there is no divisiveness on the field. it doesn't matter what team you are actually rooting for because you are all team u.s.a. they were showing that american resilience, american spirit and that played out on the field. >> brian: the a.g. was on with you yesterday. she said they should have delayed it another day. i think the superdome college football, security, the fbi said we could do this and they did it. the superdome has been through a lot from katrina. remember the comeback story after katrina. they had multiple super bowls and they got this historic downtown, which is always going to be attack point for terrorists. they want to do stuff like this. but i love the fact that they played. >> lawrence: the spirit of america was alive and well. i think the one that i'm also not just the u.s.a. chants but the people were safe. we're going to get into it later on in the show. when they said that was no one now connected with this guy, i think that kind of opened the door for people to be able. >> brian: feel better about it.

fbi confirmed the terror attack on new orleans was inspired by isis. >> brian: this guy was certainly living in squalor over in texas garrett tenney live with what we are learning about the suspect. garrett? >> yeah. good morning, y'all. investigators are focusing on trying to put together a timeline when the suspect a u.s. army veteran became radicalized to the point that he carefully planned out a massacre here on bourbon street. fox news spoke to the brother of shamsud-din jabbar and he told our colleague, brooke taylor that it was shilling, shocking and heart breaking to learn from the fbi he planned to attack his friends and family before ultimately deciding to attack bourbon street because it would create better headlines war between believers and disbelievers. jabbar grew up muslim took astep away in 20's and recently got back into his faith after the

divorce. brother said he didn't see any warning signs of that change which is what the fbi is now looking into. >> 14 innocent victims were killed in this senseless attack and at least 35 were injured. first and foremost, let me be very clear about this point, this was and act the terrible. premeditated and an evil act. >> these new surveillance pictures show jabbar hours before the attack walking through the french quarter and placing two coolers with ieds inside that he apparently planned to detonate during the attack from his truck. investigators found bombing making materials nearby airbnb where the suspect was staying. they now believe he acted alone, that he did not have any accomplices which as you mentioned earlier gave them that peace of mind and the ability to be able to say there was no ongoing threat to public safety here in new orleans or elsewhere

related to this attack. back here on bourbon street. you can see it is set back open. there is a beefed up security presence here they have installed additional police cars to block off entrances. they have new barriers they have put in place temporarily while they are working to upgrade the rest of that system over the next month before the super bowl comes to town followed by will mardi gras a month later back to you all. >> brian: people coming back to bourbon street. i know you are a partier by nature especially with the job you do. did you notice the tone on the street, the number of people on the street last night after the game? >> yeah. just a few hours after they reopened bourbon street yesterday afternoon, it was packed once again. a lot of folks come through with georgia and notre dame on. a lot of folks coming through just to see what it looked like. the so-called tours coming by for this disaster. but we also heard from some folks that were out here because they wanted to also send a

message along with city officials that they will not be intimidated. they will not be scared by anyone who is trying to american people from living their lives and coming out here great location. >> brian: 60,000 people in the superdome got to go somewhere. thank you very much. >> lawrence: after my comments on the show yesterday, i had folks reach out to me within the inside the governor's office. and some sources surrounding the governor. they wanted it to be expressed that he is a cop. that's why he has been so -- he wanted this message of unity in the middle of this. but he goes: he is fully aware of where the ball was dropped. he reserved a some of his criticism. but you are already starting to see it from the a.g., the lt. governor is now being critical of the mayor. they should have had security measures put in place. there is no reason why this guy should have been able to go on the sidewalk there should have been barriers there as well.

you don't want to criticize while we are still trying to learn the names. but we're already preparing for the super bowl. and other events. and the question still remains is new orleans secure? >> emily: as robert o'brien, former national security says, it's time fbi stops going after americans and start rounding up isis terrorists. take a watch. >> the obama people called biden the jv team. that jv team killed many americans including kayla mueller and james and sotloff and others. this is a dangerous group of people. we had a wide open border for four years, kayleigh. we have had not just the terrorists on the watch list that we caught. the thousands and hundreds of thousands of got-aways. so we have got isis. we know for a fact we have got hezbollah here. we have chinese soldiers here. you name it, the bad guy central is here in america.

it's time that the fbi stop going after catholic, people going to latin mass and pta parents going to pta meetings and antiabortion protesters and january 6th guys and go round up all these isis terrorists, hezbollah terrorists, the chinese agents. >> brian: in terms of the people in the intelligence unit, there has been a subtle, slow, gradual pushback from the 9/11. >> lawrence: of course. >> brian: point of view. maybe overactive in terms of where is that terrorists lurking around the corner. as you see what happened in germany. you see what happened in new zealand there was an attack. you are seeing that isis, perhaps is more dangerous abroad than they are actually in syria, than they are in -- with their terrorist activities over in the gaza area. and in iraq. so, they have actually attacked, remember, a funeral in iran so you got these mostly are sunni terrorists, extremists who have

had their caliphate blown up. their doctrine is still alive. when people are looking for something in their lives like this guy, who has got two marriages fall apart. can't see his kids, is broke, living in a dilapidated trailer park for some reason this is attractive to him. he uses his military training. he decides to make two ieds. and he puts together an elaborate plan. blows that up in a time device and goes and takes his car. i think we are going to see a lot of surveillance. because, in my opinion it, took a lot of him to explore realize can i get around that cop and drive up that sidewalk in those narrow streets. if we are seeing all of this and there is cameras everywhere. i think we will see him checking it out. >> he did it with such ease. if you look at the video surveillance footage. it was like he knew exactly what he needed to do to pull something like this off.

back to your point about the ideology, you are never going to be able to defeat radical islamic -- the ideology itself. can you only take out the people. and the growing sentiment with folks inside of the community whether it's law enforcement or the intelligence community took our eye off the ball. we start investigating things that had no fruit. investigated the military for white supremacy and you had no evidence of this whatsoever. there was no charges brought. you didn't kick anybody out of the military. you went after family members that decided that they were upset about what their children were being taught. no charges brought against these people because there wasn't sufficient evidence. it would be one thing if these activists inside of our law enforcement officials in the leadership not the rank and file would have had some fruit. but they have it. and as a result, their eyes haven't been on the things that matter, which is this ideology. >> brian: other thing i would add douglas murray had a great column. >> lawrence: great piece.

>> brian: pull out of afghanistan lose your eyes and ears. diminish presence in iraq lose your eyes and ears. begin to take people out of syria, yeah, they are in danger, more dangerous than they are than if they are in fort bragg. i get it. when you are on the ground, what you learn about these deadly terrorist cells what their ideology is how they interact. who their leaders are. when an american pops up in one of those camps. keep an eye on this guy. that is what is going on. why are these people showing up here. powlt of afghanistan say we are going to have over-the-horizon surveillance that weakens us. i think that leaders should explain it to the american people. there is something about being on the ground, i'm not saying if this guy showed up in egypt for 10 days and came back. we used to have communications to let us know this guy over here hanging out with bad guys who by the way they hate al quaid do. number two under ben laden.

outside of trump international hotel in las vegas. some people suffered minor injuries from the blast. authorities say livelsberger shot himself in the head before the vehicle detonated. this gun was found at his feet inside the vehicle along with a lot of other evidence inside that truck including a military i.d., passport, credit cards, along with several other firearms and numerous fireworks and gasoline fuel canisters. while there are similarities between the cybertruck explosion and the deadly terror attack in new orleans, police say they have yet to define a definitive link between the two new year's day attacks. >> we do know our subject here served in the military. in fact, is he a current member of the military. both of the subjects served at fort bragg, north carolina. what we do know about that is it's a very large military base and we have no record that they served in the same unit or even the same years at fort bragg. something that continues to remain under investigation. >> authorities are still working

to determine a motive in the cybertruck explosion. guys? >> brian: i know, chanley -- thanks so much. there was talk that he married his wife twice. divorced, got back. and evidently they broke up and that might have something to do with him renting the vehicle. he had called an ex-girlfriend and said i feel like batman in this truck. it is futuristic and amazing. he is described by people that served with him as a true rambo like war fighter. so, he had all the experience to make a much more sophisticated bomb, as joey was telling you yesterday, this is the guy who has 19 years, five bronze stars. so, this might have been something personal. and he was a trump fan, according to a family member that spoke. so, he gets the cybertruck from musk, he gets in front of the trump hotel, trump owns it, and you think to yourself this is an attack on him. it might be just a personal situation. that's what some indicate.

>> lawrence: not a lot of talk about the mental health crisis within the special operations community and the military at large. and, i predict that as we learn more and more about this situation, there were warning signs with this guy that were not heeded. we have a va system totally crap right now. i'm hoping doug collins if confirmed it. looks like is he going to be confirmed as the va secretary under donald trump can fix that it's a huge crisis. >> and you are absolutely right. at its heart this is a veteran who committed suicide right before detonating that vehicle. at its heart this is part of the absolute explosion of death sentence the global war on terror and it's been an epidemic impacting our entire veteran community. clearly something needs to change. obviously we have a lot to learn about motive and the like. at its heart a mental health crisis and that needs to be addressed and 16 days. >> multiple deployments two, in afghanistan. ukraine, tag zeke stan and the

congo going back to germany. meanwhile, 18 minutes after the hour. another huge story this morning. house lawmakers will decide if house speaker mike johnson gets to keep the gavel. >> emily: meanwhile republicans on capitol hill are considering a new rules package that would make it tougher to oust a speaker in the new congress. >> lawrence: alexandria hoff with the details on that. hey, alex. >> alex: good morning to you. the math on this could get complicated today. johnson could only afford to loads one vote if all participate. democrat absent or republican voted present that could change the equation. johnson is hopeful is he going to retain his gavel on round 1. >> people are talking through process changes they want and those kinds of things. i'm open to that i think tomorrow is going to go well. >> alex: lawmakers as a whole do not want a repeat of two years ago took 15 rounds to elect. unable to certify the election

results on the 6th. there is no question that president-elect trump won but the question now is how far is influence and his endorsement of johnson will go for the handful of hard line republicans who feel that johnson was weakened in the budget battle last month. >> what we want to see happen as we begin 119th congress is not what happened in the last two years. he has got make the case and hopefully mike will. >> i will make a decision tomorrow, but we discussed some things. a lot of things i agree. >> i'm absolutely, positively voting for speaker mike johnson. he has done a good job under the circumstances. >> i'm voting with ron johnson i agree with ronny jackson. i think this thing is going to be wrapped up pretty quickly. >> speaker johnson said he has talked with every republican who has not yet committed to speaking with him. some said they are going to make that decision today. his allies don't want him making any concessions during those conversations. you will remember didn't work out very well for mccarthy when he did that, guys.

>> emily: alexandria a thank you. we know he has voiced optimism. going to go well he thinks. names house republican telling the hill there is two issues here, first we want a real commitment for real spending cuts. the second is that we want him to start using the members to negotiate these bills. and what is going to be in these packages, going through the staff. at the end of the day, if we can only lose one vote, that's what you are hanging your hat on? you are not even identifying yourself to the hill? get to work is the bottom line here. any sort of gripes after. only that can be achieved after is he reelected as house speaker. i foresee a positive outcome. not without some angst in the interim. i'm not sure what people are demonstrating by doing such. what message are they seconding to the rest of the hill when their consternation small procedural items going to go a long way in this moment in a body that has the same goal? >> brian: all right. i like the new rules. if speaker johnson gets it, he is probably going to be able to keep it.

they say it will now require a lawmaker to obtain eight co-sponsors if they want to oust the speaker instead of one like matt gaetz who is now a tv host. also must be the co-sponsors in majority party which has democrats upset because they want to be able to say okay i got 8 democrats to oust him. put this to a vote. tom massie says i'm not in. tom massie a bright guy. but, if he has these strict rules to live by and he has got these things that he wants to achieve, get into leadership. you can't just sit back and just criticize everyone and you have to understand the reality what these speakers are negotiating with i would say this. you can be optimistic or not. i just got to know what victoria spartz is going to do and chip roy is going to do. they say a mistake made. too many concessions to members. but, chip roy according to axios says i want to be chairman of the rules committee. that's not going to fly.

because there is a chairman. >> the thing that is perplexing to me is for all the criticism of thomas massie he has been the same way. is he a fiscal conservative, but, he is supported mccarthy. he got the reforms that he wanted so why can't we have that same process where we are talking about the appropriations committee. going through the budget process. the second being very critical of them bringing things to the floor without the votes. so i had somebody from the office reach out to me and essentially said look, you essentially have members that are saying they are going to vote for something and then when they get on the floor do something totally different. that is catastrophic when democrats bring something to the floor they know they have the votes. don't tell the whip you are going to vote for something if you are not going to vote for it. that's totally destructive to the process. i'm for the committee process. go through it. have the debate about a fiscal spending right now. you have control of all three branches. this is the time to get it done.

they will find no safe harbor here. >> emily: president biden vowing to take on isis following the terror attack in new orleans after meeting with his homeland security team in the situation room. >> lawrence: questions remain about the reason behind the rise in terror threat and what the incoming administration can do to stop it. >> brian: jeh johnson served as dhs secretary under president obama and joins us now in studio. mr. secretary, if you had a meeting today, to talk about two days since the attack, and you had all your department heads there, what would be the first thing you would begin to ask? what would you begin to probe? what would you begin to do? >> well, here's what i would say, first of all. we're in the midst of an evolving, heightened threat picture right now with the collapse of the assad regime in syria. with the attack two days ago, i'm sure isis feels emboldened right now. and we have several major

security events coming up. the inauguration for one, the super bowl in a couple weeks after that. and i would say what i did say to my people at dhs when i was in office. don't just respond to the last attack. anticipate the next one, which may be of a very different character. now, we have known for some time that the possibility of an attack with a vehicle -- a vehicle is a weapon or a mass shooting is something to anticipate and prepare for. we should not believe that we have seen the last of this type of vehicle attack and so but i have always encouraged my people, be vigilant and think about what could come next. don't just plug the last hole. >> lawrence: so, mr. secretary, what do you make of -- the intel community, the counter-terrorism groups with inside of the country both democrat and republican. they come from that 9/11 era of country first and they fight for

the country as a result of that. but, there has been many people inside the community that have said we are focused on the wrong things. we are not focusing on the ideology of these folks, going after them. we are seeing people in the middle of the street with isis flags and hamas flags. these are threats to country. >> brian: sunday. >> lawrence: sunday, right after the event. what do you make of it? is it fair to say we're not focusing on the right things right now? >> well, i will count myself as among the 9/11 community. i was here in manhattan on 9/11 2001. i was in the pentagon as the senior legal official 2009 to 2012. and we took a lot of these guys out. for a while -- and you can see the terrorist threat to our country evolving from terrorist directed attacks where a terrorist organization overseas directs a large scale attack on the united states, 9/11 being the prime example, the attempted underwear bombing. you may recall.

the attempted shoe bombing richard reed. terrorist involved attacks. we evolved from that in 2013, 2014 to now what we refer to terrorist inspired attacks. where a terrorist organization on the internet will attempt to inspire someone who is living in this country to radicalize and take it upon themselves to carry out a terrorist attack. we saw a spate of these in 2014, 2015, 2016. when i was in dhs. and that threat has not gone away and i'm concerned that it's at a heightened level right now. >> emily: mr. secretary, critics argue in part the current administration has emboldened these inspired terrorist attacks in part because taking the eye off the ball. focusing on americans as well as a different focus instead of on threats, on one of phraseology and sort of a tepid approach to

the international community. the question, sir, is what do you want to see in the next administration so that we take stepping forward and not steps back? >> well no, matter h who the president is and whose duration it is i believe there needs to be intense focus on counter-terrorism officials in multiple agencies right now on this evolving, heightened threat picture that we see right now. no matter hot president is. and there are counter-terrorism professionals at the pentagon, at the fbi, and nctc, c.i. a. odni, multiple agencies that are charged with looking at this evolving threat picture, our political leadership has to pay close attention to the evolving intelligence picture to make sure we set the right priorities and we do not take our eye off the ball. >> brian: mr. secretary, foreign governments as you know hope you this guy went over there and if he was hanging out with the

wrong guy when the communication is good, we find out about it. >> that is absolutely true personal experience that the relationships we have with other governments, other intelligence communities is crucial to preventing someone even from entering the united states, getting into this hemisphere. if you have a good relationship with an intelligence agency overseas, one where on the surface we don't have such a great relationship, you can get a tip from that intelligence agency. hey, we just found out such and such may be trying to come to your hemisphere. >> lawrence: super beneficial. >> brian: mr. secretary, great to see you. no one better to talk to. new year, new congress. today's lawmakers decide if mike johnson will remain speaker of the house. does he have the votes? da da da da. we don't know.

you vote? >> i'm voting for mike johnson. i will continue to vote for mike johnson until mike johnson becomes the speaker. hopefully that's on the first round. >> brian: you got about seven republicans who have not committed. and tom massie says don't even ask. it's a no. your thoughts about where they stand? >> i think outside of massi, i think nobody else is a hard no. and so, they have issues that they need to work out with the speaker. look, this is bigger than all of us. we need -- we have an agenda that we need to move forward, very aggressive agenda that the trump administration wants us to pursue. none of it can happen until we have a speaker. we need to unite and get behind mike johnson and get to work for america. >> brian: so the new rule that's blasted by democrats, especially congressman jim mcgovern, says that now members -- one member and a co-sponsor in the majority party will have number 8 in order to make a motion to oust the speaker.

do you think this is important? do you like the way it's written? >> yeah, i do, i think it's -- probably for me it doesn't go far enough. look, we can't have the chaos that we had on the last -- in this particular congress. can't happen again. again, this is about america, saving america, we need to move forward and unite as a party. we need to move the trump agenda. we have a ton of things to do. the american people are expecting us to get this job done. and we need to do that in the united fashion. and any differences that we may have, we need to put them aside for the benefit of the country, frankly. because this country has been going in the wrong direction for 12 of the last 16 years and we need to fix that and fix that as soon as we can. >> brian: for many, it's the first time they are going to have a majority in the senate to work with. so, what would stop you from doing things in regular order coming through committees, putting them to the floor. talking to senator thune in the senate and doing something that actually is productive?

>> nothing is going to stop us except ourselves. look, one of the things that thomas massie is complaining about is that sometimes we have to go and get some democrat votes to pass through legislation. if we don't stick together we don't need a democrat at all because we have the majority. we have a slim majority but a majority. nothing is stopping us from getting this done except ourselves. so we need to put all this behind us. the bickering and any issues, put it behind us because america is expecting us to deliver and we need to deliver. >> brian: so what could speaker johnson, who just got thrust into this job. wasn't even aspiring to get it. what could he do better if he gets it again for the next 2 to 4 years? >> well, look, you know, is he getting better and better at his job all the time. he was thrust -- it was thrust upon him. he didn't expect to be speaker. he didn't prepare to be speaker. i think mike johnson is a great human being. very smart. very, you know, also very

honest, and just a really good guy. and i think that he is learning on the job but communicating better. i think that's one of the issues that some of these folks have. maybe we can do that a little bit better. have more of the conference involved in a lot of decision-making. >> brian: that would be fantastic. >> we have to do because we have got this reconciliation packages going to come at us right away that we need to get through in order to push the trump agenda because that is what america is expecting us to do. communicating is better and i think that johnson is learning that and again, i can't think of anybody better for the job right now than mike johnson. >> brian: one thing just communicating with the members. so nobody is surprised. even if they're upset don't make them surprised when it finally comes out. underline this and circle it. i still think it's important. great human being. great person. is he not disliked even by democrats. thanks so much, congressman, i hope it works out for him today.

>> lawrence: you have heard our reporting that the vehicle used in both the terror attack in new orleans and cybertruck explosion in las vegas were rented from the car rental platform touro. what exactly is the site and could you be at risk using it? kurt the cyberguy joins us to break it down. kurt, the people that i talk to that use the site, they want a shot at driving a lamb beau or r some other luxury car. are we at risk when we decide to use the app.? >> kurt: apparently we are. take a look what is going on in tragedy. strange coincidence the las vegas and bourbon street attack and turo now front and center. an app. that is used more or less like the airbnb of automobiles. if you privately own a car, put your car on there, someone else can go and rent that car and in many cases you will not even have any face-to-face interaction with the person who is renting your car.

and that may not be a good thing. >> lawrence: this is turo's point of view on this. this is their statement they released to "fox & friends." we're outraged by the misuse of our marketplace by the two individuals who perpetrated these acts. every turo renter is screened through a proprietary multi layer database science trust and safety process. these individuals in question had valid driver's license, clean background checks and honorably discharged from the u.s. military. they could have boarded any plane, checked into a hotel or rented a car or truck from a traditional vehicle rental chain. we do not believe these two individuals would have been flagged by anyone, including big rental or law enforcement. and i think that ending part where they said hey, essentially, law enforcement missed these people. so, why are we to blame in your thoughts kurt kurt good spin from the company. rightfully they should be defending themselves. at the same time, you have the

absence of this common face-to-face interaction that you might have had if you were at a rental car counter. if you are up to no good you might be showing signs of this. in this particular case, turo can you pick the very car you want. when you go to herlts, ace, national big rental car companies. you know you are getting the category of a car. you don't know you are getting a specific car. this really makes it a little bit more vulnerable in that area. also, regulation. only 13 states in the u.s. currently have any sort of regulation around what is called peer-to-peer car rentals, and so turo i think in the spotlight right now has a right to defend itself but we have a right to say what is this doing to our national security? what kind of questions should would he be asking about how this might actually make it more dangerous for terrorists, for americans when terrorists use this as a tool against us? >> lawrence: i guess that's the
