>> likewise, thank you for having me back. eric: has the vote going so far? >> it is going well, high voter enthusiasm, high voter engagement. as part of the schapiro adshapiroadministration commitmo make sure this election runs smoothly i just completed my last visit. i visited all 67 counties to sit down with the election of directors to make sure they know we are there to support them in whatever they need to put any py equipment but anything else like that we can provide we are there for them but in pennsylvania elections are one at the county level we have great confidence in the civil servants who run our elections that will have a free, fair, safe and secure election 2024. eric: in 2020 ideals unfounded election fraud at that time. we are seeing some cases now. absentee ballot applications apparently 2500 stopped potentially fraudulent.

how does the system detect this and is it something wrong or something that shows the system can work? >> we have examples like that it's very much an indication the system does work. there are checks and balances. there is a validation bill into the system but when you register to vote in pennsylvania you are providing a drivers license number but you are the last four of your social security number. when you show up to vote in person for the first time you are showing identification. so, whenever there are -- make in this case it's unclear to how few the applications were submitted that were not legitimate they are caught. they are easily caught. they are conspicuous and they are not processed. eric: their been caught they are not votes and those are not votes that will be counted. >> that is correct. >> in addition there is an allegation of 53 or so people registered in one house in

lancaster. at that nunnery benedictine nuns. how digital the disinformation and the misinformation about the voting process that turns out to be apparently not true? >> there sure is a lot of it. i reach out to sister stephanie schmidt who is not related to me to really commend them for speaking up and making very clear their convent is not an epicenter of some sort of voter fraud or anything else like that. there is no shortage of it. whenever we hear these different conspiracies being spun they do not required to be any basis in fact whatsoever. it is our responsibility to answer voter's questions but elections in pennsylvania have changed so much in the last five years. there is eight voter verifiable paper ballot of every vote that is cast using two audits after

every election to make sure those results are accurate. it's no wonder people have questions with all those changes and are here to answer them. cox also allegations raising the >> of non- citizens voting. it has happened in the past, sporadically it is rare but can it happen? can a non- citizen vote in this election? >> i was a republican election commission in philadelphia for 10 years. spent a decade researching allegations, voter fraud election irregularities. even cases but un and fox news over the years. to bring attention to it. what we found as a result is very infrequent when it occurs. it is easily identifiable when it hurt occurs. build up it dealt with this issue and dealt with it responsibly back in 2017. bring a lot of attention to it now i've concerned some of them

are handling it recklessly. with lawful citizens, kevin voter registration cancel which is very much a concern. but in pennsylvania voters and across the country should have confidence there elections will be free and fair and safe and secure. eric: i think it was 2012 he issued a report in philadelphia about all of this. can a noncitizen -- make it -- o apply to get a voter registration you need to prove his citizenship. or do you just walk in? >> i care as much about election integrity as anyone possibly could. but we found in our research it's noncitizens not a significant number were registering the voters system. encountering the screen that asked would you like to register to vote?

what brought to the attention t the time that you know the answer they should not have been asking that. note noncitizen went into a government office presenting foreign passports, ford state papers and workpapers and all the rest appeared here in the united states legally and thought now i'm going to go commit voter fraud. there is language accessibility issues and all the rest. we found it happen very infrequently and was identified at the time of 2017. eric: finally looking back to 2020 and now it took four days or so for the unofficial counts. one of the reasons -- explained the law officials are not allowed to start counting absentee ballots until the day of the election or the polls closed. why it wasn't that law change so you can get a jump on this and how long you think it will take for this time? >> some things have not changed is 2020 and some things have it. one thing that has not changed as counties in pennsylvania cannot begin processing mail

ballots until 7:00 a.m. on election morning. plenty of under other states red states and blue states can begin that process days if not weeks in advance. so, we are a little bit of a disadvantage is that our counties cannot begin until 7:0. but since 2020 counties have acquired new equipment that assists with the sorting and time stamping and processing ballot envelopes. they have a lot more experience than they had in 2020 when it was new to all of us, the volume of mail ballot voting. and there are fewer voters voting by mail compared to 2020 during the peak covid environment. i think you'll have new equipment. you will have more experience and fewer votes to count by mail. but it always comes down to a close and election is before you know who won and lost. eric: are you going to get any sleep to say to the next few days next week or the week after kuester. >> know, that is for the weary no rest for the weary.

we need more. the u.s. is working towards a cease-fire and a diplomatic end to the fighting in gaza. in the fighting in lebanon. you mentioned we would know how confident the u.s. is based on their military posturing. >> yes, that applies also to iran's forces. we are going to watch fairly creallyclose to deceive the iras are up too. as far as in gaza and that talks but gaza is the main focus for the biting ministration right now that's why they are back in qatar. it comes back to hamas being willing to agree often has come back and said we want to do what they want is a permanent cease-fire so israel will pull back. very important after israel's strike, israel did come out and

eric: those are commercials and republican candidates in tight senate races for their urgent trump voters not to split their ballots but they argue it weakens the republican agenda by democratic leaders hope this will help their party. polls show some of their senate candidates are running ahead of both former president trump and vice president harris. lauren wright political scientist at princeton university joins us now. good to see you. what role and how widespread could ticket splitters be in this election? >> a while, it could be a little wider than normal and frankly, eric. these are both pretty unpopular candidates at the top of the ticket. they're very divisive for the biden/harris administration are very unpopular. but trump of course over the

last decade or so both inside the white house and out. so, there might be a lot of people that consider, i will vote for my congressional candidates, my house and senate candidates but i will just leave the president blank or write something in. that might be quite prevalent this year. eric: how widespread you think it will be and what goes into that thinking when people do that? >> well it did happen a lot when president trump was an office in the midterms for instance we saw a lot of split ticket voting in 2018 for example but i. it could be something like that were candidates or successful and then he was punished at the top of the ticket. but i completely understand why both parties are urging -- the

harris campaign in particular over the last month where they are really going for the moderate republicans. they are really helping those people voting down ballot republicans pick harris instead of leaving the top blank or coming home to trump. that is a very, very tough ask for someone to switch parties for presidential election. but i certainly do notice the trends of many of they're down ballot candidates doing better than the topics before by the way we apologize a bit for some of the audio issues we have. at the same time it's the opposite situation, the democrats hoping some republicans vote for harris if they do vote for the bottom part of the ticket. especially on reproductive rights. they are talking about women. women going out and maybe they vote republican but the top of the ticket because of reproductive rights and those issues they would vote for vice president harris. that was an argument we heard yesterday from former first lady michelle obama who spoke out

addressing this to both men and women. let's listen. >> if you are wife is shivering and bleeding on the operating room table during a routine delivery gone bad, hurt pressure dropping as she loses more and more blood or some unforeseen infection spreads and her doctors are not sure if they could act too. you'll be the one a pleading for somebody, anybody to do something. we don't get this election right you're a wife, your daughter, your mother, we as women will become collateral damage. siegler is there an indication as an undercurrent perhaps on that issue in terms of ticket splitting? >> well, it's a good issue for democrats and a bad one for republicans. consistently abortion across the board is a tough spot for republicans. they are finally seen as responsible for the repeal of

roe v wade. until the problem is, those issues are going to extend to republican senate candidates too. that is all these campaign ads we have been seeing. if the abortion question ends up in congress, if there is even a vote on a nationwide abortion protection or a national abortion ban of course those arguments extend to the senate candidates two. i understand completely why the harris campaign feels very confident on this issue. it's one of the only issues, frankly. it is a lot to ask for people to votes across party lines. that just does not happen very often. but, there are a lot of popular statewide democrats running who might be benefiting simply from their popularity.

brown is looking a little better in ohio. i would not rule out tester in montana. he's pretty popular. so these incumbents do well the last few years regardless of the abortion issue. eric: its a variety of issues people vote for when they decide on their candidate. of course we will see what happens after next week. princeton university political scientist lauren wright. always good to see you and we apologize to her viewers for some of the audio issues. but good to see you. arthel: so eric, as you know halloween is right around the corner. a new survey as ranking the most halloween abscess states according to "consumer reports." the top five are new hampshire, maine, utah, idaho, and west virginia. the study ranked the states based on the seasonal data and online trends as well as how many haunted attractions, pumpkin patches and halloween spirit stores they have. now, the least vested they say
