and universal and sea world will be closed. >> steve: that is what is going on. check in with janice dean for fox weather forecast. janice, even though we are still a number of hours away from landfall, it could wobble a little this way or that way so people in that cone have got to be careful. >> janice: that's a really good point. we won't know where the exact center of circulation comes on shore four hours before the event. we can only give you a best estimation with that cone of uncertainty, tampa, you are still in that cone. and a little wobbled to the east or west, norther south is going to mean the difference between 10 to 15 feet of storm surge or 3 to 4 feet of storm surge. north of the center of circulation is where you are going to get the heaviest rainfall totals. we could get upwards of a foot of rain well inland by the way and south of the center of circulation 10 to 15-foot storm surge. someone is going to get it. it's going to be tampa southward

towards fort myers. that's the area we are going to be watching. the heavy rain already moving over the west coast of florida. we are going to have the potential for tropical storm tornadoes as well. we are at a category 5. even if this storm weakens a little bit to a four. even a strong three. it's still going to carry the same storm surge. i use the example of hurricane katrina. that was a five. very strong five in the gulf of mexico, it weakened to a category 3. but had the same storm surge as a very strong category 5 hurricane. in some cases along the mississippi coast line they had a 30-foot storm surge. so don't pay attention to the categories, the storm surge is the killer along the coast. and then we will be dealing with the fresh water flooding, which is also extremely dangerous. so, there's the category four storm moving somewhere between tampa and fort myers. i can't give you the exact location. but the areas that need to evacuated should have evacuated. because we are talking about a

potential 10 to 15-foot storm surge. that's, you know, a second story, right? it's over top of you, it's over top of your home. so that's going to be potentially deadly. and then, as the storm weakens, the winds expand and that means it's going to effect more of the west coast of florida. not only the heavy rain, the storm surge, the hurricane force winds, duration of time. we're going to have widespread power outages not only for days but maybe for weeks. that's why people are, you know, planning to have a food supply, water supply, generator, that kind of thing for a long duration of time. this will be an event that they have never felt before on the west coast of florida. that's why the warnings are so dire. over to you. >> ainsley: all right. thank you so much, janice. let's bring in florida g.o.p. congressman byron donalds who joins us live from naples residents are bracing for significant impact. good morning to you. >> good morning, guys, how are

you? >> ainsley: we are doing well. you guys down there, remembering all of y'all in our prayers and seeing this video is just astonishing. we know what to expect. we saw two years ago ian hit your area, hit fort myers, hit naples. we know what that looked like this, is a one in a 20 year storm. this is 1 in 100 year storm so it's going to be much worse. what's the feeling on the ground? >> honestly, we are just in prep mode. we have been through this before with ian, the storm surge like janice was talking about was devastating. to the barrier islands region and it was felt inland. people who lived on creek beds. people who lived off of canals. they started witnessing water coming in the back of their houses and so it's something that unfortunately we are prepared for. i was with our emergency teams locally yesterday afternoon with senator rick scott. and, you know, we just looked around the table and said okay, here we go again. but we're prepared. we're rodey to go.

governor desantis has done tremendous job in leading our state in terms of putting all of the necessary equipment in preposition format. what i would stress more than anything, is that if you are in a barrier island. a coastal area of southwest florida. please evacuate. in lee county, florida, fort myers, there are 13 shelters that are open. we have pet-friendly shelters that are open. you know, follow rick scott, myself or any local official, lee county government, you will find the list of shelters that are open. please get out of way of this storm. this is very dangerous, the storm surge is life-threatening. and we are not just trying to have an abundance of caution here. everything we are seeing is life-threatening storm surge. n. southwest florida. >> steve: looking live, congressman in fort myers. the wind is picking up. the sky is menacing, obviously. to your point about how the governor has gotten your state

ready, i was reading this morning that apparently this is the largest national guard mobilization in state history. 600 ambulances, emergency vehicles. there is a base camp at tropicana field that 10,000 as well. shelters open all over. one of the worries for the people who might not be in evacuation zone a. right along the coast. is there is so much stuff still on the streets from hurricane helene. people are v. taken out washers, dryers, they are out on the curb. waiting to be picked up. as soon as the hurricane comes in with 100-plus minor winds, those things are going to be just like bombs hitting the thing. >> you are absolutely correct. this is where to my north, specifically in charlotte county, congressman greg steube making this point a lot of debris that has not been picked up if you are in zone a and some parts of zone b. i would tell people right now if you can look outside of your

door and see debris on the street, you might need to evacuate. i would really stress that you do. because, when the winds pick up, that debris might be heavy to you, but to a storm it's like a toy in a kid's room. it will pick that stuff up and it will fling it around. and it is indiscriminate. please, please, please evacuate. i couldn't stress it more. >> congressman, as we prepare for this storm. they are saying this may be a record. the big storm florida has ever had to deal with going have to deal with fema. there is the word that they're running out of money. so what do you know about this package? would you vote for it or should would he be redirecting other funds that we were spending on these other projects to our people here? >> well, i mean, when it documents fema, they have enough resources up until probably the middle to end of november, we will be back in washington and this will be the first order of business. i think in terms of where the

money comes from, you know, having been through hurricane ian, my view is we'll just spend the money but we should definitely take it from other places that the government just doesn't need to be spending money. in i got a list of stuff i can go through, but there are areas that our government is spending money in that we should not be. it's really just political pet projects and to be blunt that, you know, democrat politicians don't want to touch. they passed it years ago. they like it and they want to keep it. but instead of doing that, we should be using some of those resources to take care of americans today. so there's a bunch of money out there that we can definitely use, but this needs to be job one when we get back to d.c. >> brian: mayorkas wants you back now to do it you can take with that what you will. what about re-purposing the sandy funds $4.5 billion just sitting there. unclaimed, unused in case somebody realizes their home was destroyed in a super storm over a decade ago?

so i don't get it? >> neither do i. this is what happens in washington, d.c. we have multiple pots of money like the one you described that just sit there idle. unfortunately on capitol hill they become the pet projects of some agency or some interest group and if you even look at that money, you will get a segment of congress that says oh, you can't touch that, you can't touch that this is the time for leadership. right now whether it's here in southwest florida, the people in north carolina who are still recovering from hurricane helene they have a couple of years of recovery in front of them. those funds need to be re-purposed. borrowing more money when we have idle funds sitting around actually does not make sense. it is physically responsible to use what we have, even though it's not a priority, but use what we have re-purpose your priorities to focus on the american people. >> steve: congressman, thank you very much for joining us live from your florida home. stay safe. >> lawrence: thanks, congressman. >> thank you.

>> ainsley: leads to next talking point about fema and the response we saw in north carolina. many people are saying fema is not there not seeing fema. fema says if you don't see us we are there. when you talk to residents on the ground and you went to talk to them. we have had several reporters gotten soundbites from people that say we are not seeing enough. >> brian: only helicopters can get to them. >> ainsley: exactly. there are all these volunteers going from florida, different parts of the carolinas. all over the united states to go and help. if it were not for them, the people on the ground say they would be completely lost. many of them would be dead. so when kamala harris, when joe biden, when mayorkas, when they are asked about this, their new tactic is to label any criticism about the storm as misinformation or disinformation. listen. >> a lot of misinformation, and i beseech you, i beg to you please not pay attention to it. >> sir what's the risk of

long-term programs like, you know, what the clean up efforts in maui and with the bridge in baltimore and stuff like that. but, these are fair questions. but this administration during a political season, there is an election less than a month away, suddenly they are saying those people who are critics those are misinformers. >> lawrence: it's not just the questions that are being asked about the press. but when the vice president says to ignore this information that's coming out. she is asking you to ignore the lived experience of residents of north carolina. i mean, for them to say that these people are making it up, i think it's so wrong. i mean, at first i thought there's no way our government could be abandoning -- i went there. and unless the government is in all of these unmarked vehicles, you don't see them there on the ground. when you see the residents who -- by the way, they should be more angry, but they are so kind and they are coming

their incompetence hasn't been on display. >> steve: because they have talked about misinformation and disinformation so many times, i went on the fema website. i have never seen this before. they have a thing that says there are a bunch of rumors about fema so we're going to answer them. there is about a dozen or a dozen and a half, something like that. one rumor circulating is that fema is con city skating donations and turning away trucks. they say that's not true. donations of food and water and stuff handled by other agencies, they say that another rumor is fema is only giving out $750. that's not true. apparently there is other stuff available for people. and one of the ones from the previous hurricane helene was that the faa was restricting airspace for helene rescue and recovery. they say no. so there are rumors from the people on the ground. but none of them, lawrence, speak to what you were talking about and you saw with your own two eyes which was a delayed federal response. particularly when kamala harris is running for vice president,

she has got to look like the administration is doing great. and according to your reporting, not the case. >> ainsley: i don't understand how this is america. you know, we rattled off all the numbers that are going to other countries, we shouldn't be just providing money to fema storm by storm. oh, we have enough for this storm. do we have enough for the next storm? hurricane season goes through november 30th. how do we know what is coming around the corner two weeks three weeks and four weeks? we need to have enough in that piggy bank. >> lawrence: that's right. >> ainsley: enough to cover the entire season at least. when we see that we are giving billions of dollars to other countries, i mean, look at the images we saw in ukraine. look at the images we see in israel. look at the images in north carolina. this is right here at home and we have to help them. it's different than florida. florida can you easily get into these neighborhoods. it's flatter rain pretty much. >> lawrence: mountains. >> ainsley: houses are just in the middle of the woods. you have to go down dirt roads to get to them. >> brian: this is why the governor is such a let down.

here. you the one most talked about the one we evacuate for is the storm surge along the west coast of florida. western gulf of mexico west to east trajectory and setting up close to tampa bay. the devil is in the details. it's going to be absolutely critical where the center of it comes ashore. if it comes in north of tampa bay, that's a nightmare scenario, huge catastrophe. if it comes in a little bit south of tampa bay like some of the latest models have been trending toward, obviously a better situation for tampa bay. they are still going to have surge. won't be quite as catastrophic but then the worst of it will be farther toward the south places like venice beach, sarasota, fort myers, et cetera. i object lands a big problem, here in orlando, at a shelter right now. lots of shelters open in orange county. wind and rain a big swath of rain is incoming. probably going to have power outages for a long time. >> lawrence? >> thanks so much. stay safe out there. so today former president donald trump is back on the trail in

pittsburgh and filly and filly and pittsburgh. obviously the race is run run in places like cram bee a county, scranton and that zern county and erie and north hampton. that's where have you physically seen them nonstop. and that is -- those are the counties that are going to decide this race. pennsylvania has moved right ward and i don't think a lot of people have know that incremental change. >> lawrence: musk said this in the interview he said that he recognizes that the people here in butler and in place all across the country, not located in the center of power and wealth are the ones most concerned about protecting and preserving both free speech and the seamentd and i guess my question is, when you are look at the race right now, according to our fox news polling, haste is at 50% and donald trump is at 48%. but that's in the margin of error. so, it's a dead heat right now. i'm curious, what is the number one issue for people in the state that you are hearing?

>> oh, it's the economy. it really is the economy. costs have never gone down. yes, inflation has gone down. but those costs that peaked at 9% are still there. they never moved. and they have still moved up incrementally 2%, 3% since that high water mark. and voters are feeling that pinch, not just with the groceries. not just with gas. although that's gone down a little bit. but, also insurance costs. and costs to build things. improve their homes, you know, everything is sort of at a stabbed still. and people are making choices they didn't think they would have to expect to make because of how their pocketbook is being pinched. >> lawrence: saleen be that they are bringing out former president barack obama. everyone knows is he a good speaker. is he smooth. but he is not on the ticket. he is going to be campaigning in

pittsburgh. does he play role? is that impact on the voters in the state of pennsylvania. >> barack obama is coming back to a state has changed wildly since he won first in 2008 and then in 2012. people tend to forget that he earned 300,000 less pennsylvania voters in that second election cycle. and, you know, what is interesting to me about the obama event in pittsburgh, is that it is very much like the events that harris has held. nobody knows where it's going to be. it's invite only. so you not only to measure enthusiasm. and so i think a sara gatt is good. obama is good -- surrogate is good but who is going to see him. who is going to get excited about it. what vote is going to change? >> lawrence: it's interesting. he was so great at community organizing. and it looks like this campaign
