this is america reports. the damage is stretching far and wide across los angeles. more than 300,000 people are under evacuation orders. there's a strict 6:00 p.m. curfew in order for the zones to prevent looting. the palisades fire is at 8% containment and the eaton fire is 3% contained and they now cover more than a combined 34 thousand acres. >> the report the crucial if the winds die down we'll speak to the ceo of the canadian company lending aircraft to help put out the plains. >> we have fox team coverage with the latest on the pentagon's role? >> jonathan hunt is on the ground in pacific palisades so jonathan what's the very latest from there? >> i just am getting my head around the sheer scale of the

destruction here, sandra. it's truly breath taking for everybody who's been here. this i will take a look at now. this was the community methodist church here in the pacific palisades. you know it's often the smaller things that help you get a grip on the magnitude that illustrate just how bad it is. this is a preschool, as well. a much attended school. every year the graduating class would paint a tile each of them and put them on this wall. they have all fallen off the wall and you can go about one hundred yards around the wall and it is littered with these tiles just done by children, tiny kids to say goodbye to their school and now all those families have to literally say goodbye to the school. we saw a couple of parents here last night and it was an emotional scene and they were in tears as they sifted through the rubble looking for the tile that

their young child painted and left on the wall here and it that kind of emotion that you see that really brings it home to you, what so many people have been through here and will continue to go through for months now, years even. you look up here and you can see this kind of devastation. you can point a camera in any direction over about a three square mile radius of the pacific palisades and see nothing but destruction. where brian is right now as he just, if he just tilts up slightly i want you to look into the distance at the hillsides. just the left side of the hillside is where you are looking at the palisades highlands. we talked to one guy that lived in the main part of the village and he said, we've seen fires up there before but never in our wildest dreams or more accurately their wildest nightmares did they ever think that a fire up there in that

hillside would be able to get down here into the densely populated urban area of the pacific palisades. but it did. nobody was prepared for it and certainly there is a lot of thought here among the people that live here that the county officials were not well prepared enough. they are also grateful these residents for the heroic work that the firefighters did but they have a lot of questions for the leadership of l.a. city, l.a. county. they want answers from mayor and the state governor, november gavin newsome. they want to know why there was not better pressure in the hydrants. why services didn't take place more quickly. we will on their behalf until they get the answers they want will ask and they get the accountability that they there has to be in the wake of what is

analytics absolutely unprecedented fire here in southern california. >> incredible. thank you jonathan. >> then there's this angle the defense apartment is ready to assist california with the wildfires. the state has most of what it needs. our chief national security correspondent at the pentagon. what's the military's role in fighting wildfires and why can't california use the help? >> it's interesting, john. the state and local authorities have to request the federal help. five hundred active personnel are preparing for search and rescue. 8 c 130 herculeses plains are being sent to california to support. some of the air skraft will be operational later today and all by sunday according to u.s.

north command. the c-130s will be stationed in the champ islands off the coast of l.a.. the huge planes are used to drop a flame retardant could mass. the planes drop them from a 150 foot altitude and one unit contains 300 gallons and weighs 27,000 pounds and the unit is discharged in five seconds and can be refilled on the back of a plane. the california national guard has two c-130s in the arsenal due to heavy winds these have not been used yet. a national guard official said they are awaiting launch orders from the u.s. forest service. the national guard has two modular system units and nevada national guard is sending two and the pentagon has four additional units. carli lloyd austin said the pentagon can do more to help.

>> we are providing some modular fire fighting systems so when the wednesdays are high they can input that but we have a lot more capability that can can be requested. >> right now the california national guard has 800 men activated including 400 personnel from the fire fighting hand crews and 400 military police force. the hand crews with the california national guard are professional full-time firefighters unlike the national guard they operate year around under joint task force rattlesnake along with cal fire. they are the concentrating on the palisades and eaton fire right now. 8 hand crew units and 200 guards men were activated and reported today. john? >> in terms of the aircraft and the fire power they bring in a lot of people that watched might

say why is california waiting? the fires are going and they are barely contained and the winds are expected to pipe up this weekend, why not get that stuff on the front line? >> it's really quite baffling. i believe that our and standing is that cal fire has some of their own units and they are using those. usually in these situations it's a coordination effort but i can tell you from talking to the military and national guard that they are standing by ready to help. >> wow. i mean there are a lot of people that believe there's a lack of common sense going on and i don't know if that falls into that category but hopefully they can utilize them soon. jan, thanks for the update. i appreciate it. >> that is baffling and we'll continue to report on that. air crews from all over are converging on california to help try to dumb as much fire retardant on the fires as

possible. we're looking forward to talking to you. can i get your reaction as we do sort of become baffled that california would not deploy all the resources it has considering the severity of the fires even at this moment? >> we're very fortunate because we're funded by southern california and we operate through of the largest l.a. tankers in the l.a. basin so we have one at orange, ventura and l.a. counties and so we're a first responder and we've been doing this program 24 slash 7. we have been active day and night on the fires since it started. >> what are some of the videos here? we have them up on the screen. >> so that is our active operations day in, right? fly up to 50,000 gallons at night for structure protection for the communities and the the

fires that we're working on and have been very active but have been restricted by the wind. it's been a challenge for all the air force at night and our partners trying to support the ground firefighters but it's such a difficult situation given the winds. >> we were live during the hours yesterday when we were able to see one of those super scoopers come in and fill up as it skimmed the water and say it has remarkable thing to see that in real time. that water is taken to drop on the fires. this is your thing and your wheelhouse. tell us about the efforts as we now no one of the the two deployed hit a drone and has taken it out of operation at this point. >> that was very unfortunately i can say because we work for the three counties that they are

absolutely exceptional, as well as the state of california there's aircraft 24 slash 7 up at 15,000 people in the air trying to gain intelligence and pick our spots. we have been dispatched multiple times in the middle of the night and have been turned around by wind. i don't think this is a lack of effort on anybody's part from the agencies trying to get air support in the air. like i said we have been dispatched multiple times where we've had to turn around and go back to base. >> these super scoopers, i tried to do a deep dive on this as possible in the last the 4 hours but why are the her not more of them? you would think we could deploy more assets like this. they are obviously incredibly expensive to my knowledge like 30 million planes but we have none. they brought these from canada.

>> this is the wind so the helicopters can fly in more difficult containers as the airplanes can. so in our heavy lift helicopter world we can fly many heavy winds and that's why probably if there was a need it would be more of the heavier helicopters and the airplanes and we fly at night. we in the program that's in southern california that's been the there for years we fly 50% of the hours that we work is at night so you don't hear a lot or see a lot of us but others, a significant amount of flying is is done at night when the heat is gone and the relative humidity goes up we're able to be more efficient at night than in the day in some circumstances. >> it's incredible the capabilities and the pilots that fly them. we appreciate you bringing your knowledge to us as we try to learn more about how the next 24 to 48 hours looks. it comes down to wind in so much

john, it is a pleasure to be here. my heart and soul goes out to all the people suffering this damage and destruction. i unfortunately have been consoling many clients with regard to their losses total destruction. you are absolutely correct. we've been facing this problem for some time with several carriers fleeting the market so there's limited carriers in california that will still take the risk. >> and what's the problem? is it that they are just not able to have the premium rises they need to handle the indemnity or is it something else? >> well i can speak from my agency and if carries i represent and several admitted fled the mark net june because they presented to the insurance

commissioner premium increase so they would remain profitable and provide proper coverage in these situations and unfortunately the commissioner has denied the request, so several have fled the market. what we're probably going to see in the next year is more and more non-admitted carriers here in california accepting the rest and with that guy enormous premiums. >> yeah. i was reading something that you said to another news agency where you said, a lot of your clients are saying mark what's with the premium increase and your response is be thankful you still have insurance at all? >> well, it's more than that but i did take that quote pretty accurately. we here the agency conduct annual policy reviews with my clients each year so we go over each item, policy item

line-by-line to be sure they are protected with top drawer insurance coverage and they have the priority with a claim. so they usually adhere to add vice and that's great. some complain about premium increases and they are horrific but they realize a day like today will eventually come. these were for the most part weather related global warming so we are battling those issues. >> there's another issue, as well for people that can't get insurance through private insurance carriers as the insurance of last report with the state could fair. they have unbelievable exposure across the golden state with 458 billion. they have 5.9 billion in exposure just for the pacific palisades fire but only $700 million to pay out folks to rebuild.

what's going to happen? is this fair play going to go upside down? >> i can't address that specifically but what i can tell you is that we always tell our clients, the california fair plan as they do market themselves is the insurer of last resort. we try to avoid coverages with them whenever possible and the numbers prove why. but several insurance carriers will only be willing to take the risk as a difference in containers so the fair plan is the insurer of last resort and their coverage is maxed-out at 3 million. most of my clients for higher nothing worth individual in a multi-million property so we have to go outside the fair plan. 3 million all in is not going to insure a home all in. >> no. not in that part of the country for sure. mark, thanks for being with us

fire that has sparked there the archer fire. a moment ago john we saw the this camera zooming in on neighborhoods surrounding the brush there, near-by brush and you can see it on the screen there and at first you thought maybe they were there to prevent looting and the evacuation orders had been issued so we don't know exactly what they were doing but you might imagine they were telling people to leave their homes and evacuation orders were given to granada hills after a fire is sparked there this afternoon and it burning two to three acres and you keep seeing this on the screen there and meadow lark avenue near a park there. according to the los angeles fire department evac weakses were given east of balboa boulevard. this is another fire that has happened right now. >> looks like they got a good

handle on it. this is around the area the first hurst fire with us as well. i don't know how they start but with the fuel as dry as it is they get going quickly. the l.a. times has an interesting story. sitting high above pacific palisades is a reservoir called the santa inez reservoir and apparently it was off-line because the cover was being repaired. 117 million gallon reservoir that according to the officials the l.a. times said could be helpful to relieve pressure problems they were experiencing. it might not have saved the day but certainly could have helped but the big reservoir 117 million gallons was apparently off-line when the fire blew up. >> that would be a problem.

we're seeing a chopper take to the air right there. that's the opponent. the winds have died down enough for aircraft to go up and drop water on these fires. this is the archer fire they are trying to put out now. the evacuation orders had to be put in place immediately because there are highly populated residential neighborhoods right there as you can see in some of the live shots they have to get and tackle this as soon as possible. you are only talking a few acres but from watching the other fires you know you can go from a few acres to a lot quickly. >> don't forget what happened on tuesday morning into the afternoon was there was a small fire in the santa monica mountains above pacific palisades and then the wind blew up and it was just like taking a belows to that fire and blew it down the hillside into pacific palisades where it became a house to house situation and now as we know, most of the pacific

palisades just the doesn't exist anymore. that's how quick these things flair up. the vegetation there. there are green trees but most of the scrub is just brown. dried out because we had a couple of years where we had atmospheric debris from hawaii dumping so much water on the hills north and south that all the vegetation grew dense and now is dried out so that's tinneder for huge fires and god bless those firefighters on the front line and the folks piloting that helicopter. they are trying to get this part of it under control. >> the these are dangerous efforts. we saw a lot of firefighters on foot there earlier, as well in the hills. the fire department is putting out new information saying that hey, have ordered mandatory evac weakss in this area and this fire started to burn 10:25 am

local time about an hour ago at 1:125 p.m. eastern time in the northern san fernando valley community of granada hills that we have reported. they have evacuation orders there and it's also unclear how this one started. >> as you pointed out for an hour the entire hillside and the valley in between is gone because this fuel is so dry it just literally explodes into flames and there's another great view of a water drop. put that on the leading edge of the fire and try to wet down the vegetation on the other side. they are doing a marvelous job containing this from getting further out but we saw the timeline time-lapse of video from uc san diego in california. we played it out on wednesday afternoon of the early moments of the pacific palisades fire and how the entire hillside erupts into flames in the space

of about an hour or 90 minutes and sweeps down into the neighborhoods, but these things can get out of control so quickly unless you have firefighters on them and water on them soon you create a fire break and tamp down the engines of these things they'll go wherever they want to go quickly. thank goodness the wind is down a little bit this afternoon. it's forecasted to come back up this weekend though and that will cause a lot of problems. >> unfortunately in the announcement about the latest fire they are describing what they say are erratic winds but they are able to get in there with the aircraft as is we've seen and just a few minutes ago we saw a hand crew and bulldozers making their way through some of the rougher terrain at the perimeter of the fire to gain access to those flames. >> look at that. there's is a dc banker. these are the big whales that

spread fire retardant for the most part. they can carry so many gallons of this fire retardant that they just dive down on top of the fire. let's watch this and see where it's going to go. ai assume it's loaded but those are used mostly for big forest fires like we would see in wyoming and colorado and places like that to use these in an urban area, that will put a lot of fire retardant down quickly. >> they have about four of those in operation. macdonald douglas plains they apparently carry about 9400 gallons of water fire retardant and have an exterior belly amounted tank. these are the big guns to try to prevent this fire from becoming much bigger. as we have seen they all started small and can get big fast so

they are trying to get a hold of this. it's been burning for about an hour. >> the only draw back is they can put a lot of retardant on a fire but it takes a while to get them back up in the air. there's significant turn around time where the super scoopers, they can make basically ten minute runs and they skim the ocean or a lake depending where they are and pick up probably 1200 gallons and dump it on the flames and they are back for a run. they can do 115 fire runs in a day compared to a handful of the things like dc 10. dc 10 puts down a lot more but if you are trying to peck off the edges of a fire that's rapidly spreading you wants a much water on it as frequently as possible so that's where the super scooper's really show strength. unfortunately though one of them is out of commission because someone thought it would be

water on the flame has contained that and look how close it got to that big residential neighborhood. this is where the combined efforts of firefighters in sky and on the ground shows how well they can deal with. it's sad they are not dealing with 100 mile-an-hour winds like the other night. >> looking at the fire department's update they still have not lifted the mandatory evacuations and they want everyone to avoid this area. there's warnings outside of the mandatory evacuation areas, as well. there's immediate residential threat i guess i should say with the fire burning so close to some of the neighborhoods, but to your opponent a moment ago, we were seeing the fires and we're not right now but we have seen a lot of water go down over the last 20 minutes. >> this is happening right now in granada hills which is near the bigger church's fire.

crew come in briefly here to tamper down a hot spot in this already devastated area we're standing in right now. it's really quite extraordinary when you just within the work these firefighters put forth. they show up within minutes and they tamper it down and get out and move on to the next spot. this is a question of keeping everything contained here with these kind of hot spots. grenada hills is fighting a bigger picture now and that's why the aircraft are in there and why they are so critical and why one of the questions we'll be asked is, did they have enough resources on hand when this fire was breaking out? obviously as i mentioned for a long time they could not get the aircraft in the air and that's a critical reason as to why the destruction here is so bad. still people have a lot of questions but you have to accept the fact that when mother nature is as fierce as it was on
