there is a review process. that is how we will move forward on those types of decisions. >> reporter: is at the chief of staff? >> secretary jean-pierre: white house counsel will be a part of this process. i just don't have anything beyond that. >> reporter: just quickly, president trump will be in france this weekend for reopening of notre dame. also, jill biden. how does this feel president trump's meeting with foreign leaders happening? >> secretary jean-pierre: i mean, look at is not unusual. as you heard say before the national security and jake sullivan was asked this question on the president's national security advisor made that same comment here too but is unusual for men there is a president-elect and heads of state and foreign leaders who want to have that conversation with president-elect. so i would just leave it there.
11:46 am
go ahead. >> reporter: why isn't the president of the united states going to go to the reopening of notre dame? why not? >> secretary jean-pierre: so, as you know, the first lady is attending and attending as part of larger travel to italy, uae and qatar. she will be representing the administration. were both invited to be there with the reopening of notre dame character of the president had a schedule conflict, which is why he was not able to attend any specifics on the first lady eight trip and what that will look like, i certainly will refer you to the first lady's office. >> reporter: he was invited? >> secretary jean-pierre: he was invited but a scheduling conflict which is why he is not attending. the first lady is there and he is proud she is representing. anything further on her visit i would refer you to her office.

>> reporter: a question on meeting foreign minister is today at lunch. the new arctic foreign policy face russia, china. four years later and with the successor who seeks to be skeptical, how does the president see canada's involvement in you mutual defense in international crises? >> secretary jean-pierre: look, the president values our strong partnership -- >> sandra: karine jean-pierre having to depend biden's about face for pardon for hunter biden. she was at the podium saying he would not do that but of course he now has. she defended by the circumstances have changed, john peer to perfect is when you think about how the president got to this decision, circumstances have changed. >> john: there is a word
11:48 am
president biden likes to use a lot, malarkey. and you can apply that from what we heard from the podium today. andy mccarthy had this pegged a few months ago and the writing was on the wall. do want to know what is malarkey, karine jean-pierre said people don't get prosecuted for this. 2016 when the years hunter biden evaded taxes for and pled guilty, there were 584 tax fraud convictions. in terms of not getting prosecuted for lying under federal firearms application form, 1473 this tobacco and firearms january 10, 20 23, federal prosecutors progressively pursuing those who lie in connection with firearm transactions and u.s. attorney robert jay trust are keeping guns out of the hands of those who shouldn't have them is paramount concern and we will use the tools available to us to pursue those who use or lie

to try to buy a gun. what she said on those fronts is absolute and unfettered malarkey pure and simple. speed to an avoidance on talking about whether or not the president is considering potential preemptive pardons coach above perhaps was a bit of a sign that he may be considering that. she said recently announced trump appointees for law enforcement said on the campaign if they were up for retribution. she also said the president is revealing other pardons and commutations at this time before the end of his term. >> john: it is the president's prerogative to preemptively pardon someone. there was talk and democratic circles if trump would win he would pardon himself. now there is talk for people like john fetterman pat kathy hochul of new york should pardon trump for the civil case that he is facing. jonathan turley is with us now.
11:50 am
jonathan, i don't know how much of the briefing you got to hear and the reasons that karine jean-pierre was giving for president biden doing a 180 on the lies he has told the american public. so many months now but what do you make of this whole thing? >> well, it is an extraordinary thing to watch peer until you have a person who spent so many press conferences the eminent re to nine and pardon was going toe considered. but what the press corps has not pressed her on is that fact networks reporting these discussions have been ongoing since as early as june. so these denials are being made and while at the president said he would not considering it he was considering it in the president was lying. and of course, any time a politician lies to the public, he says, "i change my mind." this is not the type of thing
11:51 am
you change circumstances like what is being cited peer into the being made by karine jean-pierre. we have looked at who he appointed and there is a sentencing coming up. all of those factors were well known to the president. but the test of principle is to do things when they are not to your advantage and to do things, frankly, your family could benefit from unethical abuse have your power and to refuse to do so. and all of this was rather pathetic and watching an effort to explain what is grossly unethical. >> john: professor turley, thank you. we will be chewing this over for the rest of the afternoon. good to see you, sandra. >> sandra: we will be right back.

based on the statement it gave up, sounds like that will happen. the company says the tiktok ban was conceived and pushed through based upon inaccurate and flawed information, resulting in outright censorship of the american people. the company says that tiktok ban unless stopped will silence the voices of over 170 million americans here in the u.s. and around the world on january 19th, 2025. as you know, president-elect trump who pushed fafr ban during his first term, actually campaigned this time around on saving the social media platform. that january 19th deadline, sandra, one day before the inauguration >> sandra: thank you. john? >> john: top aide to zelenskyy meeting with president-elect trump's incoming foreign policy team. met with the envoy to russia and ukraine, keith kellogg on

wednesday. and national security. trump is trying to negotiate an end to the war in ukraine or very at least a cease-fire. putin is not likely to just withdraw. how does this end? >> i don't think it ends any time soon, john. putin's goal was to destroy ukraine as a state and install a puppet ream. anything less could be a strategic defeat. this will be a challenge for general kellogg but i can't think of a better person. he has a distinguished record of public service going back to the vietnam war and over to him to unravel this and involve our european allies. our nato members who will be responsible for engaging with ukraine, post-war ukraine, economically, diplomatically and militarily.
11:59 am
>> john: so trump's lever average with ukraine, can be if saw don't want to sign onto the cease-fire you are not going anymore more support from the united states. what happen would his leverage -- what would his leverage with putin be? >> ukraine would like nothing more than to stop the russian army from raining down hell on their civilians. so leverage over russian xha nova scotia will be more ukraine to -- so more leverage over russia would more weapons to ukraine and seizing up on the sanctions. we want to make sure that we break russia's alliance with china. easing up on the sanctions might do that. we want. protect your worship from the shadow of another russian invasion as well as our one trillion worth of trade to your worship and the last thing we want is another war on
