>> thank you. we continue our coverage with the live look on the house floor. getting ready to officially certify president-elect trumps sleeping election win sealing the deal on this historic second term in office. we begin with this monday afternoon. am john roberts in washington. sandra, good to be back with y you. >> sandra: good to have you back, john. happy new year to you and happy new year to all. i am sandra smith in new york. this is "america reports." vice president harris will preside over these proceedings certifying the outcome of the election that she lost to donald trump your two weeks from today, trump will be sworn in as this nation's 47th president. live on capitol hill as we watch this together. >> john: good afternoon. the election was wrapped up in november, but nothing is final until congress certifies the electoral congress result during a joint session of congress. with both the movement dictates that the vice president in her capacity as president of the

senate "open all the certificates and the votes shall then be counted." that is what happens today. >> in just a few minutes, senators will head over to the chamber to count the electoral votes and certify the election of donald trump and j.d. vance as president and vice president of the united states. >> they have carded the electoral votes into the cha chamber. they go through each state alphabetically. lawmakers could challenge electors. that requires a petition comprised of 20% of all lawmakers. president biden emphasized the importance of a peaceful transfer of power. >> in our democracy is literally put to the test. thankfully our democracy held. the core traditions we have long respected -- and incoming president. this is all part of the tradition. we have to begin to restore.

a big moment in history, mag a. as we look at the speaker of the house and vice president standing there together, she seems to be in a pretty good mood. you got to wonder what is going on beneath the surface. this is very much like al gore in 2000. without love 36 days of hand-wringing in between. >> it is a tough thing to do to certify your own loss. it was a big hard-fought political battle. but not really close in the end. it is interesting that this day 4 years ago obviously january 6th and all that happened was a big part of the political campaign of vice president harris and talking about that and threat to democracy, she put out a video last night saying it was important that this goes smoothly, the transfer of power. we don't expect any opposition or raising of any problems with

the electoral votes. this is history. this is a moment if you think about from four years ago where donald trump was on january 6th and january 7th, not only physically but politically. think about the resurrection from that point, that turnaround politically. we have never seen anything like it. four years later, the mahogany boxes with the electoral votes have been marched in and will go state-by-state and show how donald trump and j.d. vance won this election. >> it could happen that people object to the certification. we will see as the process continues. back on your point about where we were not too long ago claiming that trump was a threat to democracy. watch this exchange. >> still believe he is a threat to democracy? >> what he did was a genuine threat to democracy. i am hopeful that we are beyond that. >> he went through the entire

election claiming that trump was a threat to democracy. we can afford to let this guy occupy the oval office. he goes back to them what happen four years ago i believe was a threat to democracy. but it still doesn't explain why they were saying all that during the election. >> i think it changed after america voted. it was pretty straightforward that the country voted for change. that they wanted something different -- which is why some of these moves by presi president biden including the banning of oil and gas exploration offshore just in the past day executive orders run counter to what people voted for at least on the campaign of president-elect trump. >> john: the vice president elect j.d. vance entering the chamber now to participate in the official count. >> the pomp and circumstance as j.d. vance is talking, there.

they will have two senate tellers. they will kick this thing off. and talk about what this process is. before the last cycle before 2021, it was kind of standard procedure. there were objections obviously back in 2000. vice president al gore started that process. let's listen for a second. >> vice president harris: house come to order. mr. speaker and members of congress, pursuant to the constitution and laws of the

united states, the senate and house of representatives are meeting in joint session to verify the certificates and count the votes of the electors of the several states for president and vice president of the united states. after ascertainment has been had it that there certificates are authentic and correct in form, that tellers will count and make a list of the votes cast by the electors of the several states. the tellers on the part of the two houses will take their places at the clerk's desk. [no dialogue] >> john: this process will be going on for quite a wild as they count all the votes of all the separate 50 states beginning

with alabama. some states will obviously take longer than others. some have as few as four electors. others have many more than that. it is interesting to watch this process in light of what happened here 4 years ago. this looks like every other year except -- >> vice president harris: without objection, the tellers will expense -- after ascertaining that there certificates are regular in form and authentic, the tellers will announce the votes cast by the electors for each state beginning with alabama. senator fischer. >> madam president, their certificate of the electoral vote of the state of alabama seems to be regular in form and authentic. it appears there that

donald j. trump of the state of florida received nine votes for president. j.d. vance of the state of ohio received nine votes for vice president. [applause] >> john: again, this will continue alphabetically through all of the states. some of which donald trump will be declared the winner. others in which kamala harris will be declared the winner. overall, trump has a 270 votes necessary in order to take this. we don't think that there is going to be any change in that. >> this will be state-by-state. they will go through this process and electorally, he is going to surpass the needed number, three quarters of the way through. this is the final certification. this sets up the inauguration. it is also a moment that you obviously reflect back to what

happened four years ago. we know that the president-elect soon to be president again has pledged to pardon or offer some relief to some of the jan january 6th rioters. there's questions about, you know, how many and who and what their charges were approved we are going to be following that. it's probably going to happen in the early days of his pres presidency. >> everyone talks about the first 100 days of the presidency. talking about the first 100 days. i think this presidency will be marked in the first ten days. >> i think they have a list of things they are going to roll out executive orderwise. and other efforts. the big question now is this battle between one big bill or two bills on reconciliation. the president in an interview today opened the door to maybe two bills. speaker johnson said it was one

big beautiful bill. in the president-elect trump's words. there will be a battle between the house and senate as we look at the senate. >> let's listen. >> this was pretty typical. before the election and the election dispute in florida in 2001, 2002 through 2,001 of course we had a very road ceremony every january 6th when they would do this. back in 2001, i was late was dispute over who won florida. the election between george w. bush and al gore. in this awkward position of presiding over his own loss. there was a famous moment. these were the old rules. you had to have one house petitioner and once in that petition to challenge a states plate of electors. this is a joint session of congress. the house and senate meeting together. you had member after member after member of the congressional black caucus coming down the well and challenging florida. al gore would say where you have a senate cosponsor? they would say no. i got to maxine waters the democratic congresswoman from california. al gore asked her, do you have a

senate cosponsor? she said no, i don't know and i don't care. al gore -- this was a statesmanlike moment for him and looking back at all the term old of that election said, well, to the chair, the rules matter and the chamber erupted in applause because al gore was signaling he was going to follow the rules. there was a little bit of a lack of clarity. you might remember this for years ago about maybe vice president pence had a role to interject himself into this process. they clarify that in this update on the electoral count act in late 2022 to say that the vice president, their role is ceremonial. if you go to the 12th amendment of the constitution, it says all they are supposed to do is be there and preside over this joint session between the house and senate. i will say however back in 1961 with richard nixon, hawaii, the first time hawaii voted as a state. as to who won between

richard nixon and jfk in the election of 1960. one slate of electors had come in for jfk and one for nixon. it turns out that it was a close race. they only had three electoral votes in those days. the idea was that they were able to go back to a recount and determined that actually nixon won the state. in a rather magnanimous gesture, nixon awarded those electoral votes to jfk who ultimately won. >> thank you very much. let's head back to the house floor and listen. >> 4 votes for president and j.d. vance of the state of ohio received 4 votes for vice president. [applause] >> john: there it is. it is official. donald trump has 312 electoral votes along with j.d. vance. kamala harris following short with -- it has to be tough like reading your own political obituary. >> it is tough. i will note that there were no objections by democrats. they are going to wrap up now that a session.

the message from hakeem jeffries starting on friday after the speaker vote was that donald j. trump is the 47th president of the united states. this is official now. 312-226 is in the books. if you give a moment of perspective over the last two years of this presidential run, think about all that has happened. the june 27th debate that changed everything in the minds of people even though other people said that was happening already is a mental decline of president biden. the assassination attempt, as second assassination attempt. they change of candidates. the debate that we saw and all of the money that was spent. billions and billions of dollars on this election. this was the culmination of really phoenix from the ashes politically for donald j. trump.

this is official today. if you look just back to januart after the ride, 56% of americans said he was ineligible to be president again. two years later in '23, 46%. 2024, that was down to 37%. by the time you get close to the election, january 6th and all that happened on this day for years ago was only 5% of americans thought it was the most important thing that happened in donald j. trump's turn. the evolution of how that was perceived and how it was or was not a big issue, democrats missed and plated politically. that was the biggest issue, threat to democracy. today, we are moving on from that. donald j. trump will be president of the united states, the 47th on january 20th. >> john: on one side you have january 6th. on the other side you have three years of 10% inflation, $5 a

be with the current president biden in new orleans. he announced that he would be stopping in new orleans paying a visit after the terror attack on the streets of bourbon street last week. but do you plan to talk with the president about today? >> some things he can do between now and the time that president trump takes office on january 20th. we need a presidential declaration of disasters so that we can continue to prepare for the super bowl and mitigate the expenses that we endured during that terrorist attack on new year's day. it also helps for mitigating protective measures as we go and to the super bowl. about 30 or 40 days we will have mardi gras. new orleans has a lot of events, very important events that are coming up. they could use a lot of help. we will be asking also in that declaration to be helping the

victims as well so that we can get support and financial aid to those victims who are either healing or those families who are morning. secondly, we are going to be talking about drones. we've been having a lot of drone activity over a very sensitive areas i louisiana. louisiana has 23% of the refining capacity in the cou country. nuclear reactors produce electricity and the state. i'm going to be talking to him about that as well. >> sandra: i imagine you will also be talking about perhaps one of his last moves, president biden and office with the announcement of the banning of offshore drilling on federal lands that will greatly affect a lot of what happens in your state. what are your thoughts on what is the reaction from so many in your state on that? >> there's a lot of anger and our state. it means a lot in regards to our

economy and jobs. the overall economic impact that it has on the country as a wh whole. we have seen four years of constant innovation that has basically eroded the middle-class and made up or even poorer. at a time right now we are dealing with extremely low temperatures. this polar vortex that has affected a great swath of the country. we see energy prices rising. here we have the democrats on the way out the door sticking it to the american people one more time saying don't worry. we will increase your energy prices on the way out of the door. i will be expressing my disappointment on that. i believe on the 20th when president trump comes and we will be working on it. our attorney general is busy getting the lawsuit ready. >> sandra: your attorney general call this a direct threat. she promised that a lawsuit is on the way if that happens. is there one? >> absolutely. we have a great track record

both when i was attorney general, the solicitor general in beating the white house against their energy policies that affected americans. i could tell you that attorney general is busy at work today and be ready to file a suit asap. >> i think i will finish up where we started watching what is happening live on the house floor minutes after the official certification of the 2024 presidential election as we work our way days out from inauguration. a lot of what we discussed about what was this election about. talking about inflation and overregulation, stifling business and industry. what happened on bourbon street in the french quarter in new orleans. horrific attack playing out. finally get your thoughts on this moment in history as we do just now have the official certification of the election. >> i think when you sum up
