this is "fox & friends." fox weather alert. mandatory evacuations now underway as florida braces for another hurricane. this one milton, florida governor ron desantis standing by. he will join us in minutes. >> there he is. good morning, governor. >> steve: north carolina getting helping help of two america's biggest stars as residents pick up the pieces from hurricane helene. luke combs and eric church will join us live on this "fox & friends." >> ainsley: plus with exactly four weeks until election day, kamala harris struggles to answer for all of her flip-flops. listen. >> against tracking now for it. you were for medicare for all, now you're not. people don't truly know what you believe or what you stand for. >> lawrence: the second hour of "fox & friends" starts right now. >> lawrence: so we have a fox weather alert.

millions across florida's gulf coast are bracing for hurricane milton as it heads toward tampa bay bringing life-threatening storm surge. >> milton could be the strongest storm to hit tampa in more than 100 years. this incredible footage taken from the international space station shows the size of the eye wall. >> carley: tampa bay area counties under evacuation orders and governor desantis has suspended tolls in parts of the state so they don't have to pay for the tolls when they are in that traffic. >> steve: most of the folks heading out of town governor going to join us in a moment. here is janice. >> janice: category 4 storm. very strong hurricane at one point it was the one of the strongest hurricanes we have ever seen in the gulf of mexico. it's interacting with land a little bit. it could, actually, intensify again to a category 5. it only goes up to 5 on the saffir-simpson scale and then we are expecting an impact, a

landfall probably wednesday evening when doesn't help with the storm surge in these vulnerable areas. and tampa right now you are in the bullseye for the worst of the winds and heavy rain and the storm surge. now, i just want to show you the storm now. it's 160 miles wide. but, as it continues to move towards the florida west coast, it expands, so more real estate will be impacted by the winds, the rain, and the storm surge, which we think is going to be the biggest problem with this storm. so, right now, upwards of 15 feet for the tampa bay area. they have never experienced that in their lifetime. heavily populated area of tampa bay all that water and winds just continue to move in towards the bay and inlets and that is why this is going to be so catastrophic. we can't forget our friends in fort myers where we could see upwards of 10 feet. again, that's going to cause incredible damage. all-time records were set with hurricane helene and that didn't

even make a landfall in the tampa bay area but this one is -- there is no escaping it. it's going to make a landfall. the exact location still yet to be determined, but we can tell you we are going to certainly feel hurricane force winds, incincredible storm surge, tropl tornadoes and foot of rainfall in an area that has 2-foot surplus of rain right now. over to you. >> brian: thanks so much, janice. florida governor ron desantis heard all that and probably knew it already joins us live from the emergency headquarters in tallahassee. governor, you have been there quite often. what's the greatest challenge with milton as opposed to helene or others you have had to deal with over the last seven years? >> well, i think as janice mentioned, you know, this is tracking very close to that tampa bay area. i would note that anyone on the western peninsula of florida just wherever that eye wall is scheduled to go across now on these cones that, can shift.

i think right now they have it just south of tampa bay in manatee county. it could shift further north and it could shift further south in terms of having the most immediate impacts. but, that tampa bay area is very low lying, pinellas county where i grew up was surrounded by water, it's a peninsula. it's vulnerable to storm surge generally. this is a storm that's going to be hitting some time wednesday night, early thursday morning. the water is already going to be high with the tide. so that's a huge, huge concern. now, it had gotten up to 180 mile-per-hour when it was going towards the yucatan peninsula in the gulf of mexico. that is an incredibly powerful storm it. has weakened since then it. may strengthen today. the forecasts are that it will make landfall weaker than it is today. let's pray that is the case. the surge is going to be a big enough problem. and hopefully the winds are manageable, most of the buildings in florida are going

to handle a category 3 storm. so there is a lot going on. and oh, by the way, we just had a category 4 storm impact a lot of people up the west coast of florida. one of the issues that we saw in places like the pinellas county beaches and manatee county beaches was there was a lot of debris. and those local governments have to pick it up. they have contractors that do it. but it wasn't being done fast enough, so i did this weekend, i took all of our state agencies, any truck anywhere in the state barrier islands. we are doing 24/7 debris mission. we have been able in 48 hours with our state assets be able to do as much debris removal as any of the contractors who have been doing this for almost two weeks. we actually had to pry open one of the land fills in pinellas county bass it wasn't operating 24/7 as my executive order did. we made a dent in that if you have this debris laying out it.

can become projectiles and with the storm surge it creates more damage. it's very difficult. we're going to get hit two weeks on the dot from getting hit by helene. but we felt it was important that we did that we also have now close to 40,000 utility linemen in the state of florida or in route. remember, there is a lot of these workers still in georgia and north carolina and those places we have had to bring them in all the way from california so they are going to be ready to do the power restoration mission. we will have 8,000 florida national guard when the storm hits. all our urban search and rescue, our florida state guard, fish and wildlife, all of that will be there. ready to go. so we're prepared for this. this is not easy. i think it's been very taxing on our citizens to have to go through this, just as you are starting to pick up the pieces from helene, now you see another monster storm bearing down. but we will get through this, i think the important thing today is you still have time execute

your plan do you not will shelters open. hurricane through. if you don't want to get on the interstate, you don't have to. there is a wide variety of options. if you are in one of those storm surge prone areas, take action now. we have all day today, as we get into tomorrow, you're going to start seeing effects most likely and wednesday afternoon. >> steve: in fact, governor, i was down in florida yesterday, and i know that a lot of the stores are running out of water. the gas stations are running low on gas. a lot of people who were impacted by helene actually lot their cars. and so, there are lines out the door at car rental places for people trying to get out. as well, you have got your emergency services people and the cops are going door to door in these a zone evacuation areas

saying you've got to get out. because, once this storm hits, you guys are not going to be able to go and save them. they have got to save themselves by getting out now. right? >> yeah. and so on the transportation, because you raised a good point, the counties are providing transportation for folks that don't have it and the state has entered into an agreement with uber, if you need a ride to a shelter, can yo you can go on ua code for milton relief yes, run from the water and hide from the wind. if we end up with a category 3 storm. most of the places in florida, particularly with our building codes, if you hunker down in and of itself you will probably be okay. but the water, you just can't contend with mother nature. you have 10 feet of that surging in, it is incredibly destructive. it is not something that you want to mess with.

so there are options for you. you have time to be able to do it. and make sure that you are safe and your family. and, oh, by the way, the pets too. all counties and shelters they have at least one pet friendly shelter. we have actually evacuated some of the pet shelters where, you know, have you had abandoned pets. we have moved them to safer shelters in other parts of the state. there is contingencies to for all this stuff. we are going to have damage people will lose homes and infrastructure. we can fix all of that we can't fix if you decide to stay in 10 feet of storm surge and you die. >> lawrence: you have mastered the process there. everybody gives you credit for it because you guys do such a great job of handling. this we are learning that fema now is reporting that there's a severe shortage of disaster workers. this is also coming with they are saying they are going to need more money. >> they may run out of money in november. so, what are your thoughts on that and do you guys -- are you

guys set in florida to be able to cover your people even if fema won't have the money? >> well, we have what we need right now and so fema, we work with them, some of the urban search and rescue people in florida anyways, also bringing them in around the country, also working with dod to supplement the fuel mission. all our requests have been honored pre-storm. and we anticipate after the storm, i don't know what congress is going to have to do going forward. but i will -- because steve also raised a good point about the fuel. the fuel situation in florida, it's not a supply issue. it's a distribution issue. because, the stations are running through it faster than they normally do. we have florida highway patrol escorting these fuel trucks into the gas stations, we have a until and a half gallons that are either in florida or in route or reserve. our port of tampa still open, still going to be receiving fuel. i think it's more of just when they run out.

you got to rep rereplenish it. we have stocked spare fuel in the state of florida. we will continue to do that leading up to the storm. we anticipate you could have some major interruptions at the port of tampa, which is one of the places where we get a lot of our fuel from. we will work around that as needed. >> ainsley: governor, i know kamala harris called you selfish. she said she has tried to contact you to talk to you about hurricane relief. and i know that you've said -- i think you said she didn't try -- we want to get your response bus, first, listen to what she said. >> well, we don't have the sound but she said you know a moment of crisis, if nothing else, should really be the moment that anyone calls himself a leader says they're going to put politics aside and put the people first. people are in desperate need of support right now and playing political games at this moment in these crisis situations. these are the height of emergency situations is just utterly irsponsors cybil and it's selfish and it's about

political gamesmanship. what's your response? >> well, i think she should look in the mirror. we have been on emergency footing for two weeks straight around the clock, 24/7. we have been working. my office, our division of emergency management, helping people prepare for hurricane helene, helping effectuate rescues of people after hurricane helene. helping people pick up the pieces of their lives after helene and then have to also turn around and prepare for major impacts and maybe even more impacts from hurricane milton, be able to have rescue personnel ready to help people and then, of course, help with the power restoration, all these things to do. so that's been my soul focus. my focus has not been on dealing with kamala harris. i saw the news report, i didn't know she tried to contact me. but i would also say it's not about you, kamala it's about the people of florida.

my focus is where it should be. i can tell you this i have worked on hurricanes under president trump and president biden. neither of them ever tried to politicize it. she has never called on any of the storms we have had since she has been vice president until apparently now. why all of a sudden is she trying to parachute in and inject herself when she has never shown any interest in the past? we know it's because of politics. we know it's because of her campaign. i have zero time to entertain these political games. we're going to continue to do what we need to do to prepare and respond what may be one of the most damaging storms in the history of the united states. so she says focusing on protecting your people is selfish, i think she ought to look in the mirror. >> brian: right now, governor, just to conclude, you have what you need from the federal government as well as you feel like you have the resources in place? is that correct? >> every request we have made and i have been in contact with the president. i have been in contact with the fema director.

you know, it's interesting. harris is not even in the chain of command. >> lawrence: yeah. what is she doing? >> no role in. this the idea i should be worrying about her when i'm focused on the task at hand is just quite frankly absurd. so, yes, all of our requests have been answered. we have martialled all state resources that are available to us. it's going to be a very robust response. but it's going to be a lot of damage. and we are bracing for that i would ask everyone to keep us in your prayers. we know we are going to get hit. hopefully we can pray that the storm will weaken and do the least amount of damage possible. >> steve: absolutely. >> brian: best of lux. thank you. >> thank you. >> lawrence: i'm glad he called that out. she is not even in the chain of command. trying to parachute. in everybody knows that florida is set. governor desantis has done great job under both administrations. maybe she should go to north carolina and help those folks. they need the help right now. >> brian: they got two questions. should joe biden be making unnecessary trip overseas and should she be on stephen colbert

tonight when you have milton about to slam florida and you have helene killing north carolina. >> steve: brian, that point you just made about the fact that the president is supposed to go to germany and then and angola in the midst of this hurricane. as the governor u just said this coos unprecedented hurricane in american history. i don't see any way joe biden can go but i was talking to the white house unit yesterday, and they are still planning on going extraordinarily which is bad look. meanwhile, let's talk a little bit about what happens. ainsley mentioned this a moments ago, four weeks, exactly one month from today, four tuesdays, it's election day. kamala harris sat down for an interview with "60 minutes" yesterday. and bill whitaker actually talked to her a little bit about her flip-flops. but, first, before we hear that let's listen directly from

kamala harris how she has changed her policies from when she was running in 2019 as president and then vice president, and where she is now that she needs people in the middle to vote for her to win. watch. >> there's no question i'm in favor of banning fracking. >> assault weapons that are already in circulation, what do you do about those? >> well, there are approximately 5 million to your point, craig. we have to have a buy back program and i support a mandatory buy back program. >> if someone crosses over the border illegally it's illegal and you would decriminalize it? >> i would not make it a crime. >> who is going to vote for a vanity project? >> let me be clear i'm not going to vote for a wall under any circumstances i do support border security. if we want to talk about that, let's do that. >> so that's what she said then and now we have heard that she has changed all her policies although only through surrogates or by a paper statement. >> ainsley: she is for the vanity project now. >> lawrence: the wall. the medieval.

>> ainsley: barely understand. >> brian: shot a commercial in front of that medieval wall vikings in the background. >> ainsley: she is for fracking. she is against medicare for all. so she was asked that question last night. watch. >> let me tell what you your crcritics and the columnists sa. >> okay. >> they say the reason so many voters don't know you is that you have changed your position on some things. you were against fracking, now you are for it. you supported looser immigration policies, now you are tightening them up. you are for medicare for all, now you are not. so many that people don't truly know what you believe or what you stand for. and i know you have heard that. >> in the last four years, i have been vice president of the united states. and i have been traveling our country, and i have been listening to folks and seeking

what is possible in terms of common ground i believe in building consensus. we are a diverse people. geographically, regionally in terms of where we are in our background. and what the american people do want is that we have leaders who can build consensus. where we can figure out compromise and understand it's not a bad thing, as long as you don't compromise your values to find common sense solutions. and that has been my approach. >> lawrence: she has not compromised. but she also is lying. as vice president, she has not compromised at all. as a matter of fact, she continues to be the tiebreaking vote. she hasn't compromised when it comes to immigration. she hasn't compromised to the inflation or the green new deal. she hasn't done any of that when they decided to replace joe biden with her. all of the sudden she became this compromise candidate. she doesn't tell you why. she doesn't tell you why she evolved on the issues. >> steve: and it's that evolution that is simply to win

an election as bernie sanders says she is being pragmatic so she can win. we mentioned it a little while ago that a brand new "new york times" poll came out and they are still neck and neck she is a little bit ahead of him nationwide they talked to 3,000 people. what is interesting is a month ago, 20% of the people who responded to the poll were undecided. 20%. one in five. now, it is 17%. so, you know, that 17% can still swing the election either direction. had she said something crazy yesterday that could actually impact her poll numbers and that's why when bill whitaker to his credit kept asking what about this? what about this? what about this? rather than answer, she just said words, not a particular word salad, it meandered but she didn't want to rock the boat and lose anybody with a bad answer. >> ainsley: she flip flops when she finds out she is running for president. she calls ron desantis when she

finds out she is running for president. when asked about flip-flops she says i'm vice president i travel a lot. i talk to americans. they want consensus. what does that mean? >> lawrence: why does she keep telling everyone -- we know you are the vice president. >> ainsley: the more she says it the better. >> lawrence: convince the american people that she is in a leadership position. she always has to say her title. go out there, meet with people, figure out what issues that matter to them. speak about those things. not so much about yourself. >> ainsley: the more she says it, the more of reminder it is to the american people. >> lawrence: that is true. >> ainsley: more the same. get exactly what have you gotten the last four years. >> brian: univision town hall setting and trump is going to do that, too. i would love to do maybe tomorrow is the reason why trump didn't do it, he has not been treated in any fair fashion by "60 minutes." why does he keep giving them interviews and give them ratings? >> steve: right. >> brian: the whole thing what about january 6th? what about 2020 election as opposed to the issues and how he

and we know that she has certain memorized talking points about the border we heard them at the debate when she is asked about them, which is rare, she goes back into recitations and he wasn't letting her get away with that he was asking specific questions and to his credit this is maybe the only time can i remember repeated follow-up questions well, what i asked you is. this actually, what i asked you was this. one more reminder what i asked you was this. and she didn't answer that question because she can't. right? i was sitting there wonder can you just say yes, it was a mistake. we should have done more? they can't say that though. she can't say that though because, number one, the solutions that she is talking about are to problems that she caused that her administration caused, their policies. for about three plus years of this crisis, they told us it wasn't a crisis. they wouldn't use that word. and she told us directly on national television that the border was secure. so why would you need solutions

to a nonproblem even though as whitaker pointed out the problem exploded on their watch because of their policies. she can talk about congress all she wants and solutions. when donald trump left office he had a lot of this under control not by any new law from congress by executive orders. they threw those in the garbage can. the problems then ensued at historic level and she has absolutely no response to that. nothing. >> lawrence: guy, they also had control of the government for two years. >> um-huh. >> lawrence: of all branches. she is now saying that part of the reason why she has changed her positions is because she has been touring the country, because she has been vice president, and her positions have changed as a result of compromise. do you buy it. >> of course not. kamala harris is not someone who is a consensus builder. that is not part of her brand. it's not part of her reputation. it's not part of her record. she was the most left wing senator in congress. then she became vice president. she presided over this border

disaster. and now she is running for president and finds herself in a pickle because she is on the record in terms of not just statements that she made, laws that she co-sponsored. tiebreaking votes. right? you talk about what was she up to those first two years? rather than fixing the border when they controlled congress, they were passing as much spending as they possibly could, which fueled inflation. she broke the ties to make sure that inflation fueling spending actually went through. the only reason she is talking about consensus now i guess that's her work shopped answer on the 17,000 flip-flops that she has made. the american people want consensus. that has never been part of who she is and what she believes. now she is facing a national election and i guess she is having to say something. that's it. >> lawrence: just like she suddenly wants to call ron desantis now. never called him before when it comes to a tragedy. she is running now. so she has to do this effort now. guy benson, thanks so much for

normal. major infrastructure was damaged. this is something you will see all around the mountain roads here. crews working to fix roads that floodwaters demolished in some areas. >> i think clean up is going to be and getting these roads back to where they need to be. further up the road is almost completely gone. >> u.s. soldiers visited fairfield north carolina yesterday to help with disaster relief. the white house says that between troops and national guardsmen, there are 7,000 federal personnel aiding with helene aftermath. but many people here say it's the volunteers doing the brunt of the work. volunteers from multiple organizations jumped into help almost immediately after the flooding. not -- they have been helping survivors getting meals, water, clothes, and temporary housing you, also dropping off key supplies to areas that can only be accessed by aircraft and volunteer doctors tell us, ainsley, that a new concern for them is the health of people in those isolated areas.

important -- i don't think these numbers -- and these numbers are remarkable. i have been following the hispanic vote for almost a decade. more than a decade. these numbers are astounding and they have lot to a lot to do with donald trump. oddly, donald trump is very relatable to hispanic man. one unabashedly masculine. fearless, brave. we saw that in the shooting incident, the assassination attempt and the fight, fight, fight with the fist. he relates on that level. is he also very successful businessman. hispanics are the number one entrepreneurial class in america. there are more small business owners. and gorgeous wife. the american dream. that's appealing. and the other reason is the way he talks about politics. is very plain-spoken, brian. it's the way your dad or uncle talks about it. >> brian: he was speaking with laura ingraham over the weekend when he was at the butler event. this is what he said his goal is, not just for men. watch. >> i am going to protect.
