the cannabis industry. will her last-minute pitch to black men help peel them away from donald trump? we are back with dan heninger, jason riley and kyle peterson. let's look at the data first. how much support is harris losing among black voters out there that you see? >> typically democrats went around 85%, 95% under obama, over 90%. paris in the mid-70, this is dangerous territory for democrats. not just nationally a problem. in georgia blacks cast 30%, around 20%. around 12% and 13%, pennsylvania% and 13%, pennsylvania around 10%. those are close states. just losing a little bit of

this black vote could cost the democrats. paul: to what do you describe this shift? >> quite simply blacks were doing better economically under trump than they have been doing under biden. the facts, whether you are talking about employment, whether you are talking about wages, they had more money in their pockets, more employment opportunities and they remembers that. it wasn't that long ago. biden's record cannot compete with trump's record when it comes to these matters. offering giveaways like subsidies, i will let kamala harris on a secret. we are doing well on the cannabis industry without any government support already. paul: barack obama spoke directly to black men and said

it's not an excuse just because she's a woman implying it is sexist. >> wonder how that would play among his target audience, pretty condescending that he wouldn't vote for her because she's a woman. what jason was describing, something very big is going on here. we are witnessing among black voters especially black men the decline of the traditional democratic model which is existed in the great society, there is transfer payments if you were in trouble, the government gives you money to help you. president biden is no more popular with minority voters, black males than kamala harris. it's not about whether he's a man or a woman but what they are proposing to do for the owes younger black voters. a lot of them spent generations receiving payments from the government and they still were sitting at the lowest rung of

economic opportunity, it rose for them under the trump presidency. they got more private jobs, more self-sustaining jobs and that is the key thing and kamala harris is proposing more of the same old thing. paul: she aims this rhetorically at black men but the campaign backtrack later saying this would be for everybody. they figured out it is illegal to essentially target particular kinds of programs at one race or another. >> unconstitutional to have federal grants based on race. even in her initial plan there was some muddying in the language at the top that says loans for black entrepreneurs but if you go down in the language it says entrepreneurs who don't have enough capital

to start their own businesses so the other point i would point to on the language of the marijuana piece is the plan is to ensure that the distribution of recreational marijuana is the law of the land is what the language says. that makes me wonder how far she wants to go if that means decriminalizing and legalizing it at the federal level or something to ensure state-by-state marijuana businesses can thrive. if living in one of these states, what that means. >> what we are seeing here, blacks went through 8 years of an obama presidency. what we could be ceiling with kamala struggling with blacks this close to election day is more black people have come to a realization that a black president per se is not going to be the answer to the black

and they should compete, and medicals that are -- middle school sports, the fact in the senate race where it's playing, there's been a couple of amendments in recent years, no institution, public schools for example receive federal funding. allowing them to participate in women's sports. democrats voted against those amendments and share to brown in ohio, jon tester in montana, tammy baldwin in wisconsin, having to defend that, pointing out what they voted against. paul: call and allred said he doesn't favor women -- men playing in sport against women and said what i'm against his against discrimination. there's a contradiction. >> absolute contradiction.

the answer is typical of the way kamala harris has been answering questions these days. they seem to be buzzing over the issue. when he says he's against us, nation, he means discover nation against transgender people. the democratic party has decided in the last several years to support the transgender movement. if you're in the position of support, it includes supporting men who decide to declare themselves women and to compete in women's sports. now it is coming out because it has become a public issue. for a lot of people who didn't notice this was going on, the media wasn't covering it but now it has erupted in this campaign and people are stepping back and having the commonsense reaction are you kidding me? you are talking about having boys in my high school compete against our daughters? it has become a problem for the democrats. they should have been able to see this coming but there's

something about the way progressives think about the world where they push that stuff aside. paul: nobody is talking about discriminating against an adult who wants to choose a gender. they can do that and get the operation or whatever they want. this is something different. >> it is about kids. it is common sense. the republicans and conservatives are absolutely on the right side of this issue and the overwhelming majority of the country, i am a parent and have daughters, they swim and play basketball, i don't want them competing against biological boys. it has been unfair and dangerous depending on the sport but this is part of the progressive pendulum swung on these issues regarding kids, not just limited to transgender, math is racist, punctuality is white supreme

say, pornographic book should be available in elementary schools, down the line. most of the american public is not with progressives on these issues and to the extent politicians and public officials speak against at the public will be with the overwhelming majority of the public will be with them. paul: there seems to be a simple political math. the transgender movement, the part of it that favors this kind of coercion on high schools and whatnot, federal, cultural values being imposed across the country, isn't that large. why can't kamala harris say this is one issue i disagree and say i'm not in favor of discrimination against transgender people and we will fight that, but in this case i am against it? >> she's afraid of the activists on her left flank. that's the answer for a lot of these questions, why she won't come out about energy, fracking but this is an example where i

implies why did it go on three days is the key question. it began with a traffic accident that killed a black child in brooklyn, that was part hasidic jew and part black. it caused a riot that led to the stabbing death of another hasidic man. and burning, looting and terrorizing hasidic jews in the neighborhood. what happened has repeated itself. there is this violence, the media gets it wrong get, two groups fighting each other when it was not and the mayor and his police chief, lee brown, did nothing for three days and it is because they were afraid to alienate the progressive party.

al sharpton and others came to the second day of the riot and made clear their political position. it was part of the coalition. as you have implied in your intro we saw this happen last year on college campuses where there was anti-semitic chants, jews terrorized on college campuses, college presidents didn't have the will to act like mayor jenkins. it's a lesson, a pattern that we've been repeating and need to stop. paul: you mentioned out sharpton, a player in this and a community leader at the time. you give him his say. he was good enough to do an interview and he explains what he things happened. i was interested, he conceded there had been anti-semitic voices although he did not know them at the time. what do you make of his analysis?

>> i am grateful for this interview and the series we are doing with you guys to present these stories and hear from all points of view. i hope out sharpton thinks we gave him a chance to make his case. black nationalist figures who came from outside and there were others, but he did acknowledge anti-semitism. it is hard in this late date not to acknowledge, people were chanting hitler didn't finish the job. there's nothing more clearly anti-semitic than that. most of the people we interviewed laid the blame on al sharpton. it is certainly the case that out sharpton has changed his political views since 1991, they can see the young al sharpton, clip of what you just showed.
