foreign policy move up by president biden. reportedly giving ukraine its first go-ahead to strike inside russia with long-range missiles supplied by the u.s. this major policy shift comes as president biden appears to leave office. hello everyone welcome to a brand-new hour of "fox news live" arthel neville hi eric. quick slow everyone thank you for joining us i'm eric shawn. four months ukraine and president zelensky and his supporters have been pressing the u.s. to allow these kind of strikes inside russia former ambassador to nato it says it is about time that the u.s. and others loosen the leash on ukraine so we can fully defend itself from vladimir putin's aggression. >> giving them the authority to use the weapons we have already given them to hit the russians where they are being attacked from, that's only logical it does not make any sense to put these restrictions in place to
1:02 pm
begin with. i do hope they will lift these restrictions. arthel: fox team coverage stephanie bennett on a massive strikes across ukraine just hours ahead of the big breaking news. first senior national correspondent kevin corke is live in washington with the very latest. >> good afternoon from washington the decision allowing ukraine to use the army tactical missile system for attacks further into russia ohms as thousands of north korean troops allegedly have already been sent into a region along ukraine's northern border in an effort to help retake ground there. this also happens amid growing concerns once office of prespresident elect trump will e to reduce or possibly even ends continued financial military support by the u.s. for ukraine. the countries of president zelenskyy and many of his western supporters have been a pressing president biden for months to allow ukraine to

strike military targets inside russia where they said the u.s. ban made it nearly impossible for ukraine to try to stop russian attacks on cities and electrical grid. especially as i mentioned with as many as 12000 troops on the march. in the meantime president-elect has repeatedly slammed the biden administration for giving tens of billions of dollars in aid. officially the u.s. is said to provided more than $56 billion in security assistance since russian forces invaded back in february 2022 that number could certainly beat much much higher. i could also add this late tonight france and great britain have now agreed to allow ukraine to use storm shadow missiles onto the territory of russia that according to report and i should have this as well. a lot of supporters say the constraints authored by the u.s. have really hurt ukraine and kept them frankly from winning this war. that is a good source of

however it needs. back to pickwick sort 70 thanks so much. >> joining us now for more retired u.s. army lieutenant colonel robert mugginess. so how does allowing ukraine to strike russia change the ukraine/russia war? bucks it's probably going to enrage putin which of course is problematic. keep in mind the intelligence community according to "new york times" recently said ukraine is losing the war. now we know zelensky, as you just reported, has come to the nine states weeks ago with a victory plan. allegedly when he met with met h president biden he made it very clear using attack comes in other long-range missiles such as with the french and the uk just released will be helpful. now unfortunately at the possibility this could likely broaden the war. keep in mind the chinese are
1:07 pm
allegedly providing lethal aid now to russia the iranians have and of course as you just reported the north koreans have sent upward of 10,000 troops to russia. allegedly in the western provinces helping in the fight. you have a host of issues here allowing them to use attack comes back and reach 188 miles inside of russia could be incredibly problematic. arthel: also here's another question, is there enough time for ukraine to take advantage of these long-range missiles in the next 64 days and have to put russia and the north koreans on their heels? >> unlikely. they're not going to make a major difference he puts his presidency in a much worse situation because the russians, like i said will have been enraged.
1:08 pm
you have a series of things that have happened. mr. biden and fax up the war in ukraine was going to bolster our industrial base. it did not. he was also hoping it would degrade the russian military. but what vladimir putin has done is upgrade his industrial base for more munitions and is increasing his selective service to bring more people into the ranks to include of course north koreans. you have the makings of a much broader war. we need to be incredibly careful here about allowing zelensky's so-called victory plan to go forward in a way that could rob us all of our future freedoms. eric: you said putin's reaction has already been to increase his forces pretties taking north korean forces so he is not that impressive. so his military is wounded by the small mighty or ukraine.

total occupation of ukraine by the russians and more killing that is unfortunately what is happening. arthel: is there anyway to look at it from this other perspective which is sure, it's going to poke the bear make putin more angry and angrier and more fierce as he can beat. but what is the other side of this? this agreement that could happen and the next 64 days it means ukraine has to once again give up territory to russia. how is that a great move? this is a bad situation for all involved. i do believe with the russian parliament having accepted the providences of eastern ukraine as part of its kingdom what vladimir putin has made very clear is he is not going to give away anything. in fact of the last few weeks he has redefined his own nuclear doctrine in such a way he says
1:11 pm
very explicitly a joint attack by a non- nuclear states such as ukraine backed by a nuclear state such as ukraine while in fact allow him if he so decides to use weapons. >> he won't do that you know that colonel he's not going too. so, let me ask you this. >> but he has been boasting about that for years. i understand that but they had exercises here recently in a belarus with the same tactical nuclear weapons he also has had exercises in the northwest part of this country talking about these things. putin is in a rational player but at the same time he's very hegemonic about not allowing nato's encroachment into ukraine and further east as a result i do believe putin will draw the line there. and unfortunately we've been playing around the idea of
1:12 pm
allowing nato membership to come to ukraine. and that i think is a red line that might exacerbate the current problem. lexis is definitely a new wrinkle a big wrinkle a conundrum for sure. let me ask with all this at play could this move, prompted president elect trump to reconsider some of his cabinet picks like defense secretary secretary of state, i don't know i'm just asking you, sir. >> quite possibly. only because you need people with deep european experience of people that understand the ukrainian culture that understand the polish culture those nations are in a very tenuous situation as are the baltics, as are the nordic countries they are ramping up for war. they believe it is inevitable we need people advising the president that have first-hand knowledge about what is going on in that eastern area and try to get in the head of vladimir
1:13 pm
putin which is incredibly difficult much less in president xi is head who i would argue is sort of manipulating some of what's going on with russia if he's willing to provide a lethal aid in buy up all the extra energy putin is willing to sell he is fully supporting what he is doing that sends a very bad message no wonder the europeans are nervous. >> that is a lot to keep an eye out on. retired u.s. army lieutenant colonel robert mugginess thank you very much for your analysis and your expertise and thank you for joining us or we will see you again soon thank you. >> president-elect trump second term will include full republican control of the government. so what are we going to see at what headwinds could he face at capitol hill especially on the cabinet nominees? will have all of that ahead here on fox news live.

lot of his agenda on that moment. as far as legislatively i think the big effort is going to be renewing parts of the great 2017 reform the tax reform that are expiring soon. and i think related to that is knocking out the subsidies and the spending still to come from the so-called inflation reduction act. i think that is probably the focus of the first 100 days is moving that tax reform and we hope to get some spending reductions as well. >> would think the result of the tax reform in the spending reductions he's talked a lot about that with that attempt with elon musk in vivek ramaswamy what will you feel will be the effects? >> there is an excellent track record russian bureaucracy issuance of new rules.
