morning in new orleans. the fbi claims 42-year-old shamsud-din jabbar, a u.s. citizen from texas intentionally drove into a group of people on bourbon street. the attack killed at least ten people and injured over 35 more. now investigators don't believe the suspect was the only one behind the terror plot. you are watching a new hour of fox news live. >> there's growing questions over the suspect's potential affiliations with the terror group isis. >> we have got all of the latest with our fox team coverage. madison scarpino is live on the ground in new orleans but first let's go to david at the white house with more on the federal investigation. >> hey, molly and brian. we know there are potential -- other people that authorities are looking for, specifically the fbi. the fbi assistant agent in charge there said so at that news conference, i want to bring in new reporting.

right now the associated press is reporting that agency reviewed a louisiana state police intelligence bulletin that shows that there were guns and pipe bombs also found in the suspect's vehicle. according to the associated press, the devices were concealed within coolers, were wired for remote detonation, again from a louisiana state police bulletin. also a corresponding remote control discovered inside the vehicle. this is also significant. according to the same intelligence bulletin, surveillance footage captured three men and a woman placing one of multiple improvised explosive devices. so certainly more to this investigation. president biden meanwhile is not here at the white house today on this first day of 2025. he's at the presidential retreat in the maryland mountains, camp david. however, he's continuing to get updates from his team, from the homeland security department,

from the justice department. also from the fbi. i want to read something that the president -- actually i want to go to some sound from president biden on the tarmac before he took off from delaware to go to camp david. watch this. >> president joe biden: i've spoken to every member of the agency from the c.i.a. to our national security team, to our fbi, nsc and we're gather -- i spent a lot of time with the governor and the mayor. [ inaudible ] >> president joe biden: it's one of anger and frustration. >> reporter: he didn't say much there, he said he would say more later but he did release a statement more thoroughly that says my heart goes out to the victims and their families who were simply trying to celebrate the holiday. there's no justification for violence of any kind and we will not tolerate any attack on any of our nation's communities. the man who's moving into this white house behind me in less than three weeks,

president-elect donald trump put out a statement on social media earlier today that reads as follows. when i said that the criminals coming in are far worse than the criminals we have in our country, that statement was constantly refuted by democrats and the fake news heeds i can't. the crime rate in our country is at no rate we've ever seen before. our hearts go out to the people. the trump administration will fully support the city of new orleans as they react to this pure evil. to be clear, the suspect was born in the united states. he served in the united states army. he was a veteran. the fbi is the lead agency in this investigation, going through the social media and any other accounts associated with the suspect but that key bulletin there by the louisiana state police, the associated press was first to report shows potentially other people involved and the fbi was cagey during that news conference as

far as saddling in with a specific number of how many other suspects. governor jeff landry, the republican governor in louisiana said they don't want to tip their hat to anybodyrrow and ite at any time we w? >> absolutely. a lot of investigative agencies casting a wide net. david spun, thank you. >> let's go live to madison scarpino on the ground in new orleans. what's the latest there after this important news conference happened a couple hours ago? >> reporter: we do know the fbi believes the 42-year-old suspect did not ask alone. they're asking for the public's help to really just help identify anything about the

suspect or any other potential suspects as well. we know that the sugar bowl that was set to happen tonight has now been postponed for 24 hours as this investigation continues. the iconic bourbon street right behind me is an active crime scene and we just of course heard from all of those leaders. here is the superintendent of the new orleans police department. listen. >> this is not just an act of terrorism. this is evil. and when we face evil, we have a choice. we can run in fear or we can indeed stand in strength. and in a time of crisis. >> reporter: again, at least 10 people are now dead and dozens others injured. we're still waiting to hear about all of these victims but some new information that we have is we know that one of the victims who died according to

the high school that that man went to, he was a 2015 graduate of a high school in lafayette, louisiana, not too far from here in new orleans. so presumably in his late 20s and university of georgia confirms that one of their students is a victim who is critically injured right now. of course uga is playing notre dame in the sugar bowl. it's now been postponed and we've been talking to a lot of the many, many tourists who are in town now for the big game and we spoke to one girl who tells us she was on bourbon street just hours before this tragedy happened. it was surreal for her and she even considered getting out of here, changing her flight and going home, listen. >> i'm honestly still in shock just because, you know, if things could have happened a few hours earlier, thank god it didn't, just, unfortunate it happened at all, but we were literally -- >> we were right there all night.

>> we were walking here all night and it's just scary, it's really scary, it's sad and just devastating. >> reporter: so, as far as how the suspect drove that truck in to the crowd of people on bourbon street, authorities say there were barriers around that area, police cars blocking off roads but the suspect was able to get past all of it. the fbi says multiple ieds were found in the suspect's car and the french quarter. an isis flag on the car. so a lot of enhanced security everything from law enforcement officers walking around, bomb dogs and of course new orleans is the spot where the super bowl is set to be played in a little over a month. so that's happening. mardi gras always happens here, millions of people in town. so, state leaders say that they know there's an issue here, that they have to solve, especially with all of that going on. i'll send it back to you. >> absolutely. new orleans is one of those cities that is world-renowned

for hosting major events, which makes this attack all that more surprising, with a lot of questions. thank you for your reporting, madison. >> and with more on this lets bring in former fbi special agent john than gillian. thank you for your expertise at this hour. i want to start with something that date spun. it was replaying at the stop of his report, regarding this new d an intelligence bulletin saying that surveillance footage captured three men and a woman potentially placing one of multiple explosive devices that have since been under investigation as part of this broadly. your thoughts? >> well, so this shows us definitely that they had a group rather than an individual that was involved in this. when that occurs, the investigation widens up quite a

bit because now you have to start looking at is that a potential attack that was furthered by an even larger group than that. we do know that he's saying that -- or that his flag and what he identified as was isis. so, we do know that that potential is there but as they look at these individuals, if they're able to get those individuals, it will start to spread out quite a bit and you will start to see more definitive information about who he was, not just the person, but who he was and what he was believing and the people that he was connected to. i'm sure this is going to become a rampant -- it's already rampant but it's going to unfold rapidly because we have so much information. we have him, we have the truck, we have the information about these individuals. where he was from. his online presence. it's not like it used to be in

2001. now the information is overloaded, especially in situations like this. >> jonathan, according to that louisiana state police intelligence bulletin, you know, we -- they gave us that number, right, of the three women -- the three men and a woman that's placed intend that ied. during the press conference they didn't get into any numbers or much specifics about who they're looking for. according to the bulletin there's surveillance footage but they didn't even release that. for folks at home, why are they not releasing more information or giving people more of an idea other than saying we do not believe that this individual was solely responsible at this stage in the investigation? >> because i believe law enforcement has not evolved. this is a real issue in law enforcement. they do not progress. they do things the way they've always been done and don't progress. as you saw what happened with the attack against the insurance

ceo in new york city where the nypd used the public as a force multiplier. that was thinking outside the box and it worked. in this case everything that they've done so far, from the actual security at the event to the press briefings, to the way they're not using the public is all indicators that this law enforcement, this city has not advanced. and in some cases, the fbi has not advanced as far as using the public either. that is something they have to start doing, because they can -- look, the media's going to report it. so the news -- the law enforcement agencies might as well put it out there and see if they can utilize the public. >> althea duncan, fbi assistant special agent in charge speaking during the press conference talked about a range of suspects. what to that potentially mean? >> well, that's interesting that

she used that phrase, because it could mean age range, it could mean the fact there was a female involved. it could also mean it was transnational, it was across the united states. so, we nina this truck came from -- know that this truck came from houston so the potential was that individuals were involved in houston as well. i'm not clear on why somebody would drive all the way interest houston to new orleans and take out this particular location. that's going to be very interesting because last night, it was really -- whatever pick they wanted and they drove that far, which is a long ways to go in order to carry out this attack. perhaps they've been scoping out different locations and they identified this one for what it was, which was not secured. >> jonathan, during that press conference, we heard about -- we heard from the superintendent of new orleans police kirkpatrick and she said about the fact this vehicle was able to drive on the

sidewalk, they obviously -- they said the mayor there in new orleans in time for the super bowl. when ush ped on the idea that this vehicle was able to make its way on to a sidewalk, she said we did have a plan but the terrorists defeated it. that's tough when you hear that press conference, the governor got defensive, they seemed to get defensive about this. when you're protecting an area like this, should you be able to get on the sidewalk at all? you can't put bollards on every sidewalk or can you? >> well, the nyp d-dos it great. you know, i ran the special event management group for the fbi in new york. where we were integrated with all the law enforcement and private entities for every major event in new york. the nypd will have vehicles in the road that can pull back and forth but they also have cars on the sidewalk. they will park several cars.

you just can't get down that road because there's too many vehicles. it's really that simple. the fact is that law enforcement and these city officials failed to think outside the box while criminals and terrorists were constantly thinking outside the box. and until they catch up and stop doing it as they always do, these types of things will happen. i have to tell you, that press conference next to the wisconsin press conference where this was, these press conferences have gotten absolutely horrendous. why should they be getting defensive during a press conference. you give the facts and you inform the public and you tell the public be aware, we don't know where every bad person is, so be aware. and they never do that. in this case they actually got defensive and it was absolutely horrible. >> jonathan, the ieds that were found, some in the truck, others potentially located in the french quarter.

we don't know how effective they were, if they were effective, how sophisticated that sort of thing will be but what does that tell us? >> it tells you they gave it some thought. this wasn't just an individual who planned on driving into a crowded street. this was an individual that had multiple layers to their attack. they just didn't get to that point before they got shot. and so, it shows you that there was a deep detailed plan and a pre thought out plan and when you add to that the fact that they are saying that other individuals were involved, the fact that he was flying an isis flag, what you start to see is remnants or a plan that mimics what isis does in other locations. so there, that starts to lead you to the fact of who were they in contact with outside of this nation. because to come up with a plan is easy. but to make an explosive, and

find somebody who's willing to drive into an area that they know they're going to die is a totally different thing. so, i think what we're seeing here is heaven forbid, not something that's going to increase in 2025. but something that is increasing all over the world, because it's so easy to do. even without the bombs. and city officials, federal officials, they have to see this. they have to see that vehicle attacks are the flavor of the day for attackers because all they have to do is spot one place where there's no barrier and a lot of people and they can carry it out. and i'll say one other thing. this, right here, is the next -- that right there is being used in war. this is a $400 drone right here. they're using these effectively in ukraine and i fear that is going to be the next issue. >> yeah, three of our own u.s. troops were killed via use of a

>> law enforcement is saying that the suspect in the terror attack did not act alone and are looking to germ the suspect's potential associations and affiliations with terrorist organizations. paul mauro, retired nypd inspector joins us live for more on all of this, the security plan. we want to start off, i do want to start off with what we know about that louisiana intelligence bulletin that's being talked about in the associated press. molly brought it up with our last guest. in that bulletin, they talk about the fact that they saw three men and a woman placing one of multiple improvised explosives devices. this is according to the associated press which saw that louisiana state police intelligence bulletin. paul, do you have any insight into -- more as to what

that bulletin actually shows? >> there's some video that is circulating that appears to show a group of people that approach the -- looks like a cooler of some sort. and they handle it. now, i don't know that that's exactly what this refers to. what's actually going on is a little unclear to me and it may very well be unclear to the people investigating. but i think the salient point here is that there's likely been an assessment of a couple of things. first of all they've probably already determined contacts that the accused may have had or appears to have had in the area. but further more, the idea that if they can place him in the truck at a particular time, but yet, the devices that were planted elsewhere, they're reportedly two different guyses planted away from the scene where all of this occurred. that argues obviously he couldn't have been two places at once. in that presser, they were

unequivocal, despite i was caveating that information because i felt is what i saw from my sourcing but they seem to be convinced there are other pieces involved here so that bulletin likely goes to that video and that's who they're looking for. >> molly: one of the things that's being reported by the. p regarding that bulletin is there were corresponding remote controls discovered inside the vehicle which i thought was interesting. your thoughts? >> yeah, if that's the case, then it looks like he had wired this thing so he could remotely detonate it if the plan didn't go according to how he wanted, it argues that the fast response of the new orleans police, once he got around those bollards very well may have saved a worse situation. i don't know the relative strength of the explosives but certainly with the crowd around and the shrapnel that would have resulted, reportedly the other two devices were pipe bombs that were ladened with nails. so these things were devised for

maximum lethality and he was somebody with a military footprint reportedly 10 years. so he may have had a viable device in that vehicle and with a -- if it's an electric vehicle which again is the reporting, a lithium battery that can go up, those things go on fire sometimes even without a initiator so it looks like maybe something even worse may well have been averted. >> brian: we've been talking about other car ramming terrorist attacks and earlier this morning we were talking about the october 31st 2017 halloween attack here in new york by sipov. i think it's worth repeating with the similar connections between this attack and that one. he was a 29-year-old man, rented a truck and ran it down the west side bike lane. there was reporting that he initially planned to go after the halloween parade here in new york but it was so well-protected he decided to do

that and he wanted to also target the brooklyn bridge. but he was inspired to carry out that truck attack, back in 2017 by isis videos that he had watched on his cellular phone. and when he was in the hospital, he had even wanted to gleefully bring out the isis flag. now we're dealing with the 42-year-old shamsud-din jabbar with an isis flag on his vehicle. i mean, it's incredibly similar and i'm wondering what your thoughts are? >> yeah, i mean, there are a number of data points here that are very close. first of all, a holiday. that was halloween as you mentioned. the nypd had hardened that parade as part of their sop with sanitation trucks and cement bollards. he went to the west side highway and grove up on to the running path which was at the time note entirely secure and he drove down the length of the west side highway on the running path. it was just terrible crime scene

and post 9/11 it was certainly the worst i had seen. i was working there, working counter-terrorism at the time and it looks like this very much tracks to that event. a rental truck, a holiday, the isis flag, that's one of the reasons why i was mentioning that i suspected there's a manifesto here some place because the other suspect did have a manifesto . it referenced the taliban but upon briefing he wanted the isis flag. he jumped out of the truck, he had two guns. it turned out to be a starter pistol and we didn't know that. the cop who shot him didn't know that and the other suspect had a knife. we don't know if this guy had other weapons. anybody who dealt with that you see the similarities. you have to say did he look at that event and say that's what i want to do. >> brian: absolutely. >> molly: the investigators are looking into potential associations, affiliations with

terrorist organizations but that doesn't necessarily mean isis connected or it could be isis inspired. given what we know about the weapons, the car, the guns as well as the bombs does it seem likely one way or the other? >> it comes down to how he was radicalized. there's reporting -- the contours of this thing are starting to harden up. looks like he was going through a bad divorce, might have had a slipping down life financially, might have been losing his house. these things are circumstance -- circulating online. if that's the case that's the cognitive opening and that happens almost always online. somebody's just open to this and finds a new identity. we saw it time again here in new york city, with nypd intelligence and it looks like it's that kind of thing and if, you know, if that's the case, that's how they got into him, that's how he got radicalized and that's why they're going to be looking at his associations

because those associations occur online. if he does have a lot of associations, people who helped him here, he very well may have met them in the online format. >> brian: and paul, quick with the number of people they're looking at is this now -- is this a manhunt? could we say this is a manhunt for more suspects? >> yeah, you know, i was -- as i said, i was being cautious about that but they were pretty unequivocal about it in that presser which i would characterize a maybe not the shining moment of press conferences but nonetheless they seemed to indicate unequivocally that they are looking for associates. so if that's the case, then yeah, we're looking at a manhunt and i think they're asking the public for help but didn't give us a whole lot to work with. i'm just hoping that whatever they roll up here quickly because if there are others out there with devices we're in a great deal of danger. >> brian: the sugar bowl is supposed to happen tomorrow

reports that the superdome, the home of the new orleans saints was placed on lockdown for security sweeps. people with offices inside the stadium were told not to come on site until further notice. joining us retired fbi agent bobby ciccone. what are they doing to get things ready for tomorrow night? do you think this is a good idea to have a big event in a city where they're investigating ieds and safety to the public and a very recent terror attack and the possibility of more suspects? >> yeah, well, it's difficult to say. look, if there was no other consideration, sure, i would say just put the game off, move it to another city. but, you know, so much goes into it that comes into play, beyond just that. i think right now, i mean no one's worried about inside the venue. that's locked down. they've swept that. they're worried about outside the venue, number one, somebody getting into the venue or more likely someone like this who's going to hit a soft target. hopefully what they're doing right now is changing up the in

indegrees and how they will bring people in that's where people gather before you get to a [unclear] to somebody's who's going to scan your ticket. you're outside that perimeter and people are gathering outside the security and they're vulnerable there. we saw it in the u.k., in th tha grande concertso they know that. so you have to kind have more ingress points so less people are gathering at each one because the less number of places to enter you have, the bigger the crowds that gather waiting to get in. those people are the vulnerable ones. >> brian: bobby, brian here. just wondering about the fbi and the isis threat. we talk about the last attack we've seen here in 2017, halloween with the truck plowing into the west side bike riders, killing 8 people. last time we saw that here in the united states on this type of scale. do you think that the fbi has

not -- i don't want to say dropped the ball but has not focused in on this threat, the vehicular ramming threat as much as they should have over the last couple of years? or is this just the nature of this type of attack? you can't protect and stop a car from driving on every road in america. >> yeah, brian, i think it's a little of both. i think that the first part of your question, we don't know yet. we don't know if anything was missed. unfortunately we may never know because a lot of that is classified information, how they were getting the intelligence or what they were viewing. i hope it becomes public. and we'll know if anything was missed. certainly that needs to be looked at but i mean right now they have to do the investigation and later they can go back and address whether or not something was missed but you're right, the second part of your question is absolutely right. we live in a free and open society and anybody can get in a vehicle and use it as a weapon which was done here and kill 10

or 15 people. particularsly at public gatherings. you can't make every gathering secure and as i just said even to get into the stadium tomorrow night there's going to be people gathering outside the security perimeter being checked because it's a slow process to check everybody coming in. so you're going to have people that are vulnerable. how do you protect those people. hopefully they're putting a plan in there to protect people as they approach the stadium before they get through security, because that's when they're in a most vulnerable state. as you said, anybody can get into a car and use it as a weapon. we can't outlaw cars. maybe democrats will call for car control now but it's tough to do this in an open and public society. now, the second -- the first part of your question is more important, was anything missed with this particular individual. was he radicalizing online in a way he should have been caught. that's yet to be seen. >> molly: the authorities say

they don't believe this man was solely responsible, he may have been working with a range of suspects and they were not ruling anything out. so that leaves a wide range of possibilities who they're looking at and for and what the public can do to help. >> what the public can do to help is video, upload video to the fbi site because you know, i'm hearing reporting that they do have some video of other people placing other ieds in that remember -- in that area, several men and a women. clearly this is a cell, not the type mentioned earlier, one guy radicalizes himself online. this guy seems to be part of a cell with others involved and now it turns into something like we had at the boston marathon bombing, we have video of people plaguing the ied is the crowd and getting away. now we do have a man mustn't as we did in the boston bombing we're looking for other people who laid the ieds in the other places in the french quarter and along bourbon street.

i'm sure they're analyzing that video and hopefully we'll be seeing those images soon and kind of maybe hopefully know and identify who we're looking for. i believe there's at least three or four other people involved in this particular event if not more. >> brian: they're looking for a range of suspects, could be three or four people, who knows, they didn't give us any specifics. the senator kennedy of a louisiana said look, this was the right decision to postpone the sugar bowl because we just don't have enough information but yet they feel as though they're going to get enough information in the next 24 hours to hold a safe event, a five-minute drive, 20 minute walk away from this terror attack. and i'm trying to -- are they -- they seem to have more information obviously than what they're telling us about the how confident they are that they're going to catch everyone involved in this. >> yeah, and i would doubt that, it's going to take a while to identify them. the way they did it with the

boston marathon, they put the images out. we haven't seen the images of these other people that they probably have already. i agree with senator kennedy, i don't know -- i don't know that you can put on a safe event. no event is 100% safe but i think what they're doing is not waiting and hoping for those people to get caught. on the event side is they're trying to readjust how people get into the stadium so they're safer. the more they gather outside vulnerable outside the security perimeter they're where they're unsafe if another event like this were to be attempted. so i think what they're trying is they're trying to look at how we get our people in safely from the time they get out of their car to the time they're through our security perimeter, that trek, that journey and don't have them gathering in long lines outside security checkpoints because that's when they're vulnerable. so you have to dissipate that. so i think that's what they're planning on, trying to get people from their car or from

officers there and they still got around. now, the wedges that you see out there as well, we knew that that had malfunctioned problems p and i want you to understand and it got stuck. there is no way that ambulance could get in or out, people couldn't get in or out so we knew that these were malfunctioned. so we did indeed have a plan but the terrorist defeated it. >> earlier this morning when we were listening to that press conference they had the federal, state and local authorities all talking about this. the question is how did the person get around the blockades. earlier they said he went and it but now we're find out they were down as they were being replaced. so this person drove on the to sidewalk. the department said they were upgrading the blockades to get ready for the super bowl to try and secure the area as much as possible but the driver was able to get right around it at some point and so investigators are now left with trying to figure

we have secured a perimeter in the area and are asking people to avoid the area. personnel and specialized teams will be on site for several hours. this activity's related to the new orleans attack but there is no further information can be provided. the extent of this investigation is not just in new orleans. obviously this vehicle was spotted eagle pass in the houston -- give me your sense about the extent of this investigation, how wide it is. >> well, i think it's starting to unravel, frankly. remember this individual came from houston, so he likely has associates in houston and the investigation the fbi's conducted so far would indicate that some of the players are still in houston. and they're executing search warrants. they're getting information and you're going to find this is probably a completely international investigation. it's not localized at all to new orleans. new orleans just the target.

deputy assistant director of the fbi danny colson. danny, thanks again for being here. i want to get back to your topline thoughts after you heard the press conference as to what is sticking out with your mind with this fbi investigation of that we know the intelligence bulletin showing three men and a woman placing improvised explosive devices according to the associated press. >> well, think about this. it went from a lone actor to a wholesale of individuals, and we don't know what kind of support is surrounding them. this could be 15-20 people, likely at least five or six, but this is something the fbi will look at. our country, we have a force in place, any place within the united states -- actually within the world -- and the fbi will be on this. they will be doing a lot of investigation. they will do them with task forces. police officers, and others.
