criminal histories arrested, prosecutor, released despite the clear danger they pose to the public. i am really glad to see commissioner tisch is talking about this, putting this front and center. but i would also note the statistic she gave understates the severity of the problem. she was talking about people arrested for the same offense three times in the same year. we have a much broader recidivism problem than that because many people may not have been arrested at all in the last year but still have 10, 12, 20, 30 prior arrests. there was an individual in a sexual assault on the subway and had 87 prior. >> sandra: wow! it is hard to believe in the incidence. ignoring the problem a rate and will make revolving door of criminals on the street. mayor adams says it is about mental health issues. >> we need to start dealing with the real issue, mental health. people should not have the right to sleep on the street intent

when they need care. right now we are in court fighting basic principles that there is nothing you main while allowing people to sleep on the subway systems and on our streets. we need help. >> sandra: so how do you get them that help, and does new york have the resources to to that question might. >> that is the key question. you can have people like mayor adams say the right thing and have support for the initiative from governor hochul. but the reality is the number of the available inpatient beds, psychiatric has decreased. we don't have the space. the investment needs to be made across the writ large. we don't have the capacity. we don't have enough police officers and we don't and even have less jail beds as the initiative takes effect. we don't have inpatient psychiatric. these are the things we need to invest in basic infrastructure measures that we don't have right now and we meet in order to keep our streets safe. the mayor is exactly right. there is nothing compassionate
