very latest covering this latest news and the wildfires i am eric shawn. hi arthel. arthelsteven hello everyone i am arthel neville. let's give you an update in terms of where the wildfire crisis stands at this hour. right now the palisades fire is 11% contained. spreading getting closed for the brentwood area. we'll have reporters on the ground with t real details on that. the eaton fire is contained at 15%. at least 12000 homes and buildings have been wiped out by the flames. the federal government now taking the reins to determine what started the massive palisades fire. atf will be the lead agency some families are now returning to their homes to see the devastating aftermath. many finding their neighborhoods turn to ash. >> we have lost a dear member of our church.

but she is with god. our whole town is grieving. >> never seen anything like it. everyone hurts it's not easy. >> team fox news coverage for you. matt vent is live on the ground mandeville canyon just west of beverly hills. christina coleman live north of l.a. pete lessard with max gordon these are the very front lines of the palisades fire in the west ridge neighborhood of los angeles pretty see the smoke behind you what's the latest on the ground? >> we are overlooking mandeville canyon right now per this is the palisades of fire right behind me growing to 22600 acres. now at 11% containment part overnight was how this fire begin to grow an increase in fire activity spreading another 1000 acres an an additional amot of fire activity as well later on today. we have quite the air show in

the area we had multiple tankers and making drops right behind us here. you can see the pink strip along the ridge line, that's where the air tankers are laying down fire retardant creating a fire break where the fire won't be able to pass. it will hopefully protect the buyers down in the canyon. you can see down there firefighters creating a fire line that demonstrates how steep and rugged this terrain is. these canyons have incredibly difficult firefight conditions is very dry. the winds have been whipping. later today were expecting a winds between 58 -- 30 at miles per hour with 50-mile per hour gusts so people in that mandeville canyon area are told they are not out of the woods yet. this, as a fire continues to push towards brentwood. eric: the first mandeville he canyon buyer has built burned at one house house it doubt it creeps southward. these homes, by the way, they

are like 5 million, 10 million, 20 million-dollar homes in that very exclusive area. is there concern this could start creeping down and eventually it hit the whole brentwood area? >> yes, that is absolute a concern. especially if the winds begin to pick up later on in the day. we are talking wind gusts up to 30 miles per hour potentially 5t mixes firefight even tougher. luckily had the aerial firefighting research on the team. we have so saw half a dozen caretaker drops in the past half hour but firefighters are starting to lay down the fire retardant. starting to make the fire line around the palisades fire help for their turn to get a handle on things. i think residents have the same hope as well. burke certainly hope they can contain it. max gordon live at the site people get back to in the hour as the developments warrant, thank you. arthel: meanwhile authorities are expanding evacuation orders

for that palisades fire sleeping east towards the neighborhoods of brentwood that matt just showed us. and encino as well. matt finn is an mandeville canyon near brentwood, what are you seeing? i am just below where max was. i'm in the mandeville canyon on mandeville canyon road we are in upper mandeville canyon around 8:30 200 area pit you see live flames behind us right now from the palisades fire slowly creeping down this ridge, threatening all the homes around me. we have seen at least one home burn in the mandeville canyon road in unfortunately may be more per this is a big fear for the people in this area the palisades of fire it would make it down to this canyon. it's densely populated per you're talking thousands of home lot after lot on each side of the road. getting into the canyon is bad enough their fears that if it

makes its his way down through e canyon you are exposing large portions including brentwood to this fire for the good news here we are see wsrc consistent ande air drops. but the water and fire retardant. in fact there's homes and portions of that mandeville canyon road completely covered in the pink retardant too. that is great news. there's a lot of fire trucks, fire personnel appear right now. a very active scene trying to fight this fire prisoner talking to firefighters in this area did seem relatively confident about the frontlines of the fire in the mandeville canyon road area. i cannot speak to the edges of the palisades fire. this populated area right now firefighters health they feel good about this. even though you are seeing some of the flames, they are slow-moving. what's happening courses the mandatory evacuation area. many people are either try to get back to their home to see what it looks like or some people may need medicine. spoke to one woman named linda said her husband's insulin is in

the case of linda i know that was earlier but trying to see what they can grab before it hopefully the fire won't get to their homes they're trying to grab that. what does the scene it like around you in terms of firefighters you said you spoke to them and they seem quite confident. what are they concerned about question if there's a lot of vegetation between where you are standing in those flames up above you. >> yes. to firefighters i talked to say this front line right here is relatively so moving. we have seen fire retardant and fire drops right here. also they said they did do some clearing of vegetation in this area which is a very controversial topic for a net whether or not areas were actively cleared of vegetation across southern california fire crews said they did do some clearing here which is good news but at the same time we are seeing the frontline of the fire slowly advanced toward these homes will keep you updated on that will pan over quick to the

>> today kevin or gavin newsom announced his increase california national guard personnel to support l.a. responders to nearly 1700 service members, doubling the boots on the ground. some of them are arty positioned at major intersections to secure areas that have been destroyed by the fires. they say they know and understand how bad some people want to get back into their homes to check on things. they are urging them to have some patients. >> we are from this community to put all of our soldiers are from the california army national guard were writer close to home. we do feel for these people. >> guardsmen were deployed on wednesday but some of them have been sleeping nearby at a california highway patrol communication center so they can be close to areas where they are needed quickly. they collaborate l.a. county sheriff's department, california highway patrol and lapd to protect lives and property. so far and deadly gentoo fires claimed the lives of six people.

these intense and difficult to contain wildfires burning across the l.a. area? >> well, first of all the hot button issue is going to be the water supply thing right now. here's the deal and what people need to understand with these systems were designed and built there is a formula you use for how much water is being consumed during a peak period of normal consumption. and then there is a reserved. and then there's the factory along the text refill. no system is designed or capable of sustaining the kind of flow, the fire float usage that was being seen by these communities. we have never had an incident like this. we have never had this kind of fire activity or h had all these hydrants flowing. all these pumping 1500 gallons a minute to the structures. the drawing that was massive.

there is no way for the system to replenish itself quickly enough so everything went dry. i get it to what 100 year weird occurrence i've never seen anything like it before i've been in fires and windstorms that arcs dream this is like nothing i've ever seen before i am just astounded the level of devastation we've seen in this fire. >> it really is astounding. you said the system no matter what would not of been able to combat these blazes, these fires blazing across the area there. take us inside. you were there as you just mentioned. what are these heroic firefighters are facing as they are doing their best to put out the flames and try to save more homes and people? >> there battling a situation where everything is going against them.

the weather conditions, the fuel bat itself. we us have very, very successful robust field management program in the los angeles caddy fire department. every year we will go out and pick certain areas we want to reduce, then out and control the fuel bed so if a fire or two are abrupt the fire would go up against these areas with a very cool bird and reduce times per acre. but how we compute these things during drought times the brush was very stressed we end up with decadent fuel we call it. that's underneath the green stuff you see it's been there, died it's a bunch of dead material. that stuff is like gasoline.

>> that is going be hard to say this is such a huge area height is a very remote area it's in the santa monica mountains they're not roads back there. it's very natural wide open. it goes for a long ways we have a lot of open line. the weather has is not been favorable to us. we do have an onshore conference was cooler moister air that reducesthe potential for bracese moisture content. which is the fire into unburned areas. as we t t tip back burnt out itf but he got. they let everything that they can beat working with but there's only so much as i want so much they're able to do with mechanized equipment with the aircraft. conditions are not favorable.

our colleagues to provide the funds necessary so we can rebuild the community. when we rebuild that we've got to make sure all of the buildings are up to the highest fire safety code which unfortunately they weren't. we had a new code adopted in 2008. we never retrofitted toward the area yesterday. just to see the devastation. i haven't lined up when the building was built and whether it survived. we saw the paradise fire a tremendous difference between those up to that new code and those that did not get retrofitted. arthel: last month of both parties united quickly to provide for that one or billion dollars in emergency aid for the hurricanes and other disasters. what about this from go around? i know you do not have a crystal

ball but can you give me an idea it wewent with this disaster ref be available to the los angeles area residents? >> suite provided enough money to fema they can deal with the next couple of months. it is going to take years to rebuild the community. unfortunately a lot of people were underinsured for a number of reasons. it's hard to get insurance and pacific palisades. a lot were covered by the state last resort program. the uninsured losses are in the billions, many billions. arthel: that said is there a maximum amount to residents residents wouldbe able to get? >> that depends on what congress does. based on the laws already on the books, people can get $43600 for

their housing needs. endanother 43600 to cover other things such as loss of the vehicle. butts, the cost of building is very high. a lot of people are very uninsured. but we did with the maui which is not a completely dissimilar situation we provided funds for community development to block grants. that is allowing people to rebuild it we need to do the same thing for pacific palisades. >> absolutely. you have to weed out the scam artist it is sad to say people will try to scam the residence. are you working on efforts to cut down on the red tape? all of the steps to apply for the relief? >> yes we have got a glitch in the fema website right now. i was having with the regional head of fema about a couple of hours ago. still trying to find our way

>> the fire line is slowly advancing. we are watch it creep towards these houses on upper mandeville canyon road. this is extremely and densely populated road. houses on both sides probably thousands of houses. that mandeville canyon road begins on sunset boulevard and then shuts up into the canyon. there's obviously a lot of fear, concern, anxiety the palisades fire would make its way into this canyon. that is what has happened. so people in this area are obviously horrified we unfortunately have seen at least one house burnt i would venture to say there may be more that have earned. the fire line has red hot flames were sitting on your screen right now it's moving rather slowly. a couple of firefighters i've talked to here today say they feel okay about the fire at this hour. just this frontline i cannot speak to the rest of the fire
