kayleigh mcenany in for jesse. well, we start with a fox news alert. just the span of a few hours this morning, two events are shaking the nation to its core. first, a confirmed terrorist attack in new orleans where a vehicle mowed down a crowd of new year's eve revelers late last night, about 3:15 a.m. on bourbon street. now, at least 15 people were killed, dozens injured. now this as a tesla cybertruck exploded outside of trump tower in las vegas. police are also investigating any terror related connections this hour. now, we'll have more on that story in a bit. but first, we begin here with garrett tenney, who is in new orleans with the latest. garrett. >> yeah. and, kaylee, right now i want to take our viewers to the north side of houston, where an fbi swat team and local police have surrounded a house that is in some way connected to this morning's terror attack here in new orleans. we don't know if the suspect if this is their home,

but we do know that they did live there in the houston area at some point. so whether or not this is his home or the home of someone who is connected to that is not clear. but we did see police take at least one person into custody already. and for the past few hours, we are told that police have been going house to house in that neighborhood to clear out everyone who lives nearby before they move in on that home, because they are concerned there could be explosive devices inside. that concern stems from the fact that police here in new orleans not only found an improvised explosive device inside the truck used in this morning's attack, they also found multiple ieds that were left in different parts of the french quarter. and they also have surveillance video showing three men and one woman placing those devices around the area. bomb squads have searched those areas and cleared out those devices, but we also have new video of the beginning of this attack. and we have to warn folks, this is hard to watch. you can see here the white

pickup truck pull right in front of a police car that was blocking off the entrance to bourbon street around 3:00 this morning. the truck goes up onto the sidewalk, right into a crowd of people around that police car, and then speeds up and starts plowing through crowds of people out celebrating the new year before eventually crashing that truck. this other video from right after the attack was taken from a balcony overlooking bourbon street, and it shows mangled bodies laying in the empty road. the death toll right now stands at 15 people, but that number obviously could go up given that more than 30 others were injured, some of them critically. two officers were also shot while confronting the suspect. we are told that they are doing fine and are expected to recover. one thing we learned tonight is that hours before this attack, the suspect posted videos on social media declaring their allegiance to isis and their desire to commit

violence. that is just one of the first pieces of information investigators are gleaning from this suspect's digital footprint. and that digital footprint is going to play a critical role in this investigation, as they work to piece together a timeline for when and how this suspect was radicalized, but also as they try to piece together who it is that they believe may have played a role in either the planning or carrying out of today's attack. >> kaylee garrett, it's breaking by the minute. keep us updated. all right, well, the driver behind the new orleans terrorist attack has been identified as 42 year old shamsudin jabar. he was born and raised in beaumont, texas, and jabar had over ten years of military service, serving as an it and hr specialist for the u.s. army. so what happened? that's the question now, president biden came out moments ago and said that the attacker was, quote, inspired by isis. as you just heard

garrett say, he had multiple videos on social media praising the terrorist state and expressing a desire to kill. jabar also had an isis flag that was found on the trailer hitch of his truck. it was a truck that he rented through the car rental app. two explosive devices were also found inside of his vehicle and throughout the french quarter neighborhood of new orleans, including one found in a cooler wired to a remote control that was found in the vehicle. the wall street journal is reporting that a house fire in the new orleans neighborhood may also have been related to the attack. jabar was reportedly caught on ring camera late last night, unloading boxes from that very same truck. it included one that had what officials called a slow bomb that set off a fire at a neighboring residence. that was early this morning. for more on this, let's bring in congressman and former u.s. army sniper corey mills. congressman mills, as i understand it, i know you're deeply sourced, but you have

some information from overseas as to why this is happening. why? >> well, just one correction. it wasn't an army sniper. it was with the 82nd airborne division. but, yeah, just returned from qatar. just returned from kuwait, iraq, syria, levant area. what we know is this there's two things going on. one, you have isis, which is on the run only about 1700 to 1900 fighters still remaining there in syria, taking heavy hits from hts, as well as for the syrian democratic forces. they're being squeezed by cts in iraq, as well as for american forces. and their recruitment efforts have dwindled massively. now you've got iran. iran has been hit and pinched on all areas. they're no longer around the syria area. hassan nasrallah of lebanon has now been eliminated by the idf. sinwar of hamas has been obliterated and killed by idf. and now you have where they're going to be refocusing reconcentrating all of their efforts and resources. we know we have president trump coming in. they want to cause fear. they want to cause panic. but i

think that what we're seeing as well is, is over four plus years, we've had millions of people cross our borders. we know there's sleeper cells in our area. we know they're easily activated. and i think that what you're seeing now is a desperation for both isis and iran to refocus and reconstitute its efforts to try and potentially go after targets here in the us. >> you know, all of that makes a ton of sense. and we know there's a terrorist connection here. and, you know, if you would have asked me this morning, i would say it's fairly obvious there were ieds in the area. the isis flag was very visible. it was right there on the back of his truck. and look, i understand you want to be cautious with information. i get that i was press secretary, press secretary during covid 19. you have to be cautious. but why wasn't the fbi cautious in saying this? i want to play this from this morning. they were very clear that they could rule one thing out at 6 a.m. local time. >> this is not a terrorist event. what it is right now is they're improvised explosive

devices that was found. and we are working on confirming if this is a viable device or not. >> why say that categorically when you had to correct yourself about an hour or so later? >> well, again, i can't wait to get confirmed. pete hegseth, the secdef kash patel there, and the fbi and tulsi gabbard at dni. that's going to clean up a lot of this mess, because i can tell you, this is absolutely a terrorist attack and probably one of many. i wouldn't be surprised, either, if the symbolism of the tesla truck blowing up in front of the trump tower wasn't somehow tied in on this as a way to try and intimidate and or threat president trump. so what i would say is, is this we need to determine whether or not this individual bin jabar did, in fact, go into mexico two days ago. what that could tell us is, is that there's potentially a joint operational center of sorts with isis or with other terrorist factions in mexico who are commanding and giving activation orders. and so we need to start thinking about where the ties are. we need to start looking at how they were activated. and extremism has become a prevalent manner. and then also

what the motive was behind this. but i can tell you this was absolutely a terrorist attack. and to rule that out by the fbi is foolish. >> yeah. and, you know, we know that that truck at one point back in november was in the eagle pass area. it changed hands. we don't know much about jabbar's movements yet. we know he's from texas. we'll follow those. absolutely. key to this, i want to play a witness statement. this is an 18 year old who was there last night. it is chilling. and if you have children, you may want to move them out of the room right now because this is hard to hear. listen to this. >> truck hits the corner and comes barreling through people throwing people like like a movie scene. like real life. throwing people into the air. they falling under the car. all of that. a good friend of mine actually passed away from getting hit by it. moving people out of the way to try to find her. i'm saying no. no. like where? where is she? and i turned my head, and it's just. it's her in the street, just leaking blood. and i knew the

aftermath was really what got me like bodies. bodies all up and down the street. everybody screaming and hollering. >> congressman, how does someone who served in the army for a decade honorably discharged, go from that to killing 15 people, including that young man's friend? >> well, first, my thoughts and prayers and condolences to the 15 families who are having to hear this horrible news to start out the new year. you know, a lot of times these individuals become radicalized over a period of time through various online sites, through going in and thinking that what they had done, or looking at afghanistan or looking at other sympathetic means, i think that's where we need to be digging into one the forensics of what he was doing in his computer and online manner, was this something the fbi was already tracking? was he already on a watch list? but what we know is this, you know as well as i do caylee, over four years, we've had hundreds and hundreds who have been caught who are known terrorist

outliers. we know that that's only the ones that were caught, not the thousands who've gotten through. and that's why president trump is so big on securing our borders and guaranteeing the safety and security and increase the national security. that's why michael waltz, the national security advisor, has been warning about the open borders, iran, isis, the ties that we have with china, russia and north korea. this is important for us to focus on, but we have to start understanding how the movement of terrorist organizations and sleeper cells are operating in the united states. >> without a doubt, congressman and boy, that new administration can't come soon enough. thank you very much. >> thank you kayleigh. >> well, the biggest question on investigators minds tonight is whether the new year's eve attack an attacker acted alone. they seem to think the answer to that is no. >> we do not believe that jabar was solely responsible. we are aggressively running down every lead, including those of his known associates. >> let's bring in our panel. former senior adviser for the

state department's antiterrorism program, morgan wright, former fbi deputy director scott swetow, and director and senior analyst for homeland security and counterterrorism at the center for security policy. kyle scheidler. you know, i want to begin with you, scott, with what we just heard. so we do not believe this individual acted alone. that means there are potential terrorists on the loose right now. what is law enforcement doing to find them right now? >> so it sounds cliche, but there is an absolute full court press going on, both on the traditional law enforcement side, but also on the counterterrorism side. and this means not just the fbi and their role doing both criminal work and intelligence work, but also the rest of our intelligence partners to include our foreign intelligence partners, because there is almost certainly going to be some kind of a foreign link by the time all is said and done, and they're going to be exploiting all the evidence that's recovered. the

improvised explosive devices, the firearms, looking at the house that was apparently set ablaze, which i would suspect would be to cover up evidence of some of the other perpetrators. and lastly, digging into his phones and his social media to really find out who else was involved in this, because right now i don't think we know the scope of it. >> yeah, morgan, i don't think we know the scope. indeed, especially this is a fox news.com headline, and we have no indication that this individual you're looking at, jabar heard what i'm about to share with you, but foxnews.com said pro-isis group called on individuals to conduct new year's eve attacks on new head of the new orleans massacre. that message from that isis group said, lie in wait, seize opportunities, attack them like a hungry lion eating its heedless prey that was sent out. this individual had an isis flag. again, no indication that he had heard that message. but you believe that the modus

operandi of this attack has indications of isis. why do you believe that, morgan? you know a lot of reasons. >> first of all, i mean, this is a classic tactic of what isis did, what al qaeda did. first of all, you launch an attack and then as as as the first responders come in, you've got a secondary line of attack. you've got ieds or other explosives that will go off. i mean, this this is what it looked like. why have a remote in your vehicle after you engage law enforcement? except for the fact is to ignite, you know, and to activate those additional explosives. so this tells me is that, i mean, it goes back to many of the guests you had on where the suspect was, where he went for training. when did the cell go operational? there's some reporting out there to kelly that says the primary target may have been considered not viable. so new orleans was a secondary target. so you're going to look at them doing reconnaissance on the objective before they get there. so you know bourbon street is just replete with cameras. i mean, we're going to have a wealth of information and we're going to need to look at the movement of

these folks. what was the maybe the primary target? why was that not viable? why did they move to a secondary target? so, i mean, this thing is just beginning. it's going to be weeks and months before we get to the bottom. >> kyle, i want to read something you said to our producers. it really stood out to me. we have limited counterterrorism efforts. you say, speaking of the federal government, because they're wasting their time on catholics and parents at pta meetings. so do you believe some of the headlines we've seen throughout the duration of the biden administration about the lost focus of the fbi, who ended up retracting that catholics memo, but nevertheless, it existed? do you believe that took the focus away from finding individuals like this guy you're looking at, jabar. >> absolutely. unfortunately, the reality is that beginning with the obama administration and moving to what they call countering violent extremism and away from traditional counterterrorism methods, we have inculcated federal law enforcement with education that

tells them to focus on the mentally ill people who are deep in chat rooms instead of looking at terror networks, terror sponsors looking at training and indoctrination networks. these are things we used to understand. after nine over 11, we looked at how terrorists moved money. we looked at how they moved men abroad to train them in places like yemen or afghanistan. are we still doing that or are we focused solely on this idea of extremists, of minimizing terrorism as something that is just done by a crazy person who spends too much time on his computer? and i think we're paying the cost for that. >> what a cost we're paying. scott, kyle, scott morgan, thank you very much. >> thank you. kelly. >> well, a cyber truck explodes outside the trump hotel in las vegas. is it an act of terror? and are there connections to the attack in new orleans?

scent of your choice. plus two free items, plus free shipping. >> this is a fox news alert. the fbi is investigating what authorities are calling a possible act of terror outside trump's iconic vegas hotel. police say that at around 9 a.m. local time, a tesla cybertruck pulled into the valet area of the hotel and exploded. seven people suffered minor injuries and the driver is dead, but police are not ready to release the name just yet. >> there's a name already been reported out into the media. i am not going to confirm any names to you as i sit here today, because i cannot do that with 100% certainty of who the individual is. >> authorities say surveillance video showed the driver passing by the trump hotel about an

hour before the explosion, then returning and bursting into flames just seconds later. the cybertruck was filled with fireworks, gas tanks and camping fuel, which are believed to be connected to a detonation system operated by the now deceased driver. tesla ceo elon musk put out a statement. quote, we have now confirmed that the explosion was caused by very large fireworks and or a bomb carried in the bed of the rented cybertruck and is unrelated to the vehicle itself. all vehicle telemetry was positive at the time of the explosion. musk mentioned that the cybertruck was rented, which police confirm was through the turo app. that was the very same app we just heard about in new orleans. we heard that. and whether there's any connection. well, that was asked of local officials in las vegas. here's what they said. >> what i can tell you is we do know the truck was rented in colorado. we were able to trace that truck through the tesla

charging stations. and it arrived here in las vegas this morning at about 730. >> now, at this point, we don't know if the two attacks are related, but las vegas police sources tell local fox affiliates that multiple agencies are investigating a possible connection between the cybertruck explosion outside trump's las vegas hotel and the terror attack in new orleans. there's still so much about this story we don't know, like, who is the driver? why did he detonate a tesla outside of trump's hotel? former las vegas police lieutenant randy sutton joins me now. the perfect guest for this. randy, i want to start with the two row app. you know, we know it was used in new orleans to rent that truck. we now know that it was also used in las vegas. could it be a coincidence? certainly. but the two row app, i mean, to my knowledge, it's pretty, you know, a remote app. it's not one that's often talked about. it's not like they both rented through hertz or a well-known company. are you seeing anything with that connection?

>> absolutely. i'm not a great believer in coincidences when it comes down to violent crime. there are so many coincidences and similarities involving these two terrorist attacks that i cannot i cannot fathom that they are not connected. now, of course, the this is what law enforcement has to do. they have to delve into the backgrounds of the identified people, the driver, the dead driver of the tesla and the dead suspect in in new orleans. they're going to have to determine what connection, if any, existed between them. and this is what the investigative process has to entail is a deep, deep dive into the pasts of both of these individuals and those associated with them. so this is going to be a very deep investigation. when i first heard about the tesla explosion, i was literally on the media concerning the new orleans. and i got to tell you, a shiver went down my spine and i thought, oh, no, don't tell

me it's in my own town this is happening to. >> yeah, randy, you know, you think about what happened here, and the car pulls up to the valet. the driver doesn't get out normally. you pull up to a valet, you'd hop out. you know, most drivers don't roll up to the trump hotel with camping fuel and fireworks in the in the back. so this seems very much intentional. but authorities hesitated to call it terrorism just yet. do you believe this is terrorism? >> i do believe that this will this will wind up be be considered a terrorist act. i can tell you right now that units within the within the las vegas metropolitan police department that are being utilized to conduct some of these investigations would not be brought in unless there was a suspicion of that type of situation taking place. you know, this is a very, very complicated investigation. then when you consider that it has to be it has to be done jointly with the new orleans authorities, the fbi, who will

who may wind up taking the entire case. we'll have to see that this is a vastly complicated investigation. so this is this thank god that that no loss of life took place here in vegas. but my thoughts and prayers are with the families and the loved ones of those who were killed in new orleans. >> without a doubt. randy. thank you. >> thank you. >> today's heinous attack in the heart of new orleans has left the nation on edge. while local leaders have faced tough questions from the press about accountability and safety, trying to reassure their fellow americans that they will be okay. president biden spoke about this very briefly today. he spoke shortly just before boarding air force one earlier today. we heard him and then he jetted off to camp david. and since then he's been briefed by officials and he just gave a three minute address to the

american people about 16 hours after the attack. but did it do much to calm their nerves? >> the situation is very fluid, and the investigation has a preliminary stage. and the fact is that right now. excuse me. there you go. the law enforcement and intelligence community are continuing to look for any connections, associations or coconspirators. we have nothing additional to report at this time. the investigation is continuing to be active and no one should jump to conclusions. >> the country is on edge at a time like this, of course. understandably, and it's hard to be reassured by a president who we've learned has been on the decline since the day he started office. former u.s. army special forces and american matters executive director jim hansen and former green beret and co-founder of task force pineapple. scott mann joins me now. you know,

scott, it just feels like this is a president with bad instincts. he's always seems to be late. you look at the debacle in afghanistan, just to name one of many maladies of the biden era. and then you look at today, this was, by my count, and just my own independent research, the 11th deadliest terrorist attack on american soil. it was on the level of san bernardino, the level of fort hood. and it just feels like biden's remarks, 16 hours late are a little too late. your thoughts? >> yeah. thanks, kayleigh. and of course, our prayers go out to the victims and their families. but you know, something that i would say is that the global war on terror veterans have been trying to tell the biden administration something for three years since the departure from afghanistan, and they haven't listened. and so now this message, i'm actually saying it to the trump administration. there is an emerging threat gathering on the horizon of local distributed attacks that's going to look much more like october 7th than it does nine over 11. and the reason that

i'm saying that is because a whole number of global war on terror veterans picked up the phone when the biden administration abandoned 99% of our human intelligence capability in afghanistan, and we paid for safe houses and for babies to be born and a range of other things. and over the last three years, those individuals who are very well placed, who have tremendous information, kaylee, have been giving very high fidelity, high veracity information about local attacks where we live, work and play. and i do believe this is the first shot across the bow. >> yeah. jim, i want to call attention for our viewers to this live image here on the screen. you see the swat team there, and they are outside the suspect's house in houston. i mean, they are working around the clock ieds. i'm sure they've looked at those to see if there's any dna evidence who could be involved. you see there the swat team, they have to be very cautious, very careful right now because, hey, he could have an ied in there. he could have planned for a secondary attack much later.

what are your thoughts as you look at this image? >> and all of those people are doing what they can, given that we don't know how many coconspirators he had. you know, the really scary thing here is if it's just a lone wolf, one guy snaps and goes off. that's one thing. this was apparently an organized cell looking to create chaos in multiple locations, and that shows the dismal failure of the biden administration. joe biden has been mia since the day of his inauguration. whoever on the democrat side thought it was okay to have that dementia addled, barely animated carcass behind the most important desk in the entire world owes all of us a big apology. they have cost american lives. they've cost lives around the world, and now we're paying the price. we need leadership. when donald trump was president, he kept all these kind of attacks away from our shores. even as president elect, he's done more than biden has by threatening

exactly what is house stealing? >> that's a phrase i think that the fbi kind of coined when they first began seeing situations where people were forging documents, titles and deeds and using those documents to gain access to the equity in the homes. >> how can a scammer actually steal my home? >> in the digital age, it's so easy for them to get the original document. >> all the information is out there, right? >> it's out there. they can download it and forge it. >> and if you take it down to the county clerk's house, won't they know if there's something wrong there? >> when a title is presented to a county recorder and it's completely filled out and it's notarized, then they're required by law to accept the document and file it so it looks good. >> they can't question it. >> they can't question it. >> what's the title of your home is stolen and you don't know it. what do they do with it? >> they begin to find places to take out loans. oh, they don't want your home. they don't want it. they don't need to go see it. they can do it all at arm's

bowl playoff game, which was supposed to have been played today, has been postponed to tomorrow night. and it raises new concerns about security for the super bowl, slated to take place in new orleans at the superdome next month. on patrol live, co-host and retired tulsa police department sergeant sean sticks larkin and former nypd officer bill stanton. join me now. you know, sean, i want to start on this bollards situation with you. the bollards are barriers that are supposed to protect pedestrians. as i understand it. i read in time magazine these bollards had been in place since 2017, but then there was a window of opportunity for this terrorist. they began work in november. this is according to time. it was expected to be wrapped up in time for the super bowl in february. so was there this november to february lapse that left people vulnerable? >> yeah. you know, anytime you're going to have a major event, whether it's a super bowl a, you know, an outdoor music venue, something like

that. but here, you know, on bourbon street celebrating new orleans, you're going to have a security checklist that you need to go through. the bollards is obviously something that would come up. how were we protecting the patrons coming in and out of this event? if your ballers are not working, you have to look at the secondary options. you know, if there's not steel barriers available, if we don't have cement barricades that we can put out there, you can use vehicles from, you know, water department vehicles and so forth that can actually block the street off to prevent a vehicle to get through. and it just doesn't sound like unfortunately, that was a possible, you know, idea that was discussed and brought up for this. >> yeah, it's very unfortunate. and, you know, bill, i don't want to play monday morning quarterback here. nobody wanted this to happen. everyone wanted to see that city safe. but when you hear something like our plan was defeated by terrorists, i mean you have to be right 100% of the time. and a plan being defeated by terrorists is less than reassuring.

the ability to open up an assessment, open up an investigation of an innocent american for an articulable purpose, no reasonable suspicion or probable cause required. and then politicization happened, and the fbi had all of the tools that it needed to go after americans for their wrong thing. we made them the arbiter of what is correct speech and what is incorrect speech. and that is wholly un-american. and now, as a result of that, they've taken their eye off the ball as to what our legitimate threats out there. and there's no indication that under the leadership of christopher wray or the presidency of joe biden, that there's going to be any other course correction, it's going to take a wholesale change top to bottom, from both the white house and the human roomba who's occupying it now, and the fbi in general. the entire senior executive service corps needs to be dismissed entirely, and there needs to be a refocus on what the fbi's prime directive is, and that is to protect the american people and to protect and defend the constitution of the united states. this is not what the fbi is about, and it's been
