north of brentwood. could this fire creep down to the neighborhood and eventually touch brentwood we already know it when house is already been engulfed. so to say thank you for the support especially to our community out there. i think it could depending on the winds right here. the issue is the embers. the embers of travel and travel. there's nothing you can really do the night of the fire is watching or video cameras i could see the embers going down the street. the fire while was in front of our house i thought we were safe until they left because there was no water parade this fire can still spread this is a video i took the issue is part of the planning of people trying to get out of the palisades. that carling is all that the street here's an elderly woman i helped. she text me that night and said she was okay, which is a good thing for the police to know to help her that said they were more worried about traffic control but some of my footage that i took from our house when

i was fixing the sprinklers trying to save the house along with other neighbors helping as well brexit you think the fire would reach you we see it on the hill it has been doused. >> of thought there was some concern it's kind of a canyon. the wind whips down there. this seed right here since we had lived there i think 2008 or 2009 this has happened many times before we've done this. in fact on new year's eve some kids are playing with fireworks. there is almost that exact same spot that was put out. the difference is this time that hurricane force winds but the big difference is there is no water in the reservoir that is my house was sprinklers on the roof. even at that point the sprinklers did not have enough water pressure to soak the house.
11:11 am
so i thought the neighborhood would be saved. that hillside has burnt before. unfortunately the fire trucks came. god bless them but there's nothing they could do there is no water. see what you're not just only a victim at one of many have suffered this catastrophe but you are also an attorney, government whistleblower you've dealt with government spent your career dealing and holding them to account. what went wrong? that preparations the fact that mayor and pointed out the reservoir was off-line it's undergoing repairs in that reservoir could have saved your house potentially was empty. >> yes. i team up with the cut or a law firm up in sacramento we have recovered was $200 million for taxpayers the law firm also handled the maui fires we are holding a town hall at 6:00 p.m. on tuesday for the community
11:12 am
what the next steps are. there's a couple issues here regarding the utility companies and the government did that reservoir was a dry number one. there's old infrastructure in los angeles in fact on our street at self the pipes have burst and many times over the years from the heat and cold. receipt telephone wires right there that's old infrastructure those lines should be on the ground. what would happen if there's an hquake? that's another catastrophe paid the biggest thing is going to happen is we have winds in the fire may spread what happens when the rains come? because the rains will come. you are going have mud slides the whole area is a toxic bomb. i think our mayor dropped the ball on this issue here. probably our local community council did. which investigate because they
11:13 am
have that march pair for the summer in l.a. number of years ago, this may not have happened. quickset is a great point there. i would first say yes. none of that vegetation as a president-elect trump says that the forced mismanagement right there. there should have been more resources to clear that brush. that is number one. number two is that hillside caught on fire on new year's eve. only about a week and a half ago, a week ago. that should have alerted authorities. number three here everyone knew the winds were coming. there should have been preparation at least in place let's get everything ready in
11:14 am
case this event happens. that did not happen. even the response for the national guard the whole neighborhood has been eluded the last couple of days the response of time the national guard come in late is another failure. eric: finally, do you think you'll get your life back? it's far too premature to get there. were trying to save los angeles. >> yes we are a strong comm community. unfortunately is going to take time. there's a lot of things that have to happen first number one the plessis to be sealed off from looters. the coroner has to go in and go house to house to find the bodies. and then honestly the whole place see needs to be cleaned u. i think the world trade center all leaders everyone develop cancer. there's all of these carcinogenic particles floating around if your house is standing you cannot go back in there. what we have done in forming a legal team is to help people

arthel: crews are battling at least five active wildfires across the los angeles area. over one or 50000 people are under fire alert. the largest of these infernos the palisades of fire is expanding easter prompting new evacuations for brentwood and encino. matt finn's in mandeville canyon near brentwood with the very latest. >> hi arthel but this is per ths upsetting news for people here on eric to set the scene i'm standing on mandeville canyon road week begins with an update famous sunset boulevard cuts off the canyon behind me. thousands of homes on this road a lot lot after lot a short while ago we're driving up in this direction predicts the black smoke in the distance. unfortunately there are homes are burning right now on mandeville canyon road. that is terrible news for people
11:21 am
in this area. and even west los angeles at the fire continues to make its way down this road on down this candidate will not only destroy the homes in this area but exposes parts of west l.a. to fire spread including brentwood. in a short while ago i was talking to a woman named linda her to try and get back to her home in this area she can't right now she is under the evacuation orders. she said her husband's insulin is in the refrigerator. here's linda. >> the refrigerator at home there is no power. i would take him a long time because we are in a mail order program. he could probably pick it up at a pharmacy. we don't even open get through. >> for people at home people are asking how is this continuing to spread? how is he getting all over los angeles questioner to give a short explain the palisades fire began up and over this

house but it's not looking promising right now. see that good for you thank you very much. super everyone can help president biden skipping a trip to italy because of the ongoing fires he said the federal government will cover the cost of the response for the next 180 days. that is something that could then change when president-elect trump takes office nine days from now with much more on this. hyatt lucas. >> good afternoon president biden speaking to reporters last night. not only saying he could have been beat president-elect bonnell donald trump at things as vice president could have two. >> i think i would have beaten trump could have beaten trump. and i think kamala harris could have been and would've beat. i thought it was important to unify the party. the party was worried about
11:24 am
whether or not i was going to be able to move. >> is not clear what biden meant about 1013 beating trumps the rules are pretty clear may be feeling like some texas fans after losing to ohio state last night. earlier in the day biden offered california governor gavin newson l.a. mayor karen bass' full support saying is not their fault there's no water coming out fire hydrants. >> a look. you know i think you're getting a bad rap i know you're getting a bad rap about these fire hfirefighters not having enough water in them. give me a break. give me a break. what this is all about is the utilities understandably what they did is a cut off power because they're worried about high tension lines coming down and causing more fires and the wind. right? when they do that, they shut off the power that controls the ability to pump water. >> is not true according to l.a. times reports of water pumps were not affected by the power outages.

congress originally approved one or billion dollars in disaster relief for hurricanes helling and militant victims those estimates to fight the fires in l.a. to help rebuild or greater present number coming in one or $50 billion for some republican lawmakers blame state and city officials for the mess. >> help is on the way for president trump. and a new administration for what comes to congressional funding the idea are going to have an open checkbook number matter how bad your policies are is crazy. >> what just as there's no plans for president biden to speak today. eric: art lucas to the white house thank you. arthel: it is hard to wrap our minds around the devastation from these fires. property damage is estimated in the tens of billions of dollars. the big question, will insurance companies cover that? that's especially troubling issue in california were a lot of companies have left the

market because of the high wildfire risks. let's bring in chip president of the law group. i want to start here. i saw one resident from altadena whose house burned down. he said he called his bank heat hethey said he has to continue making mortgage payments on a house it's now ashes but how is that possible? is there relief for these homeowners? >> that's an unfortunate response from a bank but i am quite certain the executives at the bank might be rethinking that in the future. most banks and financial institutions do give some relief for a month or two on people who do have insurance under additional living expense money, that might go to help offset some of this. you have to live in two different places, to different places for mortgage or hotel or somewhere else. most of time the community especially the financial institutions pull together to help people out for a temporary
11:27 am
basis. that is going to go on. what i hear it right now you cannot find a hotel room anywhere close to this because there have been so many evacuations. i felt very sorry for everyone going through this right now. similar to a lot of catastrophes that happen in a lot of different parts of the united states. something most financial institutions have plans for to take care of people that might not even know who their insurance company is because insurance policies are all burned out. who do you call? where do you go? i feel for those people right now. arthel: absolutely per try and find a hotel or in the air is difficult. i was sending links to a hotel for a friend and her family the other night. but meanwhile let's talk about the california plan that was established as you will know so all california property owners have access to basic fire insurance when access to coverage the traditional market
11:28 am
is not available through no fault of the property owner pretty want to take a look at stats over the past four years the exposure for homeowners went from one or $50 billion to 450 billy that's up 121% in four years. so help me understand how can the california plan remain solvent and reliable for homeowners? >> a california plan is unlike any other insurance company. it's going to tap into coffers and other insurance companies. that means other policy holders to raise funds to pay for everything right here but the truth of the matter is over the last decade it's the california fair plan to almost the california unfair plant in the eyes of many. many insurance covers are leaving in the state of calvin response last summer the legislature pushed through
11:29 am
program california like any other state in the union did not allow modeling or future modeling of climate change. that will change this year. if you're any insurance company for that matter you're probably going and it paying a higher premium because of these mass ts catastrophes throughout the state of california. it is being addressed but we don't think as many people going to drop out as part of that deal you have the insurance industry has to start insuring a more people in these wildfire areas the high risk areas. there was a deal done just did not take effect until beginning of this year. some have your while climate change so many people are still climate change deniers. they didn't want to believe their eyes. who pays to rebuild california when insurance falls short? everyone else a quote from the
11:30 am
op-ed is this. after the 2021 marshall fire swept through the suburbs between denver and boulder, colorado a study found 36% of homeowners who filed insurance claims learn their policies covered less than three quarters of their homes replacement cost. when tornadoes tore through kentucky, tennessee the same state sub home owners discovered there homeowners is thousands of dollars in deductible or what they are required to pay for themselves before coverage could kick in. sir chip, here's the question. if insurance companies are fleeing california, other states as well, entrance becomes unaffordable without insurance homeowners run into trouble with their lenders, the banks or cannot get a home loan in the first place without insurance. what kind of collapses this is create? that's a great question.
11:31 am
this goes much further than insurance at it's insurance a homeowner affordability. all of those fit into whether or not people can afford their home or not. in the long term people think about insurance and terms of a social product but it is. in the long-term whether it's flood areas we have com, her caterers, earthquake areas, all of those areas need to think about what do we need to do as a community to invest in our infrastructure customer it might mean more taxes for a hate to say that. so we can have affordable insurance. it's been that way for over 150 years to bring the major cities for firestorms with a major concern back then you had to adjust to harden their cities back then that we now see going
