this is "the ingraham angle" from washington tonight. as always, thank you for joining us. and at this hour, president biden is in new orleans, is he headed to a prayer service for c terror attack. as we get the disturbing new details about how this all happened but first new year new wins, that's the focus of tonight's angle. i hope you all had a blessed christmas and happy new year. our family and i hope yours, felt like we all had a lot to celebrate and be grateful of for. i hope you got some rest. after the last four years we all needed it, even zoe. now on the defensive and ready to get to work. right now, tonight, america is in the strongest position that we have been in decades to restore the company and get it back to the people where it always blond. the election was certified today

[clearing throat] kamala had to preside. >> the votes for president of the united states are as follows: donald j. trump of the state of florida has received 312 votes kamala b. harris. kamala d. harris of the state of california has received 226 votes. >> it was a sight to behold. now, democrats spent over a billion dollars, they threw everything they could at trump, tried to put him in jail. yet the result is republicans control every branch of government and have an historic opportunity to govern. now, of course, we are all going to have our disagreements, but no one, and i mean no one should forget that without donald trump, there would be no g.o.p. majority. so his nominees and his proposals deserve some serious deference. now that having been said our

job on the angle to hold everyone accountable and rest assured that's what the angle will do in the coming year. trump supporters expect policies that benefit american workers. he did it the first term. he can do it again. and that does not include an explosion of foreign labor in the united states, just to keep costs low for big tech but i'm very optimistic that these issues, all of them, will be worked out. trump's experience from his first term is hard one. and he is now mission-focused. peace and prosperity. that's what americans voted for in november. this is what he needs to deliver. he knows this. this agenda is serious and it's going to require bold and decisive action by him and his team. so, first, of course, the economy. inflation is still too high. regulations have to be slashed. taxes need cutting. and on tariffs, washington doesn't like them but they are coming to terms with the fact that those tariffs are going to be needed.

if imposed as advertised, trump's tariffs could deal a hefty blow to china, xi jinping would have no easy remedies, i was shocked to read that yeah. second on energy trump will take immediate action to release america's vast energy reserves. this despite a pitiful move by joe biden today announcing that he is expanding territory that is off limits to offshore drilling. thanks. trump is just going to undo that on day one. third on immigration, trump can't move fast enough to deport the millions who have gamed our system. including the monsters who joe biden's policies allowed in, like nicholas jose francisco, just charged with sexual battery. i want to see his photo, against a 5-year-old girl in palm beach, county, florida, yeah. fourth. trump is ready to reform our woke military. the pentagon has an almost $900 million budget and, yet,

america hasn't won a war outright since world war ii. that's despite our brave troops. so, it's time to ditch transmania and social justice experiments at the pentagon and all the fantasies about how that is going to make us a stronger fighting force. that didn't work. fifth, trump needs to end the ukraine war and he has vowed to do this. by the way, zelenskyy's asking for more money later this week. even as biden has been shoveling billions out the door as fast as possible to ukraine. i think it's worth remembering that we don't even know how many troops on both sides have died. but we do know it's in the hundreds of thousands it's a bloodbath and hundreds of thousands ever taxpayers dollars later we have helped prolong the killing fields sixth the china threat. how far the ccp has penetrated our most sensitive communication

lyndon johnson society. 235 judges a record. is he a patriot. is he great guy. >> laura: headline there is they are still lying. they lied about biden. they are still lying about their record. they lied about trump they lied about january 6th. they are still doing it. that's not learning. democrats know. they know this that the only person to be killed on january 6th was ashley babbitt. they want to memory hole her but we will not let them. and, of course, yeah. they continue to lie about donald trump. >> do you still believe is he a threat to democracy? >> i think what he did was a genuine threat to democracy. i'm hopeful that we're beyond that. >> laura: yeah. so he wins so no longer is he a threat to democracy. it was always a lie. he is a sad contemptible man. look, we can't ever let their

big lies fly again. there should be accountability from dove afghanistan, the secret service bungle. the list goes on and on. it's time to set the record straight to restore credibility to our government. it's critical that we do this. and trump can do it if his own party doesn't get in the way and if he remembers the lessons from the first go around. but, for now, at least, the big names of big government, the obamas, the clintons, the cheneys, the bushes, biden, harris, they have all been defeated, courtesy of donald trump. well, their policies we know were abject failures. and, ditto for pretty boy trudeau in canada. he is now gone, too. that was a little added bonus. growing the maga ranks is going to require that trump early successes. win something hard but govern something harder. but with democrats demoralized and republicans determined.

joining me now republican congressman byron donalds and wisconsin senator ron johnson. senator johnson, let's start with you. your new colleague, adam schiff from california got pressed about democrats messaging. watch the threat that you say donald trump poses to american democracy, why don't you think the american voters heeded you're call? >> it's not i think that voters were i'm concerned didn't care about democracy, they do. but there were things that they cared about even more. >> senator, they still do not get it. they still don't get it. >> no, they don't. let's face it. the fundamental transformation that president obama promised us and that biden tried to implement is primarily destroying this country. americans realize that the open borders, the 40-year high

inflation. the war on fossil fuels. the weakness that we displayed internationally which set the world in flames. no, joe biden will go downen as the worst president in history. is he trying to do as much damage as possible on his way out the door. january 20th cannot come soon enough. >> laura: well, congressman donalds, we also have the matter of what this is all going to cost to reform government going to cost money to do what biden did. deporting millions of people is going to cost a lot of money. democrats never worry about costs when he they're but now they are raising the alarm this is from cnn, watch. >> a lot of what he is talking about on border and taxes, this is stuff that is going to cost money. >> yeah. >> we are actually talking about some of the more difficult parts of this because republicans are getting ready to put an agenda that is going to be hugely expensive. >> laura: again, congressman, they spent hundreds of billions on ukraine, hundreds of billions

on the illegals and we're still paying. but now we can't fix it because it's going to cost money? really? >> we're going to ignore them, laura. we're going to get the job done. we are going to fix these issues. listen, creating a repatriation force to send illegal aliens back to their home countries, yeah, that's probably going to cost us anywhere from 80 to $100 billion that pails to the cost of keeping those illegal aliens here in the united states. not just the federal level but state budgets and local budgets. you want to talk about the abomination of joe biden's inflation reduction act or his american rescue plan or the fact that federal discretionary spend something way up more than 20% since the end of covid-19, simply because the democrats were addicted to spending money. the reality is you don't have to throw money at every situation to fix it. frankly sending more money out the doors makes problems worse. there is no fish is i to what

you are doing. our colleagues on capitol hill we have a responsibility to cut spending do those things properly but to reverse the biden agenda which has been disastrous for america. if we spend some money to do that, it pales in comparison to the future economic success for america and americans. we're going to get that job done. >> laura: senator johnson, you have been around for a while in the senate. you know the institutional road blocks in place though do the types of things that congressman donalds is saying in the house. namely there are a lot of people who like to spend a lot of money how do you actually do the cost cutting necessary and it these happen across the board including at the pentagon where there is a lot of fat to be cut. >> first of all, you start talking about the real numbers which is what i tried to do. 2001, we spent $4.4 trillion. the year of the pandemic 6.5. and we have never looked back,

laura this year spend over $7 trillion. trillion dollars. the euna party job of deviously it discretionary spending into mandatory. i laid out a proposal to go back to pre-pandemic spending levels. inflate them by inflation and, you know, population growth, except social security and medicare and interest and we would have somewhere between 5.5 to $6.5 trillion of spending, saving massive amounts of money more than enough to pay for border security. look at the numbers, pull yourself back on reasonable baseline based on pre-pandemic spending. this like an afamily who has an illness. spend a lot of money. family member gets cured and keep spending just like they have the high medical bills. it's absurd and not sustainable and not reasonable and not justified. >> laura: congressman donalds notice a little bit of a "family feud" developing h-b1 visa issue. something i have been fighting back for many years.

maga has been union feeds against giving giveaways to big tech to keep costs of labor low. and, yet, there is some movement, it looks liked from the trump team to expand those h-b1 visas. should that be a cause of concern for the administration trying to hold on to its working class cred? >> i'm not as concerned yet because the number one job we're going to get done is securing the border. and then actually sending people back to their countries. that's going to be a monumental task. a monumental lift. i think after that gets done is when you get into immigration policies. and how are we actually going to fix our immigration system in a responsible way. the number one job that needs to be done is to protect the american workers here at home. not saying that there is not any need for any foreign talent to come into the united states. but it cannot be to the detriment of americans who are trying to get their hands and put their labor to use in our economy to do what is best for

their families and for themselves. as long as those are the contours of any immigration policy reforms, i think we will be able to land that plane. >> laura: senator, do you think so we need to have no caps on h-b1 visas? >> we have to secure the border first. that's what the congressman is talking about here. once we have a rational legal immigration system. i was working with set caps again, to aid the economy but don't hurt the american worker. it's possible to do but you have to first secure the border. >> laura: yeah, a lot of people i know, i'm going to get into this later on in the week. a lot of friends i know had to train their foreign replacement and threatened to have their severance package actually pulled back in they don't train their foreign replacement. so there is a lot of scams going on in the h-b1 visa world. and we're going to continue to document that. congressman, senator, both of you, thank you so much. it's been four years, of course, since january 6th. and instead of moving forward, well, the democrats decided to go back.

joke. so, four years later, they are looking for tips from the public and they wonder why they have no credibility? >> yeah, i think they are afraid the narrative changed over the four years and they were afraid to release any information during the election. now they feel that there is a new administration, and there might be some exposure or culpability and they are afraid that, you know, if they were donald trump and they had suffered what they did to him, they would be very frightened the way they think. so they think that donald trump is going to re-examine a lot of this. a lot of the things they said, laura, were abject lies. there were not four officers killed. there were not 10 people killed. there was only one violent death, we think, and that was a trump supporter ashley babbitt. and then there was no need to hide the officer bird's identity. any time an officer lethally shoots unarmed person in this country they are identified. and for some reason they wanted to suppress that and they wanted to suppress the fbi video. and they wanted to suppress the

information about lynne cheney maybe witness tampering. that's alleged. they wanted to suppress some of the erosion of the evidence 1500 felony charges. it was almost 75% conviction rate that never happens. compare that with a 14,000 people that were arrested in 2020. almost 90% of them were never charged or indicted. they were released. there was a lot of things that they wanted to suppress. >> laura: we found out through the selects committee that of course, the from the republican investigation that the select committee refused to we really take into account the pipe bomb's existence. they didn't want to go into it. they chose to overlook it with 845 page reported very odd only referenced them five times but

only in passing. we find out that the field office had corrupted data, victor. so they couldn't do any of the usual cell phone data, you know, inquiry that they would normally do in a situation like this again, all of this corrupts the public's trust. >> it should. it was almost identical to the mueller investigation when interest were phones that were confiscated by the fbi from participants and all of a sudden they said all of that had been erased. and that evidence was never found. so, i think they are also very afraid of kash patel and i think he is going to reform the fbi in a way that they are terrified of. and the whole thing about -- i mean, we had the vice president of the united states tell us during the campaign that januaro pearl harbor. it was just crazy what they did with january 6th. i think the evidence never supported the exaggerations and the lies, i'm afraid that -- i

>> laura: now, you are looking at a live picture of president biden who is in new orleans tonight at a prayer service for the victims of that horrific terror attack on bourbon street. we are learning new details about that attack on new year's day. and what the terrorists about leading up to the attack. now, earlier that day, 42-year-old shamsud-din jabbar purchased a cooler on his way to louisiana. according to the fbi he used it to hide one of his ieds. then around 1:53 a.m. on new years' morning he placed that same cooler on bourbon street and about 30 minutes later he placed yet another one, also hold be an ied that was about a block away as far as the devices

covered. the devices did have receivers attached to them with the explosive material. it was a transmitter that was recovered inside of jabbar's vehicle. so we believe that the transmitter did have -- would have function and would have worked. but for new orleans ph.d. putting him down before he could get access to that transmitter and set off the devices. >> laura: the fbi also found that jabbar took at least two trips to new orleans in october and in november to scout out the location of the attack using a pair of meta smart glasses to record the area. what you are seeing right now is exactly what he saw as he rode through the french quarter on his bike. he rode past the spot where he would ultimately crash his truck into a crowd of people. then there was jabbar's week long trip to egypt in the summer of 2023, how might that have factored into the attack? >> we have not seen any indication of an accomplice in the united states, but we are still looking into potential

associates in the u.s. and outside of our borders. the case is still very early on as for the glaring security failures that allowed for a truck to enter bourbon street in the first place, fox news contributor raymond arroyo is there for us tonight. raymond, what do you have? >> laura, i have new information on the local authorities who enabled this tragedy. there construction projects underway all over town. mayor latoya cantrell claims that's why their mechanical barriers were not in place during new year's eve celebrations in the french quarter. but, even after the terrorist attack, today, we found that the other big pedestrians thoroughfare in the french quarter, jackson square, whereby the president is right now, also, has no security barriers in place. watch. >> state officials have literally for two years been asking the city to update the security measures here in jackson square. now, the president is here

a turn. thinking it was a street and turned on to it until they were told by people to push back. it's outrageous. >> laura: you actually went to the super bowl -- sugar bowl occurring in new orleans. were people nervous, actually going in to the game or no? there were concerns. but you have to not let terrorists ruin your life. there is a super bowl come up at the end of the month. fox will be covering it. we should be on high alert. this city should be locked down. the new orleans police department and other officials take a very lackadaisical attitude. i found out today, laura, i spoke to local and federal law enforcement, they high ranking people. and we have been all focused on the superintendent of police and people have been saying oh she is the problem. look at her there are two other officials we should spend a

little time looking at. every one of these people said you should look at the new orleans directors of homeland security. collin arnold and john thomas. these two individuals, apparently, are the people truly responsible for the barricades and the safety perimeter around the french quarter. and now we learn mayor latoya cantrell was bragging just the other day that mr. john thomas has been elevated to the super bowl's security committee. god help the people coming to the super bowl what was he responsible for? >> niewrls homeland security. he works for latoya cantrell. they ever responsible for protecting any perimeters around these major events and certainly in the french quarter, there he is. is he a former police officer. and latoya cantrell is bragging about his elevation to the super bowl security committee. lawyer layer she has been unmitigated disaster for the city of new orleans god bless,

♪ >> laura: tonight, disturbing new details about how the communist chidges through a group of cyber hackers have penetrated deeply into critical american infrastructure. from our water system to sensitive government communications, to our electrical grid and, yeah, even our military were talking incursions that are far extensive than previously thought. now the "wall street journal" is reporting that these aggressive moves by china cyber thugs started as early as 2019. investigators found the hackers

looked for years periodically testing access at regional airport. investigators found the hackers had secured access and then returned every six months to make sure they could still get in. oh, good. hackers spent at least nine months in the network of a water treatment system moving into an adjacent server to study the operations of the plant at a utility in l.a. the hackers searched for material about how the utility would respond in the event of an emergency. or a crisis. another hacking group known as salt typhoon burrowed into the u.s. wireless networks to get data from more than a million people. even obtained audio from senior government officials including some calls with trump. >> there have been reports that chinese government hackers agreed to release sensitive within the u.s. treasury economic sanctions. what more can you tell us about the scope of it and what information has been come pro-plizzed. >> so what i can say is the

president was briefed on this. we are closely tracking the incident. we're working to identify action to mitigate the future risk to u.s. government networks. >> laura: we're tracking it, are we? as usual, how reassuring biden is monitoring the situation. joining me now is christian whitessen, former state department adviser. what is china laying the ground work for here? water supply electrical grid. government comms? >> right, laura, this is clearly a digital column that china is preparing to use if there is ever a crisis or war with united states. if china makes a move on taiwan with the fell philippines a treaty ally if we move to make a defense then all of a sudden you turn on your faucet and nothing comes out or the lights go out. your phones don't work. there is critical infrastructure.

this is nothing new as far as capability, the israelis have used this against the iranians. once they turned off gas pumps in tehran. another time they made sure everyone had left the plant but then caused fire at a steel mill why it gained this credibility. the penetration is deep here. >> laura: what is new our infrastructure despite our spending buildings of and billions of dollars trillions on security apparatus and military is this vulnerable and the "wall street journal" is also reporting by the way, christian, that some national security officials involved in the investigation said they believed the telecom hack is so severe and network so compromised that the u.s. may never be able to say with certainty that the chinese hackers have been fully rooted out. so, again, everybody spies on everybody, christian? but this is a level of espionage

that seems very, very concerning given what is at stake with the size of standing army and taiwan in particular. >> right, it's ionic same national security officials are some of the ones that are partly responsible not just through sins of admission defense forces ukraine i would argue there are no vital u.s. interest in neglecting the china threat. but it was actually the fbi itself, including the highly politicized elm business sell christopher wray on his way out to be replaced by kash patel who was against encryption all along encysted that telecom companies, cisco was involved, verizon was involved. at&t involved, insisted that they have back doors so that law enforcement can conduct surveillance on the communications of americans
