have mardi gras. new orleans has a lot of events at very important events coming up. they could use a lot of help. we will be asking also and that declaration to be helping the victims as well so that we can get support and financial aid to those victims who are either healing or the families who are morning. >> sandra: that was louisiana governor joining us last hour in new orleans as the president makes his way down there after the bourbon street terror attack that killed 14 people on new year's day. we are learning more chilling details about what that suspects did just before plowing a truck into a crowd. welcome to "america reports" as we roll into our number two. i am sandra smith very good to be with you. >> john: i am john roberts. it is revealed he made two scouting trips in new orleans prior to the attack. the fbi also saying he planted

explosives around the city howards before carrying out the deadly attack. >> former fbi special agent nicole parker is here. she will react in moments. >> john: live in new orleans at the very latest on the investigation. we are learning that louisiana's attorney general has launched a new investigation into the attack. >> ordering the bureau of investigation to launch a full review of the security plans that were in place and new years including much of what we have been reporting on including the security recommendations the city had received and seemingly not implemented. on the equipment that it had available to prevent this kind of attack but did not use. as that review gets underway, the fbi is releasing a lot of new information in its investigation including the international travels of shamsud din jabbar. the bureau says shamsud din jabbar flew to cairo, egypt, and spent 1.5 weeks there before

flying to ontario, canada, for three days. what was he doing and who did he meet with? that's a big part of this investigation when it comes to his path of radicalization. we have learned shamsud din jabbar made two trips to new orleans ahead of his attack. once at october and again in november where he wrote through the french quarter wearing method glasses to record the area. part of the video shows him going right past where he ultimately crashed the truck on new year's. the fbi has also released new surveillance videos showing jabbar leading to coolers with ieds inside impact areas of the french quarter. investigators say if he had been able to detonate those explosives, this attack would have been far more deadly. >> the devices did have receivers attached to them with explosive material. it was a transmitter that was recovered inside of jabbar's vehicle. we believe that the transmitter

will have function and would have worked. putting him down before he could get access to that transmitter and set off the devices. >> investigators say there's no indication jabbar eight receive the explosive materials from overseas and still believe he acted alone. they are continuing to look at the possibility that he received help from others either domestically or potentially internationally. this evening, president biden the first lady will be coming here to new orleans to meet with some of the families of the victims and to offer their condolences on behalf of the nation. >> john: it's going to be tough to get past all of that. thank you. sandra. >> sandra: let's bring in nicole parker, great to have you today. although this is happening. we are learning more details as we know that president biden as we were just notified moments ago is making his way down to louisiana. he's going to be meeting with

some of the families of the victims. what this means for this moment as that community has suffered such absolute tragedy. >> i am glad that he is doing what it is absolutely appropriate. sadly, you know, these terrorist attacks, i hate to say it with her current we are in, in our nation, let's hope and pray that we do not continue to see a pattern of this occurring. we have had an open border. i believe that the fbi has taken their eye off the ball for the last several years completely focused on things such as that january 6th capital violence, white supremacy, going after president trump and with the diversity, equity, and inclusion push they have. it is now time for the fbi to but all resources and efforts possible back into the foreign terrorist organization groups. it is proper to pay their respects. this never should have happened. this was a failure on the part of the city of new orleans at the barricades were not in place right before their sugar bowl and before the super bowl.

>> sandra: we know that the louisiana ag believe there needs to be an investigation into the security plans that were in place prior to hosting so many people on the streets of new orleans. this is louisiana senator bill cassidy on his concern about the police chief not knowing about those barriers in the first place. listen. >> there has to be leadership at the top. if the leadership failed as you describe it, absolutely there has to be consequences. period, end of story. i think we're going to have a complete review of everything from top to bottom. that is the way it ends up shaking out completely, she should be replaced. >> sandra: what do you think that will ultimately reveal, nicole? >> there will be an after action review on multiple levels. who was the contractor hired to fix those barricades? what were they doing? but i went to the funding that was given to repair the city for the bowl games? the super bowl. going back to what truly matters

even with the fbi, multiple law enforcement agencies made mistakes on this. international came in and said definitively, this is not a terrorist attack. clearly it was a terrorist attack. either it is the fbi trying to be politically correct and say it is not a terrorist attack or it is gross incompetence. either one is acceptable. people do need to be held accountable. there needs to be real leadership at the top from the fbi all the way down to what happened in new orleans. you are talking about a local level in a federal level. i believe that this tragedy exposed many failures on both levels. >> sandra: the early hours covering this, the communications covering this over at times misleading. at times, confusing. it did seem that there was a lack of leadership to take the american people who what exactly what was happening and what did on the streets. this is how columnist david marcus summed up the distress of the fbi earlier on "fox & friends."

trump is urging them to work on one big beautiful bill that addresses his top priorities. live on capitol hill. is trump personally taking charge of this? >> he is often called a dealmaker, a closer. this is another situation where you are shooting him but in a personal touch to get this done. the legislative agenda done. fox has learned that he has invited a key group of republicans and mar-a-lago later on this week. that includes your house freedom caucus members, people are fiscally conservative. they want to make sure there are cuts to the deficit as well as those republicans that belong to states like new york where salt is a huge deal. the state and local tax breaks as we like to call them. trump talked about how he was going to pay for this untrue social. he wants to include no tax on tips. he said it will be made up with

tariffs and countries that have taken advantage of the u.s. for years. that is what he posted untrue social today. why has a personally reaching out to all these republicans? reconciliation, this package especially if it is one big gigantic bill is a heavy lift. you have tax cuts in there and border security and defense spending and energy. as we saw last week, you only need a handful of house republicans to tank the thing. he said he wants to do all of this in one bill. he is open to the two bills. >> my preference is one big beautiful bill. to do that takes longer. to submit, it takes longer. it is a longer process. i would live with that. to me, and a cleaner -- it is cleaner. it is nicer. >> everybody on capitol hill is making their pros and cons list.

the inauguration two weeks away. chuck schumer calling for a security briefing in light of those attacks in new orleans and las vegas. the trump transition is really using these events pointing their them to push the senate to confirm trump's cabinet picks as quickly as possible especially the national security picks. g.o.p. leader john thune will only go so far as to say each of these nominees will get a fair hearing. the first one we will see in a couple of days, pete hegseth the defense secretary nominee. >> john: thank you. now this. >> we did everything right is a company. we did everything right. the government failed us. the president of the united states shamefully, shamefully tainted this process from the very beginning. we respected the process. that was a mistake that we made.

they have emboldened china by not following the rule of law. though i think the biggest problem i have with this conversation is all the press reporting about this acquisition. we hear how u.s. steel is iconic u.s. company. it is not. this is all due respect to the workers and the company, this is the third largest u.s. steel reducer. this is not what it used to be. i do agree with just about everything that was said. there is a national security concern on the idea that japan is an ally nalco who knows what will be the case in ten or 20 or 30 years. if you are of the donald trump world where a lot of these mergers in general overseas have been deleterious to u.s. workers, this is exactly the type of acquisition you would be skeptical for the national security. >> this will be the first time -- the chinese have been doing that for a century. the near-term impact is

potentially negative. you're going to guarantee giving groundcover in. >> the one thing i would push back on, i don't think president trump needs any more support. he will go ahead and do it anyway. it's true, u.s. steel is not a particularly healthy company. it needs a lot of capital investment. denying this deal, you do raise the possibility of not the outright probability that some of these plants will close. >> sandra: this was the explanation from the white house and their decision on stopping this deal. a committee of national security trade experts determined this would create risk for american national security. president biden will never fail to protect the security of the nation. "the washington post" ran a headline and a sub header on biden actually going against his

own advisors with this contradicting the white house statement, biden rejects appeal blocking this u.s. steel bid. administration officials had reservations about calling the takeover proposal a national security risk. i imagine that it is probably case. >> janet yellen is on the panel that was supposed to come to a consensus. she is also apparently one of his advisors that said you shouldn't block this deal. who is minding the tail right now? i don't know that biden is left clear mind to make these decisions. >> there to do what it did. advise the president on these types of acquisitions. they were deadlocked. by most accounts appears to be a political decision. against this position. this is not a super healthy company. going to provide it.

the chairman of what i think is a great idea with the trump administration, this new national energy council in the white house focusing all of government on in leasing. we will attack it for in many ways. their president and his team will unleash a lot of executive orders on day one and very ea early. they will end up in the courts. we are also going to be very focused and budget reconciliation to get the laws passed that can help us reverse what biden has done and unleashing american energy. one thing he has done. it's important to mention. he does not follow the law. president biden on so many of his executive orders dealing with alaska with what we call -- >> john: you brought a graphic. explain what you are saying. >> this administration, we call this map the last frontier lock up. if we are going to unleash america's energy and wealth, you

need to do it with alaska. we have so much wealth. the biden administration has issued 68 executive orders and executive action singularly focused on shutting down alaska. this hurts alaska of course. it hurts america. what we are going to do with the trump administration is reverse these through president trump's executive orders. some of these might be litigated. we will have a really good opportunity to reverse a lot of this during budget reconciliation. that will reverse it in terms of the law. i colleagues in the senate and house are very motivated to implement the trump mandate to unleash america's energy particularly in alaska. >> john: we are just about out of time. do you favor this idea? >> what is going on right now is very common. the press is saying it is no normal. the president, i don't know the latest if he is still on the
