alert, southern california is utterly devastated, entire neighbourhoods burned to the ground. tens of thousands are now homeless and the true death toll still remains a mystery. the fire continues to burn all across los angeles but progress a little bit being made. no thanks to the mayor, governor or president biden. he's on the ground in california tonight. what's the latest out there? >> it is one of the most iconic places in the world but it will never look the same. we are standing a role poems right here, you might be able to hear the waves but now you can see what is left. burnt down garage door and the charred remains of what was a family's home. we are also learning tonight that this fire not only destructive but quite possibly deadly. investigators discovered the remains of a human being inside

a burn down home about a few blocks from where we are standing here in malibu danmak they are trying to determine if this person died during the fire and as a result of the fire the remains were discovered after police performed a welfare check the person hasn't been identified. what i can tell you as we've been spending some time driving up and down pch whether it is a multimillion dollar mansion owned by somebody who's very wealthy or an entire mobile home owned by regular old folk. this fire spare nobody. so many homes burned to the ground this will never look the same. it isn't quite as windy as it was the previous night's so we are seeing a lot of firefighters out and about trying to put out some of those fires and it's also one of the things we are seeing right here. a line of paramedics and fire personnel trying to get out there and trying to contain this fire that has burnt almost

only on social welfare programs. the states 322 billion-dollar budget also funded some fire prevention and water projects, none of them have been completed because of permitting. environmental reviews. 11 years ago california broke ground on a $100 billion high-speed rail system, it's nowhere near completion. the first section of tracks has not even been finished. in l.a. throughout the state, billions and billions are also spent on dei programs. more on green energy projects like l.a.'s 800 electric street sweepers. they cost 800 grand a piece. the city can find enough money for its fire department to fund them. recently the mayor cut 17 and a half million dollars from the departments budget. the fire chief wrote a letter warning the budget cuts would

we didn't lose control of the fires 50 years ago. this was back in the 70s. i spoke to a fire chief who used to be on the cruise that did those clearings. they stopped doing it. i remember when they first stopped, they reduced it almost to zero because it was interfering with the migration patterns of a field mouse. you can't make this stuff up. environmental concern put the thing at a complete stop and we do know forestry management and now you have hundreds of thousands of tons of co2 in the atmosphere. >> how's the air right now in l.a., not too good. uncomfortable you were being in a locker room with a biological male and remind people what that was like for you and then competing against such. >> it's hard to put into words the feelings of just a violation , the feelings i felt up a trail. i love my university, i trust in my university. i believe they had my best interest at heart because that was their job. it was their job to protect us and suddenly our rights to safety and rights to equal opportunity went entirely out of the window and we were actually the ones who were reprimanded. we were punished if we even dared to question what they were doing by allowing a 6-foot four-man to fully undress in our locker rooms.
