prevention is concerned, part of our federal law enforcement's job is to prevent terrorists from following through, and we know there is a lot of cells in this country. we know with our immigration crisis that there are people here that want to do americans harm. we don't know the exact motive here. we don't know if this person or persons are involved in a larger terror organization, but the ices flag on the back of the truck says it all and the fact that you are saying this does parallel other attacks similar to germany, for example, and here in new york city, we know that these people have been in this country. this is an american citizen who once was in the army, and at some point, something went horribly wrong and he became radicalized, but how do you actually pinpoint these people from, you know, pointing them out and may be them before they are able very difficult in a first amendment society because you do have a right to free speech and

it's a very gray area as to how far you can go. here in new york when we did this work it was extremely heavily lawyered because it's a continuum between your first amendment rights and then getting into a radicalized area and that continuum is a tight rope you have to walk. i would say one of the things we have to be cognizant of is that the fbi is not that large an organization. that's not a pejorative, it's just a fact. they have a wide remit to cover. i would argue maybe they've taken their eye off the ball in recent years. we have to get back to the basics of what they're supposed to be doing which is this kind of work but at the end of the day you need the state and locals. that's why you have the jttfs, they're the front lines. there's going to be a lot of questions, clearly regarding the placement of the bollards. i'm sympathetic. i'm not saying it went perfectly but it's very hard to secure large events, even in the event i just described, nypd secured

giving an update on the deadly terror attack early this morning in new orleans. carried out by a u.s. citizen with apparent sympathies to isis. 10 dead, 35 injured and multiple explosive devices deactivated in the french quarter in what appears to be an intricate new year's day plot. continuing coverage here on fox news live. >> the fbi is saying 42-year-old shamsud-din jabbar intentionally drove into a crowd of people on bourbon street. moments later he began shooting at police and died after officers returned fire. three cops in all. the fbi is now saying more. >> the fbi says that jabbar had weapons and a potential explosive device in his truck. investigators also discovered an isis flag and they're working to

confirm any potential direct ties to the terror group. let's turn now to madison scott pinot live in new orleans with the latest on this developing story. madison. >> hello, the fbi just said that they do not believe that the 42-year-old suspect acted alone and they're asking for the public to help identify any other potential suspect. this is all happening during a very busy time in a very busy city, new year's eve last night. the sugar bowl football game between ug-a-notre dame was set for tonight. we now know it's been postponed 24 hours as this active investigation continues. the iconic bourbon street in new orleans is still currently an active crime scene. we've just heard from several state and local officials, here's the mayor of new orleans. listen. >> i want to express my deep, deepest condolences to the families and loved ones that

were impacted by this tragedy on bourbon street in the heart of the city of new orleans and i know that the entire new orleans city council grieves along right with me, no doubt about that. and our people and our families. we're committed no doubt to uncovering all details surrounding this tragedy. and we're taking every necessary step to put even more safety procedures in place. >> the fbi says that again, multiple ieds were found in the suspect's car and the french quarter. there was an isis flag on the car as well, they confirmed. right now obviously a lot of enhanced security, bomb dogs law enforcement officers sweeping this shut down area, 10 dead, dozens injured and officials say some injured are still fighting for their loaves.

the you've university of georgia confirms one of their students is injured. how the 42-year-old suspect ended up driving the car into a crowd of people on bourbon street, the police department says they did have barriers up, they had police cars acting out as barriers as well but somehow this suspect just ended up getting around it and, you know, the super bowl is coming up here in a little over a month. mardi gras is here every year, brings in millions of people. the governor says they know there's an issue here, they've got to solve it and are working to do that. back to you. >> i realize you just got on the ground in new orleans and we thank you for your urgency in getting there but you're on the edge of the crime scene there, on the edge of the french quarter. i wonder if you can give us a sense of how eery it is there given that's a day you would see naturals packed with the people

celebrating the arrival. new year. >> reporter: you know, i do want to point out, you can see behind me, obviously this crime scene, all the police officers, the dogs but if you look across the street from me right now, i'm not sure if that is possible to get the camera over there but i think we're doing that right now, it's pretty crowded. i mean, there was supposed to be over 60,000 people at just the sugar bowl alone but you know, it's obviously the holidays as well, lots of tourists always in new orleans. people are still out and about and some of our fox crew, they did speak to people out here, some people obviously are scared but said that they're still going to go to the game. they're still going to enjoy their day but some people said that -- this is before we knew it was postponed that altogether, they weren't going to go to the game because of what happened here and they're scared. but as you can just see, people are still out and about. but they're concerned, some of them. >> of course they are, a tragic day for new orleans, a tragic

through this, it's a terrible day and he's praying for victims and their families. president biden continuing to get updates from homeland security secretary and fbi director and the staff. now the fbi's task and i covered the fbi is to try to piece together more about this suspect. we heard in that news conference that there may be some other people involved. they're canvassing perhaps, issuing warrants on some properties. we know the truck as reported earlier was spotted eagle pass, texas, that's to say the driver was not spotted but the truck specifically was picked up on a monitor. so there's definitely a lot more work to that authorities have to do to piece together not only more about the suspect but the truck as it changed hands because it was a rental truck. so clearly they want to talk to the owner of the truck and find out more there but back here at

edge, meaning new orleans, louisiana right now is very much on edge because you heard the superintendent of police there using the words "these people". you heard senator kennedy, the senator from louisiana used the word other bad guys. you heard the governor landry says we're hunting bad people. so, that told me right then and there that we're not dealing with a lone wolf. we're dealing with other individuals that the authorities are trying to hunt down. there is a manhunt. i can understand why they would take the super bowl off the chart for tonight and it will be in the -- tomorrow night but i got to tell you, this is a very, very nervous time because we have some people out there, bad people that the authorities at

this stage do not know where they are and are hunting them. >> ted, it's julie. i mean, there are so many facts in this case that we already know at this point that really does paint a much larger and more ominous picture, not only was this premeditated. we know there wasn't just one person behind this attack and just the number of explosives, you know, we first heard about these improvised explosive devices or the ieds four explosive devices in total now were found. one was found in the vehicle, a couple more which they detonated before finding out whether they were viable or not. and then, you know, the isis flag on the back of the truck which clearly states that this person was acting out an act of terror. the question is now what's the bigger picture. who was behind this. how do they get that information. somebody rented that truck and possibly changed hands into the person who actually barreled into this crowd and actually shot at police but how much did

the feds know that we don't know because there's a lot that they're not telling us and that's something that i believe a lot of americans should be concerned about and how did it come to this without this person being caught beforehand? >> you know, julie, you have asked some excellent questions here. the authorities will never tell us everything that they know and quite naturally, we should not know everything that they know. but we know that unfortunately, that this man did not act alone. they do and they have put that out. i would have to believe at this stage they have far, far more information on who were actually involved in this, along with the guy jabbar killed by the police there in new orleans. so, it's a catch-22, i was

somewhat confused by senator kennedy who was just about saying that the federal government knew or should have known more. and that there will be information coming out concerning the federal government and what they knew. so, it right now the main objective of law enforcement, of the authorities is to catch any and everybody that's involved in this and i believe that's one reason that they canceled the super bowl tonight because they don't have all of the answers. >> the postponement of the sugar bowl this evening is obviously a big blow to a lot of people in some senses, it gives the terrorists what they wanted. but it will go ahead tomorrow. defiantly and officials down there in new orleans, in fact, i believe it was governor jeff landry who said the super dome

and surrounding area are safe. you said about the search going on obviously not just in the new orleans area but we know this suspect, 42-year-old shamsud-din jabbar was from texas. we believe there are houston connections. now they have to look across the entirety of texas, all of louisiana and possibly many other points across the country as they try to piece together who this person's connections were and what role those may have played in the planning and carrying out of this attack, ted. >> jonathan, everything you've said is accurate. what we must understand that investigations are like a puzzle. and you are trying to put each and every piece of that puzzle together and you're looking now clearly at texas. you're looking at louisiana. i can tell you there are going to be [unclear] if you come into texas or into

louisiana, you normally go vis-a-vis ernst, texas and go along the i-10 corridor. i'm sure they're looking along that i-10 corridor for any and everything that they can conceivably come up with. but this investigation is a massive and broad investigation. if you were dealing with a lone wolf terrorist, well, that's one thing. but when you're dealing with the fact that they believe, meaning the authorities, that others were involved, this stretches this investigation. >> ted williams, thank you so much. always great to have your expertise in these kind of tragic situations. >> if you've been watching we've identified the suspect, jabbar, 42-year-old, u.s. citizen and texas resident. we understand he's not the only person responsible, this could be a group of people, we don't know how many but this is more of a widespread pre-planned

attack. explosive devices at least four were found, one in the vehicle. vehicle was equipped with a black isis flag on the bag. three other devices were found and detonated in the area. this investigation is very widespread and they called in als, u.s. the governor, you had the mayor, you had the police chief, you had the state senator of louisiana all at this press conference, looking to find answers and also pleading with the public to help. if that is one take-away is that the public really is needed in order to connect the dots and figure out who this person was. i did just read that he had a previous criminal record, which included theft and driving with a suspended license. so no violent record we know of as far as the suspect is concerned but we don't know anymore, we don't know of a wider spread terrorist organization that he's linked to as of right now. so that's how large this

investigation is not going to be said, okay. and we will as information unfolds, this is a very fluid, fluid process. and remember something, too. we're doing two things. we're hunting some bad people down and securing the city too, getting ready for a sugar bowl. >> that sugar bowl is now delayed. it's going to be canceled for this evening and they've been postponing it to tomorrow to make sure everything's safe. they do believe the area has been cleared, jonathan. they didn't indicate they believe there was any further threat but they have indicated there are going to be more suspects that were involved in this plot to kill as many people as they possibly could. and speaking of, we have dan lynskey, a former boston superintendent and chief of police who worked in boston at the time where they suffered a horrific mass casualty murder bomb terrorist threat there, and

terror attack and he joins me now. what about this incident in new orleans brings you back to that horrible day in boston? >> all of it, the people having a great time in america, celebrating a great event, great holiday and having the day turned into a nightmare. horrific injuries and heroic actions bylaw enforcement. so it seems like a repeat exactly. our event was islamic terrorism that involved ieds. this event is is that as well. they've got an investigation to do they've got a scene to secure and a city to make safe while hunting fugitives so it takes me back to where i was in my own command post in that week in april. >> and dan, in that situation, turned out there were two suspects involved. the indications we're getting, it seems from local and federal

officials in this one, is that it may be more than that. they've talked about several. the fbi special agent in charge althea duncan talked about range of suspects. how much exponentially more difficult does it become as the number of suspects increases? >> the number of suspects make it harder to keep events safe, right. so everyone wanted to this be one and done with the lone wolf and that was over with. they developed information that that wasn't the case and they potentially now have members of a terrorist cell operational in the new orleans area, in the u.s. area that they have to identify, locate and stop before another attack can occur. they assess the threat level and looked at a large scale event tonight at the sugar bowl and said we can't safely secure it,

even if you are secure the perimeter, putting that many people in an area where potential terrorists have access to ieds and they have military training that would not be the right thing to do for the citizens in new orleans. i think the good decision was made to postpone it and they're going to work and try to track these individuals down as quickly as possible. just like our event they're looking for the public's help in identifying individuals who might be associated here. it appears they might have some information that's developed, there might have been a red flag or two before hand and trying to pull those threads and see exactly where these people are today and exactly what their involvement is key. it also could be that we saw in the chelsea bombing attack they were looking for three individuals who handled the ied and there were people who took the bag it was in and left the ied in the dumpster without knowing any better. we have to figure it out but it

seems pretty clear the fbi's concerned there are additional participants in here in taking that action. >> this is obviously a federal investigation. the fbi is involved and terrorism is suspected but how hard is it for local authorities, because this at first became a local authority, local police in new orleans job to investigate what the initial cause was of this horrific massacre that happened and how do you identify these sleeper cells? we know there are terrorist sleeper cells in this country and no matter how many cameras you have on the streets, this person had to have known that these barricades were under construction, that they were being worked on. this person had to have been surveying the area or someone was for quite some time. they knew they would be able to get a vehicle down that road and go on to the sidewalk, despite the fact there was heavy police presence there and vehicles. how hard is it for local authorities, i mean, it almost seems like not enough could ever be done to prevent these sort of things from happening?

>> there will be an after action to find out exactly what possibly could have been done better here, right, for this event. and every jurisdiction in america will learn from that. as far as a local event, there is no such thing. every major city in the u.s. who's got large scale special events is dealing with the state, county and federal partners, before, during and after as part of the planning. if an event like this occurs, fortunately, if they've done their jobs right and have planned and worked together beforehand they all come together. the fbi is the lead agent sit in this, i can tell you that the share sheriffs, new orleans police department are working together putting resources on the table and sharing information. that's something that we need because we need the local resources, local knowledge. we also need the reach and technology of the fbi and the scientific and crime scene expertise they can bring to that and we have to look at the

intelligence community. if this is a group outside the u.s., nsa is going to be looking a the who was this individual talking to overseas, as far as what is going on who would have radicalized, funded this, and whatever connections are out there. >> the cops did incredible work there, they're heroes. there could have been so many more casualties. when he rammed his vehicle through the crowd he was shooting at the same time. he shot at three different cops, two police officers were hospitalized as a result. had they not shot him dead right there, many more people could have been killed. they're of course going to probably obtain digital evidence, maybe a cell phone at the scene, because he did not get away. dan lynskey, thank you for talking to us. we appreciate it. >> thank you for having me. >> and julie, the investigation is obviously moving fast into this tragic terror attack and you mentioned there the work of police officers. in some of the video we have seen which we're not showing our

didn't hear anything other than my phone was blew up with a bunch of family from indiana asking if we were okay. looked outside our front door and we saw caution tape and dead silence. >> horror on bourbon street at 3:15 this morning as a terrorist, an accused terrorist tried to run down an entire crowd and kill as many people or hurt and injure as many as he could. he managed to jump barriers, get around police officers and vehicles and mowed down killing 10 people, 35 people injured. some of those people clinging to life as we speak, with life-threatening injuries. we heard earlier from state, local and federal officials, the fbi is now involved. this is a terrorism investigation. there are multiple potential terrorists that were involved in this plot. the truck which was the weapon used in this mass attack was in fact rented in houston.

so the investigation starts in houston, texas, then driven into new orleans. they do believe that at some point the vehicle switched hands. we don't know who rented the vehicle. they're trying to figure that out. in addition to all of that, there were explosive devices that were found at the crime scene. at this point bourbon street is closed indefinitely. the sugar bowl tonight canceled and postponed until tomorrow. so far four explosive devices found, a black isis flag found on the back of the tragically hip, the coward barreled into these people. madison scarpino arrives as she continues our coverage there. what more are we learning about the current investigation obviously in the very early point? >> reporter: very early but sad update i do have for you. we know at least ten people right now that we know of were killed in this attack.

st. thomas more catholic high school and lavyet, louisiana not too far from here put out a release not too long ago saying 2015 graduate of their high school is one of those victims. his name is tiger beck, i'm hopefully pronouncing that name right. he was a stand out in football, cross, track and field, just a very sad update and i'm sure more to come as the days go on. you mentioned it, that sugar bowl game, over 60,000 fans set to be in that stadium, was supposed to be tonight between university of georgia and notre dame. it has now been postponed 24 hours as this very active investigation continues. and not too long ago we heard from state and local leaders, here is senator john kennedy about that game being postponed. listen. >> but after we get to the bottom of this, we need to tell the american people the truth and the people of new orleans

back to you. >> thank you very much. jonathan? >> julie, let's bring in former assistant fbi director. chris, great to have you here with us this afternoon. i want to ask you on the basis of your i believe more than two decades of experience at the fbi, they're now leading this investigation. what is their priority in terms of focus right now? take us behind the scenes if you can. what are they doing first? >> yeah, i mean, they are building out the social network, everything they can find out about this person's sort of sphere, who he associated with, who might have influenced him, who his co-con spear tores. they wanted to identify the cell. is there a continuing danger,

the fact they postponed the sugar bowl tells me though they may know a lot about what transpired here and the motivation they don't know everything they would like to know so they're putting the word out to the public. they need more information, or postponing the sugar bowl. this is, you know, there's a lot that they know that they're not telling us but this is shaping up to be one of the most significant terrorist taxes, if indeed there's a connection to isis and we believe this is, one of the most significant attacks since 9/11. >> it's not only one of the most significant terror attacks since 9/11 but it's reminiscent of the boston marathon bombing. we just spoke with dan lynskey who basically says this is truly like living a nightmare all over again by watching this. what was interesting i thought it was great that jonathan mentioned earlier is that in that particular case there were two suspects, right. p kass just more targeted. it didn't seem like a wide stream larger more in depth and

pre-planned investigation. here we don't know. we only know at this point that one pen, one suspect is dead but more were involved, people we don't know if that means two, three, an organization, if he was connected to a broader terrorist organization. that is a much harder investigation for the feds to get to the bottom to. and i can't imagine where they even begin. >> yeah, no doubt about it. another similarity to the boston bombing is that i think video is going to play a significant role here, again because these ieds that were found away from where the truck was -- where the attack took place, there's going to be video of someone placing these ieds and someone -- they're going to track that back as far as they can and they're going to track it forward from where they planted the ieds and wherever they went from there. that should provide significant leads. video's ubiquitous in that city, there are businesses everywhere,

investigation's moving very, very quickly. i mean, we've already identified a house fire early this morning where some of the individuals who we believe are connected were working and, you know, so these things are moving very quickly and i know that the information will be released as soon as we can. >> jonathan: madam attorney general, it's jonathan, obviously it's important to talk about the investigation, to see where it's going, to look into the background of this attacker. before we get deeper into that, i wanted to ask you as the attorney general of louisiana, as a human being, how do you react to the fact that somebody would drive into a crowd of people, in the name of isis, apparently. people who were simply celebrating the new year on the streets of new orleans at 3 a.m. new year's day. i would just like your reaction as a human being. >> yeah, you know, jonathan,

it's a terrible thing to wake up to. it was a terrible thing for me to wake up to this morning. i mean, i have children, adult children who come to new orleans and who have been on bourbon street on new year's eve in the past and you know, so i'm really -- my thoughts have very, very heavily been with the parents who had phone calls this morning that no parent ever, ever wants to get. and we still have at least ten people that are clinging to life in critical condition in hospital. so it's a terrible event and it's really a tough day for everyone in our city and state and i think it's a terrible day for the country. >> julie: i want to talk about the particular truck that was used in this. we know it was a rental. we know it was brought from texas and spotted in eagle pass, texas back on november 19. but we understand that the truck does have a history of plate readers. it never actually passed through from mexico into eagle pass, however the license plate on this truck has a history of

plate readers at the border, in patterns and i'm quoting, that may be suspicious for human smuggling. when this story first broke, a lot of people wanted to know the identity of the suspect. when you hear human smuggling, you think about the border and the border has obviously been such a dangerous, ignored problem for this country with so many of these sleeper cells and terrorists who want to harm americans, illegally crossing our borders. what part of that most alarms you? >> well, you know, i've been alarmed by terrorists and criminals crossing our border for some time. in fact, one of the lawsuits i filed against the biden administration addressed the fact that administration was not removing violent criminals who had been convicted and served their time and were subject to removal under federal law. so, and we know that there are a number of other people who have been allowed across our border without any real checking and

that we've got known terrorists among us. this is part of the same pattern. it is very concerning and i think that we've got a lot of sorting out to do when the new administration takes over. >> jonathan: attorney general, congressman troy carter said at the news conference that you also attended, and this is a quote, we will find you, talking to the other suspects, we will bring you to justice. is that something, a promise that you, too, as attorney general can make to the people of louisiana and indeed this country? >> it absolutely is. and while there are certainly federal terrorism charges and other charges that can be brought, we are willing to bring state charges as well and we have state terrorism charges, we have the death penalty in louisiana and i'm certainly willing to ensure that we carry it out. >> jonathan: attorney general liz murrill, we're grateful to have you here and we send our condolences, sympathies and support to all the people of the
