we start with a fox news alert. in the span of a few hours this morning, two events are shaking the nation to its core. first, a confirmed terrorist attack in new orleans where a vehicle mowed down a crowd of new year's eve revellers late last night about 3:15 a.m. on bourbon street. at least 15 people were killed, dozens injured. this as a tesla cybertruck exploded outside of trump tower in las vegas. we'll have more on that story in a bit. but first we begin here with garrett who's in new orleans with the latest. >> right now i want to take our viewers to the north side of houston where a fbi swat team and local police have surrounded a house that is in some way connected to this morning's terror attack here in new orleans. we don't know if the suspect, if

this is their home. but we do know that they did live there in the houston area at some point. whether or not this is his home or the home of somebody he's connected to, that is not clear. we did see police take at least one person into custody already. for the past few hours, we've been told police have been going house to house in that neighborhood to clear out everybody who have lives nearby before they go to that home because they are concerned there may be explosive devices inside. they found multiple ieds found in different parts of the french quarter, and they also have surveillance video of men and one woman leaving those devices. we also have new video of the beginning of this attack. we have to warn folks, this is hard to watch.

you can see here the white pickup truck pull right in front of a police car that was blocking off the entrance to bourbon street around 3 o'clock this morning. the truck goes up onto the sidewalk right into a crowd of people, around that police car, and then speeds up and starts plowing through crowds of people out celebrating the new year before eventually crashing that truck. this other video from right after the attack was taken from a balcony overlooking bourbon street, and it shows mangled bodies laying in the empty road. the death toll right now stands at 15 people, but that number could go up given that 30 others were injured, some of them critically. two officers were also shot while confronting the suspect. we are told they are doing fine and are expected to recover. one thing we learned tonight is that hours before this attack, the suspect posted videos on social media declaring their

allegiance to issa and their entire to commit violence. that digital footprint is going to play a critical role in this investigation as they work together to piece together a timeline for when and how this suspect was radicalized but also as they try to piece together who it is that they believe may have played a role in either the carrying or the planning out of today's attack. >> kayleigh: keep us updated. the driver behind the new orleans terrorist attack has been identified as shamsud-din jabbar. he had over ten years of military service, serving as an it and hr specialist for the u.s. army. so what happened? president biden came out moments ago and said the attacker was,

quote, inspired by isis. he had multiple videos on social media praising the terrorist state and expressing a desire to kill. he also had an isis flag found on the trailer hitch of his truck. it was a truck he rented through the car rental app turo. the wall street journal is reporting that a house fire in the new orleans neighborhood may also have been related to the attack. jabbar was reportedly caught on camera unloading boxes from that very same truck. it had one with a slow bomb that set a fire at a neighboring residence. for more on this, let's bring in cory mills. congressman mills, as i understand it, i know you're deeply sourced but you have some

information from overseas as to why this is happening. why? >> well just one correction, it wasn't an army sniper. it was the 82nd air one division. just returned from qatar, just returned from kuwait. you have isis who's on the run, taking heavy hits from hts as well as from the syrian democrat forces. they're being squeezed by cts and iraq as well as from american forces, and their recruitment efforts from dwindled massively. now you have iran. they've been hit and pinched in all areas hamas has been killed by idf, and now you're going to see them refocussing all of their efforts to resources.

they want to cause fear, they want to cause panic. but over four plus years, we've had millions of people cross our borders. we know there's sleeper cells in our area. we know they're easily activated. i think what you're seeing right now is a desperation from both isis and iran to go after targets here in the u.s. >> kayleigh: if you would have asked me this morning, i would say it's fairly obvious there were ieds in the area, the isis flag was very visibile on the back of his truck. i understand you want to be cautious with information. i get that. i was press secretary during covid-19. you have to be cautious. but why wasn't the fbi cautious in saying this: they were very clear they could rule one thing out at 6:00 a.m. local time. >> this is not a terrorist event. what it is right now is there

are improvised explosive devices that were found. >> kayleigh: why say that when you had to correct yourself about an hour or so later? >> again, i can't wait to get confirmation from the fbi. i can tell you, this is absolutely a terrorist attack and probably one of many. i wouldn't be surprised either if the symbolism of the tesla truck blowing up in front of the trump tower wasn't somehow tied into this to try to threat president trump. we need to determine whether this individual, jabbar, went into mexico two days ago. that could tell us that there are factions in mexico commanding and taking activation orders. we need to start looking at where the ties are, we need to

see how they were activated into extremism. but this was absolutely a terrorist attack, and to rule that out by the fbi is foolish. >> kayleigh: and we know that truck at one point back in november was in the eagle pass area. it changed hands. we don't know much about jabbar's movements yet. we know he's from texas. we'll follow those. i want to play a witness statement. this was a 18-year-old who was there last night. it is chilling, and if you have children you may want to move them out of the room right now because this is hard to hear. listen to this. >> the truck hits the corner and comes barrelling through people. throwing people like a movie scene. real life, throwing people into the air. they're falling under the car. a good friend of mine actually passed away from getting hit by it. i moved people out of the way to try to find her. where is she. i turned my head, and it's just -- it's her in the street

just leaking blood. i knew. the aftermath is really what got me. bodies all up and down the street. everybody screaming and hollering. >> kayleigh: congressman, how does someone who's served in the army for a decade, honorably discharged, go from that to killing 15 people including that young man's friend? >> first, my thoughts and prayers and my condolences to the 15 families who are having to hear this horrible news to start out the new year. a lot of time these individuals become radicalized over a period of time through various online sites. through going in and thinking that what they had done or looking at afghanistan or looking at other sympathetic means. we need to be digging into the forensics of what he was doing on his computer. was this something the fbi was already tracking. but what we know is this: over four years we've had hundreds and hundreds who have been caught who are known terrorist

outliers. those are only the ones who have been caught, not the ones who get through. that's why the national security advisor has been warning about the open borders, iran, isis, the ties we have with china, russia, and north korea. this is important for us to focus on, but we have to start understanding how the movement of terrorist organization sleeper cells are operating in the united states. >> kayleigh: without a doubt. and, boy, that new administration can't come soon enough. thank you very much. >> thank you. >> kayleigh: the biggest question on investigators' minds tonight is whether the new year's eve attack and attacker acted alone. >> we do not believe that jabbar was solely responsible. we are aggressively running down every lead, including those of his known associates. >> kayleigh: let's bring in our panel. former senior advisor for the

state department's anti-terrorism program, morgan wright. former fbi deputy director scott swetall. and director and senior analyst for homeland security and counter terrorism, kyle schwarber. scott, we do not believe this individual acted alone. that means there are potential terrorists on the loose right now. what is law enforcement doing to find them right now? >> it sounds cliché, but there is an absolute full-court press going on. both on the traditional law enforcement side but also on the counter-terrorism side. that means not just the fbi and their role doing both criminal work and intelligence work, but also the rest of our intelligence partners to include our foreign intelligence partners. because there is almost certainly going to be some kind of a foreign link by the time all is said and done. and they're going to be

exploiting all the evidence that's recovered. the ieds, the firearms, the houses set ablaze, and lastly digging into his phone and social media to find out who else was involved in this. >> kayleigh: morgan, i don't think we know the scope. this is a foxnews.com headline, and we have no indication that this individual you're looking at, jabbar, heard what i'm about to share with you. but pro isis group called on individuals to conduct new year's eve attacks ahead of the new orleans massacre. attack them like a hungry lion eating its prey. this individual had an isis

flag. you believe this attack has indications of isis; why do you believe that morgan? >> a lot of reasons. this is a classic tactic of what isis did, what al-qaida did. first of all, you launch an attack. and as the first responders come in, you have a secondary line of attack. you have ieds or other devices go off. why have a remote in your vehicle after you engage law enforcement except for the fact to activate those additional explosives. this tells me where the suspect was, where he went for training, when the cell went operational. the primary target may have been considered not viable, so new orleans was the secondary target. bourbon street is just replete with cameras. we're going to have a wealth of information, and we're going to

have to look at the movement of these folks. i mean, this thing is just beginning. it's going to be weeks and months before we get to the bottom. >> kayleigh: kyle, i want to read something you said to our producers. we have limited counter-terrorism efforts, you say, speaking of the federal government, because they're wasting their time on catholics and parents at pta meetings. so do you believe some of the headlines we've seen throughout the duration of the biden administration about the lost focus of the fbi? do you believe that took the focus away from finding individuals like this guy you're looking at, jabbar? >> absolutely. unfortunately the reality is that beginning with the obama administration and moving to what they call

counter-terrorism, we have education that tells them to focus on the mentally ill, people who are deep in chat rooms instead of looking at terror networks, terror sponsors. looking at training and in networks. we looked at these things before 911. are we focussed on this idea of extremists, of minimizing terrorism as something just done by a crazy person who spends too much time on his computer? i think we're paying the cost for that. >> kayleigh: what a cost we're paying. scott, kyle, morgan, thank you very much. a cybertruck explodes outside the trump hotel in las vegas. is it an act of terror, and are there connections to the attack

[♪♪] >> kayleigh: the fbi is investigating what authorities are calling a possible act of terror outside trump's iconic vegas hotel. police say around 9:00 a.m. local time, a tesla cybertruck pulled into the hotel and exploded. >> there's a name already been reported out into the media. i am not going to confirm any names to you as i sit here today because i cannot do that with 100% certainty of who the individual is. >> kayleigh: authorities say surveillance video showed the

driver passing by the trump hotel about an hour before the explosion. then returning and bursting into flames just seconds later. the cybertruck was filled with fireworks, gas tanks, and camping fuel which are believed to be connected to a detonation system operated by the now-deceased driver. tesla ceo elon musk put out a statement. quote, we have now confirmed the explosion was caused by very large fireworks and/or a bomb carried in the bed of the rented cybertruck and is unrelated to the vehicle itself. musk mentioned that the cybertruck was rented, which police confirm was through the turo app. the same app referred to in new orleans. >> we do know the truck was rented in colorado. we were able to trace that truck

through the tesla charging stations, and it arrived here in las vegas this morning at about 7:30. >> kayleigh: at this point we don't know if the two attacks are related, but las vegas police sources tell local fox affiliates that multiple agencies are investigating a possible connection between the cybertruck explosion and the terror attack in new orleans. there's still so much about this story we don't know like who is the driver, why did he detonate a tesla outside of trump's hotel? randy sutton joins me now. i want to start with the turo app. we know it was used in new orleans to rent that truck. we now know it was also used in las vegas. could it be a coincidence? certainly. but the turo app, to my knowledge, it's a pretty remote app. it's not one often talked about.

are you seeing anything with that connection? >> absolutely. i'm not a great believer in coincidences when it comes down to violent crime. there are so many coincidences and similarities involving these two terrorist attacks that i cannot fathom that they are not connected. now, of course, this is what law enforcement has to do. they have to look into the backgrounds of the identified people, the dead driver of the tesla and the dead suspect in new orleans. they're going to have to determine what connection, if any, existed between them. this is what the investigative process has to entail, a deep, deep dive into the pasts of both of these individuals and those associated with them. when i first heard about the tesla explosion, i was literally on the media concerning the new orleans. i gotta tell you, a shiver went

down my spine and i thought, don't tell me in my own town this is happening too. >> kayleigh: randy, you think about what happened here and the car pulls up to the valey, the driver doesn't get out. this seems very much intentional, but authorities hesitated to call it terrorism just yet. do you believe this is terrorism? >> i do believe this will wind up being considered a terrorist act. i can tell you right now that units within the vegas metropolitan police department that are being utilized to conduct some of these investigations would not be brought in unless there was a suspicion of that type of situation taking place. this is a very, very complicated investigation. and then when you consider that it has to be done jointly with the new orleans authorities, the

fbi who may end up taking the entire case, we'll have to see, that this is a vastly complicated investigation. thank god that no loss of life took place here in vegas, but my thoughts and prayers are with the families and loved ones of those who were killed in new orleans. >> kayleigh: without a doubt. randy, thank you. >> thank you. >> kayleigh: an attack in the heart of new orleans has left the nation on edge. while local leaders have faced tough questions from the press, trying to resure their fellow americans that they'll be okay, president priden spoke very briefly about this today. he spoke shortly earlier today, and then he jetted off to camp david. since then, he's been briefed by officials and he just gave a

three-minute address to the american people about 16 hours after the attack. but didn't do much to calm their nerves. >> president joe biden: the situation is very fluid. the investigation is at a preliminary stage. the fact is that right now -- excuse me. there you go. the law enforcement intelligence community are continuing to look for any connections, associations, or coconspirators. we have nothing addition to report at this time. the investigation is continuing to be active, and no one should jump to conclusions. >> kayleigh: the country is on edge at a time like this, but it's hard to be reassured by a president who, we learned, has been on the decline since the day he started office. jim hanson and scott mann join

me now. scott, it feels like this is a president with bad instincts. he almost seems to be late. you look at the debacle in afghanistan just to name one. and then you look at today. this was, by my count, and just my own independent research, the 11th deadliest terrorist attack on american soil. it was on the level of san bernardino, the level of fort hood. and it just feels like biden's remarks 16 hours late are a little too late. your thoughts? >> thanks. and of course our prayers go out to the victims and their families. something i would say is we've been telling the biden administration to tell something for three years since the departure from afghanistan and they haven't listened. there is an emerging threat gathering on the horizon of local distributed attacks that will look a lot more like

october 7th than september 11th. the biden administration abandoned our intelligence capability in afghanistan. we paid for safehouses and for babies to be born and for a range of other things. over the last three years, those individuals who are very well-placed, who have tremendous information, have been giving information about local attacks where we live, work, and play. and i do believe this is the first shot across the bow. >> kayleigh: i want to call attention for our viewers to this live image here on the screen. you see the swat team there, and they are outside the suspect's house in houston. i mean, they are working around the clock. ieds, i'm sure they've looked at those to see if there's any dna evidence. you see there the swat team. they have to be very cautious, very careful right now because he could have an ied in there. he could have planned for a

secondary attack much later. what are your thoughts as you look at this image? >> and all of those people are doing what they can given that we don't know how many coconspirators he had. the scary thing here is if it's just a lone wolf, one guy snaps and goes off, that's one thing. this was apparently an organized cell looking to create chaos in multiple locations. that shows the dismal failure of the biden administration. joe biden has been mia since the day of his inauguration. whoever on the democrat side thought it was okay to have that dementia-barely-animated carcass behind the most important desk in the entire world owes us a big apology. we need leadership. when donald trump was president, he kept all these attacks away from our shores. even as president-elect, he's

[♪♪] >> kayleigh: the country is still trying to figure out how new orleans' new year's tragedy could happen. officials say they had security measures in place to prevent this kind of attack from happening, but ultimately those measures failed. >> pilons were not up because they are near completion.

>> we have been aware of the situation for a long time, and we did indeed harden those target areas. this particular terrorist drove around onto the sidewalk and got around the hard target. we did have a car there, we had barriers there, we had officers there, and they still got around. now, the wedges that you see out there as well, we knew that that had malfunction problems. we knew that these were malfunctioned, so we did indeed have a plan. but the terrorist defeated it. >> kayleigh: those are pretty frightening words. are the american people supposed to be reassured by an anti-terror plan that can fall apart so easily? this kind of failure is completely inexcusable.

now, in light of this attack, this year's sugar bowl playoff game has been postponed until tomorrow night, and it raises new concerns around security for the super bowl. retired police department sergeant and former nypd officer join me now. sean, i want to start on the bollard situations. the bollards are barriers that are supposed to protect pedestrians. these bollards had been in place since 2017, but then there was a window of opportunity for this terrorist. they began work in november, according to time. it was supposed to be wrapped up in time for the super bowl in february. so was this november to february lapse that left people vulnerable? >> any time you're going to have a major event, whether it's a super bowl, an outdoor music

venue, something like that. but here on bourbon street, you're going to have a security check list you have to go through. the bollards would be something that comes up. if they're not working, you have to look at the secondary options. if there's not steel barriers available, cement barricades, you can use vehicles to block the street off to prevent a vehicle to get through. it just doesn't sound like that was a possible idea discussed and brought up for this. >> kayleigh: it's very unfortunate. and, bill, i don't want to play monday morning quarterback here. nobody wanted this to happen. everyone wanted to see that city safe. but when you hear something like our plan was defeated by terrorists, you have to be right 100% of the time. and a plan defeated by

terrorists is less than reassuring. >> thanks for having me. how many times do we need to see this? we saw this with the president at his rally. we're seeing it time and time again. i've said it again, i'll say it before, we cannot be complacent. their version of security, putting a squad car at the head of the event, is something akin to what you would see at a barbecue. we need to learn from our military and how they secure their bases overseas and do a hybrid version in our cities. as christopher wray told all of us, our threat level is at unprecedented levels. it's time we start to listen. >> kayleigh: without a doubt. and just reminding our viewers, you're looking at a live image here from houston, texas. they believe this was the terrorist suspect's residence. they're approaching this very

carefully because as you look at this image, you think there could be ieds blocking the doorway here. they have to be safe and meticulous. but upon entering, i imagine they're looking for something like a manifesto, any communications, a device that might have any coordination with the others that we believed are involved. your thoughts as we look at that live image right now. >> absolutely. i saw this a little bit ago, and from my understanding -- i don't know if they've made entry or not. i've been on these type of calls. obviously not something of this magnitude involving a terrorist attack, but when they're dealing with a possible ied that they know was in the suspect's vehicles, their bomb squad is going to be involved in this. this is a massive thing. they're going to send a robot or even drones now days to take a look before we start sending officers through those doors. but i guarantee this search warrant will be all-en

all-encompassing. it will be looking for electronic devices, paper, notebooks, things of that nature. >> kayleigh: i want to go back to the 2:00 p.m. press conference. this is a short sound bite you'll hear, but this governor landry trying to reassure people that tomorrow the sugar bowl will be just fine. listen to this. >> what gives you the confidence that tomorrow will be safe? >> i'm going to be there! >> kayleigh: he says he's going to be there. i understand you don't want to instill panic, but i still feel a little apprehensive there in louisiana. how do you protect people ahead of tomorrow? >> well, everybody needs to be on alert. and the most important security person for those people attending are themselves.

again? and will the fbi be forthcoming with everything they know? listen to this, it's kind of curious. here's senator john kennedy. >> there are things i've been told that i think are true that i'm not sharing with you today because it could interfere with their investigation. but after we get to the bottom of this, i need to tell the american people the truth. and the people of new orleans the truth. and the people of america the truth. when it is appropriate and this investigation is complete, you will find out what happened and who was responsible. or i will raise fresh hell. >> kayleigh: former fbi agents join me now. stewart, i listen to john kennedy there and he says after we get to the bottom of this, they need to tell the american people the truth. i mean, that's very curious. there's something we don't know that it seems like the senator wants us to know, stewart.

>> well, those were very sobering and telling remarks. and keep in mind, i think it was done with the intent. quite frankly, the press conference held at 2:00 p.m. today was a circus-like atmosphere. i question where christopher wray is or where at least the assistant director is. if, in fact, the fbi is the lead law enforcement agency working this case, they need to have the top up and center. you don't pass on this kind of situation to a special agent in charge of a local field office. and i think that fuelled, quite frankly, senator kennedy's frustration. but i also, to some extent, will pull the curtain down. the fbi for a very long time has been trying to play catch-up given the open border policies. wray has appeared many times

before congress. he has sounded the alarm. he has told us it is not if, just a matter of when. and i think the fbi might have lost track of certain individuals or cells, and this may be unfortunately one of them. >> kayleigh: i want to play some remarks from president biden. this was 2023, and this was the type of extremism biden said we should be focussed on. listen to this. >> president joe biden: a harsh reality that racism has long torn us apart. it's a battle that's never really over. but on the best days, enough of us have the guts and the hearts to stand up for the best in us. to choose love over hate, unity over disunion, progress over retreat. to stand up against the poison of white supremacy as i did my inaugural address to single out
