the fbi about to give an update on the new year's day attack that occurred on bourbon street. that killed so many people and injured so many others striking at the very heart of new orleans that we so love it. let's listen to the fbi press conference right now. >> the last few days have been both tragic and emotional. our families have been affected in ways that will continue to haunt them now and into the future. i only believe the power of prayer and faith in god can pull them and us. everyday americans are one foreign citizen's lives have been shattered and lost. every day americans, 18 years old from baton rouge who was a freshman at alabama majoring in mechanical engineering. played football at episcopal school last year.

to sunset. i have personally called into each of the victims families to ensure that they are receiving the support and the answers to any questions that may have remained unanswered. i issued an executive order declaring a period good morning for each of these victims on each of the following days under which flags of all of the state buildings, schools and universities will be at half staff. i requested our superintendent of education is called for a moment of silence in all of our public schools beginning on monday at 9:00 a.m. so on monday january 6, we will be in remembrance of kareem on tuesday january 7 will be in remembrance of tiger bash. on wednesday january 8 we will be in remembrance and on

we have been working side-by-side with the parish sheriff's office crime preparations units the victim witness unit, the fbi special victims unit's the district attorney's office victims to ensure to get the support they need. also called on a time of prayer thursday and call nine today specifically asking pastors and clergy and parishioners here in louisiana to unite for victims and their families. we have been specifically tasked in assisting families with expediting the transportation of the deceased family members help each citizen of louisiana state police escort to the funeral home of their parish. each of our out-of-state victims

was either escorted to the state line or to the airport. we are working again with the crime victims reparation board the receive they were support they are entitled to is expedited. the fbi will discuss more details of what they are doing and coordination to assist us for these victims. i will tell you what i've told each of those families i don't think there's a person up here that would not love to return them to their families so we will continue to ensure their tragic loss is not forgotten. while we can do nothing to undo what has happened and we are committing to doing everything within our power to honor these victims and support their families and friends, thank you.

next morning. thank you for being here today with the fbi and our partners. today in the interest of transparency we are going to give you the latest update on the fbi's investigation into the bourbon street attack on new year's day. first and foremost as the governor has already done i know i speak for the fbi and all of the first responders involved in this when i say we do this for the victims and their family even though we know nothing we do will take away the print pain and grief. what we can and our doing is investigating every detail of this attack to find answers. we are leaving no stone unturned. before he turned over too fbi new orleans i am going to talk a little bit about the overall global national counterterrorism threat as we think it's important to understand those

threats as it relates to what went on on new year's day here in new orleans. make no mistake protecting the american people from terrorism remains the fbi number one priority. the threats from international terrorism, domestic terrorism state-sponsored terrorism are complex and persistent. notably they are simultaneously elevated. you might've heard the director speak numerous times about him seeing all of the red lights flashing right now. we continually face threats from foreign terrorist organizations, violent extremists across the ideological spectrum criminal actors that aim to bring violence and harm to the united states. during these past few years, loan actors are small cells of individuals who typically radicalize the violence online

and primarily use easily accessible weapons have pose the greatest terrorism threat to her homeland. additionally for the past several years the fbi has provided intelligence or law enforcement partners vehicle ramming attack has been used for many years to conduct deadly attacks on u.s. soil and in other countries. loan actors as i'm sure you are aware presents a challenge to law enforcement intelligence they are difficult to identify and disrupt. especially other individuals happens online as is believed to be the case with the new orleans attacker. over the last year we sought multiple plots in the u.s. that

we were able to disrupt along with our state, local federal law enforcement partners simply cannot do it alone those include plots in september and october in oklahoma city and new york city respectively. the fbi continues to work tirelessly to combat the threat of terrorism that includes constantly working with and communicating with our state, local, federal partners whether that is sharing intelligence and information or day-to-day coordination. and in new orleans is exactly what fbi have done since day one. as it relates to this investigation all investigated details now support that he acted alone here in new orleans. we have not seen any indications of an accomplice in the united states but we are still looking

into potential associates in the u.s. and outside of our borders. this case is still very early on. as is with the case with any complex terrorism investigation, as we uncover new leads receive tips from the public, examine electronic devices and interview witnesses the information as we know it a clearer picture provides more answers. we have a clear picture today then we did even two days ago. we are much further along than we were previously. i would also like to take a moment to thank the public for your help so far you provided tips that have greatly enhanced this investigation. i do not think the majority of you in the public know just how critical your information has been for the fbi and a high high-profile investigations like this one. your tips and information have been instrumental in the most significant terrorism that have

occurred in the last 20 years. so thank you on behalf of the fbi. the fbi continues to surge resources from across the country to assist new orleans field office. in addition to fbi special agents and personnel based here in new orleans, more than 200 additional personnel have been brought in to assist in this investigation to process evidence, support victims and investigate leads and tips. personnel support includes, as i stated a few days ago, special agent victim specialists, evidence technicians, specially trained crisis management personnel and intelligence analyst. additionally the entire counterterrorism division at headquarters along with other headquarters divisions including our hostage rescue team continued to work around the

clock supporting new orleans and the other field offices involved in this investigation. we are not done investigating. in fact, our work has only begun. the fbi will continue to dig in and investigate to learn all we can about this despicable attack. on behalf of the victims and for their loved ones. and now i like to turn it over who's going to go into more specifics of the investigation. cliques thank you, chris. i am the special special agent e of fbi new orleans. our partners with our local, state and federal agencies who have been working tirelessly beside us. fbi new orleans it deeply mourns

to who tragically lost their lives to those who were injured and offer our unwavering support to those who endured traumatic experience of witnessing such a devastating act of terror. to date we want to focus on filling in some of the gaps giving you a greater understanding of the planning that went into this horrible attack by shamsud-din jabbar. we are also sharing videos showing him place in the ied's on bourbon street and videos he took as he plotted this hideous attack. thanks to information provided by you the public this investigation is crossing state and international borders as our agents follow leads in houston, texas, atlanta, georgia, tampa,

florida, and internationally. fbi houston has recovered evidence at his home in the work now shifts to our specialists at the fbi laboratories. interviews are being conducted with hundreds who have been identified as knowing key pieces of this complex evolving case we have also tracked that he traveled to cairo, egypt from june 22 until july 3 of 2023. a few days later he flew to ontario canada on july 10 return to the u.s. on july 13 on 2023. our agents are getting answers as to where he went, who he met with and how those trips and may or may not tie into his actions here in our city in new orleans.

we have also discovered that he made at least two trips to new orleans in the months prior to the attacks. one in october and the other a month later in november of 2024 from what we now know, he stated a rental home in new orleans beginning october 30, 2024. he was in town at least two days during that time using meta- glasses recorded a video as he rode through the french quarter on a bicycle. this video shows during that trip with his glasses as we continue to learn more about that trip we ask anyone who may have seen or interacted with him to contact us. for more information meta- glasses appeared to look like regular glasses.

but they allow a user to record videos and photos hands-free. they also allow the user potentially live stream their video. jabbar was wearing a pair of meta- glasses when he conducted the attack on bourbon street. but he did not activate the glasses to live stream his actions that day. thanks to information that is coming in from the public we now know jabbar was here in new orleans also on november 10. we are still piecing together the details of that trip. moving closer to the day of the attacks multiple guns towards he visited in texas leading up to the attack as we go through the

timeline, at times we provide are approximate. jabbar then stopped at a business in texas where he purchased one of the ice chest he later used to hide the ied's. jabbar is estimated to have entered louisiana on december 31, 2024 at approximately 2:30 p.m. he rented a vehicle that was seen again and gonzalez, louisiana around 9:00 p.m. on december 31. by 10:00 p.m. home camera footage shows jabbar and loading the white pickup truck in new orleans outside the mandeville street rental home just under three hours later at 12:41 a.m. on new year's morning, he parked a truck and walked to royal

governor nichols street. jabbar place the first ied in the cooler at bourbon and st. peter street at 1:53 a.m. some went on bourbon street we have no reason to believe was involved drag the cooler of the block to bourbon and orleans were our team found after the attack. jabbar place the second ied in a bucket type cooler at 2:20 a.m. on bourbon and toulouse street. in the videos you see jabbar wearing a long brown coat we showed you in a photo released earlier. that coat was recovered in the rented f150. at 3:15 a.m. he used his pickup truck before crashing into the construction equipment and will stop by the brave men and women

in the mandeville street location as we released yesterday we strongly believe jabbar was solely responsible for the fire on that mandeville street he set the fire before heading to bourbon street based on the atf investigation i'd i e to bring up special agent details of the investigation and explain the origin of the ied and the materials he used. >> thank you. good morning. as stated joshua jackson special agent in charge for the

northfield division i want to share the media some updates regarding the origin and calls of the fire at the mandeville street address in new orleans. we will update you on information we develop with the firearms that were recovered from the scene as well as discuss explosives materials that was recovered in houston and here in new orleans at the street address. i'm going to close out with some comments about our victim witness coordinators. as to the b part was determinedy the investigators that jabbar drove from houston, to new orleans by himself throughout his entire time at that rental location in new orleans he was the only one seen it coming and going from that location. he left that location at 12:15 a.m. the day of the attack that is when he set the fire. at 12:17 a.m. the thermostat

converted over from heat to cool the whole time during his stay the weather had been cold the heat was running inside that residence. it changed roughly two minutes after he left because the thermostat indicated the temperature was rising inside the residence and it tried to keep up with the fire that was growing inside. we will explain what happened to the bar he is an open flame. water and dryer in a close up hallway. this wh hallway leads into different rooms of the house bedrooms, front room, kitchen. using the open flame in the linen area because the fire to grow he also sent a half-gallon of accelerant, gasoline the house. we believe he did this and is helping me too burn the entire house on evidence of his crimes.

24 in texas. this individual does not know jabbar it was a chance encounter and having a private sale transaction in texas. there is no way this individual new jabbar was radicalized or had any awareness this attack was imminent. i also want to preface transactions in texas are legal. additional firearms recovered from the scene and are going to call them privately they silenced their their calling that because the to make a determination to ensure they reduce the sound of a firearm to a degree that could be technically classified as a silencer for the ease in publicc function on what was recovered. cover the silencer on the rifle

that jabbar was using an attempt to muffle the sound of the rifle as he fired it. lost covered privately it made silencer inside mandeville street address along with the explosive material. explosive materials that were recovered overseas i have no more information. the explosive material recovered at the street address was field-tested by chemical identifier tested it's very similar which is rarely common the same field tests were done in houston the fbi lab states.

now, what is different about this device was somewhat unique goes to the in inexperience typically needs that to set it off. he did not have access to a detonator sues an electrical match in its place to try to set up the explosive material that something unique about the iuds but the ied's themselves it's not normal. he did not use the right device

to set it off. that is indicative of his inexperience and lack of understanding and how that material might be set off. last comments are very important. i know victims and family is the focus for that's what we are doing this job but that's what we are spending hours and resource atf vehicle witness coordinators they are working hand-in-hand with all the victim resource specialists. they are going to remain on the ground, engaged throughout services as we continue to engage and connect with the victims and the families. our thoughts and prayers remain with them. we focus our energy remain with them in the city of new orleans. what that i'm going to turn it back over too murphy. >> thank you. when incidents like this happen, obviously the criminal investigation is important.

but the fbi never loses sight of the devastating impact on victims and their families. helping them navigate the unthinkable is a task we take on what the number of local, state, and federal partners. it's a task has started hours, within hours of the attack. the work done by the these professionals is done behind the scenes. as to not re- traumatize the people who did not ask to be part of this dark day in history. today, our victim services response team and those very important partners are opening a family assistance center which is a centralized location for victims and their loved ones can receive in person information and assistance. has graciously offered space for

our professionals to provide services and also return hundreds of personal items left at the scene of the attack. we started the process of returning these items within one day of the attack. knowing it's crucial to reunite these precious items to their loved ones. the family assistance center will open at 1:00 p.m. this afternoon and offer services until 7:00 p.m. it will then begin operating monday through friday from 9:00 a.m. until 7:00 p.m. until we are certain we have provided everything we can to help those who need it. i want to say thank you again to the community. to our city. to the victims and their loved ones. we cannot change what happened. we are working tirelessly to

with this i have specifically talked to the white house the city of new orleans the assisted with getting a tactical expert in our city this week to map our city for target hardening measures where and how these are requests that have been made by me specifically in our new orleans superintendent. in addition to that, we have submitted a reit unification request for mardi gras to be removed from co2 upgrade to cr one. this is something we have been advocating for, for many years now. i can say since 2019. but we do believe it will be processed. this is something the governor and i will have conversations with with the president on tomorrow we will continue to push for scr one rating for mardi gras.

i also want to, come as we infm you on friday but on tomorrow it starts our activation and infrastructure activation in preparation for the super bowl that's coming next month. you will see this activation in real-time and as it unfolds again starting tomorrow but throughout as we move towards february. the city of new orleans will always remain focused on improving public safety measures. no doubt about that. but on today we are here to ensure that our victims, our families, our law enforcement officers, our businesses, employees or extended the resources they need to not only move the agreement but to get the support and the services that are so vital this day and in days to come.

system will be brought to bourbon street is not enough to stop the attack like new year's day but versatile is that true? and are there plans? >> as it relates to and as i mentioned we are asking for a tactical expert to be in the city of new orleans this week. to go over all of our plans i have been put in place by a unified command that we have been working on this literally for months on end. what we are wanting to do is make sure boots on the ground with the expert advice to determine whether or not it's these that you are talking about are sufficient. we are also asking if they're not we are looking for okay how, and word of the need to be placed? this is a work in progress at. we are committed to do everything necessary to ensure public safety measures.

heartening target areas in preparation not only for super bowl but for mardi gras as well. >> is there any way to know now if the new upgrade will be strong enough to stop an attack like this? >> what i will say is an expert opinion is something that will assure us that what we are installing me meats they needed. if not, we are not stopping there. as a part of the super bowl package. the installation has been nearing completion and will be completed in weeks to come. and now, the thorough assessment i am asking for will determine if in fact they are strong enough. i cannot say with a surety that is the case. an expert will be able to do so and respond accordingly. click soon to look over

glasses. where were the glasses recovered and did jabbar wear them during the entire time and of the attack? >> yes if so, the glasses were recovered on the person of jabbar following him being neutralized by nl pd. we believe he was wearing them throughout the evening. >> is recording the entire time? >> we do not have any indication use extra recording but he was wearing the glasses. >> of the quick follow-up question you mentioned there are other cities atlanta, tampa, could we dive a little deeper as to why those cities were mentioned? >> yes houston, texas is aware jabbar resided. we are looking at his travel within the united states so he has traveled to areas within the atlanta area as well as the tampa area. cooks excuse me question request could there be more arrests? >> at this time we do not have any indication that will be additional arrests where there

are potential witnesses and potential individuals that may provide information at these locations. at this point we do want to make sure we are speaking to all this individuals wer where he may hae visited. cook's regarding the trip to egypt, do we know whether it was the first time he traveled to the country? >> at this time we are still trying to determine the answers to that. that's exactly what the priorities for those international trips. essentially we are looking at has he encountered during those trips? or has he traveled in those specific countries and whether or not any visits to those countries may or may not have any indication to find this attack by the any assistance

from anybody to finance that trip in the foreign entity. >> at this time we cannot determine whether he received any assistance. we do know he was employed at the time of his attack. but, at this point we can't rule out whether he received any type of assistance. cook's can you explain his trip to cairo. mentioned he traveled through ontario. what was the reason? >> we do not know the reason behind that. it's a one to get clarity on. we have legal attaché offices

where work with law enforcement partners as well as our governor partners as well to determine those answers. [inaudible] much more common. does that speak to someone giving him some sort of instruction? how did he get his hands on this more rare explosive? >> i will defer that question to sac jackson. >> again this is a field test done in the field. all of this materials will be tested at the fbi lab. we believe it when they chemists and the lab it's at the house in houston where he made this material. that field test is preliminary. the fbi lab confirm that

material. again the materials are here is no indication he rec received ts material from overseas. >> local affiliate. that individuals who moved the cool it were accomplices are waiting individuals. from what we have observed so far will we have gathered through our investigation is they were waiting individuals who move th moved the cooler frm location to location. without knowledge of what was in the cooler. [inaudible] quick snow, the cooler it was not motorized. it was a standard square cool it there were two standard square coolers as well as a circular ice cooler as well. >> i have a question if i could. the first question is you mentioned electronic is some kind of standard detonator. why was that not employed? what foiled that? was theirs a plan to use that? does that have a remote capability that somehow did not get used?

>> as to that question, electric match or hobby's which are commonly available items that common citizens and get their hands on. that is why he chose electric match it was readily available. as far as the device did have receivers attached to them with the explosive material. it was a transmitter that was recovered in side of jabbar vehicle but we believe the transmitter would have function and would have worked pd putting him down before he could get access to the transmitter. social media. obviously threatening days before the attack. and in the hours. is any intelligence capability fbi or otherwise that could have intercepted what he posted on social media?

>> that's a great question. they key here when it comes a social media posts, we really rely on you, the public. the individuals who are seeing these post to report these posts. as we know there are several privacy concerns regarding social media. so unless it is a publicly available online platform, we have to have a legal process in order to get into those postings. so really we rely on information with the public and that concerned citizens. cook's i don't know who would have seen in advance of the attack. he is, from our understanding posted on a couple encrypted applications haswel as well as s own social media. cook's do we have any indications.

[inaudible] cook's note, we do not have any indication as to why he specifically chose new orleans. again, this is one of our top priorities is to gain an understanding as to not just on the day of the attacks, but the reasoning behind the two previous trips back in october as well as november. but that is a concern for us as well. [inaudible] if you have any idea why he waited until 3:00 a.m.? >> i think the time line is t this. what occurred was he left the mandeville street addressed in new orleans at 12:15 a.m. right before he left the residence, he had already used an open flame to start a fire in the linen closet. the fire was burning. we know that because the

heard from lyonel myrthil in charge of the investigation. joshua jackson they both wrapped up with a very detailed in a long list of new details and timeline. bobby, right off you are experiencing in this area. what provided in this press conference stood out to you? >> arthel, first of all it was very transparent. they did give a lot of details when only don't see at this point in the investigation. less than a week into the investigation. the biggest ones were a day or two ago to find different things. i set those devices now we know they are not. released a video in the suppressant conference that showed him planting the ied's. another turn was there's a couple of days ago had a very unique chemical compounds and maybe were a signature. we now know through the atf and

bomb technicians and lab examiners it was actually unique in the way it was at a church he did not know how to set the detonator to the material the material is ready readily available that debt to thiers and how is going to do it was not for it was not because it was sophisticated but just the opposite it's because he did not know enough to set the detonators properly. we are learning a lot more. it's almost up-to-the-minute update of the investigation or stands right now. arthel: he was amateur us on some levels but he did enough to kill 14 people and injured multiple others. but, given the extensive planning we heard by the perpetrator, the fbi as you well know the fbi and homeland security have been warning a law enforcement of the threat of violence from lone offenders around the holidays with potential specifically using the vehicles as weapons. which is what this person did.

this morning came last month. do we know if the new orleans fbi department division and police there received the munication? how was this handed down? if they are not getting it, what is the point? cook's first of all the fbi puts out bulletins a local law enforcement all the time but it's up to them to read it, digested and take action on a per the fbi's not in the position like securing events like new orleans on new year's eve. but we provide that information so that they can then take proper action like putting in places like that. so yes, the information went out about vehicle born attacks. but it didn't have to because we've seen them posting them in this country, and france, and germany, we have seen them used as a weapon attacks everyone in law enforcement should be aware of this stuff even without an updated release of information. we know this is a possibility at all special events.

those proper precaution should be taken in all events of this type. arthel: there is a social media components. component. this guy made several disturbing posts. however, how we have seen in the past without communications in this case oversees isis headquarters if you well. there is not much chatter. how can the fbi tracked online activity that would or might have shown this person's reviews of isis videos? >> well, in my opinion this is one of those questions that need a suite of laws like we have to target forward international terrorism on the side. this is a u.s. citizen lips certain rights, privacy rights and civil liberties guaranteed by the cause of two shivered at the same time we do not have a comprehensive domestic or domestic terrorism suite of laws that give the fbi the tools but we're not in the business of

spying on americans. people are allowed to view isis videos. it is not a crime to view isis videos if those videos are readily available on the internet. unfortunately those are readily available. isis knows they put them out with the purpose of attempting to radicalize people who view them. that is the question, how is the fbi tiptoe on that line between protecting constitutional rights and civil liberties. and monitoring u.s. citizens in america who are k were kind of viewing, absorbing and digesting these videos designed to radicalize them. arthel: fbi director christopher wray is set to resign on generate 20th. he had been sounding the alarm on the heightened threat of domestic terrorism for quite some time. do you think the american people are a way of a threat level

i mean, they should be. if it was like you said, i agree with you, director wray has been ringing this bell if his public statements and testimony before congress. so congress knows this as well. you know, everybody should be aware that we have this situation. you know, it's back to that see something, say something. if you see somebody or you with hear somebody, you have a family member or friend who appears to be going down that road and expressing support or being like-minded to a terrorist organization like isis, you know, it might be time to pick up the phone and call somebody about a that saying, hey, i have a cousin who seems to be getting radical or whatever. there's always some kind of outward sign to the people around them that this person is going down that road. arthel: and you did hear fbi new orleans director myrthil thank the public for all the tips and emphasize how porn those tips are. listen, bobby chacon, thank you
