new orleans as the sugar bowl gets underway in the week of the deadly bourbon street terror attack. the suspect pledging allegiance to ices. on social media before ramming a truck into a crowd of people killing 14 and wounding dozens of others. the fbi now believes that he acted alone. how do they make that determination? that is a big question. why are they saying there is no definitive link between new orleans and the las vegas cybertruck explosion? we will ask homeland security secretary alejandro mayorkas those questions later this hour. i am sandra smith and this is "your world." we begin on the ground with new orleans. what are we now learning? >> sandra, we are here on bourbon street which is back open to the public 36 hours after that pickup truck plowed through crowds right along the stretch crashing just one block.

a short time ago, we saw city vehicles that were coming and installing barriers right where this crash happened to block any type of thing like this from happening again. that is something officials have committed to do days ahead leading up to the super bowl in new orleans next month. today, we are learning a lot of new bits of information both about this attack and the suspect. shamsud din jabbar and what he was doing in the hours leading up to his rampage. during that time, the fbi said shamsud din jabbar placed two ieds in coolers in different parts of the french quarter. posting videos on facebook where he said he joined isis before the past summer and he originally planned to hurt his family and friends, but thought that wouldn't generate news headlines focused on the "war between the believers and disbelievers." based on all the interviews and evidence investigators have collected so far, they now

believe jabbar acted alone and shifting to focus on identifying a timeline for his radicalization and how he planned out this attack. >> we are still asking ourselves. we know that he specifically picked out bourbon street. not quite sure why. one can assume that it was lots of people new year's eve. you know, a target for an at attack. that is the stuff in the coming days as far as the path to radicalization that we are really going to be digging into and making a priority. >> there were 400 police officers in the french quarter on new year's eve. the new video from earth cam shows the moments this group of officers got the call that driver was plowing through the crowd on bourbon street rushing over to the scene. we are continuing to hear more from folks who were here that morning and who survived this horrific attack. >> you heard this squeal and the

rev of the engine and is huge and loud impact and the people screaming. and debris, the just metal, the sound of crunching metal and bodies. >> my phone blew up with a bunch of family from indiana asking if we were okay. look outside our front door and saw caution tape in dead silence. it is eerie. >> unbelievable terrible first day of the year. >> the traumatic parts of human nature with what anyone is capable of. the bodies mangled, strong, several unrecognizable. >> as this investigation continues, the governor says right now, there are more than a thousand police officers here in new orleans for the sugar bowl game. he says it is the safest place in the country to be. they say they are doing that, because they want everyone who is here for that game to make

sure that they both feel and in fact are safe. sandra. >> sandra: those accounts are so disturbing and heartbreaking what these victims went through. thank you. as we see a new orleans returning to a certain sound level that many of us are used to. the fbi still urging anyone who knew jabbar to go forward. the very latest from the justice department for us. what do we know here david? >> hundreds of miles away officials here in washington, d.c., are continuing to brief president biden the highest levels of the fbi, the department of justice, and they are hoping that people will come together and give some sort of information. they came to this conclusion. this was a lone wolf attack. investigators want as much information as possible related to the 42-year-old suspect. they believe people out there where in contact with him in the days and hours leading up to the attack. watch this.

>> we want to talk to anyone who was in the french quarter on new year's eve or early on new year's day. that includes people spotted near one of the two ieds on bourbon street. that includes the ied was inside a cooler. many people stopped and looked at that cooler and continued on their way. >> president biden received an update today from the top levels of the fbi doj and homeland security secretary alejandro mayorkas who is joining you soon later in this show. they are keeping the people in the loop as much as possible. the fbi discovered five videos posted to the suspect's facebook account before the attack where the last one at three won zero two. he wanted to harm family and friends and changed course. he served in the army going to afghanistan for almost a year in 2009 print multiple law enforcement so they saw

three women -- three men and a woman pretty look like they may have been touching what appeared to be a possible explosive device after interviewing those four people it appears they were bystanders. members of law enforcement are keeping them close in case something changes and they need more information. >> sandra: thank you. my next guest says the way new orleans handle special events is going to drastically change. a louisiana probation officer david dean joins us now. thank you so very much for joining us. how about things change? what are you telling us? >> the way it is going to change -- good to be with you. it is going to be more law enforcement officers and the french quarter and in the city of new orleans. from surrounding state agencies, probation and parole per louisiana state police. wildlife and fisheries. fire marshals.

all those agencies have been sent to the new orleans area, specifically around the french quarter by governor landry. that is to ensure public safety. i believe it is going to be the norm moving forward for special events. we can try to prevent things like this from happening again. >> sandra: with that have prevented this? this was a truck that rammed into and a driver that rammed itself into a crowd. >> you've got to look at the totality of everything. the barriers that were not operational at the time obviously played a factor into the vehicle getting on bourbon street and making it all the way to the block. it's not just officers on the ground doing the job, but it is also having every piece of resource that law enforcement needs. the barriers them intelligence.

make sure we follow up on any kind of intelligence that has come through the wire. any threats to the city. it is the totality of everything. we had to take everything and combine them together and formulate a plan and execute it. >> sandra: you consider a place like new orleans busy on every night of the year. i was pointing out to my team when we were showing a live shot of bourbon street in st. peter before they had reopened of the street, silent. not a person to be seen. i said there is one night a year that for many of us who know that city that you see that. it is at midnight after mardi gras. it is a moment to witness that. to think that this is a city that deals with thousands and thousands of tourists every day. can you pull together the resources to protect a city like that knowing these threats are out there every single day?

>> i believe we can. with the latest help of the governor and state agencies and new orleans police department that and fellow partners, we can do it. we have proven it over and over again. we did have a terrorist attack. it was horrific. it will go down in history as one of the worst terrorist attacks in new orleans. we have hosted events like this for a long time. we do have crime in this city. i believe taking care of that. a crime is supposed to be down. that is good. all the agencies have taken part in that. state police, probation and parole. the way we execute the plan is paramount. i believe with the leadership, our administration, i believe it can be done. great at handling the crowds and always has been.

>> sandra: the investigation into the cybertruck explosion outside the trump hotel is intensifying. the fbi says there is no definitive link to the new orleans attack at this time. did the las vegas sheriff just say not so fast? jeff paul and las vegas as the very latest. >> of the biggest unknown right now is the motivation behind that cybertruck that exploded right here at trump hotel and

las vegas, nevada. that part is still unclear. police are releasing the name of the suspect they believe was involved is 37-year-old matthew livelsberger of colorado springs, colorado. they could not say that with 100% certainty because of how badly burned the body was. authorities also pointed out inside the cybertruck, they found a military i.d. inside. a passport. multiple firearms as well as evidence that matthew livelsberger had sustained a self-inflicted gunshot wound. the incident as a suicide with a bombing that occurred afterwards. in terms of how complicated the explosion was, the atf says most of the materials inside were consumer grade and things that every day people good buy. >> is not lost on us that it is in front of the trump building. it is a tesla vehicle. we don't have information at this point that definitely tells us or suggest us it was because of this particular ideology or any of the reasoning behind it.

>> the motivation is still unknown, investigators are following leads domestically and internationally. the fbi says they were received thousands of tips on working to determine if, in fact, this was an act of terrorism. local police addressed the similarities between the truck explosion in las vegas and a terror attack in new orleans. both suspect served in the military. both were in afghanistan in 2009. there is no evidence that they were there at the same time or served in the same unit. both suspect also used vehicles rented through the app turo. the local sheriff says they have a lot of investigating to do. >> we haven't even gotten into the phones or computers which are usually very, very instructive and informative to us as we investigate. we've got a lot more work to do to see the stores that he went to and rule out anybody else. >> in one the things investigators did defiantly point out as they believe this

person acted alone and that there is still threat to the community here in las vegas at least at the moment. >> sandra: thank you. what does our next guest make of the las vegas sheriff saying he is not ruling anything in or anything out as far as a connection to new orleans? former las vegas police officer randy sutton joins us now. are you ruling out that these two incidents in these two people are not connected? >> not at all. other word. thank you very much. we will try to reestablish connection. obviously, their connection to these two has been for the moment said that they cannot find a definitive connection between the las vegas explosion with the cybertruck and the terror attack in new orleans. the police chief obviously alluding to it could be a possibility that they have no evidence that the two are linked. we will see if that changes in the coming hours or days as the investigation continues. the eyewitness who says he barely escaped the new orleans attack with his life. also says we can't allow this to control our way of life. here is an emotional account as he captured this a video in the immediate aftermath of the attack. all right. but first to capitol hill where lawmakers are demanding answers. homeland secretary alejandro mayorkas will join us later.

>> lawmakers are telling me their biggest frustration after getting some more information today from the fbi is how do they miss this entire thing? they found out the fbi wasn't tracking this guy that they did not really any intelligence on him until the attack happened. they also learned that he was inspired by isis, not necessarily directed by isis. here is what we know about this man so far from the fbi. he claimed to have join isis before this summer and posted five video supporting isis the night of the attack. he had the isis flag on his truck. we all know that now. i'm told the fbi is questioning a houston mosque trying to learn information's about him. some are angry about the fbi knew nothing about him until it was too late. >> it was a failure. we need to look at whether we had intel indicators. we need to look at how he was radicalized online.

that we got from the las vegas sheriff when he was speaking live during "america reports" first and foremost thing they don't believe there is any further threat from this individual or anyone associated with him. obviously key for securing las vegas should there be any further attacker anywhere in the country for that matter. the sheriff confirming they are not aware of any other subjects involved in that particular case. that investigation is ongoing. to the comparisons that so many folks are talking about that they alluded to. they know the social media speculation that is out there. the police and their investigation, they did confirm that they did see so many similarities including that they both served in the military. both went to fort bragg. no record in the same unit or going in the same years. both served in afghanistan. both vehicles rented from the same rental car company. no evidence of a firm connection. we await any further developments on that. new york republican congressman member of the house moment security committee joins us now. noting although that, where do

your concerns lie in this mo moment? >> we need to know how this happened and what information the government had before it happened if it could have been prevented. my colleagues and i hear our remorseful morning though 14 souls that we lost in new orleans. we need to get to the bottom of this and understand all the facts and ensure there is accountability for how this went wrong. >> sandra: do you believe based on what they know that there were security failures? was there intelligence they could have been out there that could have led them to this individual before he carried out this attack like his social media posts? >> i am a new yorker. i'm naturally suspicious of things and people. when you hear that this individual posted five times on his social media things that sounded like him swearing allegiance to isis, and frustrated as to why we didn't pick this up earlier and why we didn't prevent this. i used to work with the police chief who said if it is predictable, it is preventable.

us what exactly we are learning. >> hi, sandra. this is a quiet muslim conservative community. there is a mosque just about a minute away from where we are standing right now. i spoke to the man who lives next door to the suspect. he says that he did not know him as radicalized. says he was a quiet guy and burrito phone at his home. he was shocked to learn this news. this is a rare glimpse around the trailer where jabbar wasn't living. you can see the metal fence ripped off from where the fbi and s.w.a.t. raided last night. there were chickens and goats around this property. one neighbor told us he saw the pickup truck used in the attack parked outside this trailer. >> when he comes in -- i know what happened to him before. i didn't know anything before. i asked him the whole time. he says that he prays at home.

>> according to court records, he went through two divorces claiming money issues and that he was tens of thousands of dollars in debt. the fbi said he drove from houston to new orleans on the 31st he posted a series of videos on his facebook account. in the video, he said he originally planned to harm his own family and friends but was concerned about the news headlines with and focus on the "war between the believers and disbelievers." now he is the suspect of this deadly terrorist attack. he served in the army as a human resources specialist and also an i.t. specialist. in 2020, i want to show you this youtube video where he pitched himself as a real estate agent claiming that his military background would help. >> i just want to say hello and let you know a little bit about me. i am born and raised in beaumont, texas, and now live in houston. i have been here all my life with the exception of traveling with the military.

video. take a listen. >> it was kind of surreal. i felt like i didn't know what was going on. i knew something was going on. i had to get out and be okay. i also tried to figure out how to get down there and help. because i couldn't go or do anything. the police wouldn't let us. it's a terrorist event. it's an ongoing threat. i could be the threat. i get it. it was just very stressful, hectic. i also felt like i recorded that for the world to know what was going on. this is crazy. i needed proof that i was alive. i also wanted to know, this was insane. i didn't know what to do it honestly. >> i know that you have said you feel lucky to be alive. i'm sure that your family feels the same.

others. it is hard to see that. it is really hard to see that and know that other people won't see their families again or they won't see their loved ones. it is just terrible. it is devastating, honestly. >> sandra: is there anything that you wanted to add to what you have seen reported so far having been an eyewitness to this scene what you want people to know about what you are able to see? >> on the one hand, i don't want anyone to see, you can't come here and have fun. something like this happened in germany just last week for christmas. it doesn't really matter where you can go or where you can have fun. i don't want people to think that you can live your life or have fun. if you live life like that then you are letting the terrorists win. being scared to go out. that is their end aim to create terror and panic and fear. i want to live my life and be

yesterday. indeed, the federal bureau of investigation that is leading the investigation both in new orleans and in las vegas, nevada, has not found any connection between those two incidents. the most important development in the yet still preliminary investigation in new orleans is the fbi's reassessment that in fact this individual born in the united states, a u.s. citizen appears to have been acting alone and not in concert with other individuals. >> sandra: indeed, the fbi has confirmed that was 100% and isis inspired attack. what assurances can you give us that there are not more of these terrorists on the homeland today? >> this does appear to be an

united states. looking at the matter before us, that tragedy in new orleans yesterday, we are dealing with a united states citizen born in the state of texas who was radicalized to violence by foreign terrorist ideology. let me be clear. whatever the nature of the threats, those who pose a threat to the american people are highest priority for law enforcement action as our laws provide. we enforce execute those laws every single day. so many people in our department do so at risk to their own well-being. >> sandra: there will be many who hear you say that and wonder why more hasn't been done to stop people from illegally coming into the country, mr. secretary. i looked back at march 12. i was reminded when christopher wray heading up the fbi said that the terror level in this country has reached a whole new level. we read about those here who

will inspire acts like -- by the way some of the one that just happened in new orleans. they said that terror level threat is higher than before october 7th. one might wonder why there hasn't been a change in policy that has led to that. >> there has been a change in policy. quite frankly the number of individuals encountered at our southern border on a daily basis now is lower than it was in 2019. the last year before the pandemic. number one. number two, director christopher wray was speaking of the fact that we have a diverse set of challenges that our country is facing. i'm spoken publicly about this as well. we have the persistent threat of foreign terrorism that really gave rise to the department of homeland security in the first instance after the tragic events of 9/11. we have the individuals already resident in the united states radicalized to violence by a foreign terrorist ideology or

over the last eight years, what we have seen, antigovernment sentiment. false narratives spread online, personal grievances. in the third major threat factor is adverse nation-state spirit such as the people's republic of china, russia, and iran that we encounter every single day. >> sandra: i'm pushing through a lot because we are going to run out of time soon. as far as what you can reveal to the american public you are doing and case and point in new orleans, this particular terrorist was pledging his allegiance to isis on social media. we have yet to hear about how those videos were eventually taken down whether that was through the social media network or the federal government. perhaps you can give us more information on that. why was this person out there pledging allegiance to isis and not known by the government? >> well, there was no public

expressions of his allegiance to isis except shortly before the tragic events of yesterday. let me be clear. we work very closely with state and local officers, enforcement officials, to identify individuals who are exhibiting signs of radicalization to violence. we work very closely with residents in communities. we have expressed the tenure of secretary jen napolitano, in the first obama-biden administration, see something, say something. if somebody sees something of concern, they need to report it to officials. the responsibility of homeland security is a shared responsibility, and we are proud to partner with people across the country -- >> sandra: real quickly, mr. secretary. we do appreciate your time. we just had the incoming
