home team and for him to return there they will remember people who were injured, cory's family will be part of this. why is it important for trump to go back? i wasn't surprised but i thought a lot of people see that is pretty gutsy. >> there is an unfinished business feeling about that. first of all it was incredible that trump survived the and on that day afterwards he was replaying in his mind the way

shannon: there's a new poll every day but our last one in pennsylvania had a meta-trailing by two points with registered voters in pennsylvania. what message has he got to bring to turn that around? >> reporter: we know the battleground state of pennsylvania is the white whale for republicans, so difficult to win. donald trump did it in 2016. the message of a strong economy, economic freedom, prosperity for everybody but more than that, safety and security for the people of this country and you have two candidate here, one in donald trump who believes you should have lower taxes, less regulation and the ability to spend more of your money and the other side says we will tell you what prices should be and government is the solution. donald trump believes our greatest days are in front of us, we are going to close the border and protect americans. kamala harris believes the wall is a vanity project, donald trump believes in fracking in the state penciling you, kamala harris will end on day one. these candidates cannot be anymore different. with 30 days to go the polls

within the margin of error the intensity is with donald trump, we continue to see his message of economic security and national security resonate across this country and it will be pivotal in the state of pennsylvania. shannon: the vice president when pressed on the fracking issue said her values haven't changed and she came around to understanding you don't need to ban fracking. there are other ways to do energy production that don't involve getting rid of fracking. do you not believe her new position on this? are you calling her a liar on the issue of fracking? >> i don't believe she will change her position on fracking. we heard things from kamala harris that the wall is a vanity project with 45 days to go in an election she changed her position. in pennsylvania she changed her position. when pressed on the issue of why she changed her position, or what data she sought to change that. she is clearly playing politics in this issue, donald trump has a proven record of allowing

fracking, when kamala harris was running for president four years ago she said on day when she would end fracking and it would be devastating to the state of pennsylvania come she doesn't support a border wall or fracking or economic opportunity, we should believe what she said when she was running, now that the election, she's changing her position to try to convince people that she's not the most radical democrat ever nominated? david plouffe polling gives him the edge on the economy and immigration but he's underwater when it comes to the issue of abortion. registered voters in pennsylvania give an edge to double digits on this issue. j. d. vance has had a lot of messaging on this issue, doesn't seem to be convincing voters that donald trump will be respectful of staying out of any national ban or acting in a

way, democrats constant message is he's going to find a way and many states made it impossible for women to have access to abortion. >> he's been very clear, turn this issue to the states which the supreme court did and that's where the states get to decide. they are the laboratories of democracy. what may transpire in pennsylvania could look different from utah. we've seen states like ohio and kansas which would be more conservative continue to allow women to make choices for their own bodies, donald trump's position is let the states decide. what tim walz said and they passed in minnesota and he signed into law was abortion in the ninth month, that's a radical position as outside the realm of mainstream every day americans. we believe the decision should be made at the local level, the state level, let people decide through the ballot box how they want to govern their own states. that's how the system was set up and donald trump respect to.

surrounding him, all the records harris is talking about that alienate some people, than he was in 2016 or 2020. democrats should be worried about that right off the bat but with some of these groups, the gender gap is exactly the same. i find that remarkable. with black voters trump is getting 20 to 25% in some polls, that might sound abysmal but it is double what mitt romney and john mccain were getting. with a lot of these groups there's a lack of curiosity among democrats, why are we hemorrhaging working-class voters? why are these black and latino voters considering republicans as an option? it's very interesting. david plouffe why has donald trump made up the ground with groups, take for example black voters? >> the economy. that's what it is. the danger for democrats is they are trying to bolster their record pointing to these jobs numbers, saying the

economy is coming back. it does not match how voters feel about their personal checkbook, the debt they've accumulated to deal with the inflation under the biden administration so groups of voters across the board, the economy and inflation are top issues and that is very upset about last four years. they are rolling the dice on donald trump which is extraordinary? shannon: the gender gap, how do they close the gap? there seems to be so much distrust on the issue say are important to them like issues of abortion. >> i don't buy this line of reasoning that they abandoned the women's vote and not talking about abortion. j. d. vance's answer is different than i was expecting, much more moderate, accepting

part of the blame among republicans for people misunderstanding them on the issue, trying to raise a profamily message and that's different than we have seen in the past, milania trump, in her book was very supportive of abortion rights, and there's a lot of indication republicans are trying to move on this even though roe versus wade is a problem. there is no sugarcoating that. j. d. vance shannon: appreciate you digging into this. let's bring back byron york, political columnist and fox news contributor. in the aftermath of this shooting three months ago, what message do you think he needs to bring today? he will talk about the events of that and how he feels whether he uses the word blessed or lucky or whatever it is to be alive following that does he get into substance and

policy? >> absolutely. he talks for a long time. on the 14th, the day after he was shot he was trying to process that information, going over what happened, watching videos of himself being shot which was kind of odd. he was also trying to figure out what it might mean for the campaign. there was a brief moment, more unity and something like that that didn't happen. the one thing, the long-term effect that it has had, near-death experience has had is i think it gives him more of a sense of mission and more of a sense that perhaps there is a greater intent behind his candidacy. the fact that he wasn't killed is amazing given the high velocity bullet passed so close to his head. i think it has given him a greater sense of mission.

david plouffe he will talk about all those things, pennsylvania is a specific crowd, these are his people, these people are showing up, very much on board. if they haven't voted already they are going to vote for him. what can he say that would reach the undecided voter. i have a hard time finding them at the grocery store or the gym, if you're undecided i would love to pick your brain and hear from you but what can you say to those independents and people who are skeptical that don't love his temperament but may be don't know if they would like his policies. >> that the economic message. you were just hearing despite the so-called good news we had, the number of jobs created has gone up, there's growth, the federal reserve has lower interest rates people don't feel good about that because prices are so high. they haven't gone down, they just stopped going up quite as fast. their credit cards are incredibly expensive. more people idling went on their credit cards than ever before.

they don't have good feelings about this and that's the way trump appeal to those voters. david plouffe do they tune into his speeches? are there those who are so curious that they are watching the speeches to try to make up their mind? >> if you have someone who literally hasn't made up his or her mind are they going to watch this whole speech? i really really doubt it but there's a process going on in your mind. they are thinking about it back-and-forth. the general impression trump leaves today will be important. a data point they put in in their decision who to vote for. david plouffe we know he's going to talk about things like legal issues he's got and will continue to talk about them as issue of persecution. we saw ds ago jack smith, special prosecutor working on a january 6th case against donald trump in federal court in dc,

standing here. we saw the former president on stage in butler, pennsylvania. what started as a normal trump rally ended with the former president nearly losing his life. remember hearing what i thought was fireworks at the time and watching chaos unfold as the secret service rushed in. we were trying to figure it out in real time. that's when we realized the former president had been wounded. i wasn't sure if he was going to get back up or how badly he was hurt. so many in the crowd felt the same way. to know he's here in butler, pennsylvania making a triumphant return the people are excited but there's also a feeling of sadness because we know that corey compatore lost his life. you can see right there, this is on the stage, that is exactly where he was when he
