every single hour. pennsylvania appears to be the epicenter for legal fights. any time now we can receive the supreme court ruling. this is one, john thousands of provisional ballots in the key state. the state republican party went the u.s. court to block a ruling by supreme court that requires election boards to count provisional ballots submitted by voters deemed invalid or reasons like being mailed without secure envelopes that are required. they are three other changes in the lower courts with mail and ballot applications and closingf early voting sites. the state's governor with bret baier last night, watch. >> air system is run by republin and democratic clerks of election in our 67 counties. it is overseen by my secretary of state bret bret who is a republican. everybody needs to take a deep breath and fellow pennsylvanians who are running these elections. we will again have a free and fair, safe and secure elections.

supreme court. here to weigh in on that kerri urbahn. how big of a deal is this? >> i think it is going to be interesting to see if we hear from the u.s. supreme court on original ballot issue at play here and fast as david mentioned envelopes. two people didn't put ballots and the envelopes and try to self-correct and voted against election day in the primary. the supreme court said it is okay they did self correction process despite pennsylvania law says if you mail in your ballot on time, you can't self-correct after the fact. there are a number of counties in pennsylvania that have methods to do that, but they did not follow the process they are which is important when. and percolating before the state supreme court and that has to do with dates because i can mail him pellets in pennsylvania has to be a certain number and has to be signed and dated. were ballots related to state primary that were not dated

correctly in the court, mid-level court of appeals and against the state level in pennsylvania said you know what we receive them on time so what does the date on the envelope actually matters and that rnc said why do we have rules if we don't follow them? there has to be order so those are two different cases. >> sandra: monroe, pennsylvania d.a. and how big of a mission of this is becoming when i tell our viewers the statement reads in part, "what they found to be fraudulent some of these were not authorized by the persons named as applicants and in fact, one example named applicant was, in fact, deceased to date several of the fraudulent voter registration traced to a specific person." this is what you wanted to put up for the viewers, subsidiary in arizona-based organization working out of lancaster county. and responsible for committing the forms in question to county

officials. with time picturing this group of people dropping off forms that were never signed by the applicants and in some cases, they were dead? >> that is exactly right. this is an interesting situation to keep an eye on. four counties in pennsylvania investigating what they say is fraud or could be fraudulent voter operation schemes. in lancaster, for instance, 2,500 voter applications to register voter registration forms were dropped off. it turned out 2% of those were fraudulent. that is directly from l.a. lancaster county officials themselves. your county is investigating a similar situation where an individual or group, they haven't named who yet, dropped off large batches of in voter registrations in separate rated those out and have not made a determination on fraud but in monroe county and this one is vy interesting that you just read, we are talking about 30 however this is the first time we are

hearing a named organization. this is from the district attorney and not a random person making allegations about putting ballots in a garbage can. no, these applications were dropped off by a group from arizona, and at least some of them have turned out to be fraudulent. this is something to keep an eye on. >> the group that dropped out ballots was in arizona. and these were for pennsylvania. okay. if people at home are going, what are we doing about this and all these cases you are mentioning? this is the doj strategy and it says combating election issues, the state, not the federal government responsible for the validity of votes and counting the votes and challenges handled by appropriate administrators. officials, legislators and courts by investigating the matter, the department seeks to minimize the risk of chilling legitimate voting and campaign activities and interjecting investigation on ongoing campaigns and adjudication of
